urham school boards
new Official Plan
t""- BY CHRISTY CHASE
STIFF RFRit;iliR -
Expect 1997 to start off with a
bang, followed by lots of whimpers
in the education field.
This will be the year the Province,
:looking to cut education costs in
Ontario. sets in motion massive
changes in howeducation is adminis-
tered and funded, with announce-
-ments from Education Minister John
Snobelen coming carp this month.
School boards are expected to be
reduced in number and power while
the number of trustees and adminis-
trative staff could shnnk dramatical-
1 v.
Local trustees are waiting —
albeit not eagerly — for news of how
the education system will look in
1998 once changes arc implemented
and just how many trustecs'jobs will
exist in the November 1997 munici-
pal elections.
1 guess this will be the biggest
,change in over 30 years in educa-
ion:' says Ruth Ann Schedlich, the
Pickering trustee who is chairman of
the Durham Board of Education.
'It's going to be a very eying vear.
The big issue is going to be goccr-
nancc "
The Who Does what panel, head-
ed by former Toronto mayor David
Cromhic, is suggesting the number
of school boards he cut in half to S3.
although Mrs Schcdh;h says she's
heard thev will be reducecl to 61
Another rumor suggc,is boards will
be eliminated ;and repla:cd with scv-
eral `super" regional school coun-
cils.
While Mr Cromhic is recom-
mending education continue to be
funded by property taxes. he says the
tax rates should he set by the
Province. Non -classroom matters
such as tramp„rtation and mainte-
nance should be taken out of boards'
hands and given to municipalities or
the private sector, he says.
RUTH ANN SCHEDLICH
Biggest changes in over 30 years.
Tom Oldman. chairman of the
Durham Region Roman Catholic
Separate School Board. says he
expects the board will shrink from
the current 13 trustees to seven after
the November elections. And he sees
fewer administrative Jobs as well, as
the French language section of the
board separates to set up on Its own,
as has been suggested.
"I endorse the Minister's position
in terms of having fewer boards:' he
says. adding he hopes the changes
will put more money into class-
rooms.
Mrs. Schedlich says trustees arc
concerned not about their jobs but
the effect such changes could have
on students.
"I think we just have to take it as
it comes and work through it and
work with them and remember the
students are first:' she says. "This
shouldn't Just be a cash grab:'
Both boards may also face the
prospect of taking on new students
and schools, The Crombie report
backs an earlier recommendation that

the Durham hoards represent the
entire region, which means they'd
have to include Clanngton. now rep-
resented by boards based in
Northumberland.
Both Mr. Oldman and Mrs.
Schedlich say they are worried about
the high debt load Clarington could
bring to Durham boards. They both
want to make sure Durham taxpayers
don't end up paving that debt.
Another major challenge is the
1997 budget. the chairmen say. With
provincial education grants frozen
for the year, both boards will have to
make do with less money as student
enrolment is expected to grow by two
per cent in the public system and five
per cent for the Catholic board.
"We have to cut approximately
five per cent off our budget hcfore we
start just to break even.- Mr. Oldman
says. "It'll be difficult”
Mrs. Schedlich says the public
board will have to cut at least $7 mil-
lion from its budget a task she says
won't be easy since massive cuts
were made last year.

Mr Steele said alter the meeting

'A new courthouse for Durham
Region is still a "year or two' away,
says Durham Centre MPP Jim
Flaherty.
) The provincial government is
expected to announce this week it
will spend $70 million on a new
courthouse in Brampton in an effort
to alleviate lengthy delays in getting
stccused people to trial.
Durham Region has been waiting
for a similar facility since the NDP
government first unveiled plans for
s 550 -million to 3100 -million pro-
Ject in downtown Oshawa in March,
1995. NDP officials had said con-
struction would begin late in 1996.
But the timetable for a Durham
Region courthouse has been altered
since the Conservative government
came to power.
-In terms of priorities. Windsor
and Brampton have always been
ahead of Durham Region;' notes
Mr. Flaherty, adding the new
Windsor courthouse is currently
under construction.
"In terms of demand, there's no
question Durham Region needs a
new courthouse, but the situation is
worse in Windsor and Brampton"
Brampton currently has seven
separate court locations, while
Durham Region holds court at six
locations. The Brampton court-
house is expected to open in the
year 2000.

Oshawa Mayor Nancy Diamond
has been pushing for the courthouse
to be built on former GM property

Oshawa, she says.

While
they're at it,
why not
merge the
churches?
To the editor:
Merging Ajax and Pickering
has been a topic of discussion
for many months. Certainly if it
ioecurs, expenses will be,
reduced significantly and, hope-
fully, these savings will he
passed on to the residents in the
firm of lower general taxes.
Suggestions have also been
made to merge public and sepa-
rate school boards and elimi-
nate school trustees, thus reduc-
ing our education taxes.
While we are talking of
mergers. I wonder if any con-
sideration has been given to
merging some of our churches.
We now have United, Roman
Catholic, Anglican, Pentecostal,
Lutheran, Methodist. Baptist,
etc. Would it not be possible for
these churches to merge and
become one Christian church.
Just a thought.

Durham retailers had a
very merry Christmas
By JACQI IIE MCINNES
SPECIAL 701111NEWS ADVI.KI7SIIN
It was the clay ,tier Christmas and all
through the stores, managers were snul-
ing as they checked their cash drawers.
It may not have been it throwback to
the heady shopping days of the '90% as
Jan Penney, co-owner of Rickahy's Ltd.
in Bownianville, noted. Howetcr.
Durh:un retailers enjoyed an upswing um
wk\ this holiday season. Even a lhree-
week strike at the region's largest
employer. General Mohirs, didnI seem
to put too) much of a damper on sills,.
"We had a great seast)n from the mid-
dlc of Ooobcr on," says Jody Luke,
manager of Luke's Country Stores to
Oshawa and Port Perry. "AI(year things
were on an upward slide."
"For us, we had a really g(i(id Christ-
mas. " agrees Bob Hughes, owner of
Minions Hobbes In Whithy. The
month of OLloher things slowed down
but. once the strike ended. we got hack
to normal and the season itself was very
good. From ❑ id-Novcmher to now
we're up double digits from last year." he
says.
If consumers were spending more on
gifts than in recent years, it appears they
were also indulging themsehes a little
more. The L.C.B O. reports provincial
sales have been up throughout 1990 and
over the holidays preliminary figures put
Durham on par with the rest of the
pi -mince at approximately four to live
per cent higher than 1995, says
spi)kcsman Bill Kennedy.
At the Winchester Anns restaurants
in Pickering. Oshawa and Port Perry,
1990 was a great year. says area manag-
er Lisa Miller. "All our lucauons are up.
esrxcially Port Perry." she says, adding
that their newest location in Oshawa "did
extrcnul well'. The strung year has
