hold the line
on taxes
PICKERING -- There'll be no increase in
Town taxes for Pickering residents this year. if the
budget approved by Pickering councillors Friday
is ratified at a formal Council meeting.
Mayor Wayne Arthur noted the tax freeze -- the
fourth in as many year -- has been achieved with-
out dipping into Town reser%es.
-We will incur no debt. we will do no horrow-
ing and we will have no tax increase."
Councillors defeated motions to delete new
automatic vote tabulators from the budget, and to
make a donation of $25.(KX) to Ajax -Pickering
General Hospital.
Under the draft budget, Pickering will spend
about $36 million in 1997, the same as in 1996.
Even though there will he no tax increase,
growth will bring increased residential and com-
mercial tax revenue for the Town of about
$30().(()0. Pickering is budgeting for a loss of
about 57(X00) in general government revenue

Keeping kids safe in Durham

Safety is of the "utmost importance" to
school bus operators in Durham Region,
says the operations manager of one local
transportation firm.
"We're carrying the most precious
cargo," says Susan Pollard, of Durhamway
Bus Lines, based in Oshawa.
"It's not wood or metal. We carry chil-
dren. I have two of my own. Safety is of
the utmost importance to us."
Durhamway handles about 128 routes
for the Durham Board of Education and
Durham Region Roman Catholic Separate
School Board, using large and small buses
and vans.
Other school routes are contracted to
Laidlaw Transit and Stock Transportation
Ltd.
Managers say the firms are required to
meet strict regulations from the Ministry
of Transportation before they are allowed
to bus school children and to be able to
continue transporting them.
"The standards are really quite strict,"
says Stuart Salt, manager of service part-
nerships for Stock, which runs 120 buses
of all sizes for the boards in south Durham
and 160 buses in north Durham and Victo-

Pickering expects to col-

1996, down from $26,000 in
both 1994 and 1995, reports

man. Just over $10,000 was
spent on conferences and
expenses, the rest on mileage
and phone expenses in 1996.
But that's still not good
enough even though it shows
they are serious about
putting more money into
classrooms, Mr. Oldman
says.
" I challenge the trustees
to get the expenses down
even further. -
Trustees are paid mileage
to and from meetings and
have their conference regis-
trations paid out of a central
fund. Their conference
expenses are paid from indi-
vidual allowances, set at
$1.050 for a trustee and
$2.100 for board and lan-
guage section chairmen.
Only French language sec-
tion trustee for Ajax. Picker-
ing and Uxbridge Samuel
Montas went over that
amount, submitting confer-
ence expenses of $1.129.55
He also picked up $1.851.92
in mileage (including
in conference registrations,
putting him in the lead of
expenses at $3,548.97.
Oshawa trustee Joe
Corey easily had the lowest
expenses. He filed no claims,
not even for mileage.
Catholic trustees arc also
checking to see if they can
allocate their allowances for
classroom expenses. Last
year, Mr. Oldman used close
to $2(X) from his expenses to
pay for religious books for a
school library.
At the Durham Board of
Education, two trustees.
Kathleen Hopper and Mike
Nicholson, both of Oshawa,
have yet to use any of the
$4.250 each trustee is given
for conference expenses over
their three -near term. The
biggest spender so far is
Scugog's Bobbie Drew who
has $308.83 left for the term.

their drive to make vehicles as
safe as possible for students.

The Province also requires
each driver to complete a circle
check of the bus each day before
starting the route.
"It's law. They can be fined if
they don't," Ms. Pollard says.
Drivers walk around the bus,
checking_ lights, looking under the
hood, thumping inside tires to sec
it they're inflated properly, look-
ing underneath the bus for am
problems. They also check the
interior, opening emergency win-
dows and doors and making sure
buzzers go off when these arc
opened. When the visual inspec-
tion is finished, the driver must
sign a ministry -issued log book.
Buses arc also put through a
number of mandator\, inspections
each year, two for general safety
(cycr\thing but the brakes) and
one for the brakes. Buses that
pass are issued stickers which
must he put on a window. Mr. Salt
says.
"That is all that is required.
But all our \chicles are scheduled
in at least four times a year."
And if problems develop
between inspections. buses are
pulled from the road and fired.

