The Ministry of Education and Train- ing did not approve a proposal from Durham Region Roman Catholic Sepa- rate School Board and its partners for a Grade 3 math computer program, Oshawa trustee Stan Karwowski told the board Monday night. If approved, the pjpn would have provided 730 new com- puters for schools, including five for each of the board's 110 Grade 3 classes, and 450 days of staff computer training, he says. ""lite loss of this program is a major setback for our major technology plan." he said. The board, IBM, Durham Board of Education and several other boards applied for funding under a government program which made $20 million avail- able for compu!ers. Only 36 of 100 pro - pouts were accepted. The local plan was part of the Catholic board's program to add 1,273 new computers to schools over the next two years. Mr. Karwowski asked whether the board would continue with the program or go with a smaller plan. Education director Grant Andrews said a presentation will be made at the March board meeting. "Staff share your concerns," he said. Mr. Andrews added another computer proposal in which the hoard is involved did receive approval. Four schools will take part in the Grades 1 to 3 arts program. Mr. Karwowski said many of the board's computers are old and need replacing, adding this is due to "systemic funding discrepancies" between the sep- arate and public systems. He said the Catholic board spends $661 less per pupil than does Durham Board of Edu- cation. If the Catholic board had the money to spend that much per pupil, it would amount to $17 million, he said. Canada's prime minister in -waiting, who will just have to settle for beings finance minister until the millenni um, is a smoothy when it comes to describing our employment, economic and budget situations. But the facts trip up the well-intentioned minister. Mr. Martin, next to Jean Chreticn, must take the blame for an unemployment rate that is completely unacceptable. A whopping 9.7 per cent of Canadians are still without work. )'es. that's down from nearly 1 I per cent when the Liberals were elected hack in October 1993, but still far short of the 'Jobs, Jobs, Jobs' pledge Mr. Chreticn made during his campaign. The unemployment rate in the United States is less than six per cent, and while Mr. Martin has dropped the deficit by '50 per cent over three years, Bill Clinton has knocked more than 60 per cent off- the L'. S. deficit in nearly the same time frame. In other words, well done Mr. Martin, but why can't you keep up with our neigh- bors to the south.' It's comforting to know that the deficit will he toast by the year 2000, but it will then he time to star) chip- ping away at the accumulated national debt which is a far higger problem than the deficit. Look at it this way: $1 u1' oyer,, 53 the government spends each year goes ly mereto cover the interest on the debt. That must be cut if we're to truly have long-term prosperity. There is nothing to he gained in employment terms by throwing money at short-term job projects. If such concepts worked, we would surely have had no unem- ployment rate to speak of oyer the past 30 years because, until recently, all governments spent far more than they took in, with much of the nonev thrown away on nonsensical make-work schemes. Truc employment prosperity comes from a world-wide health,* economy (trade harrier reduction), mixed with low interest rates, low inflation and lower taxes. This mixture of econom- ic bliss is achievable only if the federal government produces surplus, works to eliminate debt (at over $500 billion, this will take many decades) and begins to cut taxes as it becomes more efficient. Never forget most long-term jobs are created in the private sector, with the majority of those in small busi- ness. What does small business want'' Banks which offer loans at good rates, combined with reduced taxes and less red tape. Mr. Martin, to his credit, seems to understand this as surely as do his Ontario counter- parts, Mike Harris and Ernie Eves. You've made a fair start Mr. Martin, but it's just a beginning. Ontario Premier Mike Harris made himself available to Ontarians on a morning radio talk show on AM 640. After the class discussed some of the proposed education reforms. Natalie phoned in from the classroom live, to ask Mike Harris how, cutbacks to edu- cation, translating into larger class sizes and fewer learning materials, were going to improve the standard of education in Ontario. Mr. Harris replied that it was not his financial withholdings that were responsible for our situation, rather it was our board of education that makes the fiscal decisions relating to class size and class supplies. The debate goes on and the changes are coming, however, it's heartening to know our students can be part of these reforms and that they care enough to become involved. A pat on the back goes out to