Mr. Roberge. a 30 -year veteran of the Pickering department, said employing more part-timers "undermines the speed, experience and teamwork" of professional firefighters. Teamwork is important in battling blazes. Pickering firefighter Geoff Nichol- son said in an interview. "To use a hockey analogy, if you have a different right winger every time, you never know what he's doing." Eight minutes after a fire starts, the risk of a person dying in the blare doubles. Mr. Roberge said. After 15 minutes. "the chance to save a life is almost nil. That's from the time the fire starts and not when we get the call. The critical part of a fire is the first few minutes it starts." Using more part-time firefighters would he "disgusting. It takes four years of train- ing to become a first-class firefighter. That's four years of intense training and studying." Mr. Nicholson said removing the right to strike is a selling point the government is using. Under the current Fire Departments Act, the right to strike exists, but "firefight- ers voluntarily took it out of our contracts. "We voluntarily removed the right to strike. Firefighters have never used that. In 50 years, we never used that threat. "We don't care if they take it out of the act, as long as people realize we were ahead of the government. It's one of the reasons they're using to justify passing the act." Mr. Roberge noted there are parts of the bill firefighters agree with. "Fire preventi-,n and education are always a good thing. But now they're hand- ing municipalities the right to promote more fire prevention and education, but they're handing them the (costs) to do it." Firefighters in both Ajax and Pickering have begun a public awareness campaign against Bill 94, including handing out pam- phlets at GO stations. The RCMP then set up a "con- trolled delivery" of the package — which it rigged with a motion sensor alarm to trigger when opened — to its intended receiver, allegedly the renter of a basement apartment at the Pickering home. Mr. Chung was arrested three hours later in the basement apart- ment after a man entered and the alarm inside the package tripped, signaling it had been opened. The judge heard that when police entered, Mr. Chung was kneeling in front ol' the opened heroin shipment, which had some of its contents scat- tered on the floor. Co -accused Gary Seto was arrest- ed later in the day at Yorkdale Mail in Toronto. Mr. Seto was found in possession of. pieces of paper with the address of the Timmins Gardens residence, the telephone number — o1T by one digit — and the shipment's waybill number. Despite that documentary evi- dence, Mr. Gold said "there is noth- ing linking either accused with an agreement to import" the heroin into New election rules for Pickering Planning on running in this November's municipal election? Justice John Jenkins of the Ontario Court, general division, in Whitby certified the class action in a ruling Friday. A am of the opinion that a class action is the preferable procedure for resolving the common issue of liability," Justice Jenkins wrote. "I am of the view that the court will be in a position to determine the liability issue after a single trial." An investigation by four public health departments found 75 people contracted hepatitis B after having EEGs at the clinics, including one each in Ajax and Pickering. The EEGs were performed between January of 1990 and Febru- ary of 1996 and the outbreak began in 1992 and peaked in 1995. Other clinics were in Scarbor- ough. North York and Markham. The Ajax and Pickering clinics have since closed for business rea- sons unrelated to the hepatitis B out- break. Letters were sent to more than 18.500 former clinic patients notify- ing them of the outbreak and the need to be tested. And one of the most disconcerting developments noted among school hoards in Durham is that budgets will he overseen by the FIC. One spokesman Krum Ontario's education ministry suggests the I:IC will intercnc in hoard budgets only in "extraordinary circumstances" when the hest interests of the taxpayers aren't heing met. The EIC needs first to familiarize itself with individ- ual hoards, their taxation and Fiscal management histo- ries and the regions in which they will have final say. I have been a custodian with the Durham Board of Education for more than 13 year~, and I have never had a day where I could just sit and wait for something to happen. Where does this person get these fact~ from? Was this something made up for effect or was this something actually seen? If so, I'd like to know what school it was. Were the custodians in question involved in a meeting or perhaps they were on their lunch'? Maybe it was only one custodian this person saw sitting. And maybe this custodian was just watching the clock tick, counting days till retirement. Does than make all custo- dians guilty of the same practice? I don't think so! It also said in the letter that it only takes one person to "broom" the haul. In a high school there can be as many as three custodians on duty. But in a high school there can be three, four or even live times the number of students that there are in an elementary school. The school is usually three, four or five times the size ata well. The custodians can easi- ly he kept busy just cleaning up behind those students. Custodians are dedicated to providing a clean and safe environment where stu- dents can learn and staff can work. Custodians are trained in NVHMIS, first aid, computer, heating and cooling sys- tems, minor electrical and