into a computer program. A
mechanic must check off the
work done before the bus is
released.
"We can't miss anything." he
says. "Nobody can say they've
forgotten something."
He says every time a bus is in
the shop. it's checked for safety.
"The ministry's requirement
(for inspection) is every six
months." says Mr. Needier, of
Laidlaw. which runs 75 Charter -
ways buses out of Ajax and 85
Laidlaw buses out of Brooklin.
"N\,e're at least every three
months. A"e're transporting chil-
dren. In fact, we're actually mov-
ing towards every 45 days
"The idea is the sooner you sec
them, the more often you can
catch something before it hap-
pens.
Durhamwav also pulls in buses
for regular inspections more fre-
qucntl\ than is required by the
ministry, FIs. Pollard says.
"We have a large garage. tour
hays. lots of mechanics. M'e're
here in the morning before the
buses go out on their routes.
There's never a day when there's
not a bus in the shop for regular
maintenance," she says, adding
parents arc free to stop in and
check things out for themselves.
Susan Pollard, operations manager with Durhamways, says sur-
prise spot checks are conducted by provincial transportation min-
istr} officials. She also mainains the Durhamways fleet is checked
more frequently than required by the Province.
Ministry officers arc allowed
to inspect buses without warning_
whenever they want.
"They can come anytime. They
don't warn you. If you're running
a good operation, you don't have
to worry." ;lis. Pollard says.
Public schools reminded to use
Mr. Salt says all commercial
vehicles, from transport trucks to
school buses, have Commercial
Vehicle Operator Records, kept
by the ministry.
He says anyone can check out
these records.

Durham Board of Education
schools have been reminded to
use only hoard -approved school
bus companies to transport stu-
dents on field trips.
Business superintendent Ron
Trbovich says he sent an e-mail to
all schools last Friday to empha-
size the% are to select buses from
a list of companies that have
already been screened and
approved by the board.
The action came one day after
a nine -,ear -old bus, contracted b\
Exeter High School to take stu-
dents to Pearson International
Airport, was pulled off'. the road
by police for safety deects. The
vehicle, which police and Min-
istry of Transportation official,;
say had brake defects and jammed
emergency windows among other
problems, was on its way to pick
up the students at the Ajax school.
It was not licensed as a school
bus, although it was permitted to
transport students on field trips.
However, the company was not
one of the firms on the board's
list.
"This is such a vital part of our
service," says board chairman
Ruth Ann Schedlich. "We want to
make sure we have reliable and
reputable firms. We do have an
approved list. They are A-1 quali-
ty. "
"The issue here is if you stick
to the list, we're going to be just
fine," says Mr. Trbovich. "I can't
stress enough that schools are
required by the board to only use
approved transportation carriers.
All of these carriers meet ... our
safety requirements. They all fol-
low...the same stringent process-
es.

approved by the hoard have to
carry $10 million in insurance,
have vehicles no older than seven
years old and meet Ministry of
Transportation regulations
regarding safety and mainte-
nance.
These regulations include
mandatory driver training. daily
checks of vehicles. inside and out,
by dri\en. and a regular inspec-
tion schedule for safcts and
brakes.
The ministry sends the hoard
reports on all required inspections
and firms are required to send
reports on any accidents within 2.3
hours after they occur, Ms. John-
ston says.
Three of the approved firms,
Stock Transportation. Laidlaw
Transit and Durhamway Bus
Lines, have contracts with the
board to handle the daily trans-
portation of students to and from
schools.
Also on the list are smaller
operators which meet the require-
ments but don't have contracts.

The firms used by the school
board are well known to Ms.
Johnston, who has worked in the
transportation department for 25
years.
Those firms have worked with
the board for the same amount of
time.
"We really haven't had any
problems with our operators," she
says, adding all have good safety
records.
She says there were problems
with another firm several vears
a210. but that firm is no lunuer
working with the hoard.

in the wake of last Thursday's fire in
Ajax when a disabled Pickering
teenager was removed from a smol-
dering vehicle moments before it
burst into flames.
"Everybody's looking at the type
of vans being used," says Carol
'Johnston. transportation manager
for the Durham Board of Education.
"Everything will be evaluated"
In Thursday morning's fire
which toyed a Laidlaw Transit
school wheelchair van, the driver
and another woman were hailed as
heroes for [rescuing the sole passen-
ger, a 17 -year-old girl on her way W
special -needs classes at Ajax High
School. The bus had stopped to pick
up a second passenger when the fire
started. A Transport Canada inspec-
tor determined the source of the fire
to be electrical. The 1989 Ford vehi-

Coun. Senis cites a July 18, 1995 offer for
the property which includes the condition the

- "I think her running to the press is very, very
immature." says Coun. Dickerson of his Ward
2 colleague's public statement Monday.
Coun. Senis notes she could have sent out a
newsletter at taxpayers' expense to set the
record straight but chose not to.
"All I'm wing to do is defend my actions,"
she says. "I have to say something."

