for tax freeze

is the big issue."

Quinn, there's little left to fund capi-
tal projects other than to finish ones
already started in previous years.

Pickering waterfront parkland plan finalized

PICKERING — The Town's purchase of the
former Port Pickering's Marina lands for park-
land on Frenchman's Bay has been finalized.
The deal was closed last Thursday afternoon,
reports Mayor Wayne Arthurs, one day ahead of
a deadline put off three times at the request of
the vendors. It was originally scheduled to close
Dec. 20 last year, then Dec. 23 and then Jan. 10
before the date was moved to Feb. 14.
"I'm quite pleased we have acquired the prop-
erty for the community at a responsible dollar
figure," says the mayor.
Pickering has paid $900,000 for the 2.5 acres
on the east shore of Frenchman's Bay near the
bottom of Front Road.
Council had agreed to a price of up to $1.15
milliop_ for the land. The Town would only have
paid $900,000 of that amount and was to sell a
portion of the property to the Metropolitan
Toronto and Region Conservation Authority for
$250,000, which would also have gone to the
vendors. However, the provincial government
failed to approve the MTRCA purchase, which,
under the terms of the deal, allowed Pickering to
buy the entire property for $900,000.
It will likely be only in 1998 that a new park
is developed on the site. No funding has been set
aside for it yet this year, and there is to be pub-
lic consultation on what kind of park it will be.
However, residents may be able to use the park-
land simply as green space this spring.

need the services of Big
Sisters," Ms. Cummings
notes.
The Ajax -Pickering
association is the only
one in Ontario to offer a
Teen Mom Program,
matching pregnant teens
or young mothers with
an adult female.
While volunteers
must commit to a one-
year match with a Little
Sister or a Teen Mom,
the average length of a
match in Ajax -Pickering
is three -and -a -half years,
Ms. Cummings says.

This will be a year of rela-
tively big spending by the Town
on public transit, predicts Mr.
Quinn.
"This is the last year munici-
palities in the province, as it
appears right now, will receive
any (transit) subsidies. So the
transit budget in capital is very
large this year.
"It's usually $400,000 to
$500,000. This year it's a cou-
ple of million."
The Town will be spending
the extra money, if councillors
approve, on new buses.
If the purchases aren't made
this year, provincial money will
no longer be available to pay
part of the cost and Pickering
would have to foot the entire
transit bill itself.

Province for the widening of

Mr. Quinn predicts there may
be some increased user fees for
the public in areas such as
recreation this year, but nothing
major.
He believes the big crunch in
such fees and everything else is
going to come next year, when
more provincial cuts are expect-
ed and some new responsibili-
ties being handed down from
the Province to municipal gov-
ernments are likely to be imple-
mented.
"The Province is changing
things drastically and every
year is going to be an event.
"I think next year's going to
be awful. It will be a night-
mare."

age in central Ontario by donating at
an upcoming blood donor clinic here.
The Canadian Red Cross Society
will hold a clinic Friday, Feb. 21 from
'10 a.m. to 2 p.m. at Dunbarton High
School, 655 Sheppard Ave.
Healthy individuals aged 17 to 70
years who have not donated blood dur-
ing the previous 56 days are urged to
attend the clinic. All blood types are
needed, especially group O.
Stock blood orders are being issued
to hospitals in greatly reduced
amounts, the Red Cross reports.
Recently, blood was vital to the lives
of several new mothers, two trauma
patients, two burn victims, a heart
transplant recipient and a patient with
anemia.
Donors are reminded to take valid
identification.

The businesses community in Ajax and Pickering should get
involved now in the debate over whether the two towns should
amalgamate.
That was the message to local business people from Ajax -
Pickering Board of Trade president John Wiersma as he
addressed the membership at the organization's President's
Inaugural Dinner at Regalis Restaurant in Pickering Thursday
night.
"Ilhe board of trade will have to enter this debate to repre-
sent the view of business," said Mr. Wiersma. "We often hear
the argument that there is no hard evidence supporting amalga-
mations. I think this is the time for municipalities, boards and
commissions to study the benefits of amalgamation and to be
pro -active. It makes a lot more sense to me to take the initiative
and study this now, rather than to wait for the Province to say
how it must be done."

