"We are .continuing to try and meet our commitment," says MTRCA chief administrative officer Craig Mather. "Ibe only way that it fails is if the Province says 'no, we don't have the money'." Mr. Mather explains the deal is condi- tional upon the MTRCA reaching an agreement with Pickering on manage- ment of the lands and obtaining approval from the Province to participate in the purchase. He says the property owners might have "legal recourse" against the Town if it just decided to abandon any arrangement with the MTRCA. The land being purchased is 2.5 acres on the east shore of Frenchman's Bay near the bottom of Front Road. It's the site of the now -bankrupt Keen Kraft Marina, also known as Port Pickering Marina. Under the terms approved by Pickering Coun- cil's executive committee Monday, the property would be purchased at a price not to exceed $1.15 million, conditional upon the MTRCA buying a portion of the land for $230,000 to $250,000. If the MTRCA does not receive funding for its share of the property from the Province, the Town would be able to purchase the entire property for $900.000. Under the purchase agreement negotiated with the MTRCA, the conservation authority would receive the shoreline portion of the property, about 20 per cent of the whole, for construction of a waterfront trail. Both the Town and MTRCA would be granted easements over the other's property so, for example, people using the Town's park would have access to the shoreline. A few residents at Monday's meeting ques- tioned the deal. Ward 2 local Councillor Sherry Senis maintained the Town should reject the deal with the MTRCA and simply purchase the land for $900,000. She said it didn't make sense for the Town to sell the best 20 per cent of its land to the authority for the sum being offered, and that it would be a waste of taxpayers' money to go through with the land purchase at $1.15 million. _. Mayor Wayne Arthurs suggested the Town would not have been able to reach an agreement to purchase the property without MTRCA participation and the conditions attached to it, and said the Town was legally bound by the agree- ment. Coun. Senis maintained Pickering would not put itself in any legal peril by rejecting the deal with the MTRCA. Noting it was the Town which approached the MTRCA to participate in the purchase, Mr. Mather says it would be a worthwhile one. "Bringing (the land) into public ownership is the right thing to do. It allows one more link in the waterfront trail. Gradually, the bits and pieces of the land around the bay are being brought into public ownership." Mr. Mather points out most of the parkland cur- rently on Frenchman's Bay is on the east side. This additional property, if the sale goes through, would provide the only public access to the bay on the west side to an area that is not part of the environ- mentally -sensitive wetlands at the north end of the bay. Council will consider the executive committee's recommendation at its next meeting Monday. SHERRY SENIS Opposes deal Let 905 Rc �gions make own changes: Durham boss David Crombie's recommendations for reform- ing the Greater Toronto Area are "Golden regurgi- tated", Durham Region Chairman Jim Witty says. A lot of employees aren't spending as much this Christmas because of their concerns (of losing a job with the elimination of the regions). That concerns me" Mr. Witty is opposed to the establishment of a GTA -wide service board. "I think it will be bad for Durham. I don't think our representation on there would be big enough to really accomplish any- thing." Durham residents could also face a tax increase if a services board is established, Mr. Witty predicts. "What if we merge water and sewer services? We have modern services. Our users would have to pay taxes to upgrade an aging system, notably in down- town Toronto. That would lead to a tax increase and that would be a major concern of mine;' he says. After receiving Mr. Crombie's report, Mr. Leach said the government would deal with Metro first, with announcements expected in the next few weeks. While Canada Post employees busy themselves protesting Ottawa's decision that the crown corpo- ration get out of the so-called junk mail business, the rest of us just want to get on with business. The government of this country should not be competing with private sector companies, `et Canada Post, by delivering flyers and unaddressed mail, was in direct competition with many firm., including the News Advertiser's parent company, Nletroland Printing, Publishing and Distributing. A review of Canada Post by Geome Rad" anskI found that many private companies felt they couldn't com- pete, and Diane Nlarleau, minister responsible for Canada Post, subsequently made her decision. The issue should have been put to rest, but no. Facing layoffs, Canada Post employees are crying foul and have taken to organizing "information pickets". Now, Ottawa is dallying on whether Canada Post should continue in the courier business. There is no justification to