PICKERING -- Ward 2 Regional Council-
lor Doug Dickerson is trying to mislead con-
stituents with inferences he has made in his
newsletter about Ward 2 local Councillor Sher-
ry Senis' position on a Town purchase of park-
land, she contends.
Coun. Senis took the unusual step of mak-
ing a public statement at last week's meeting of
Pickering Council's executive committee to set
the record straight.
"I find it ironic that a non -elected member
of Council would comment on facts he was not
privy to at the time and would then twist the
facts to confuse the public to suit his purposes,"
said Coun. Senis in her statement.
At issue is Coun. Senis' position on
the purchase by the Town of the former
2.5 -acre Port Pickering Marina site on
the east shore of
Frenchman's
Bay. The deal

will take part in a forum on education at
8 p.m. at Sinclair Secondary School in
Whitby.
The two MPPs are touring Ontario to
hear from residents, teachers and stu-
dents how education funding cuts are
affecting schools.
One of the panelists will be Michael
Gittens, a student at Ajax High School.
Other panelists include Ajax trustee
Todd McCarthy, vice-chairman of the
Durham Region Roman Catholic Sepa-
rate School Board; Liz Kerr, of the
Ontario School Librarians Association,
Ajax trustee Colleen Jordan, of the
Durham Board of Education; Bill
Butcher., of the Ontario Public School
Teachers' Federation Durham; Mike
O'Connor, of the Durham chapter of the
Ontario English Catholic Teachers'
Association; and Pat Jermey, of the
Durham chapter of the Ontario Sec-
ondary School Teachers' Federation.

"Unless someone has specifically called a
recorded vote it is deemed all members of
Council were in favor of it," adds Coun. Dick-
erson.

Holding the line
It's been a tough stretch.
In the midst of massive provincial reform, funding cut-
backs at the federal level in the name of deficit reduction.
fierce political in -fighting over the future of the Greater
Toronto Arca, it string. of important municipal accom-
plishments here at home have gone virtuall,, unnoticed.
In Ajax. Town councillors have passed their fourth no -
increase budget.
The news is the same at the Town of Pickerint', where
staff and councillors arc recommending a budget which
free/es the municipal portion of residential tax bills for
the fourth strai_:ht .ear.
For that. we can all he grateful. In this era of belt tight-
ening and dwindling aid from higher levels of govern-
ment. our municipalities have heeded the call from tax-
payers and have dome their jobs accordin_k (notwith-
standim, last .cars hudgctm2 blunders at the Town of
Pickering ).
Indeed. some services have been reduced alone the way
here as c.er.where else. but the impact has been.
arguabl\. quite negligible.
Its notable that the one place tax -weary residents have
been able to look for a reprieve, after being hit hca.il\ by
other levels of government to the past three %ears through
cuts and reduced transfer pa} ments to local levels, is their
municipal tax hill.
Along the wa\, we were all swept up in the hysteria
surrounding the federal deficit hatile. the Greater Toronto
Area amalgamation, the provincial government's fabled
tax cut (among other things), and forgot about the effect of
good government here at home.
At the ver,, (cast. it makes a compelling case for the
need for local government in the communities we call
home.
But. let's give credit where it's due. Councillors have
worked hard on our behalf to provide some relief in recent
years. It's a welcome balm in a time of great unrest.

In response to your article 'Girl
Guides divided by peanut allergy
warning', I would like to share my
concerns about the facts of the article
as a Girl Guide leader, a parent of an
anaphylactic child, and the Ajax
Activator for the Allergy/Asthma
Information Association.
My first concern is with the state-
ment "the cookies are made in the
same plant that produces peanut but-
ter cookies, though not the same line"
The following day I contacted
Christie's who provided product and
manufacturing information which
contradicts the above statement. I was
told that the Girl Guide cookies are
produced on a line that produces the
Pirate Cookies which contain peanut
butter. Only one type of cookie is run
at a time and the equipment is cleaned
in between different runs.
We do acknowledge that Christie's
attempts to clean the equipment, how-
ever we know that even a trace of con-
taminate can result in a fatal reaction.

