Meanwhile, officials have ruled the fire that gutted the Laidlaw Transit bus around 8:15 a.m. was caused by a short in the electrical system and the vehicle was mechanically safe and sound. Durham Regional Police Sergeant Rick Bates told the News Advertiser late Friday an investigation by his depart- ment and a Transport Canada inspector "determined the source of the fire in this bus was electrical and the cause would have been a short in the electrical sys- tem. They might never be able to find where the actual short occurred because there's nothing left of the bus." All the safety equipment on the bus was working properly, says Sgt. Bates. "Police don't anticipate any kind of charges. We're satisfied the vehicle was mechanically fit at the time and the (provincial) Ministry of Transportation inspectors were here (Friday morning) and they found nothing to indicate the mechanical fitness of the bus was a problem here" Despite those assurances, Nikki MacDougall wants daughter Kyla trans- ported to a special -needs class at Ajax High School in a specially -designed tai that holds a wheelchair or in the van at the Pickering group home where Kyla lives. Kyla, 17, was the sole passenger in the bus when the driver smelled smoke as she stopped at a home on Atkinson Court to pick up another student. The driver and an Atkinson Court woman removed Kyla and her wheel- chair just before the bus was engulfed in flames. Police. Laidlaw officials and Kyla's father Bill are calling the women heroes for saving the teen, who is devel- opmentally handicapped and has cere- bral palsy. The MacDougalls took Kyla back to the group home late Thursday night. "It took us awhile to get her calmed down," Mrs. MacDougall says. But, after Kyla watched TV news reports about the incident Thursday evening, she suffered a grandma) seizure, common when she's in stressful situations. "It was delayed. She had seen the news on TV, the bus and the whole bit. I think that kind of shocked her," Mrs. MacDougall says. On Friday morning, Mrs. Mac- Dougall says, her "quite bright" daugh- ter "said she wanted to stay home". However, Kyla was taken to school in the specially -equipped van from her group home. She seemed more relaxed when told she'd be taken in that vehicle. "We want all buses checked. We think that's quite appropriate," Mrs. MacDougall says. '"There aren't a lot equipped for wheelchairs so it's not a big deal to do that" Mrs. MacDougall wants the school board to find another way to get Kyla to school. Durham Board of Education officials couldn't be reached for comment. Meanwhile, the bus is being kept at the Ajax Transit garage until Monday, at the request of the Ontario Fire Marshal's office. Durham seniors services branch acting director Sharon Swain told regional council Wednesday the Region lost $2.7 million in seniors funding in the past year. Councillors Wednesday endorsed the layoffs suggested by a consultant reviewing Durham's three Homes for the Aged. In addition to institutional laun- dry, which includes sheets and towels, the consultant recommends buying more pre -prepared food, which will save about $350,(X)O. The personal laundry of residents will continue to be cleaned at each of the three homes -- Fairview Lodge in Whitby, Hillsdale Manor in Oshawa and Lakeview Manor in Beaverton. "If we don't look at the laundry, we'll have to look across the department and at staffing and that will affect the quality care of patients," Ms. Swain said, noting 82 per cent of expenses at Homes for the Aged are staff related. But, Debbie Noseworthy, a laundry worker at Lakeview, told councillors resident care will be affected because some of the work JIM WITTY $10,000 a week in savings done by laundry staff will have to be undertaken by other employees, including nurses. Ms. Noseworthy said the five part-time employees at Lakeview currently work a total of 120 hours a week. That will be reduced to 37.5 hours a week once the layoffs take effect. "I'm confident it will be less than 16 to 18" layoffs, Durham health and social services commit- tee chairman and Whitby Mayor Tom Edwards said in an interview. Oshawa Councillor Jim Potti- cary argued against the contracting out, saying, "Leave some dignity to the seniors. Don't farm it out. This isn't the answer. It's a home away from home and the seniors are treated exactly as we do at our homes." Oshawa Mayor Nancy Diamond also opposed the contracting out of linen laundering, because the consultant hadn't fin- ished her report. "You can't cherrypick. I've consistently opposed taking one piece out of an operational process. We have to look at Homes for the Aged in the total con- text. I'm reluctant to take one piece out when we don't have the report." But, Pickering Coun- cillor Doug Dickerson said the $450.000 savings is "substantial. No one can convince me the out- sourcing will be an incon- venience to the residents." Ms. Swain said each home has enough supply on hand for five linen changes, so residents Durham councillors trash $2 dump fee Council rescinds earlier decision Durham residents won't be charged $2 to dump residential garbage at Region transfer stations. Regional Council voted 20-9 Wednesday to rescind a previous deci- sion to impose the fee at Durham's four transfer stations. The fee was slated to start March 1 and bring in about $550,000 the rest of this year. '"Ilse revenue loss, in my opinion, is negligible," Durham works committee chairman and Oshawa Councillor John Aker said after the meeting Wednes- day. "The estimated revenue was any- body's guess. People may not use transfer stations