If the plan is approved, the sta-

continue to serve residents in
some capacity. And Insp.
Hamilton doesn't believe residents
will sutler since officers will con-
tinue to patrol the streets as they
do now and will therefore not be
far away when they're dispatched

weeks ago they will no longer
work out of 24 Division on

Avenue South, but will instead
conduct patrols out of the
Pickering 25 Division headquar-
ters at Hwy. 2 and Brock Road.
But "if he heard that, it wasn't
from the horse's mouth," claims
Deputy Chief Jarvest.
Meanwhile, talks in the north-
ern pan of the region are in the
formative stage.
"One of the things wr must
look at is whether it is effective to
have three substations up there,"
says Deputy Chief Jarvest. "No
recommendations have come for-
ward yet."
, . He says the force hasn't begun y
to think of making changes in
Whitby and Bowmanville. "Based
on what happens in the north and
in Ajax and Pickering, we will
probably look at other substations,
but it hasn't happened vet."
Any changes that are made
will be audited and if improve-
ments aren't seen "we'll change it
again or change it back to the way
it was." says Deputy Chief

"We should have one chief administra-

The mayor also said the two Towns
should be moving "further and faster" on
amalgamation than they are now. So far.
Ajax Councillors have agreed to meet
with their Pickering counterparts but no
date has been set, and the mayor admits
Ajax councillors' informal response to his
amalgamation proposals have been less
than enthusiastic.
"Everybody seems to want to sleep
together but nobody seems to want to get
married," he remarked after Monday's
Council meeting.
Mayor Arthurs believes that once it
finishes with legislation to amalgamate
Metro Toronto, the Province will turn its
attention to York and Durham, which
have 19 municipal governments between
them.
"They're going to formally or infor-
mally say 'You guys have too many gov-
ernments. Fix it. Get rid of some of them
or we'll get rid of them for you'."
He noted York Region is already mov-
ing to consolidate some of its member
municipalities.
According to Mayor Arthurs, the meeting
between Ajax and Pickering Councillors to
discuss future partnerships will be held within
baring Town's top official with Ajax
the "next few weeks". He said the talks will be
conducted behind closed doors. There are
times, maintained the mayor, when public
officials have to meet "independent of a broad
public forum". He added it will be "a business
meeting between political bodies" and that
Pickering's representatives will report back to
the public on the result through Council.

Pickering Block Parents in danger of folding
BY MARIANNE TAKACS
S AFF REPORTER
PICKERING •- The community
may soon be without a Block Parents
program if new volunteers to run it
aren't found soon.
The current Pickering Block
Parents chairman and vice-chairman
have been running the program here
for the past six years together with a
very small group of executive mem-
bers. Under the organization's rules,
the chairman and vice-chairman are
supposed to change every two years.
They are now leaving after six, but so
far there is no one to fill the top posi-
tion and one candidate who may be
able to take on the second -in -com-
mand's responsibilities.
"We might have to fold if some-
one doesn't come forward," says
vice-chairman Brenda Visconti. She
says she and chairman Kathy
Greensides have been "trying to
retire" for the past three years and
have now decided they must leave.
Of the three others in their little
group, one already has a full plate of
responsibilities to Block Parents and
two arc not in a position to take on
leadership roles.
Atter a call for help to members
went out, a record 26 people showed
up at the Pickering Block Parents'
Jan. 13 meeting and six of them
appear ready to take on some execu-
tive roles, but not the top job.
Flections for the executive will be
held Monday. Feb. 10 at 7:30 p.m. at

No more
schools...
Imagine, it you will, slipping through
a time warp. a tempt,ral black hole.
You're sucked into it. spun around and
turned head over heels as you are pro-
pelled into a classroom of the distant
future.
As you disentangle yourself', you
rcahic there is no classroom. It's all
done clectnmically. Vidco conlcrenccs
connect the teacher and students who
also use computers to handle assign-
ments and virtual reality hookups for
those physical education classes and set-
ence labs. No one has to lea\e the com-
tort of home to get an education.
"lifts is just as well since municipali-
ties long ago axed all school buses,
unable to afford student transpo,rtahon
on top of welfare, nursing homes, polic-
ing, transit, highways and child care. NJ
Virtual schools also mean there's no
nced for maintenance and custodial
workers as there arc no buildings to
maintain or clean. Chis too saves money
for surviving municipalities, burdened
with most non -classroom education
(natters atter school boards were
neutered in the late 20th Century.
Computer technicians are kept busy,
though, as are kcy N)ard operators who
sit at terminals and send out c -mail mes-
sages about fund-raising activities,
teacher -parent videoconfcrences and the
like Computer firms and temporary
manpower agencies, which contract out
these two services, are thoroughly
delighted with the business coming their
way.
Another bonus of virtual classrooms, I
as far as the current provincial govem-
ment is concerned, is the fact there are
no classrooms. And if there are no class-
rooms, then there are virtually no class-
room expenses. This leaves the govern-
ment, which funds all education, with
lots of extra cash which doesn't have to
be funnelled back into the classroom
because there are no classrooms.
And complaints are few. Most people
are too busy working 23 hours a day to
pay their property tax bill to complain.