My next concern is the phrase stat-
ing we were "demanding, the cookies
be made totally peanut and nut free".
I helped to create the petition referred
to in the article: no where does it say
"demanding". It states, "We the
undersigned want all Girl Guide
cookies made totally peanut and nut -
free. Only when this happens may
everyone participate in the Cookie
fund-raising campaigns, including the
allergic." We realize this is not a small
task, and we are trying to be reason-
able.
The larger issue is that a more
proactive approach could have been
taken by Girl Guides of Canada to
inform the sellers of these cookies
about the ingredient disclosure ahead
of order taking and blitz time.
My main objective is to protect the
allergic child.

Ontario Hydro executive vice-presi-
dent and chief nuclear officer G. Carl
Andognini doesn't think the public
should he allowed to see peer evaluation
reports on its nuclear stations because we
might misinterpret them.
Isn't it mind-boggling how often the
people who run governments and public
institutions try to persuade us it's in the
public interest to keep information about
public atfain front the public'? Obviously,
it has nothing to do with their wanting to
keep to themselves any embarrassing evi-
dence of how they're not running things
as well as they should be.
In this case Mr. Andognini is main-
taining the peer evaluations — which
provide some hair-raising details about
the lax attitude toward safety at Ontario's
nuclear plants — are misleading bexcausc
they focus on problems and say little
about the things routinely done well. The
implication is we're collectively too stu-
pid to take that obvious fact into account.
The other concern frequently voiced
by Hydro and other public officials is that
'sensitive' information has to be kept
secret because, if it's not, the mcxdia and
'interest groups' will 'distort' it and poo-
plc will be 'unduly alarmed'. Again, the
implication is we're too thick to take
what we see and hear with a grain of salt
and decide ourselves how to interpret it.
It seems we're always expected to
keep our noses out of things we're told
we don't understand and leave them to
the powers that be. Trust the expert% and
professionals, we're told, it's for you're
own good.
But we've tried that much easier route
and been burned. We trusted them on
thalidomide and DFS, on DDT and Love
Canal. We trusted them to protect our
blood supply. We trusted them to run our
nuclear plants properly.
Ontario Hydro fought the release of
the peer reviews all the way to the
Ontario Court of Appeal. Hydro officials
and other folks who supposedly run
things on our behalf would undoubtedly
like to run them away from the glare of
public scrutiny. It would make their lives
easier and more comfortable. But as the
peer reviews indicate, some have been
too comfortable too long.

Pickering has asked Ajax out for a date.
a date that could eventually lead to holy
matrimony between the two Towns.
Pickering Mayor Wayne Arthurs. as
head of his family, has suggested that he
and Ajax counterpart Steve Parish should
start a courtship that might eventually lead
to a long-terni relationship. The other mcm-
hers of Mr. Arthurs' household -- his col-
leagues on Pickering Council -- ��,int the
courtship to he a lengthy one before they
consider a long-term future with their
friends from Ajax.
Ajax politicians have spurned Pickering
civic leaders, saying they want to remain
single forever. They doubt that a union
between the two Towns could ever he a
relationship of wedded bliss.
Will Pickering continue to come calling
on its neighbor to the easy' Will Ajax kcrp
playing hard to get'? Or, will the Province
force a shotgun wedding'?
Nobody knows just Yet. We spoke to
civic leaders in Ajax and Pickering for their
thoughts.
Pickering's Mayor Arthurs believes the
two Towns should bek*in planning for a
merger now rather than waiting for the
Province to force them into some arrange-
ment they don't like. "My personal view is
that the time for consolidation of the Towns
of Pickering and Ajax for the purposes of
municipal administration and governance
has come."
Ajax's Mayor Parish says he hasn't seen
evidence that an amalgamation would save
money. He doesn't buy into the theory that
'bigger is better and will save you money'.
He also believes Ajax is efficiently run and
says. "If it ain't broke, don't fix it."

is cutting the service and the
representation people have."

it for us." She is particularly
worried about Queen's Park
attempting to push Ajax and
Pickering into some kind of
mega -city together with
other Durham municipali-

ing or the residents of
Durham. The geography is
just too large and unwieldy."

thing we should be charging
ahead on with unseemly
haste. I'm not anti -amalga-
mation. I just want us to do
the job properly for the right
reason, which is the better-

forced upon me, but Ajax is
still Ajax and Pickering is
still Pickering."

