Residents want answers on nuclear plant safety

because they were concerned about the
future of their young child and another on
the way.
"We moved here about three years ago
and we didn't realize there was as much
concern with the nuclear plant as there is,"
said Mr. O'Connell. Their main worry is
about the possibility of a relationship
between the
plant and the

Mrs. O'Connell. "I think I have a bit
more information at least and that
makes me feel a little bit better."
DEN chairman Gail Lawlor
believed the meeting had a positive
effect in allaying the concerns of
some who attended. She noted her
uncle is one of the nuclear physicists
responsible for the design of the
Pickering station and she has always
felt comfortable living near it.
"It's reassuring to hear how many
people are looking after our well-
being. When you read about it in the
paper you just feel like everything's
going bad."
The issues audience members had
questions about included:
❑ How will the station maintain
a priority on safety under pressure
to cut costs? Mr. Talbot said Ontario
Hydro will never sacrifice safety for
cost. Ms. Kock remarked spending on
safety improves when a crisis stage is
reached and declines when things get
bet
t er.
O What will happen to the sta-
tion after it closes? It will be disas-
sembled after the radioactivity of
some of its parts has decayed suffi-
ciently and then returned to a "green-
field" state.
LI What proportion of the prob-
lems being experienced at the sta-
tion can be attributed to its age?

Everyone agreed the problem has been
poor maintenance rather than age, though
age increases maintenance requirements
and costs.
O Why do Pickering's critics keep
comparing the station to Chernobyl
when their designs are so different? Ms.
Kock said it's because there's much to learn
from the Chernobyl accident and because
there are some similarities in design.
LJ What will be done with the
radioactive nuclear waste the station
generates? It will he stored on site till
about 2025 and then likely taken by truck
or train in special containers to an under-
ground storage site deep within the
Canadian shield.

Pickering man run down
PICKERING — Durham police are looking for three men
and a pick-up truck after a 44 -year-old man was run down after
leaving a local bar early Fnday.
Durham Regional Police said the victim and his wife left a
Liverpool Road bar just after 2 a.m. when three men started
yelling obscenities at them.
Police said the trio got into a blue pickup truck and followed
the couple as they left the area. Moments later, the truck struck
the man, knocking him to the pavement as he was crossing at
Ilona Park Road.
The victim suffered minor leg bruises but was not seriously
injured, Staff Sergeant Sandy Ryne said. He was treated at
Ajax -Pickering General Hospital and released.
He said the driver turned the vehicle around and the three
continued yelling at the couple before driving off.
Police are investigating the incident
as reckless driving but wouldn't rule out
the possibility of later classifying it as an
attempted murder.

Pickering.
"I'd much rather be in the position to
say consolidation (of Ajax and Pickering)
meets the needs of 150,000 residents. I'd
rather that than the Province say there's
one municipality in Durham Region, or
two municipalities in Durham Region or
three municipalities in Durham Region."
Mayor Arthurs said he's had a
"healthy debate" with Ajax Mayor Steve
Parish about amalgamation.
"It's going to be an interesting year. I
expect Mayor Parish and I and members
of our councils will enter into dialogue
and debate. There will be community dia-
logue and discussion. And, there should
he...
The two communities share many ser-
ices, including the hospital and the
United Way. But there are "two sets of
government, two sets of services.
"The financial savings are there. It
won't be a tax decrease, but it won't be a
tax increase," Mayor Arthur-, predicted.
The "handwriting is on the wall" for
amalgamation within Durham, he said,
noting Metro communities are being
merged and politicians in York Region
are considenng consolidating some of the
10 governments there.
"rhe status quo isn't an option."
Mayor Arthurs also touched on
announcements made recently by the
Province, saying the changes can he "por-
trayed as provincial downloading or as
municipalities coming of age. We've
asked that we not be portrayed as children
of the Province. We've been portrayed as
children cut off from their allowance. I
see it as coming of age.
"It's the right thing to do. It's what the
Province wants to happen. It's what the
people want to happen. We can look at it
as the glass being half empty or half full.
I look at it as half empty and we can fill it
up
Reforming the property tax assess-
ment system won't have a big effect in
Pickering or Ajax, Mayor Arthurs
believes.
"Ajax and Pickering are well po %i-
tioned because we've been on market
value assessment. There shouldn't be
huge shifts."
He listed among highlights in 1996
some $125 million in new development,
a 49 -per cent increase over 1995.
Mr. Arthurs noted 180 news business-

