Thursday's incident comes just weeks after a Toronto -area hov died in a fire on a bus carrying handicapped children. Laidlaw Transit driver Bonnie Clarke had stopped at 5 Atkinson Crt. at S:15 a.m. to pick up a child when she smelled smoke. Durham Rcoional Police Con- stable Steve Bates says. Within minutes the bus was on tire. "The driver got out and noticed a problem with the ramp. She smelled smoke and went back in the bus and saw smoke coming from the dashboard." Const. Bates reports. "The outcome could have been a lot worse if not for the actions of the driver and the woman" who lives on Atkinson Court and who helped the driver remove the sole passenger on the bus. Kyla MacDougall, 17, who's devel- opmentally handicapped and wheel- chair-bound with cerebral palsy, was unstrapped from her wheelchair and taken out the back door of the bus which was on its way to Ajax High School. Moments later, heat from the fire blew out the windows of the vehicle. "With the help from the woman, the two did a tremendous job preventing any injury," says Const. Bates, who describes as "heroes" the bus driver and the Atkinson Court resident whose name police aren't releasing. Kyla's father Bill MacDougall, who raced to the scene from work after the public school board notified him of the fire, says, "I'm just so thankful. It's real- ly unbelievable. "I was quite shocked when I came around the corner and saw the bus. That's really frightening. I'm thankful she was on top of it and got K,, la out. "I'm veru relieved no one was injured this time." Mr MacDougall says, allud- ing to the Metro death. Durham Board of Education trustees gave the green light Wednesday to reinstate junior kindergarten (JK) for four -year-olds at a bud- get committee meeting, one year after deciding to kill the fledgling pro- gram. That means that in September, all public board elementary schools in Durham will offer JK at a cost of $2.4 million to be taken from the board's work- han 4,200 children are JILL HAMILTON Best bang for buck ing reserves. More t expected to be enrolled in JK for the 1997-98 school year and 93 full-time equivalent teachers hired. "I really think it's the best bang for our buck and I think it's the last chance to do something as significant as this," said Pickering trustee Jill Hamilton in supporting JK. However, support was not unanimous. Some trustees opposed the board's decision, citing other needs in the system. Oshawa trustee Nancy McLean said students already in the system need more computers and are going to schools that in some cases "are falling down around the students". Oshawa's Kathleen Hopper said she believes JK "could jeopardize every child in our system." The first thing is to get the child off the bus." He won't comment on what caused the fire or the mechanical condition of the 1989 vehicle. With the use of working reserves, Education Devel- opment Charges (EDC) and a $800,00() surplus from last year, the Durham Board of Education is set to approve a $363,820.843 budget that will give Oshawa and Whitby tax- payers a slight decrease and other residents increases ranging from $10 to $29. The projected impact of .33 per cent tax increase on the average residential home in local municipalities are: 0 Ajax -- $25 increase 0 Pickering -- $21 increase J Whitby $3 decrease J Oshawa -- $8 decrease J Uxbridge -- $10 increase J Scugog -- $18 increase J Brock -- $29 increase. The differences from municipality to municipali- ty are due to the Province's apportionment formulas. Board business superin- tendent Ron Trbovich told trustees at Wednesday night's budget meeting the proposed budget maintains all programs and school funding at last year's levels. "It's a stand -pat budget,' he said. The addition of junior kindergarten for this Sep- tember will be paid for by $2.4 million in working reserves, another $1.2 mil- lion in reserves and $1.3 million is expected to be taken from the EDC fund to pay for building projects. These funds plus a project- ed $8()().