"To continue the battle against kidney disease
door-to-door this month and improve the health and quality of life of kid-
ney patients, we need the support of the public."

ney failure live and work right here in our com-
patients in Durham munity." There are approximately 185 patients in
the Durham area.
Over 450 volunteers are going door-to-door in
Ajax and Pickering in March to raise money for
the Kidney Foundation of Canada's battle against
kidney disease.
The Kidney Foundation of Canada is the only
national volunteer health organization commit-
ted to the health and well-being of kidney
patients.
"Clearly the work the foundation does is vital
to the well-being of kidney patients," says
Korine Craig, an Ajax resident and March Drive
"Our March Drive goal for the Ajax -Pickering
area is to raise $26,000 and to reach this ambi-
tious goal we depend on the hard work and ded-
ication of a great team of volunteers and the gen-
erosity and support of the public. Please. when a
volunteer canvasser approaches you for a dona-
tion over the month of March, give generously."

Dunbarton Spartans volleyball girls
headed to provincial
PICKERING — The
Dunbarton High School
Spartans senior girls' vol-
leyball team conquered the
local competition at the
regional championships
Monday to earn a berth in
the provincial showdown in
early March.
The Spartans swept
Bowmanville High School
in the Lake Ontario
Secondary School Athletics
(LOSSA) championships in
the minimum two games
15-11, 15-9, at Dunbarton.
Spartans' coach Jim
Higgs says his charges'
aggressive, disciplined play
gave them the edge over a
fine Bowmanville team in
the final.
"I thought we played
really well. We were men-
tally tough and just put too
much pressure on them. I
think our aggressive play
championships
was also a key factor."
Bowmanville was a sur-
prise team in the LOSSA
final, having upset perenni-
al powerhouse Anderson
Collegiate from Whitby in
the semi-final match.
Although Dunbarton has
been a perennially strong
team in the senior girls'
division in LOSSA, Higgs
notes this year's title was
somewhat unexpected as the
team is an all -rookie squad
with two starters in Grade
10 and three in Grade 11.
The Spartans now
advance to the Ontario
Federation of Schools
Athletic Association
(OFSAA) provincial cham-
pionships in Kitchener
March 4 to 6. Higgs expects
his team to get a low seed-
ing in the tournament,
which will put the Spartans
in a pool with some of the
top-ranked volleyball
squads in Ontario.
The Spartans had a 27-3
mark in LOSSA play this
season.
Team members are Amy

which had plagued the
club through most of
the *80, and well into
the '90s.
The Panthers broke the
70 -point threshold with their win over
the Oshawa Legionaires Tuesda,, night.
The 70 points are more than the Panthers
have recorded in the past three regular sea-
sons combined. During the 1995-96 sea-
son, the Panthers finished out of the play-
offs with a mark of 14-32-6 for 34 points.
In 1994-95• Pickering was dead last with a
record of 10-38-2 for 22 points. The year
before that, the Panthers again finished
last In their division with a paltry II
Points.
Panthers' head coach John Blackburn
feels the emergence of Pickering as a
league power has much to do with owner
Michael BoNer who assumed control of
the hockeN club two years ago. A, well,
general manager Ron Blizzard has put the
right people on the team's staff and has
attracted quality players.
"Mr. Boyer and Ron Blizzard have been
doing a good job. I credit Ron for letting
everyone do their jobs. He hasn't put any
restrictions on us. Things around this orga-
nization are so positive. I think we've
made great strides over the past two
years."
While the team as a whole has excelled
this season, individual players have also
stood out. Mike McCormick and David
Cornacchia were two of only four tier II
junior players to play with the gold -medal
winning Team Ontario at the world tourna-
ment in Alberta in December.
Cornacchia, a defenceman, and
McCormick, a centre, are also expected to
be chosen in the first two rounds of the
Ontario Hockey League's Priority
Selection Draft at Maple Leaf Gardens in
June. In addition, forward Derek
McNamara is rated in the second round,
centre George Trifon is touted as a third -
round pick and right winger Eric Thomson
is expected to go in the 10th round.
"Everyone is hoping that all five play-
ers go in the OHL draft," says Blackburn.
"For recruitment purposes, to say we had
five players chosen in the draft would be a
real nice thing to have."
As well, five players on the Panthers
roster are being recruited by U.S.
university hockey programs for
scholarships. Blackburn says

south of the border next season.
Cory Hass, Paul Webb, John Cartile
and Paul Howes have all
attracted the attention of the
U.S. scouts through the
course of the season.

scheduled game against the Aurora
