"Based on very preliminary information", the report predicts property taxes could rise 10 per cent as the Region and its eight local municipalities struggle to absorb $52 million in extra costs handed down by the Province. But. Durham Region Chairman w, = Jim Witty calls the $52 -million fig- ure "a worst-case scenario. "It's all preliminary. How do we know what we're dealing with when we don't know the rules and regulations? Until we know who's doing what, we don't know who shares what part of the pain." The Province announced during its so-called mega -week from Jan. 13 to 17 that it will take over fund- ing responsibility for education, removing school taxes from the property tax bill-, while municipal- ities will have to pay more of the costs for welfare, social services, public health, libraries, land-based ambulances, policing and munici- pal and GO Transit. APGH has already issued layoff notices to 201 of its 61X1 unionized employees in anticipation of a net decrea.s in its 1997 budget. It's not expected all 201 of the employees will get pink slips. Tlx: notices were issued to allow the hospital to comply with collective agree- ment provisions requiring three to six months notice of layoffs, while minimiz- ing the period it has to wait to implement them. The growth funding for hospitals was announced by provincial Minister of Health Dave Johnson Friday as part of a "reinvestment" of $61.5 million in Ontario's health care system, including $57 million in growth grants across Ontario and special funding for northern hospitals. According to Ministry of Health spokesperson Rita Smith, the source of the $61.5 million is the $365 million that was cut from hospital oper- ating budgets across Ontario last year. 'Today's reinvestments demonstrate our government's commitment to put patients first by putting money into front- line services where patients will benefit most," said Mr. Johnson. "This money will mean an increase in health care ser- vi'm for patients." Also on Friday, the Ontario Hospital Association issued a press release criti- cizing hospital budget reductions. "If this policy goes through as it is, no school in Durham fits those (closure) criteria." says Mike Nichol- son, a member of a Durham Board of Education ad hex: committee which drew up the new policy. However, another Oshawa trustee says the schools arc still threatened despite proposed changes to the poli- ty. ..I still believe there is a real threat," Kathleen Hopper says. Last April, a staff report indicated seven schools met the criteria for consideration for closure under cur- rent board policy, including chronic low enrolment and high operating or capital costs. Any action on the fate of the schools was suspended while the ad hoc committee reviewed the policy and prepared a new one. The pro- posed policy is now being distributed to all schools, parent councils, employee groups and other interest- ed parties for comments and will come back to the committee for any changes befort heading for final board approval. But Ms. Hopper warns "there's a real push" to close small schools. She believes criteria could still be ignored by trustees in ordt to close schools and save money. Ajax trustee Colleen Jordan, who heads the ad hoc committee, says there are no significant changes in the proposed policy which was drawn up after reviewing other school boards' policies. But the process of school review and the review com- mittee is "much clearer," she says. "This will ensure a really compre- hensive study of the sch(x)l." Ms. Jor- dan says, adding "no one really wants to close a school." The proposed policy has "a couple of big changes," Mr. Nicholson SayS. There would be three "trigger" factors that will mark a school for closure consideration if it hasn't gone through the review process for at least two years: less than 60 per cent board -rated capacity over the last three years and forecast to continue that way: and/or excessive building renewal costs; and/or higher than average per -pupil operating costs, he says. Mr. Nicholson says if oper- k acing or capital costs are excessive, then most peo- ple would agree to inves- tigating possibilities for a 'chool's future. He notes that South Simcoe, with '00 students, is reported rn need $1.5 million for a � ymnasium but parents d students would do with- out a gym if it kept the school open. Membership on the school review committee has been extended to include more people from the community and more parents. its. Jordan says. Up to 27 people would serve on a committee reviewing the options for an identified school, Mr. Nicholson says. The current policy requires at least a seven-memher committee. Last April's report states the board could save 51.1 million annually in oper- ating costs and S6.8 million in renova- tions if the schools are closed and stu- dents