A matter of justice
You can add Durham Region chairman Jim Witty's
voice to the chorus threatening not to co-operate in the
Guy Paul Marin inquiry.
Mr. Witty said last week Durham will choose to keep
officers on the street here at home instead of spending
hard -to -find funding on legal fees for officers to partic-
ipate in the inquire.
Mr. Morin was wrongful1% conticted in the 1984 sex
slating of nine-year-old Christine Jcssop before he was
eycntually exonerated of the crime through DNA test-
ing.
But Mr. Witty's politically motivated comments last
week conveniently ignore the Durham Regional Police
force's role in the bungled imcsugauon which led to
Mr. 'Morin%, arrest and initial cony iction for the murder.
Durham police played a hig role in the M%esugation
(Christine's remains were discovered in a rural area of
Durham)- Consequently. the force should play a role in
the inquiry being con%cncd to determine how a man can
be convicted of a crime he didn't commit.
It Durham police are interested in helping to ensure
such a travesty never happens again, politics and eco-
nomics shouldn't motivate their decisions.
Mr. Witt% means well in calling on the Province to
fully fund legal fees for Durham officers But the point
Is academic — taxpayers here in Durham w ill foot the
chill whether the Province pays or our regional police
force does.
But this case isn't about politics or budget restraints.
It's about a man's life being unalterably changed.
Take the high road. Get behind the inquiry, pay, the
necessary lees and participate fully in the process to
marc sure such a thing never happens again.
It's not about money. It's about finding justice to a
sysum which failed an innocent man.

Pickering on merging the church-

Amen' This is one of the saddest
comments of the church these days.
We have become so entangled in
doctrines and denominations that
we forget we all have one leader:
Jesus Christ, the Son of God.
So what if one church wants to
practise the gifts of the Holy Spirit
and another doesn't. So what if one
church wants to stick to the ritual
order of their service and another
is freer. So what if one wants to
worship on the Sabbath and one
another day. The only important
thing is that we all have a personal
relationship with Jesus Christ. Let
Him lead.
No wonder the church has such
a poor reputation in the world's
eyes. If we could stop our petty
bickering and start loving, we may
see a change in our communities.

Minister gets A+
for changes
Massive. jolting and long overdue.
That's how I'd describe changes
announced Monday to education in this
province.
Listening to John Snohclen's
announcement Monday, there was silence
around the table as journalist% scribbled
down the details of what are easily the
most extensive changes ever to our
schools and schtx>I boards. That silence
speaks volumes.
Thr Province was clearly miffed when
.chciol hoards passed on the cost of fund-
ing cuts to the taxpayer last year rather
than cut costs. The message it is sending is
just this — if yew are unable or unwilling to
govern yourselves according to our Stan
dards, we'll do it for vou.
Consequently, school boards are now
out of the taxation business. Rather than
btrards dictating what taxpayers will pay
each year to fund the education business.
the Province will tell boards how much
they will have to spend and how to spend
it. In an apparent attempt to soften the
blow, Mr. Snobelen has turned over more
control of schcxtl boards to the administra-
tion, the teachers and the principals by
gutting the allotment of trustees.
By cutting the number of trustees by
nearly 60 per cent and reducing their
remuneration to a maximum of $5,000 per
year (down from nearly S50SM in Borne
Metro Toronto boards, more like $12.000
locally) the minister has reduced boards of
trustees to little more than advisory coun-
cils. Clearly he expects school board
employees and parent councils to do the
work of running our schools.
It will be very difficult to find a wide
range of people with experience and skills
who will take on the school board time
commitment for $5,000 a year. There are
those who claim it costs nearly that mach
just to run for office.
I expect these reforms are moving in
the direction of eliminating school board
trustees altogether in favor of stronger par-
ent councils.
I could go on. There is much in Mr.
Snobelen's agenda worthy of discussion
and I applaud the changes. They represent
a fundamental change in the way we
deliver education in Ontario - changes
which deserve a chance.