plumbing repairs, fire safety and security of tux; building and its occupants. A cleaning service is not going to he concenwd with all these things. A cleaning service is then: to clean and nothing else. I know it was said in the letter that it was custodians in a Toronto school who were seen sitting around. Well, if it is true, then shame on them. But if you think because it happened in one school in one board that it happens in all schools in all boards, then shame on you. For years now, pundits, pollsters and politicians have been scratching their heads in apparent amazement at the cyni- cism of the citizenry toward their political leaders. Recent events, however, have provid- ed further evidence the air must be a little thin up where the analysts arc looking at things, because from down here it's pret- ty obvious why the multitudes arc a hit milled. When you say you're serving ,,teak but keep dishing out halone . they're bound to get a bit suspicious. Takc for example Queen's Park recently announcing with great fanlitrc the "reinvestment.. of $61 million in health care services across the province, including S1.5 million allotted to Ajax - Pickering General Hospital. There were no press conlerences and media releases to announce the $2 million in operating funding taken away from the hospital two days later, and little mention of the fact the "savings" used to pay, k)r the reinvest- ment come from funding cuts made to hospitals across Ontario last year, includ- ing APGH. How about the Province's 'Education Improvement Commission'? Wonder why they don't call it the 'Commission to Nlake Sure Independently -Elected School Boards Don't Spend Their Moncy in Their Own Communities Before We Take It and Spend It Somewhere Else'? And then there were: the mega -week announcements. According to the Prov trice. taking over the cost of educa- tion while leaving most of the responsi- bility li>r running it with school boards and downloading more financial respon- sibility for social services to municipal governments is called "disentanglement', not "making a dog's breakfast of educa- tional and social services reform". And let's not leave out the feds. Eliminating the GST haus now become a quest for a "harmonized" provincial and federal sales tax. No doubt the sound of cash rustling and tinkling harmoniously into the coffers at Queen's Park and Ottawa will make us forget we will have to pay provincial taxes on items previous- ly exempt from the tax. Region Scugog contributes to GTA marketingscheme SCUGOG – It appears Scugog will he part Councillor Doug Moffatt. Council had discussed the Alliance at a Scugog's economic development committee meeting in December. but moved it to the eco - members agreed at their Jan. 31 meeting to nomic development committee for further commit $1.000 to it GTA Marketing Alliance. The move will now have to he approved by council at its next meeting. All GTA municipalities have been asked to contribute to the $400,0)0 plan. with Scugog being asked for a $2.000 share. One of the things they wanted to know was if the Townships of Brock and Uxbridge, and the Municipality of Clarington were going to support the venture. '11he Oshawa MPP says he met with Attorney General Charles Hamick :md Management Board chairman Davc Johnson in the past week about the: City's propos- al and expects a decision this year_ 'To be honest 1 would expect an announcement in 1997, one way or another, that we're gettingN it or nut," says Mr. Ouellette. "o more sitting on the fence." Asked if he feels there's a pos- sibility the government will rule against a courthouse facility for Oshawa, Mr. Ouellette said: "1 don't think we would be continu- ing on this long if there wasn't a high percentage chance of it com- ing to Oshawa." Oshawa is one of "three or four" communities in Ontario seeking new cour lxuse facilities, but a spokesman for Mr. Harnick says no new projects have received approval. Mr. Ouellette says he believes a new counhotise for Oshawa is one of the government's priorities. "I'm satisfied the process is still going on and we're at the forefront of something happening," he says. Although the government had initial concerns about Oshawa's proposal, "it's starting to look more positive that it's a plan that could unt01d," says Mr. Ouellette. When Mr. Harmck briefed reporters alter he unveiled plans for a $70 -million courthouse: for Brampton earlier this month, he indicated more courthouse facili- ties are on the way in Ontario. The Brampton counhouw is expected to he ready by the year 2(X)O, replacing the seven existing locations for court operations in Peel Region. Currently, there are six ditierrnt court locations in Durham Region. Since taking office, the Harris govemmcnt has committed S 1 K5 million toward the construction of new courthouse liwilities across Ontario in an effort to address heavy caseloads and overcrowded courts. A $50 million to $11X1 million courthouse; was announced for downtown Oshawa by the then - NDP government about two yeah ago, but the timetable has been altered since the Conservatives came to power. Oshawa wants to put tlx: court - hous;c on the Iorrner GM lands downtown at the northeast corner of Bund and ,tilary streets. Today that's all changed; computers are a vital link in society, popular among the young and old. Computers arc the "in" thing and arc becoming as common a household item as televisions. In less than 20 years the industry's gone from Atari ping pong to sys- tems offering three dimen- sional graphics. CD -Rom and the