Fine Indian Cuisine at
Mount Eve
While some artists use a paintbrus
and palette to create thei
masterpiece, Manohar Singh blend
herbs and spices to bring his artforr
to life.
Perhaps a sweet tomato an
coconut soup, garnished with lemon
will whet your taste buds, or icecream
made from fresh mangos to cool your
tongue after spicy Chicken Lakhnowi
(strips of chicken marinated with
saffron, cumin and cooked with onion,
tomato, green pepper and gpdic).
Mr. Singh is a master chef from
India who's been perfecting more
than 145 dishes for 28 years and has
brought his culinary talent and
appreciation for fine cuisine to Ajax.
Mount Everest restaurant opened in
November of 1995 in the Ajax GO
Station plaza and owners Manohar
and cousin Avtar work together to
provide authentic East Indian cuisine
and a pleasant dining atmosphere.
Relax and enjoy East Indian music
or film while your favorite dish is
simmering. And if it isn't on the menu,
Mr. Singh has it at his fingertips.
"It can be made -- any kind of
Indian dish," he says. "This is the best
place for a person to try an Indian
restaurant."
If it's your first venture in to East
Indian food, Mr. Singh will be
attentive, asking what spices and
meats you enjoy so he can recommend
a dish to your liking. Krahi Gost is a
dish of tender goat, Iamb or beef wi!h
green peppers and tomatoes, seasoned
with ginger, garlic, coriander seeds and
spices.
If you prefer seafood, Mr. Singh
recommends Shrimp Masala, fresh
shrimp cooked in spiced tomatoes,
onions, coriander and cumin seeds. Or
for the vegetarian, the menu offers a
great selection of dishes including
Bangan Patiala, made of fresh
eggplant, onions, tomatoes, anis seed,
coriander and Dhingi spices.
Whether you've tried East Indian food
or not, you haven't tasted the finest
unless you've experienced Mount
Everest.
Mount Everest seats 80 people, can
be rented for special functions (includes
live entertainment) and is open seven
days a week. The lunch buffet is $6.99
weekdays. There is a dinner buffet on
Sundays only.
Mount Everest has a fully -licensed

School support staff must take action now
'to save education and our jobs': Ryan
Union leaders representing
Durham's 1,700 educational support
workers urged their members to take
action now against Ontario govern-
ment plans to privatize' their jobs at a
meeting in Oshawa Thursday night.
"Action has to be taken very quick-
ly to save education and our jobs," said
Sid Ryan, president of the Ontario
division of the Canadian Union of
Public Employees.
Mr. Ryan urged support staff of
Durham's two school boards to
demonstrate outside MPPs' offices,
wear buttons denouncing cutbacks,
and even talk to students about the
issue.
"I know you have been told not to
talk to the kids, but risk getting a letter
in your file and tell the kids what's
happening, because if you don't, you
won't have a job in three months," Mr.
Ryan told the audience at the
Canadian Autoworkers hall.
The Ontario government's Fewer
School Boards Act will create a gov-
ernment -appointed Education
Improvement Commission that will be
able to "make recommendations to the
(Education) Minister on how to pro-
mote ... the out -sourcing of non -instruc-
tional services," according to Section
335.

A government document leaked to
CUPE by the New Democratic Party
suggests the commission will recom-

successor rights. Currently, those suc-

privatization.
"Successor rights have been a barri-

school boards," said Mr. Ryan.