allow, the federal gov- ernment to continue to compete against the private sector, all the while using public funds to do so. The federal government must stick to its decision to take flyers and unaddressed mail out of Canada Post's hands. The Canadian Union of Postal Workers should accept the decision with grace, and focus its attention on the job it should be doing – carry ing paid mail. The flyer deal is signed, sealed and should be delivered without fuss. Furthermore... Though doctors in Ajax and Pickering can certainly exer- cise their democratic rights in protest of the provincial gov- crnment, we suggest they proceed with extreme caution. By closing offices and cancelling elective surgeries, doc- tors are only serving to alienate the people they need on their side in the dispute. Families would be empowered to choose any child care option — licensed, regulated care in a day care facility (non- profit or private), licensed home care, informal care by a neighbor or relative, or direct parental care. Every child care option would be treated equally. It would be a win-win situation for everyone involved. The government wins by getting the best value for its dollar (i.e. no bureaucratic maze), it supports all families and aq children while help- ing those most in need It can refrain from favoring one choice and some fam- ilies with subsidies and tax breaks. Parents win because they have a true choice in deciding how best to care for their children. Most importantly, children win because government and society have said that they are all important and all of equal value. And it burns brightly every year. if the sight on Vicki Drive is some- thing you haven't had the pleasure to experience, you must get down there before Christmas gives way to a brand new year. Picture this: Thousands of brightly lit, exquisitely strung Christmas lights adorning several homes in a relatively small area, all to celebrate the season. Drop down after sunset on any night and you'll find others out for a brisk stroll admiring the lights, listening to songs of the season, chatting to the Vicki Drive residents who glee part in the annual project, perhaps sipping hot chocolate. Peter Chalmers, one of the area resi- dents who takes part, says the event is indeed a celebration of the season, but it's also a celebration of' friends and neighbors who get together with a com- mon cause every year. .-. They drag out their boxes of decora- tions and lights each November, and work together in stringing the bulbs and checking for defects and making sure everything is just so. They work togeth- er, laugh together, and share in awaken- ing the spirit of the season. The Chalmers' home, incidentally, is adorned by no less than 2500 lights-, others rival that number. This year, neighbors in the area have received approval from the Town of Pickering to close down a portion of the street for a short while to allow a good old-fashioned street party, and they invite all to share. If the Christmas spirit hasn't taken you yet, drive down to the Vicki Drive area, park your car nearby and take a stroll through the light show. It's bright, it's beautiful, and it's a tangible exam- ple of the benefits of neighborliness and good relations. Vicki Drive runs west off Westshore Boulevard, south of Bayly Street in Pickering (between Whites Road and Liverpool Road). Take the drive. You'll be glad you did. Whatever the reason, John Bolas, operations manager at Sim- coe Hall Settlement House in Oshawa, says, "It seem~ that nobody has that Ho Ho Ho feel- ing." And that's bad news for the regional organization's annual Christmas food drive, he says. Mr. Bolas explains when people aren't in the festive mood they aren't thinking about Christmas food drives. The drive has collected eight tonnes of food, only a fraction of the 30 tonnes needed to fill 1,500 Christmas food hamper for needy families across Durham. The amount of non-perishable food collected so far is well below totals from the same time last year. "It's below last vear. Don't ask me why, it's just below," says Mr. Bolas. %While the Simcoe Hall Settle- ment House is below figures from last year, Sandra Mackey, co-ordi- nator of the Durham Regional Police Christmas Food and Toy drive, says things are going as planned. "We're not behind schedule at all," she says, adding the drive has already filled the requests of some agencies. "We're getting at least as much as last year if not more," she says. This is good news to organizers since the drive is providing for a higher number of agencies this year. Ms. Mackey expects the upcoming weeks to he the busiest. Around 9:30 a.m., a lone male entered the National Bank of Canada at 110 Ritchie Ave. Armed with a handgun, he approached the teller, gave her a plastic bag and demanded she fill it with cash. The suspect fled the bank on foot and was last seen running east on Ritchie Avenue. The rubber is described as black. mid -teens to early 20s. 5'10" to 6', with slender build and broad shoulders.