Mr. Livingston's class at Valley Farm Public School and a special pat on the back goes out to Natalie Boustead who displayed poise, courage and, most importantly, curiosity in speak- ing with the Premier of Ontario. Ontario judges throw out charges against individuals on the grounds that delays in bringing the cases to trial violates their consti- tutional rights. The rights of their vic- tims have already been violated, of course, but few people seem con- cerned about that affront to decency. Some cynics argue that cancelled cases make little difference because the overly lenient, powder -puff penal- ties being meted out contain little or no deterrent value anyway. Justice is becoming almost as rare as a balanced budget these days. William E. Rae, ScatrborouP-h Survey says... The people of Ajax and Pickering love their fire department, really like the education services provided in our municipality but are lukewarm when it comes to local hospital facil- ities. According to the Metroland 1997 Readership Study, recently released by the News Advertiser's parent com- pany Metroland Printing, Publishing and Distributing Ltd., 93.3 per cent of area residents rate our fire depart- ments good or excellent, which is higher than the average person in the Greater Toronto Area. But we're far less impressed with our hospital facilities than our counterparts in the GTA. On average, 71.9 per cent of respondents in the GTA rated their hospital facilities goxl to excellent while only 55.6 per cent in the Ajax and Pickering area felt the same %,a,*. That figure isn't surprising con- sidering Pickering does not have a hospital to call its own and the regional hospital is in Oshawa. Our neighbors to the east in Whitby, Oshawa and Clarington rate their hospital facilities much higher with 70.2 per cent believing them to he good or excellent. On services we share with our neighbors across Durham Region. Ajax and Pickering residents seem to be, in agreement. Eighty per cent of Durham residents think their garbage and sanitation services are very good, 79 per cent are happy with our recy- cling programs and 71 per cent think Canada Post is doing a good job. On the topic of street mainte- nance, 42 per cent of us agree service needs to be improved. Batted on this information, the local governments of Durham Region arc doing a pretty good job maintaining services. But when it comes to hospital care, the study results clearly indicate it's time the Province got on with addressing the restructuring situation to provide a level of service Ajax and Pickering residents will be happy with. If their child is experiencing difficulties in school, will the school have enough resources to help% )1'hile teachers try their absolute best for their students, time restrictions and increased class sizes make it difficult for them to assist all those who need extra time. This is where the Grade Expectations Learning Centre can help. The Grade Expectations system is based on individualized programming for each and even student attending. Ontario Certified teachers use these programs to assist students in their particular area of difficulty. Fach class of no more than three students is held in a separate room to minimize distractions and promote learning. Experienced teachers focus not only on students' academic development but also on helping them improve their confidence and self esteem. Suidents also have access to a resource room, equipped with compute.. The program begins with an academic assessment to establish the level the student is performing at. The results of the assessment enable the educational director to develop a program specifically for that student. Both the program and the results of the assessment are oiiscussed with the parents. This is a statement that Gordon Crawford uses most every day of his lime. Gordon has been in the business of repairing leaks in basements for over 23 years and estimates he has been invited into more than 15,000 homes to help resolve their leaking problems. He considers himself to he an expert trou- bleshooter in his field. "The most common leak you can find is seepage from a standard settlement crack in a concrete foundation. People tend to start blaming the contractor for poor workmanship or the fact that their particular foundation was poured in win- ter. The truth is that concrete cracks what- ever the underlying reasoning behind it is. We live in a 'freczelthaw' climate. This implies that every winter our homes tend to heave slightly then, come spring, they fall again and possibly settle into a new cavity:' Gordon goes on to say that "a good contractor is one who knows this is ening to happen and backs up his warran- ty and reputation with top-notch al -ter - sales service" Regardless of whether the house is six months or 30 years old, Gordon says "the optimum method of repair would be to inject the crack with