Public safety not compromised
with police station closings
Nothing official has yet been confirmed, but news from a
police source that up to four of seven Durham Region police
stations may close, is good for regional taxpayers.
Somethinc has to be done to rein in the out -of -control police
budget. Despite a recommendation late last year that millions
be cut from the police budget to keep regional taxes in line, the
police actually got a budget increase this year. They have to be
one of the few, taxpayer -supported services over the past few
years to get an increase.
There are some realities of course that must be addressed.
An increasing Region population will cost more to police. The
question is this: do we need seven separate police stations
across the region'? The answer is a rather obvious 'No.'
Surely Ajax and Pickering and Oshawa and A hitby don't
:►eed separate stations as the pairs of municipalities arc joined
together. One superstation in Oshawa and one in Pickering
should be able to handle the needs of the four municipalities.
Clarington, one of the fastest-growing municipalities in the
country, merits a separate station because future population
growth will be substantial. As for the vast northern part of
Durham ( north of the municipal boundaries of Pickering, Ajax,
Whitby. Oshawa and Clarington I, it's sparsely populated with a
lower per -capita crime rate than the south and can he serviced
by a superstation based in Sunderland. Therefore substations in
Uxbridge and Port Perry can be closed.
With the vast array of technology currently available, cops
in cruisers can get to a crime scene quickly. prepared to deal
with whatever's happening. The key here is that there won't be
fewer officers protecting our streets, they'll just be based in
fewer stations. The Region will save money on operations,
building and maintenance costs. There will be jobs lost as some
janitorial and clerical workers will be let go. But there seems to
be little choice. Cost-cutting is never pleasant, but it has to
done.
We are in favor of keeping community policing centres
open. They bring a police presence closer to the community
officers serve and act as a deterrent to crime.
The police budget has to be contained. Why should teach-
ers, hospital staff and other government workers have to hold
the line or take job and funding cuts, while police get special
treatment'? The bottom line IS the bottom line and it's encour-
aging to see the police take action to cut costs before the Region
has to do the job for them.

Mom disputes
facts in CAS
article
To the editor:
I am writing you in rebuttal to the
article published in the Sunday, Jan. 19
edition of the News Advertiser (Sunday
Jan. 12 edition of This Week) entitled
'Father frustrated and fed up with CAS
process.' This article contained insuffi-
cient information.
- I was never marred to the man
(identified as Mr. Smith, not his real
name) and find it very insulting to be
referred to as his wife.
- My partner and I have never
engaged in any sort of physical tussle of
the sort, nor have we ever argued in
front of the child. Of all weekends in
particular, what in God's name would
have possessed my panner and myself to
suddenly become abusive not only to
each other, but to my child as well?
- While Mr. Smith was engaged in
this photo shoot session with my child,
why didn't he photograph my child's
buttocks to prove there were no mark-
ings?
- My child has never witnessed any
,form of sexual conduct between myself
and my partner. Ever, period.
-A sa'vice complier simply involves
regularly -scheduled visits with the child
by a case -worker to make sure he is not
being neglected or abused. I cannot
believe that Mr. Smith would disagree
with something which is simply in the
best interest of the child.
- My partner and I have already pro-
vided our signatures and have agreed
whole-heartedly to participating in the
six-month service contract.
- I gave the boy's father custody in
February, 1996 without a hearing. I cur-
rently have six hours per week unsuper-
vised access every Sunday in my home.
I am unhappy with his father having cus-
tody and have been fighting for seven
months in court to regain custody.
I disagree with a great deal of the
information printed in the article. No
information from this case should be dis-
cussed outside the courtroom.