(XN) surplus from 1996 will reduce the tax rate increase to less than one per cent, he said. The freeze in provincial education funding means the board will receive about $6.4 million less this year despite increased student enrolment. The budget is expected to be finalized by the board hlarch 19 and given formal approval March 24. It will then be submitted to the Province for approval by the Education Improvement Commission. "Under no circumstances should peo- ple respond," Sgt. Secord says. "It's an invitation for fraud." The fraud has seen 10 to 15 people in the GTA ripped off for amounts between $50,000 and $500,000 each so far, says Sgt. Secord. The letters from Lagos, Nigeria, promise a sizable commission in return for assistance in the transfer of money into Canadian bank accounts. "It's too good to be true," Sgt. Secord says. Oshawa resident George Drynan received one of the letters from Nigeria on I -ch. 24. The letter promised Mr. Drynan would have received a large amount of money if he assisted the Nigerian National Petrole- um Corporation in transferring $28 mil- lion in U.S. funds into Canadian bank accounts. The letter also asks for the "complete particulars" of his bank account so arrangements can be made for the money to be deposited. Mr. Drynan, a retired lawyer, says peo- ple should not look upon this sort of thing as a joke. "Given the right circumstances almost anvone can he deceived." he says. "Any- one can get caught in a scam." Delecti�c Reinhard Alhrecht of Durham Regional Police Major Fraud Unit, says the force has seen hundreds of the letters over the last few years. "We get them all the time," says Det. Albrecht. "It's been going on for a number of years." The detective says the letters ask for help in transferring funds, but adds, "All they really want is your bank information so they can clean out your account." CEO and chairman George Cope described his company's phenome- nal success and bright future to a gather- ing of local business community repre- sentatives. Mr. Cope was guest speaker at a net- working breakfast held by the Ajax -Pick- ering Board of Trade at Kelsey's restau- rant in Pickering. His company is leaving Pickering this year and setting up new headquarters in Scarborough because Clearnet could not find a facility big enough here to handle its growing needs. "There was nothing in this area," Mr. Cope told the meeting after noting he felt he had to discuss the issue of Cleamet's moving out. "it was either that or build and there was no way we were going to build," he added, explaining the deal available at the Consilium building at McCowan Road and Hwy. 401 in Scarborough made con- struction an unattractive alternative. The telecommunications company currently occupies most of the Clearnet building at 1305 Pickering Parkway just east of Liverpool Road, as well as facili- ties at Dixie Road and Hwy. 2. It employs about 350 people here, about a third of whom live in Durham. All are expected to continue in their jobs at the new Scar- borough location. Clearnet anticipates headquarters staff will grow to about 6(X) by the end of the year. The company came to Pickering in 1986, moved to its current premises in June of 1995 and expects to move out in the second half of 1997. Late last year Clearnet had an extremely successful launch of its new 'MIKE' digital mobile telecommunica- tions service for business. In 1995 a unit of the company, Clearnet PCS Inc., was one of' only four firms in Canada granted licences to provide a new type of portable telephone service based on digital trans- mission rather than the analog system currently used by cellular phone compa- nies. "We want to position ourselves as a major Canadian wireless operator," Mr. Cope told the assembled business people. There are over 5.5 million wireless communications subscribers in Canada today, he noted, and their number is expected to increase by 10 million over the next 10 years. By 2006, he said, one in two Canadians will have wireless handsets, and as the cost declines, wire- less communications will eventually replace regular wired telephone commu- nications. Wireless communication is a $2.5 -billion business in Canada today and is expected to grow to $10 billion o\rr the nk:N, 111 \ears. On the other hand. we can't forget the CPP is a %octal pro- gram, which by its very, design is set up to provide a safety net for the least fortunate in our society. Main. many Canadians earn less than 535.5(N) per year (start with several million on welfare and unemployed) and can't afford to contribute to an RSP now or in the future. The,, *11 be very happy to receive an SS.S40 pension at age 65 and they'll need help from wealthier Canadians to do so. According to Mr. tilartin. the increase is a matter of life and death for the pension program, which cur- rently operates with an annual shortfall of S4.5 billion. Without more money. the plan will collapse as the baby-txxom genera- tion enters retirement age. But the government's solution isn't much of an alternative to a pension plan gone bust. Mr. Martin is penalizing working Canadizns by taking away their right to manage their own affairs. Specifically in March of that year' On March 2. 