MP Dan McTeague acclaimed
Liberal candidate in new riding
Ontario Riding MP Dan McTeague
will be the Liberal Party candidate in
the new riding of Pickering -Ajax -
Uxbridge for the next federal election
expected later this year.
Mr. McTeague, who has represented
Ontario Riding since the 1993 federal
election, was acclaimed Liberal candi-
date in the new riding at a nomination
meeting held last week at Pine Ridge
Secondary School in Pickering.
"I regret that I will no longer have
the opportunity to represent the people
of south Ajax and Whitby in the House
of Commons," said Mr. McTeague in a
media release announcing his nomina-
tion. "It has been both an honor and a
privilege to have been their Member of
Parliament for the past four years. I do
however look forward to the upcoming
campaign and to meeting the residents
of Uxbridge Township who will he join-

Ontario Riding -- which includes
Pickering, Ajax and most of Whitby --
will cease to exist after the coming elec-
tion as it has been divided into two
under the Electoral Boundaries
Readjustment Act which came into
force Jan. 8. The old riding had a popu-
lation in excess of 220,000 and was the
third largest in the country. The new rid-
ing of Pickering -Ajax -Uxbridge
includes all of Pickering and the portion
of Ajax above Hwy. 2, while the new
Whitby -Ajax riding consists of Whitby
and the southern portion of Ajax.
During the last election, Mr.
McTeague received approximately 43
per cent of the vote in each of both the
cast and west portions of Ontario
Riding.

Pickering Councillors passed a resolu-
tion calling on Ottawa to ensure
municipal governments are allowed
participate in the Infrastructure pn,

Under a prey wus infrastructure pro -
grain launched in 1994. the federal.
provincial and municipal governments
shared equally the costs for eligible
infrastructure projects such as road
improvements and community txili-
ties. Pickering received about $3.2
million for capital projects under that
program, for which it was required to
spend an additional $1.6 million of a,
own. The program helped Pickering
build the new Claremont communuy
centre/fire hallilibrary and complete
Some road reconstruction projects.
According to ECM, the program
has created 10(1,000 jobs and generat-
ed over 12,000 infrastructure projects
across Canada.
Now, the federal government has
agreed to provide another $325 million
in infrastructure funding for joint pro-
jects, on top of the $175 million it will
spend in 1997 on infrastructure pro-
jects remaining from the initial pro-
gram.

Monday's meeting.
He supported the resolution as a
good way to send a "clear message",
along with other Towns and Cities,
about the importance of municipal
involvement in the program.

Pickering is sending copies of its
resolution to Prime Minister Jean
Chretien, Premier Mike Harris, local
MPP and Minister of Community and
Social Services Janet Ecker, and
Ontario Riding MP Dan McTeague.

Let's merge
Durham utilities
If Ontario can go from 168 to 66 khtol boards in one
shot, can Durham Region go front eight separate utilities to
one or two? Sound., easy, doesn't it'I it, also a likely kc -
nano given the 'urge to merge' mentality present at Queens
Park these days.
When roll think abut it, eight utilities in an area as
small as Durham Keeton doc,n't make a whole lot of
sense. After all, we ha \e one ix,lice force. and one regional
govemmcnt. Arid with the Province high on the idea, we
could see some municipal amalgamation over the next
decade in Durham (how ahout Cshaw-hithv or Aiaxpick')
Some amalgamauon ideas make little sense and simply
aren't practical. hitt joining the four urban -based Durham
utilities commissions isn't one of them. Surely. Ptckcnng,
Ala\. Whithy and Oshawa utilities can be operated more
etfictenth as one instead of lioilr. When ,sou Iiwk at the sa-
uation in Toronto. the Province is about to consolidate the
six Mein, Toronto utilities into one lust as it unifies the
scycn municipal goyemments into one megacity. With the
cost -+acing+ which will he generated from the megacrty
and mega -utility amalgamation, in Toronto clear (oyer
S3(x) million according to the Province), bow can we argue
again,t utility amalgamation in Durham'
At the same time, a union of Brock. Scugog, Uxhndre
and Clannoon utilities is a sensible moveas a brings ate
four rural Durham utilities under one nxof. The Durham
urban utility would sent I(N),(MAI households while the
rural utility would handle IX (NM).
As with municipal and school board amalgamation,
there will he .orne protest of this move. But at present. at
(cast. uuhuc> .haimien +rem open to, or at (cast resigned
to chance.

disinfected, desk tops and glass
cleaned, chalk ledges dusted,
lights and windows are
checked. During an outbreak
of head lice the carpeted areas
received additional vacuuming
to stop the infestation.
We have several concerns
about the outsourcing of staff.