Bt' MARIANNE TAKACS
STAFF REPORTER
A Whitb-y woman says she was
neglected by emergency department
staff at Ajax -Pickering General
Hospital for more than seven hours
before she was finally seen by a sur-
geon and had her appendix taken out
last November.
"I could have died in there and
nobodv would have known." sans
Nicki Peart. She hopes that by bring-
ing attention to the incident she might
encourage the hospital to take action
to prevent a similar occurrence. She
also believes members of the public
should be aware of the situation at the
APGH emergency department in case
thev need its services.
"I just want people to know. People
don't realize it until thev're in trouble
and it happens to them."
Hospital spokesman Kim
MacMurray reports Ms. Pearl's com-
plaint has been dealt with internally.
"There is a formal process in the
hospital for dealing with patients'
complaints and concerns, which was
followed. Obviously, we are not at lib-
erty to discuss any aspect of any
patient care that takes place here at the
hospital in a public forum."
Ms. Peart, 25, was sent to the hos-
pital by her doctor Nov. 16 after com-
ing down with severe abdominal
pains. Her doctor said he would phone
ahead to the emergency department
and gave her a note to present to staff
there upon her arrival.
The mother of one says the pain
was worse than childbirth and she was
bent over in agony and crying and
moaning when she arrived and much
of the time she was there. She was
first sent to sit down and wait before a
to wait.
"I waited seven -and -a -half hours
before I even saw a doctor," recalls
Ms. Peart. "I was treated so very cold-
ly. you're supposed to be in a hospital
where it's supposed to he safe and
you're supposed to he taken care of. It
was the worst experience you could
ever have in a hospital."
She says that except for one nurse
who came to take blood and another
who came to administer a painkiller
she had to get her own doctor to pre-
scribe for her, no one came in to check
on her or ask her how she was
between about 11:30 a.m. and 7 p.m.
The experience was particularly hard
on her mother, she says, who was with
her and terrible anxious about her
condition.
Around 7 p.m., her patience worn
thin, Ms. Peart got out of bed, still
doubled over in pain, and walked out
to the main part of the emergency
department where she angrily con-
fronted one of the nurses about her sit-
uation. After that, the surgeon arrived
in about 10 minutes and she was in the
operating room having her appendix
removed shortly after S o'clock. She
reports she was treated vera well by
nurses in the hospital's maternity
department where she was placed
because of a lack of space elsewhere.
During her entire wait, says Ms.
Peart, the department was not particu-
larly busy and there appeared to be
plenty of nurses available. She recalls
that the other examination and treat-
ment rooms in the department were
dark and empty when she got out of
bed and went down the hall to demand
some attention.
Ms. Peart has lodged a complaint
with APGH administration about the
way she was treated, and was told the
situation has been discussed with the
people involved.
"I don't know if that's ever going to
make a difference at all," she notes.
"Somebody could go in there with
something even more severe than me.
What happens to them?"

:Last year was the
best sales year since
1988 in the area
PICKERING -- Sales of new
homes rebounded in Pickering last
year, when 250 more houses were sold
than in 1995, a home builders' associa-
tion reports.
There were 812 new homes sold in
the Town, up from the 1995 total of
548 houses.
Greater Toronto Home Builders'
Association (GTHBA) president
David Hirsh calls 1996 a "comeback
year" for the housing industry, noting
4)6 was the best sales year since 1988.
New home sales last year in the
Greater Toronto Area totalled 20,511,
a jump from the 1995 figure of 12,857.
Sales were also higher in Ajax as
697 homes sold — an increase over the
'95 total of 387.
December sales in Pickering
totalled 43 homes, including 39 free-
hold and four condominium units.
That's down from November sales of
92.
In Ajax, 56 homes sold, all free-
hold, down from November sales of
66.
There were 1,645 new homes sold
in the GTA in December, down from
the November figure of 2,650.
However, sales in December of 195
were only 704.
1rhe tremendous activity in
December is just the icing on the cake
for an extremely positive year in hous-
ing. Consumers are responding to a
stronger economy," Mr. Hirsh says.
"It's evident that new home buyers
weren't deterred by the holiday season.
Buyers are anxious to capitalize on
continued low interest rates and are
wise to realize that house prices will
not be this low forever," he adds.
The GTHBA has more than 850
members and represents home
builders, developers, renovation con-
tractors, suppliers and professional
firms.