with that charge," he added. "I believe this is a victory for the residents who came out and spoke out against the $2 charge." Cancellation of the charge won't affect the Region's 1997 budget, Coun. Aker added. And, he doesn't expect Durham politicians to impose a dumping fee in the near future. "Regional Council has now made it very difficult to implement a charge in 1998," he said. The fee would have been levied against people dumping garbage, but disposal of recyclables would have remained free. shouldn't he affected. Oshawa Councillor John Gray said, "This is the most responsible thing to do. No one likes layoffs, but it's a financial reality." Mr. Edwards said the Region has to give the unionized laundry workers six months' notice of lay- offs. Ajax Mayor Steve Parish said recently announced changes made by the Province will affect how Homes for the Aged are operated in the future. The Province is turning over funding responsibility for the homes to municipalities. "This is a small amount we will have to find" once the provincial downloading takes effect next year. Coun. Ontario treasurer Ernie Eves was in Durham Tuesday to proclaim that his government's fiscal policies have been successful at increasing con- sumer confidence and creating jobs. Then, the Durham Board of Education announced the next night that most public school board supporters in the region face only a minus- cule tax increase this year xx hile others %%ill actual - Iv see their taxes drop. And, Pickering Council revealed Fridav it's shooting for a 1997 tax freeze for serx ices provided by the Town. That follows on the heels of Ajax Council's recent approval of a municipal budget that holds the line on taxes. 'When the Progressive Conservative government came into poxxer`less than two years ago, Mr. Eves reminded the Rotary Club of Pickerin_''s annual Easter Seals Business Leaders Luncheon, Ontario was "reeling" from a decade of "tax and spend" government. When the Tories were elected, the Province was spending more on debt than it was on hospitals, and debt and taxes were driving away jobs and investment. That's all changing thanks to the Harris govern- ment's reductions in taxes and spending. "It's work- ing;' Ontario's money manager beamed. And, it will continue to work as long as the Conservatives stay on the road they've chosen and if other government bodies follow their lead. While economic growth comes from the private sector and not from government, as the treasurer admitted. "The government can get in the way by taxing too much, by over -regulating, by over -gov- erning " But, when governments stop digging deeper into taxpayers' pockets, consumers have more money to spend and businesses that profit from that increased spending create jobs for people who, in turn, will have more money to spend. In that article the difference between Physical death and brain death is dis- cussed. It is stated that the vital organs must be working or they can not be trans- planted. Once stopped it is impossible to start them again. It also says. .....the patient must be declared brain dead by two physicians who have nothing to do with transplant .. Here, in my opinion, is a fine line drawn between medical expediency and homicide. Who knows for sure whether a " b-ain dead" person will not recover, especially if they're young? If even one mistake is made, that is one too many. People should not be pres- sured by this new medical fad. There is too much at stake, both in lives saved, and in lives taken. Progress Clubs' Olympic games help ignored To the editor: Recently the: Canadian Provress Clubs of the Ontario Central Rcgion hosted a Welcome to Canada Party for the 1997 World Special Olympic games. Specifically two clubs in the Pickering -Ajax area which are well known to the communities — the Canadian Progress Club Pickennu, Men and the Canadian Progress Club Pickering -Ajax NVOinen — have worked very hard for the past live yeah to pro- mote this event to the tune of' colle tively raising 5100,00() to support this event. The problem: we were washed out by the Toronto media with not even an hon- orable mention for all of our hard work and support. Although we continued to support the games until they finished, I was appalled at the lack of coverage and recognition that was not given to us for this wonderful cause. I trust that our local newspaper could give us coverage to show this community that we continue to do worthwhile work. BY LINDA WHITE SI'AVY REPOKrt;R For a 65 -year-old mother "coming down the home stretch", the next years will be filled with anxiety as she worries about what is going to happen to her multiple -handicapped son. "We're realistic," Joyce Schnegg of Oshawa says of she and her husband, also 65. "We're coming down the home vetch of life. We should be making plans for our son. We're run- ning scared." Their son Lang is 33 years old. He is what doctors term a Rubella Child, a result of Mrs. Schnegg's bout with German Measles while pregnant. He is almost totally blind, can't talk, has limited use of one arm and has had seizures each day of his life since he was two, when he underwent cataract surgery. Caring for her son since birth has been "very tiring and demanding," Mrs. Schnegg says. "But we've never debated putting him in an institution or home. He's our son. He's our responsibility. We love him. We want to care for him." But as the years pass, "We're forced to say, 'What's going to happen to him'r We're getting our ailments, our aches and pains. We're slow- ing down... You begin to have to face the fact you're not always going