Top Ontario nurse warns
against taking scalpel
to highly regarded pros
BY JENNIFER HERR
SPECIALTO THE NEWS ADVERTISER
Cutting down on registered nurses
may save hospitals money in the short
term, but"look out for long-term rising
costs.
According to Dr. Margaret Wood.
president of the Registered Nurses
Association of Ontario (RNAO), hos-
pitals are slowly starting to realize that
replacing RNs with other health care
workers is not resulting in savings.
Instead, hospitals are seeing increases
in morbidity, mortality, length of hos-
pital stays and infections. The end
result, said Dr. Wood. is increased
costs.
Dr. Wood, an associate professor at
McMaster University in Hamilton.
spoke at Bowmanville's Community
Memorial Hospital recently during the
annual general meeting of the RNAO's
Durham -Northumberland chapter.
"Hospital structures are still there.
but the insides of the buildings are rot-
ting," said Dr. Wood, alluding to the
fact that the number of RNs is being
reduced as a cost-cutting measure.
"If you have four hospitals and
thev're all rotten on the inside, let's
close three of them," she suggested.
The World Health Organization
recently made public results of a sur-
vey that placed nursing as t -he most
highly regarded profession, ahead of
even physicians. And that's exactly
what Ir. Wood says nurses should be
telling the public.
"Who do you want bathing you --
somebody who's been transferred
from the kitchen, and who isn't regu-
lated'?" she asked. "When the RNs arc
bathing the patient. they aren't just
bathing them. They're assessing
them_"
Registered Practical Nurses
(RPNs) are tine if the patient is stable,
and the patient's outcome is pre-
dictable, said Ir. Wood. But she added
the RPN has to be- aware of his or her
"scope of practice and end it there.
"Practical nurses think RNs hate
them. We're still nurses and we all
have a role," Dr. Wood explained.
She urged nurses to be aware of the
political process in order to make
politicians hear their concerns.
"(Politicians) are not arrogant.
They really do want to listen. They're
not against health or against children
or anything like that," she said,
adding, "Don't go to them with prob-
lems. Go with solutions."
She also encouraged nurses to

Cinefest features
award winners
BY MICHELE YOUNG
DURItAM StAI I
You can head in out of the
cold and hask in the project-
ed light of some award-win-
ning films at Cinefest's
Nk'rrttcr Festival next week-
end.
'Me three films, including
Secrets and hies. Lilies and
ML Ni, -,ht. will be- shown at
h :onous Players theatres at
the Oshawa Centre Jan. 30.
Feb. 2 and Feb. 3 (respective-
ly). All showings are at 7
p. tn.
"We are trying
to appeal to it wide
audience with
these lilrns." says
J(an Sanderson. a
spokesman for
Cincicst Durham.
'They are all
award winners.
Likes was award-
ed Gyc Genies.
Secrets and Lies
and Big Night
have also received
rnanv awards."
One big appeal
is that Cinefest
tickets are sub-
stantiall-, cheaper
than re,,ular lilrn
tickets: Admission
is only $6, or $5
with an annual
memhxrship of $5.
Sanderson says
Cinetcst's audi-
ence numbers have been a bit
up and down in recent
months and she is hoping for
a renewed surge in support to
give Cinefest a boost.
'.We are bringing quality
film to the region that would-
n't normally be seen here"
For those interested in
joining Cinefest, member-
ships will be available during
the festival.
A membership means
you'll be informed by mail
about upcoming films. "and
it gives you a break on the
tickets." says Sanderson.

Why Advertise in Focus on Business?
Durham businesses wanting to increase their profile and sales volume find that being part of Focus on Business advertising feature definitely
has its advantage. Over the last few years a great many businesses - of all sizes - have found that investment in the Ajax/Pickering News
Advertiser's and Oshawa/Whitby This Week's Focus on Business feature have generated extra phone calls that likely would not have
otherwise occured.
How do you get involved?
When a company make a committment to advertise for 10 weeks on the page, it also receives a full feature story, complete with pictures. The
story reinforces the advertisement, enabling the business to explain in depth its product and/or service, philosophy, goals, special promotions
and even a historical overview. Unless the business chooses otherwise, everything is done by the newspaper's staff: the ad design, story
interview and writing, plus the taking of the photographs. All the business needs to do is prepare for the increased sales volume. For more
information call Janice at 683-0707.