From the federal level, said the
board president, business needs a
harmonization of the federal and
provincial sales taxes, which he
described as a "continual frustra-
tion,. and "a big cost to small busi-
ness". Ottawa must also continue
working to get the national debt and deficit under control.
"Long tam capital investment decisions in Canada are closely
linked to the fiscal policy of the government."
At the provincial level, Mr. Wiersma said business must work
to ensure the government follows though on disentanglerrtent
initiatives to provide more efficient delivery of services. He
noted legislative changes to eliminate rod tape are expected to
have a beneficial impact on investment in Ontario and will be
particularly welcome to small businesses. On the issue of pri-
vatization, the board president said business will be "waiting
with intereW to see what the government does.
"Privatization must never take place for its own sake or for
those who would seek to profit from it. It must lead to a more
cost-effective delivery of govanme nt services-"

There was little love reserved for the provincial govern-
ment on Valentine's Day as public -sector workers continued
their campaign against child care and school reforms.
In regions around Ontario, Canadian Union of Public
Employees (CUPS) workers and early childhood educators
staged protests at MPPs' offices in Durham and neighboring
Northumberland.
The message they brought for their MPPs once again,

It's fair to say everyone agrees that proper funding for
children in Ontario, from preschoolers to high schoolers, is
vitally important to long-term prosperity in the province.
But, the subtext of the message, particularly from CUPS
workers, hasn't changed.
On the surface, they're claiming the moral high ground in
their fight to preserve, as one CUPE representative put it,
"the security blanket of children at school."
Underneath lies the real message: They're fighting to
preserve the security blanket of too many jobs for too many
CUPE workers in Ontario.
Once again, we are being asked to accept the status quo,
while those whose jobs are at stake issue dire warnings
about the big, bad Tories.
A reminder: Ontario's current government has the unfor-

A front-page story which ran in our
sister paper Whitby This Week raised
my ire when it landed on my front
porch last week.
While the story was about a group of
parents from a Whitby elementary
school whose children are no longer eli-
gible to attend that town's newest high
school, the issue that concerns me has a
much wider scope.
It seems the town's new high school
is getting full, so administration decid-
ed to change boundaries to alleviate
overcrowding. Parents are fuming
because the public school board

Bonspiel was a success at
the club on Saturday.
Thirty teams comocted
in the event, including six
visiting teams from area
clubs. A total of $1,760
was dispensed in prize
money to the top 15 teams
after all played three six -
end games.
The winning team was
Wilma Norton's
Annandale rink. with
Norton were Rita
Alexander, Debby Bianchi
and Mary Ann Moak. The
team collected $400 in
prize money as well as

ority selection draft rolls around
this spring.
Ajax centremen Randy
Davidson and Patrick
Papageorge and defenceman
Adam Lay are in their draft year
and are expected to be picked up
by OHL clubs on draft day at
Maple Leaf Gardens in Toronto
June 7.
The three are having solid
seasons with the OHA Provincial
Junior 'A' Axemen and are hop-
ing an OHL club will pick them
in the early rounds.

old stalwarts
for the Axemen this year.
Papageorge, an Ajax resident
and an Ajax minor hockey grad-
uate who played for
Peterborough's Lakefreld
College last season, has had a
fine rookie year with the
Axemen, scoring 14 goals and 16
assists for 30 points so far.
Lay, who played most of his
hockey in his home town of
Whitby before joining the
Toronto Red Wings of the Metro
Toronto Hockey League, has
been a big plus on the blueline
and has contributed three goals
and 15 assists.
Davidson, also from Whitby,
played minor hockey there in his
early years before joining the
Toronto Red Wings and finally
the Toronto Young Nats major
bantams prior to making the
jump to tier I1 junior hockey. The
big pivot has 44 points this sea-
son, including 16 goals.
The OHL scouts "have been
out quite a bit to watch us. They
know we're around," says Lay,
who checks in at 6'4", 185
pounds.

Papageorge. "When you're in
your draft year, you want to start
strong and finish well. That's
what the scouts want to see."
All three credit the Axemen
organization and the competition
provided in the Provincial Junior
'A' league for allowing them to
hone their skills to the point
they're top OHL prospects.
" 1 think this is the best league
to prepare you for the OHL,'
says Papageorge, who's 6', 180
pounds. "You have to be physical
and use your size. I've seen the
Metro league, but I think this is a
better league to play in"

been an all-around player for the
club, getting work on both the
powerplay, and the penalty
killing units.
He's rated as a high second -
round pick by the OHL's Central
Scouting Bureau.
"He's really picked up his
game for us;' says Bowden. "He

he's scored a lot of big goals for
us this season. He's really picked
up his game for us. He has to get
his nose dirty in the corners and
that's what he's done:"
Bowden notes that
Papageorge, who's expected to
be selected in the middle rounds
of the OHL draft, also has the
option of holding out for a hock-
ey scholarship to an American
university. He's a top student at
Archbishop Denis O'Connor
Catholic High School in Ajax.