capability of access- ing information world-wide iia the Web. People who want to get the most out of their com- puters have joined local user groups. These are usually made up of new computer owners, and people who use computers to earn a living. In Durham there are a few user groups represent- ing Macintosh. IBM and other personal computers. Macintosh Users East, or MaUsE. has been around for over 10 years and currently has a membership of about 116 peo- ple. "Macintosh computers make up about 10 per cent of personal computers, but about 70 per cent of people in computer user groups are with Macintosh -asso- ciated clubs," says Jim Foster, publicity director for the group. The group brings together a wide vanets of Apple :Macintosh users, many of whom are first- time computer owners looking for help and guidance. Recognized by Apple Canada as an official Macintosh user group. MaUsE meets once a month at Henn Street High School in Nk'hitby. Macintosh Users East also offers an electronic bulletin M)ard called The Source. W,th the use of a modem, computer owners can leave or pick up messages to either help or receive assistance. It also con- tains public domain software and the group's monthly newsletter. While there are some mem- bers who are considered experts the vast majority in the club are not. "We've sensed concern from people who think they're getting in way over their heads. They think we're all computer experts," says Mr. Foster. Three years ago the group decided to create a public rela- tions position to get the word out to the community and bring to light its purpose. Some companies have rec- ognized the benefits computer groups have in educating employees. Others such as NASA offer an internal user group for employees only. While internal user groups can enhance the cre- ativity of a company, many "We have a shareware library and the (librarian) looks for soft- ware that might be interesting to the club," says Alan Hewitt, publicity director. The membership is also bro- ken down into special interest groups - Beginners, Windows and the Internet. There's a $30 fee and the group's general meetings are open to the pub- lic. "We have people coming out to the lectures who have just bought brand new stuff," says Mr. Hewitt. For computer user groups to survive, they must also provide the latest information and topi- cal speakers. The advanced companies realize the immediate market computer user groups provide. Companies like Microsoft will send employees to speak to user groups. "Microsoft (speakers) some- times take abuse because peo- ple consider them the 'evil empire', but they give outstand- ing presentations," adds Mr. Hewitt. Some of the speakers with smaller companies don't seem to enjoy being at meetings. he says. Apple Canada Inc. also pro- vides guest speakers to area user groups. Children should be required to check in with an adult neighbor or call a par- ent at work as soon a, they get home: from school, just to let them know they're home safely. It takes more parenting skills to handle a situation like this. says Sgt. Malik. it's not enough to say ' go home and play'. You have to know what their limitations are, and tell them what their limi- tations are. 11' you set the frmivations tight, most kids can do an OK job:' .In order to set limivations, you have to know the capa- bilities of your child. "You can't expect them to do what they can't deliver," agrees Mr. Dubray. "Expectations have to be appropriate to their age and level of maturity. "Having a keen interest in your own child's welfare is really important," he adds. Which again comes back to communication. Sgt. Malik suggests when you get home from work, don't ask 'How was school today?' because what they'll say is "Ask them what hap- pened at lunch," he advises. You're more likely to bear about anv social issues that may be happening, or inter- action with teachers on vard duty. he says. Writing down the guide- lines and rules a child is expected to follow is a good idea because it's hard to argue with a piece of paper:' adds Sen. Malik. Establish a routine and make sure every- thing get, dein, he says. if the child is expected to clean their room when they get home and it's not done, ask them why. "You don't have to come down heavy on them. just ask them why it wasn't done." he says. If someone comes to the door while the child is home alone, Durham Regional Police suggest answering the door without unlocking it, saying the parents are busy and can't come to the door. Although some safety books suggest the child not answer the door at all, Sgt. Malik says this could result in a "Knock and Kick" break in. where a potential thiel" knocks. assuines nobody is home, then kicks the hack - door in. With regard, to the lcle- ph(w, Sgt. Malik suggcwts that either children are direct- ed to say the parent can't come to the phone ("Som. my rnom's in the bath. "Even to look after yourself, it's a good id w-.'- Contrary to po pularbelief, there is no legal agc for babysitting. 'Twelve to 14 years is the age we like to see (kids) start looking at babysit- ting for short periods, about three to five hours;' says Sgt. Malik. The CAS polity guide- lines state: `THE PARENT MUST ASSUME full responsibility for judging the adequacy and safety of any babysitting arrangement °' The Canada Safety Council, in co-operation with the Canada Mortgage and Housing Corporation and Reliable Life Insurance, has published a 20VW info lma- tion booklet for children over the age of 10 who spend part of each day home alone.