polyurethane for a number of" reasons. II' the crack is readily accessible from the inside there is absolutely no need for messy, expensive excavation. People still have this misconception of the injection process and feel they have to dig up out- side and stop the water from getting into the crack. Inside repairs don't work! This is true but, even though we stand on the inside, the pols urethane is pressured right through the wail. In fact, it you �%antcd to dig up outside ani stand in the hole while we work, you would see our material ooze right through the wall. Another rea- son to use polyurethane is the fact that it remains flexible. In the early 1980s, we used to inject epoxy, but we found that new cracks were forming right next to the old ones because the epoxy was too rigid. The flexibility of polyurethane allows the crack to open and close without breaking the seal. This effectively creates a flexible joint in the wall and. although yet unproven, may actually prevent new cracks from appearing on that wall. The expandable nature of polyurethane is yet another attestation to its many applica- tions When injected under pressure it can seek out many invisible capillaries in the concrete by itself. I have been injecting in one area and seen it oozing out three -feet away." The other form of leaking that Gordon Crawford has to deal with can tend to he a little more complicated. This is when the weeping the drain has blocked over the years and hydrostatic pressure is pushing up from under the floor or through the bottom layer of blocks in a cement block foundation. Gordon says: "Don't worry, everything can he fixed. The problem has to be evaluated accord- ing to its severity. Sometimes just installing a sump pump can solve the problem." One thing Gordon is sure about is that "leaks don't go away by themselves. They tend to flush themselves clean and leak even worse the next time." I Hate Hamlet is about an actor named Andrew Rally who is cast as Hamlet and then decides that he is unworthy to play this famous role. He has rented an apartment which, many years before, was the home of legendary actor John Barrvmore. Seeing Rally's prob- lem, the ghost of' Bar- rymore returns to help him. The ghost, who has a major drinking problem, is seen by Rally but not most of the other characters. bVatching this play. I had the feeling that the author and the director had not decided if they were mainly interested in a serious play or a humorous one. Some fine plays manage to be both. Ho% ever, most playwrights should probably concentrate on one or the other. The serious points in this plat, are not very serious and the humorous ones are not very funm. The set was decorated with a bright mural and paintings. notably a striking Picasso. (4161412.0404 Lightning hockey peewees qualify for provincials The Durham West Lightning Slotnick & Associates peewee 'B' girls' hockey team is headed to the provincial championships after win- ning its best -of -three qualifying series with the Clarington Flames recently. The Lightning swept the series two games straight to advance to the Ontario Women's Hockey Vssociations' Provincial Championships it %Iississauga in April. The Slotnick & Associates peewees wrapped up the series at the Pickering Recreation Complex O'Brien Arena last Saturday, posting a 3 - victory. Emily Sands scored the first goal unassisted for the Lightning after only nine seconds to start the game. Both teams went end to end for the next 15 minutes before Sands potted her next goal at 4:14 of the second period from Lindsey Lilly- and illyand Dowley. With one second left on the clock. Aleva Suleman shot the puck into the empty net to give the Lightning the victory. Marianne Carefootc earned the victory in the net with some kev saves. The Lightning travelled to William Dunbar Newcastle last Thursday and played a great game to defeat the Flames 2- 1 in game one. Scoring for the Lightning were Meghan Ritchie from Lindsey Rocks, and Charlotte Dowley from Marianne Carefcite. Clarington made it close by pulling their goalie for the remainder of the game and finally scored. Durham West goalie Mikaela Evans was outstanding in the net. These two games were a solid team effort by all team members, including Jeanine Habibullah, Meaghan Rocca, Leighann Genius, Kelli- Ann Friel, Ashley esormeaux. Kelly Stewart, Amanda Lovell and Jade Blight. The team is coached by Art Carefoote, Bruce Ritchie, Ron Genius, Ron Habibullah, manager Fazida Habibullah, Anna Evans and Mary Lovell. The next test for the Lightning will take place in two weeks at the Pickering Complex for the Durham West Girls' Hockey Tournament. During the past week rates slid a little, but watch out for the sliding dollar. Over the past few months it has continually been dropping. We have one saving grace however, it appears that the Federal Government is preparing to call an election.