to be around. Can someone promise me another 20 years'? I wish someone could." One of her greatest fears is being taken to the hospital and seeing her son stranded on the sidewalk. "Where is he going'? Where is his future'? I have taken good care of him and I want to know he is going to continue being cared for," 'If the program and service is a good one, people will buy it..: — Keith Power &recotr of the Ajar -Pickering -Whitby Association for Community Living pleads Mrs. Schnegg. But "no one can tell me what's going to hap- pen to my son. I can't accept that," says Mrs. Schnegg, who sits on the board of directors of Oshawa-Clarington Association for Communi- ty Living. While Mrs. Schnegg applauds the recent trend to close institutions and place disabled people in the community, she worxlers what has happened to the money the government has saved in the process. "I'm not living in some Third World coun- try. I know the money is there (to help care for adult children like Larry). We look after all kinds of crazy things," she says, pointing to Karla Homolka, who has been taking universi- ty courses while imprisoned for manslaughter in the deaths of two St. Catharines girls. "My son never had a choice in life ... We'r: taking care of people who have made the choice to abuse their lives, their bodies or to go down the wrong path in life. It's just plain dis- crimination. Maybe it's because people like Lang will never pay taxes or vote for a certain politician. He's at the bottom of the ladder. I just can't understand that." Mrs. Schnegg would like to see her son set up in an apartment, and says she is willing to pay for his clothes and furniture -- something parents of children placed in institutions and group homes don't need to do. "It's the care I can't afford. Group homes are full. I'm hoping to get the same amount of money as it costs to put someone in a group home, but I want to set up (his care) myself." Mrs. Schnegg is currently waiting to hear how the provincial government plans to divvy up the $6 million it has earmarked for the ser- vice needs of adults who live at home and are cared for by elderly parents, as announced recently by Community and Social Services !Minister and Durham West MPP Janet Ecker. 0:1 :1 Sadly, there are too man; parents like Joyce Schnegg, reports Ajax -Pickering -Whitby Association for Community Living executive director Keith Powell. He points to parents who "have solely borne the burden of raising their children -- mostly a financial burden -- all through their lives. They saved the state a great amount of money, though they didn't do it to save the government money, they did it out of love." And they did it in a time when most doctors encouraged parents to place disabled children in institutions, Mr Powell notes. He believes it's important for the communi- ty to recognize parents like Mrs. Schnegg "aren't greedy. They don't want dependen- cy ... (Mrs. Schnegg) is a responsible parent and a responsible citizen who's willing to take responsibility for her child to the extent that she can ... She wants to support her own child, but now she's saying, 'I need help'." Mr. Powell believes that could best be achieved by giving parents and families control over money they receive from the government of sotptxt.x =' We were bein to select services and care best suited for their child -- as is currently done in Alberta. "Mrs. Schnegg's son is supposed to adapt to a program not designed for him specifically. That doesn't work very well. It means a pretty crappy quality of life for the person who has the least ability in our society to adapt." Giving parents a greater say in what ser- vices they want wouldn't endanger the future of organizations like the Association for Commu- nity Living because "if the program and ser- vice is a good one, people will buy it." At the same time, Mr. Powell is calling for "expertise in community building" so people who are different are welcomed and included in their community. Meanwhile, he would like to see parents like Mrs. Schnegg given support while they are still alive "so her son has experience of being supported by others and is not traumatized" when others must take over. If preventive steps aren't taken, "the Province will pay a whole lot more" if forced to care for disabled people in institutions or prisons. While Mr. Powell recognizes the Tory gov- ernment was elected to reduce the deficit, he doesn't believe voters want to see vulnerable people hurt. If the government doesn't take action, he fears well see a society similar to that in the United States, which he describes as "survival of the fittest." Social services in Durham are currently underfunded 30 to 40 per cent, estimates Mr. Powell, who believes Ms. Ecker "has a chance to properly represent her constituents." While parents of disahled children believe the recent announcement of $15 million to fund services for the disabled "is a step in the right direction", most see it as "a political buy - off', he says. "Families are hurting. Preventive measures are needed before (the disabled) end up in institutions and prisons, before families are destroved and parents lose their jobs. However, the residents' victory may be short- lived as the developer has already appealed the application to the Ontario Municipal Board. Maxcon Developments Limited was seeking a rezoning for some of its property on Nordane Drive just north of Pine Grove Avenue between Wood - view Avenue and Oakburn Street in west Pickering. Maxcon wants to build 10 townhouses on land currently zoned to permit a total of six homes — four