1997, it will be 25 wars since the federal government declared its intention to expropriate about 20 0)0 acres. mostly in Pickering Township, fir an unwanted and apparently unneeded international airport to serve the Toronto area. The bungling over Pearson International Airport in the fiasco initiat- ed when the Conseirvatives, just prior to the last election, seemingly derided to reward a consortium of moneyed people or corporations with privatization of that facility, has further delayed the process. The inability of the federal govern- ment to resolve this very important issue in 25 years suggests our leaders are an inept group. Three years ago our local MP Dan McTeague said by way of your newspa- per that the present government needed to do another study to determine whether it should sell or keep the land taken from many families. I suggested to him that he jested. Since that time we have had sever- al conversations about this. I believe we have been studied to death at great personal and financial cost. It's no wonder our country is in so much trouble when many of the supposedly brightest people of Canada apparently haven't been able to make a decision in 25 years on the expropriated lands. With a federal election coming probably in May or June, it's time for some reassur- ance from the leaders of the political par- ties that the serious matter of the expro- priated area — mostly the best farmland — be resolved. Predictions, by these who think they know, are that the Liberals will likely be returned to power. This should be all the more reason for the members to have the knowledge already in hand and not be able to say that it will take time for them to become familiar with this issue. It is impossible to figure out who is in charge or should have the most concern. Is it our local MP, or the Minister of Transport, the Minister of Public Works, the Minister of the Environment, a com- bination of those ministries or someone else all together'? Maybe the civil ser- vants? Some of us on the site would just like to have those who are empowered to act. Do us the service of making a deci- sive commitment and implement the final decision now, not in another 25 years or any portion thereof. If you think this is too much to ask, try very hard to put yourselves in our situation. Twenty-five years being left in this position is an awful, long time. It has not been easy. As I sat at my desk drip drying from Thursday's rain, short circuiting my com- puterized tripewriter, I started to day- dream about our holiday paradise. Of the sights and sounds of the tropics. The sights of palm trees swaying in the breeze, of ocean waves lapping onto the shore. of restaurant cheques pro- claiming "15 per cent gratuity included for your convenience". The, sounds of a dove coxoing to it' mate, of a steel hand playing Ycllow Bird, of an island native hawking drinks from a portable bar on the beach. "Ice cold pins coladas. Let's get wasted. Let's get l(x)%c and funky: ' The sight of a bronze goddess strut ting her stuff in her string bikini. The sound of env mate's hand sla ping my tongue back into my mouth. The sight of a pasty, overweight, mi dle-aged man strutting his stuff on the 'clothing optional' beach. The sound of nudists gagging and Mr. Thinks- he's-David-Hasselhof ordering me to "Get off this beach and put on some clothes" The: sight of tourists from differetlt a' nations coming together to enjoy aqua sports. The sound of two personal watercraft t coming together in collision. The sound of an island woman offer ing "Hair braiding, pretty one''" The sight of my companion trying td comb the curls out of my chest hairs. The sound of a slot machine eating up, the money that was supposed to buy sou- venirs for friends and relatives. The sight of a casino patron catching me dipping into his bucket of quarters between our on ---armed bandits. The sound of armed security guards threatening bodily harm if I don't leave the gaming area immediately. The sight of the island growing ever smaller as the plane whisks us from our vacation paradise. The sound of the captain announcing our pending landing at Pearson International. Olympian puts Pickering youngsters in the swim PICKERING — The Pickering Swim Club Fundamentals Swim program is now taking regis- trations for its final session which will run from March 24 to May 29. Supervised by Olympian Lisa Flood the Fun- damentals program is a fun approach to learning the basic strokes of swimming for kids of all ages. Prerequisites are basic deep water comfort, no fear of deep water and a love of the water. Groups of four to sir swimmers get together for 45 min- utes twice weekly for 10 weeks.