The crowd was abuzz as the Leaf's John Kordic and the Minnesota North
Stars' Basil McRae eyed each other. Both were ready for a heavyweight
showdown and so were the fans. Nobody was disappointed. It was one of
the best scraps I've ever seen. Alm
The crowd goes bananas - everybody's happy - but John doesn't get another shift. The pressure was onto
show the Kordic-for-Russ Courtnall deal wasn't a bust and Kordic was doing what he did best. But you must.
remember, John was not a bad hockey player. He got nine goals, never got dummy penalties to hurt his team,
a good skater and backchecked.
But by benching him, coach Doug Carpenter broke his heart. He got no regard
for doing his job. To make matters worse, McRae was running around banging
guys, gets a goal and an assist and is chosen as a game star.
After the game I remember seeing John in the hall smashing his stick with tears
in his eyes. He was humiliated and embarrassed as Basil would skate by the Leaf
bench and laugh at him.
My way of thinking is, if these guys are going to go to war for you, you have
give them sine reward. That incident triggered the worst in John and it was a
downward spiral from there. It was sad to watch. John was a colorful guy with
everything to live for - funny, good, looking, good fighter, fair talent - but he was
his own worst enemy.
Once the slide had started the end came quickly, too quickly for John Kordic.
Next week I'll wrap up this tragic trilogy about John.

going to our transmission school, our rear end school and so on. He hasn't been back to school
every year to learn about the improvements we make every year. And he probably doesn't have 1
the special VW tools, (we design them ourselves) that not only help a VW mechanic do work
better, but do it faster, too. So, whenever you need something done to your VW, bring it to us. 1
We've taken the time to know it better than anybody else.

Invests in Youth
Young people are our
future but too often they
find it difficult to become
established in their chosen
field.
This can be the case
even if they have listened
to the advice to stay in
school and complete their
education.
Many who have taken
additional training in spe-
cific skills still find doors
closed to them because of a
lack of work experience.
Many employers are reluc-
tant to risk investing time
and money in training
recruits who lack a proven
track record.
Human Resources
Development Canada rec-
ognizes this dilemma and
is offering the Job
Opportunities for Youth
Program as an incentive to
employers to invest in hir-
ing and training youth.
The program offers to
match an employer's
investment in hiring young
people to a maximum of
60%c of the wages paid. The
Federal contribution is
limited to $7.50 per hour
or $300 per week. The
duration of the subsidy is
negotiable dependin
the time required to of
and train new recrui
Positions must be a
least 30 hours per
week.
In the case of
apprenticeships and
other careers requir-
ing on-the-job training,
provision can be mac
to cover some costs
training provided out
of theplace of business VL
through third parties.
Other costs, such as those
for necessary tools and
equipment can also be con-
sidered under the program.
The program is open to
unemployed youth between
18 and 29 who are looking
for full time, permanent
career placements and to
employers who are in
either for profit
or non-profit
sectors who can
offer these
kinds of oppor-
t u n i t i e s.
Individuals are
welcome to use HRDC's ad
as a self marketing tool
and employers are wel-
come to apply directly.

chase tools required by the
trade such as basic hand
tools, safety equipment,

Other young people have
been assisted to enter
careers in the business
community where comput-
er skills are a requirement.
Job Opportunities for
Youth funding has provid-
^A. assistance to have
ainees attend specific
rnputer software training
the community to aug-
ment the skills that they
received in school.
But the program is not
Just limited to appren-
ticeships or regular
office jobs. Graduates
rom engineering pro-
ims, computer program -
ng, social work and even
legal field have found
Job Opportunities for
Youth to be the little extra
that they needed to get
started in the field.
Often the initial orien-
tation for new employees
and the training of individ-
uals in the specifics of
their new jobs is time con-
suming for employers and
costly as well. JOY con-
tracts can run for a full
have already
taken advantage of the
program to add bright
young people to their work-
force. Young people have
been taken on as appren-
tices in the automotive
field, carpentry, electrical
work and personal service
trades such as hairdress-
ing.
Where needed they
year where there is a lot of
formal training involved
and can often run to over
$10,000 in reimbursement
of wages and costs to an
employer. The program is
well suited to professional
and technical positions.
What youth lack in
experience they often make
up for in enthusiasm and
raw talent that can be
attractive to employers.
Recent graduates from
Universities and Colleges
and those coming.; out of
high school programs that
focus on hands-on trainirag
have a lot to offer in terms
of specific skills that form
a strong foundation for fur-
ther training and develop-
ment. The JOY program
provides an opportunity for
employers to build on that
foundation with minimal
costs.