detached units and two semi- detached. The developer has stated in its letter of appeal to the OMB that it has had difficulty in selling detached homes in the area and that the market for single homes has declined in recent years. Pickering's planning department rejected the proposal but did recom- mend allowing six townhouse units on the land, with design conditions to ensure the development would fit in with the existing neighborhood. However, residents who appeared before the executive committee Monday urged councillors to turn down both the developer's appli- cation and the staff recommendation. Joe Passoa of Woodview Avenue told the com- mittee townhouses are not compatible with the existing neighborhood, which he said consists of single detached homes on lots with 40 -to -100 -foot frontages. He noted the Highbush community already has its fair share of townhomes. "This is not a case of not in my back yard. It's a case of enough in my back yard." Bruce Manning of Woodview Avenue urged councillors not to let Maxcon spoil the neighbor- hood he chose to live in because of its tranquility and well -treed lots. "I see nothing the current development under consideration here tonight has done to preserve the character of the area;' said Mr. Manning. He said area residents have already compromised in agree- ing to semi-detached homes in the area, and that the developer should proceed under the current zoning, with single homes on the portion of the land fronting other single homes on Pine Grove Avenue. Mr. Manning collected 29 signatures from area residents on a petition opposing the townhouse plan. Other rc,,idents who spoke Monday raised con- cerns about the townhomes lowering property values in the area and creat- ing parking problems. Developer Nick Hatziantoniou, who owns property across the street from the Maxcon land, reminded councillors he was compelled to build detached homes on 40 -foot lots com- patible with neighboring residences when his development was approved by the Town twoy ears ago. That's when Mr. Dressup, a.k'.a Ernie Coombs of Pickering, comes to town as part of his 'Retirement Tour'. The beloved children's entertainer has been doing concerts right across the country as a way of saying goodbye to his big, big small -fry fans. He may be retiring, but Mr. Dressup has a few more surprises hidden in the Tickle Trunk before he hangs up his costumes and puppets for good. For one thing, his retirement tour will continue over the next year or so. And there is a Christmas TV show in the works for later this year. "So it ain't over for awhile yet," says Coombs. Coombs is modest about the effect his show has had on kids. He says the show was mostly "just for fun." After the Pickering resident under- went heart bypass surgery in February 1995, he wanted to begin a fitness pro- gram where he could work at his own pace to lower his blood pressure and improve his health. He found the class in his own neighborhood. Since Mr. Murphy. 58, started a car- diac exercise class at Pickering Recre- ation Complex in November, he says his blood pressure is "way down" and his "fitness level is up". The ongoing cardiac exercise class, which began in the fall, is ideal for peo- ple who suffer from high blood pressure, obesity, shortness of breath and angina and those who've had heart attacks. "It introduces exercise to people who normally would be scared (of it):' says instructor Carolyn Laing. The exercise routine is Leat basic and isn't structured begin with a Ilei: a 20 -to -25 -minute cardiovascular walk around the gym or cycle on the stationary bikes. However, the length of the work- out is up to each student. "You can work at your own level;" says Mr. Murphy. "You can take as much or as little as you want:' Mr. Murphy rides the stationary bike while two of his classmates chane the brisk walk. "It's done a lot of gaol for me;" says Nancy Ford, 53, of Pickering. "I'm a lazy person in the winter time. I feel gaol about coming" Her heart problems are "as good as reason as any" to participate. Susan Steele had heart surgery in November 1995. Exercise "makes me feel better by doing it regularly:' says Mn. Steele, 51, of Pickcri ng. The instructor has worked with partic- ipants from age 26 to 88 years old with a wide variety of fitness levels. Ms. Laing recalls one person who took 20 minutes to walk around a gymnasium once on a first try. And she remembers another who sat and watched the class in progress until she was confident she could participate. The participants learn how to check their pulses so they know when to pick up their pace or take it easy. If they are working on their own at home. it's important they recognize the warning signs of heart trouble, says Ms. Laing, who's trained in CPR and first aid. The 25 -minute workout is followed by a cool down, stretches and muscular conditioning. The students then take part in deep breathing exercises as part of the relaxation. Ms. Laing says the class offers emotional healing fir participants in addition to the physical benefits. She calls it a stress reliever which promotes social interaction among people with similar medical conditions. The Panthers defeated Oshawa 5-4 at the Pickering Recreation Complex the previous Friday night. With only four games remaining until the Metro Junior 'A' hockev sea- son ends, the Panthers have taken dead aim at closing out the schedule on a positive note by reeling off six wins in a row. Panthers' head coach John Blackburn says the two victories over Oshawa will be a good confidence booster for his club heading into the post -season.