Information Act. By contrast

award! But, what of it'? How
many countries with high acad-
emic qualifications worldwide
did participate in that exercise?
b) Individual teachers, how-

Ontario education system make.
c) Was the product of the
"system" represented? No, of
course not, students played no
part.
Now let me add just a few
more facts to my Jan. 15 letter,

With more than one-third of
Canadians functionally illiterate,
who actually believes we are
getting our taxes worth? In pri-
vate business, that failure rate
guarantees bankruptcy. Already

Racism at the institutional or
stic
ictal level is difficult to detect
and conihat because it manifests
itself in subtle and covert ways -
totally unlike the in -your -face overt
racism of hate groups de,cnhed in
last week's colunin.
Svstcrmc racism Is the name
glitch to this powerful form of dis-
crimination entrenched within the
in,titutional framework of society'.
A'tth systcrnic racism. it's not the
Intent that counts but rather the
consequences.
Policies. rules, regulations, pri-
orities. and programs may not on
the surface he inherently racist or
discriminatory in intent.
However. they dtscnrnlnatc by
excluding certain groups from
access to equality
To take a case in point, the field
of education has been widely
accused of systemic racism particu-
larly in the area tit curriculum
deNclopment which terra, to he
curocentic in design - focusing on
the achicvcmcmt , culture, art, his-
tory and htcralu-c of the dominant
group. and thus denying students
knowledge of the rich contributions
of other cultures
In a wide ranging national sur-
vey on racism in Canada comms-
sioncd by the ('anadian Council of
Christians and Jews recently. 73
per cent of Canadians hclicvc
racism is a serious problem and a
similar majority reject the radi-
tional multiculturalmosaic

Canada's race relaons policies are
based or.
The report went on to say that
70 per cent A Canadian, believe
new Canadians should try r) adapt
to our society and that's something
that all Canadians, including visi-
ble minorities, agree on.
The report findings emphasized
the need for non and mule -denomi-
national education organizations
like the CCCJ to re-examine the
way we' -c addressing racism in this
country and focus on promoting
respect and harmony among all
Canadians.
There are people and organiza-
tions who are indifferent, and still
at a denial stage when it comes to
accepting and dealing with racism
in all its different forms.
They minimize the impact of :
racism, dismiss it as human nature,
and continue to rely on cultural
sensitization and celebration to
counteract bias and prejudice.
This is a reactive style of deal-
ing with racism.
In contrast, anti -racist education,
an approach to education that com-
prehends, challenges, confronts and
changes racism in the education
System, is proactive, analytical, and
preventative in its approach.
With this approach, the aim is to
identify and change institutional
policies and procedures, as well as
individual behaviors and practices
which have a discriminatory impact
on individuals or groups with non-
dominant identities,

a bizarre murder scheme.
The tangled tale If sex, murder, bik-
ers. revenge and detril came unraveled
in an Oshawa provircial courtroom ves-
terday when the Ostawa mom wassen-
tenced it) one day in jail as part of a
plea-bargain deal reached with the
Crown in return for her co-operation
with authorities.

conspiracy to commit murder in con-

spiracy to commt assault causing hodi-

case, Crown Attorney Brian Davies told

"Ms. Saunders' life has gone on a
whirlwind downwards since this con-
versation." her lawyer said.
Mr. Davies, noting Ms. Saunders has
co-operated with police in their investi-
gation, said there are "ongoing con-
cerns" about her personal safety.
Noting that Ms Saunders has
already spent three months in custody
since her arrest, Judge Ray Talh on
reluctantly accepted the Joint crown and
defence sentencing suhmis%ton „t a
one -day jail term and two years proba-
tion

The Panthers downed Cannington 6-1 to open the
tournament. Scoring for Pickering were Derek Twill

Bryan Cruse with one each. Leading the assist parade
was Ryan Monsseite with three, Walsh with a pair
and Walker. Justin Brockbank, Rotolo and Twill with
one apiece. Dean was solid between the pipes for the
win.

parks.
The Composting Council of
Canada, set up to be supportive of
this new and exciting industry, has
documented many studies.
Shame on the decision makers
who do not investigate these oppor-
tuniti:s to work on solutions of self
sufficiency. At present, Durham's
garbage goes to Vaughan and the
United States. What happens if
these borders are closed in five
years?
