PICKERING --A small ,pill
of radioactive heavy water at the
Pickering Nuclear Generating
Station Monday morning was
.leaned up without danger to
either the public or plant workers.
The accident occurred around
10:45 a.m. in a dryer room arca
adjacent to the unit six reactor.
Two titres of heavy water spilled
out from an old heat exchanger as
it was being worked on by station
staff.
The cause of the spill is under
investigation. Staff handling the
exchanger were wearing protec-
u\e clothing at the time and
therefore were not exposed to
contamination. Workers were
clearLd out of the area as a pre-
caution but were able to return by
late afternoon.
The spill was cleaned up and
there was no heavy water
released into the environment,
according to a release from
Ontario Hydro.
Operations at the nuclear sta-
tion were not affected, says plant
spokesman Jay Amer.

health care services

Ontario doctors' acceptance of a deal on
fees with the Province is just another step
on the road toward the erosion of health
care services in Ontario, says a local physi-
cian on the executive of the Coalition of
Family Practitioners of Ontario.
” The OMA (Ontario Medical Associa-
tion) is presently committed, it seems, to
following the government's lead on the pace
and nature of reform rather than taking the
lead, which is what our profession should
do," says Pickering family rhysician Dr.
Mike Semoff.
The deal reached in mid-December and
recommended by the OMA was accepted
by doctors through a phone in vote com-
pleted on the weekend. Oral\ about half of
physicians eligible to vote did so, and of
those who did, 74 per cent •,',,ted in favor.
The deal reduces the cL,whack on doc-
tors' fees to three per cent Irons 10 per cent,
increases the maximum amount MDs are
allowed to bill under the Ontario Health
Insurance Plan and reduce, I, cs paid to new
doctors who set up practice inover-serviced
areas.
It's expected to cost th, Province about
$50 million, which will '�r obtained by
changing OHIP fees for s, ,c services and
making patients pay for , e services now
covered by OHIP.
Both Dr. Semoff and 16. local OMA rep-
resentative, Dr. Romas Stas, had recom-
mended their colleagues vote against the
deal, maintaining it simply moved spending
around instead of dealing with health care
underfunding, and would result in doctors
working more for less pay.
Dr. Semoff says he is "quite disappoint-
ed" by the vote, though he notes that since
only half the doctors voted, support for the
deal came from only about one third of the
province's physicians. He believes the low
vote is simply evidence of doctors' belief
the deal would be "rammed down our
throats" whether they agreed to it or not.
Dr. Semoff likened the situation to what
is happening in education reform, where he
says the Province is simply going ahead
with change against the wishes of educa-
tors.