sent to nearby schools. Local women in abusive relationships can get shelter and guidance. And, there's no need for arcaseniors to go without hot, nutritious lunches. That's because of the work of the United Way of Ajax -Pickering, its numerous volun- teers and the agencies it funds and the generos- ity of area residents. While most people who live in Ajax and Pickering may only think of the United Way during its annual fund-raising campaign. the efforts of the United Wav and its member agen- cies continue throughout the year. Take last year, for example, when money donated to the local United Wav helped its agencies provide food and shelter for 2(X) peo- ple, give counselling or safe haven to 444 women in abusive relationships, and deliver 11,229 Mcals-on-Wheels to homehound seniors. As well, 33 boys from father-ahsent homes were matched with Big Brothers and 3,557 units ofblood od were collected for people needing life-saving operations. The Cornerstone Association. Biz Brothers of Ajax -Pickering, Denise House in Oshawa and the local branch of the Canadian Red Cross Society are four of almost two dozen member agencies which get United '%k'av funds to pro- vide services for local families and individuals in need. Some memhLr agencies are based in Oshawa artd Whitby but %cryo Ajax and Picker- ing residents. The United'Aay publicly campaigns from mid-September to laic November each year through a fund-raising dn%e and vanous events, like a dinner and dance, an art auction and a fashion show. Although the United 'Kay is most visible in the community when it is campaigning, planning and decision- making is a year-long process. There are many meetings with volunteers to outline their expectations and responsibilities. And, United Way organizers must pick one individual in the community to lead the next campaign and choose people to head the drive's various sectors as the fund-raising blitz is "a massive volunteer effort:' Mr. Goulin says. The United Way advertises for volunteers in December to help with the allocations process. The recruited volunteers participate in two ori- entation evenings and are divided into a team of volunteers and board members. Each team vis- its two or three agencies for presentations detailing what the organization is about and why it needs United Way funding. The United Way team reviews the request and the agency presentation, asking questions of the agency to help determine how much funding it will receive. The decision is based on how well the agency is run, if it does a good job managing its money, how the requested funds will be used, if it has commu- nity support, volunteers and a board of direc- tors. Once each team estimates how much money each agency needs, the team leaders meet and make recommendations to the allocations com- mittee. By January to mid-February, the United Wav allocations committee has an idea of how much money is available to distribute to mcm- her agencies. The committee also keeps track of the money which individuals have donated and wish to be given to a specific agency. The allo- cations committee then makes a recommenda- tion to the board members who take into account all of the factors and make their final decision. "The needs are always greater. it's very dif- ficult to try to sort out where the money should go:' says Mr. Goulin. But, it all goes to good use. For instance, the local branch of the Red Cross Society received $76,0(X) last year from the United Way's 1995 campaign. The funding enabled the Red Cross to deliver 11,229 Meals -on -Wheels to seniors and hold 21 blood donor clinics in Ajax and Pickering. However, not all money raised is dis- tributed to member agencies. Money is kept on hand for emergencies and "community initia- tive" project% undertaken by non-member agen- cies in need of financial support. The United Way has provided funding to Block Parents, the Alzheimer's Society of Durham Region and The Youth Centre in Ajax. L IS 2H5 Publisher: Tim Whittaker ♦ Editorial Disorder in the courts If there's one thing more frustrating for police officers and the public than seeing criminals released back onto the streets with a slap on the wrist, it's seeing people suspected of crimes allowed to walk without a jury of their peers ever having judged their guilt or innocence. The latter happened in Durham Region last week when a judge threw out drug trafficking charges against three men because he ruled that a 26 -month delay in bringing their cases to trial violated their constitutional rights. And. it could happen more frequently, warns an attorney who represented two of the accused. Defence lawyer Alan Risen expects the ruling by Mr. Justice William Lane, of Ontario Court, general division, in Whitby, might trigger an avalanche of similar applications under Chapter I Ib of the Charter of Rights