builders is another source of useful infor-
mation on members. In Toronto, call the
Greater Toronto Homc Builder's
Association to ask atxiut am member

ed. Canada Mortgage and Housing
Corporation can offer ad\ice on the
types of questions you should be asking.
Of course, you'll also need to visit a
number of different builder sales offices
and model homes. Get a feel for each
company and the people who workf
there. Ask a lot oquestions and expect
to be treated as a special guest. Think
twice about any development where the
salespeople push you to make a commit-
ment, or are not willing to go out of their
way to provide you with the information
you request. You won't have trouble
finding the many other builders who
pride themselves on putting the customer
first and who are known for constructing
high-quality homes.
Last, but not least, you will of course
have to compare the house prices and
options offered by each builder. And
whether or not a builder will allow you to
negotiate on price or features should be a
strong selling point. If you're in love
with the perfect house in the perfect
community, but don't want to pay for a
two-sided fireplace, it's nice to know that
many builders will be happy to work
with you to discuss alternatives.

Safety comes first in home renovation
While it is fun to work on home improve-
ment prcjq:L%, safety and security are impor-
tant factors to remember. "Do-it-yourself pro-
jects are enjoyable, easy and cost-effective,
and provide a sense of satisfaction and
accomplishment;' says Anne Clarke, design
expert at Home Depot Canada. "However,
advance preparation, planning and common
sense will help ensure that all projects are
completed successfully and safely."
Here are some helpful safety hints to
remember when working on home improve-

More first-time home buyers force up rental vacancy rate

"Vacancy rates increased in many cen-
tres because more first-time buyers
moved out of rental units," said Bruno
Duhamel, a market analyst at CMHC's
Market Analysis Centre. "The lowest
mortgage rates in over 30 years, strength-
ening employment and an ample supply
of affordable housing have created ideal
home buying conditions for many."
Vacancy rates increased in ;even out
of eight centres between Windsor and
Ottawa in Ontario. In the Toronto area,
vacancies increased from 0.8 per cent to
1.2,r Cent QXer the last year, ending a
trend io persistently lower vacancies that
started in October 1992. Windsor,
Oshawa and Hamilton also experienced
an improvement in vacancy rates
between October 1995 and October 1996.
A number of centres have lower vacan-
cy rates compared to a year ago. In Mon-
treal, high vacancy rates have started to
ease, dropping to 5.7 per cent in October
1996, from 6.2 per cent a year earlier.
This is the lowest October level since
1990. Chicoutimi and Hull also had
lower vacancy rates compared to a year
ago.
Declining vacancy rates were also
reported in many Western centres. The
greatest vacancy rate declines between
October 1995 and October 1996 were in
Edmont6n.(10.2 to 7.6 per cent) and Cal-
gary (3.6 to 1.5 per cent). Regina, Saska-
toon and Vancouver also had lower
vacancy rates compared to October 1995.
The lowest vacancy rates across the
country were in Saskatoon (0.7 per cent),
Vancouver (1.1 per cent), Toronto (1.2
per cent), Calgary ( 1.5 per cent) and
Kitchener (1.8 per cent).
"The vacancy situation in Atlantic
Canada's major centres did not improve
in the last year," said Mr. Duhamel.
"Vacancy rates in St. John's (15.4 per
cent). Saint John (9.1 per cent) and Hali-
fax (8.7 per cent) all increased and are
nw,k the highest in the country."
Canada's overall vacancy rate was 4.3
per cent, the same as October 1995.
CMHC is forecasting the overall vacancy
rate will moderate slightly to 4.1 per cent
by next October. Fifteen centres are
expected to have lower vacancy rates,
eight centres will have more vacancies
and three centres will have stable vacan-
cy rates in 1997.
The results of CMHC's annual rent
survey show that centres with the highest
average rental costs are found in the mar-
kets with persistently low vacancy rates.
The highest monthly rents for a two-bed-
room dwelling were reported in Vancou-
ver ($845) and Toronto ($819). The low-
est rental costs were reported in Trois-
Rivieres ($405). Chicoutimi ($423) and
Sherbrooke ($426).
