4 Hospital considers layoffs
gets a boost
The Durharn District
Health Council (DDHC)
hopes to inject $8 million in
additional funding into long-
term care programs.
Excess funding was
made available through an
equity funding process
announced by the Ministry
of Health in May. 1996.
District health councils were
asked to provide the
Province a plan which
would break down the local
Creeds, of long-term care ser-
vices.
The DDHC recently sub -
miffed its plan to the min-
istry, which calls for
$8013,653 in new long-
term care funding recom-
mendations. That money
will be directed to programs
which allow people to con-
tinue living in their homes
and result in ,hotter hospital
stays. tong -term services
could include programs
such as Meals on Wheels.
in-home nursing and atten-
dant care and will help assist
the elderly. children with

als recovering from serious
illnesves-
The Province is expected
to announce new funding
allocations in the spring.
The additional funding
won't cover all of Durham's
long-term care creeds, but
future regionalization of
hospital out-patient services
is expected to help.
The council's recom-
mendations describe the
types of services in meed of
new funding, not specific
agencies.

Children's Aid complaint process under review
'fhe client complaint process of the C'hildren's Aid
Society of Durham Region is under review, says the
Manager of Family Services.
Looking for a "speedier response at clients' complaints.
Howard Hurwitz says. "We want to review it and makC it
more responsive to clients. Wc'yc had this one probably
about five years."
'i'he CAS has come under lire recently by a number of
clients who arc unhappy with the role the social agency is
playing in their lives. (Several accounts were described in a
feature on Wednesday. Dec. I I in the News Advertiser.)
While sonic feel CAS intervention comes torr readily, others
charge that action is not taken own enough when neglect or
abuse is apparent. All seem to agree that moving up the
chain of command according to the client complaint process
is a tough climb.
According to Section 68 of the Child and Family
Services Act. the CAS must deal with client cornp!amts.
The tiered process begins with a discussion
with Inc caseworker. and if a resolution can-
not Ft reached. the w nrkcr's super isur may
be contacted. The next step is the manager
of family services, followed by the execu-
tive director. then the horard of directors. It a
solution is still not reached, a client may
lodge a complaint with the %lint+icy of
Community and Social Services.
The system in Durham Region is similar
to others throughout the province, says Joan
Belford. Policy Analyst of the Children\
Service Branch of the Ministry of
Community and Social Service,.

:qtr Hurwttz explained the rationale behind
the CAS client complaint process in Durham.
"Often clients will call in and will request It,
speak to the executive director or senior staff,
like nnsclf. Often they haven't talked to the
caseworkers abut their concerns: we ask them
to go back and talk to their ca Lwurkers. Part
of the problem is when they speak it, their par-
ticular social worker, they're unhappy abut
the response they get."
The situations which CAS has to deal with
are "tairly diverse in nature says Mr
Hurwitz. "Often clients will tell different parties different
information."
Mr Hurwitz says the CAS would never discourage pco-
pie tram talking to a supero isur. 1I a client rs explicit abut

take it out on the agency.
"You're hearing from our most angry clients whose mat-

"It's a very judgmental kind of joh — they're constantiv

The Child and Family Services Act require, the CAS
work with families in the least intrusive way potssihle. say,
Mr. Hurwitz. "We're expected to work with families in a

Frustrated father 4)
John Smith (not his real name) is a single
father with full custody of his child. Since his
wife left him lir smeore else, the parents have
been embroiled in a 'bitter dispute", says the
young father. But it sem, the nightmare has
only just begun.
Several months ago, Mr. Smith was notified
that his ex-wife reported to the Children's Aid
Society he had left red narks on the child's but -
locks. Pictures were taken by an emergency
CAS worker and forwarded to the Durham
Regional Police, who did not find sufficient evi-
dence to lay charges.
When the child was returned to his father the
next day, according to Mr. Smith, ald"gh
there were no marks on the child's bottom, the
child had a bruised eye, blood in his nose,
severe bruises on his atm and a sore, foot. When
asked about the injuries, the hay said his moth-
er and her partner had a fight and the child was
pulled between them and tossed about in the
physical tussle.
Mr. Smith took photos of the injuries and had
the boy checked out by their family physician,
fed up with Dur
who wrote a letter that the child dL,,nbd to
him how he had been injured.
Acowple of weeks kner, Mr. Smith %,L, called
in for a meeting with a caseworker at CAS to
discuss his "over -disciplining" of his sum. Mr.
Smith says he tried to submit the okictor's letter
and photos of subsequent injunes, but the case-
worker doemexd them irrelevant.
The response was the same, says Mr. Smith,
when he inftwim d the CAS worker that his son
had come hwme with explicit descriptions of
unusual sex act, after visiting his mother's
home.
This scene contrary to other cases previous-
ly reported ir, which visitation rights were either
restricted or terminated because children were
observed masturbating or mimicking sexual
acts, and it was assumed caregivers were having
sex in front of the children.
Until last week, nobody except the emer-
gency worker and police had seen the photos
which prompted the investigation. At that time,
Mr. Smith was shown the photos by the police,
who expressed entre concern atxut the photos

Mr Smith was, referred M the caseworker
for an independent parental assessment by a
local agency. which came up with Borne recom-
mendations, including that the child be kept
away from his mother and her environment.
Ongoing counseling for the father was deemed
not necessary. The caseworker. who Mr. Smith
says has spent no more than five minutes with
his sin, dismissed the assessment, according w
Mr. Smith, saying the- agency did not do a prop-
er investigation. Shortly thereafter. Mr. Smith
received a letter from the CAS requesting a ser-
vice contract fix six months.
..With the competency they showed in this
investigation, they think I'm going to give them
my sin for six mouths''" Mr. Smith said. They
haven't talked to the child's school, which is in
regular contact with Mr. Smith because of a
learning disability. nor have they talked tit the
child's dexter, he says.
Mr. Smith says he requested a meeting with
Mr. Hurwitz, but was directed back to his case -

maintained its position.
Earlier this week, Mr. Smith received a letter
confirming that the CAS maintain their posi-
tion. Tito very next day. he received another let-
ter, dated Jan. 6 (written a couple of weeks alter

Participants are placed in one of three categories:
Nmary (seven to nine years): Junior (10-12 years);
Intermediate (13-15 years). They will be placed in the cat-
egory based on their age as of May 4. There is a S10 reg-
istration fee.
The quarter -finals and semi-finals for Ajax -Pickering
'will take place in early April. The finals arc set to be held
at Queen's Park on May 4.

at the children's desk at the Pickering Central Library,

The crowd was abuzz as the Lcat.s John Kordic and the Minnesota North �•
Star,,Basil McRae eyed each other. Both were ready for a heavyweight
showdown and so were the fans. Nohoody was disappointed. It was one of +'
the best Scraps I've ever seen. .44
The crowd goes bananas - everybtxly's happy - but John doesn't get another shift. The pressure was onto
show the Kordic-fur-Russ Courtnall deal wasn't a bust and Kordic was doing what he did best. But you must
remember. John was not a had hockey pla}er. He got nine goals, never got dummy penalties to hurt his team,
a gcxid skater and backchecked.
But by benching him, coach Doug Carpenter broke his heart. He got no regard
for doing his job. To make matters worse. McRae was running around banging If You Wish To
guys, gets a goal and an assist and is chosen as a game star.
After the game I remember seeing John in the hall smashing his stick with tears Advertise on