and Freedoms, which guarantees a person accused of a crime the right to a fair trial within a reason- able time. The three suspects whose cases were tossed out of court were among dozens of people arrested by Durham Regional Police in September, 1994 in a drug sting targeting crack cocaine pushers in downtown Oshawa. They didn't get their day in court because of several factors — delays by the Crown in disclosing evidence, the fact that a police officer was on holidays when their preliminary hearing was sched- uled and the humping of their trials in favor of others due to a lack of judges. So, we'll never know if the three were guilty or innocent. Their lawyer thinks he knows why his clients and other suspected criminals will walk. In part, he blames the feder- al government for not appointing enough judges. If that's the case, Ottawa must move swiftly to remedy the situation because not only do people accused of crimes have the right to a fair trial in a reasonable period of time, the public also has the right to see justice meted out. However, I must take exception to the front-page article regarding the arrest of Pickering Councillor Rick Johnson on "liquor charges" and the color photo- graph of Johnson published in your Jan. 21 issue. I assumed immediately — and lucki- ly, I read on — that Councillor Johnson had been caught driving drunk, a serious criminal acL Any reader who didn't "read on" would have assumed the same, and would have been misinformed. The allegation was that he was intoxi- cated in a public place and had open liquor in other than a permitted place — much less serious offences m the eyes of the law and, I'm sure, in the eyes of his constituents. Of course, the jury will be out on that one until the next municipal election. Was it a slow news day at the News Advertiser? Or was there some agenda to so pointedly skewer a nine-year politi- cal career? Mr. Johnson may have broken the law, but a smaller, less sensationalist report could certainly have sufficed. Go after the nuclear station — as is your regular bent. But, please think seri- ously befcxe you so recklessly lad in the public destruction of a man's politi- cal, professional and, potentially, private life. AL RIVETT Sports Staff Writer A sports scribe's biggest highlight This year marks a milestone for me. as I've been reporting on the Ajax - Pickering spems scene for the News Advertiser for the past 10 years. And, looking back over the past decade, the highs have out -numbered the lows over the years. Mostly though, change and growth have been a constant. When I came to the News Advertiser in '87, we were a two -day -a -week publica- tion. Now, we're serving our readers with four editions a week. My favorite moment over the past 10 years? It was definitely watching and meeting the great Gordie Howe. About five years ago, the NHL hall-of-famer and Detroit Red Wings great was filming a television commercial at the Ajax Community Centre and I was invited to tag along and meet Mr. Hockey. What I recall most about meeting the man who is arguably the greatest player to ever lace 'em up was sitting alone in the stands in the early morning watching him skate, stickhandle and shoot after the filming had wrapped up. It wasn't hard to figure out why he's known as Mr. Hockey. His skating was effortless, almost like he had been born on blades. And, although he was well into his 50s at that time, his shot was as strong and accurate as ever. One flick of his wrists sent the puck like a rope into the top cor- ner of the net shot after shot. After Howe finished on the ice, he returned to one of the dressing rooms where I was allowed 15 minutes for a brief interview with number 9. What struck me was his pleasant, unassuming demeanor. I remember being nervous and unsure of myself in his presence, having jotted down a bunch of questions to prepare for our meeting. But, his low- key approach quickly put me at ease and before long we were chatting like a cou- ple of old friends. . However, when the 15 minutes were up. Howe's handlers promptly whisked him out of the dressing room and away from the community centre. Bob Turcottc and his rink based out of the Kitchener -Waterloo Granite Club went unbcat- en with a 12-0 record to win the championship of the nationals at the Thornhill Curling Club Sunday. Last year, Turcottc won the Canadian title compet- ing out of the Brampton Curling Club. Turcottc and his lead, Steve McDermot, are for- mer members of the Annandale Curling Club. Both their names appear on the 1981 Silver Tankard banner which hangs from the club's rafters. For three years in a row, the Annandale pair of teams skipped by Jon Payne and Warren Leslie have won the Silver Tankard zone playdowns and the past two years, have won both the zone and regional level, quali- fying for the provincial event.
