sergeant who killed his wife. cut up her
holy at their home here and threw the
parts into Lake Ontario. has been
ranted day parole.
David William Mattison, SK, is
reportedly being sent to a halfway
house atter three years in prison. His
parole hearing was held Wednesday at
Beaver Creek corrections camp, where
Mr. !Mattison has been since June,
1994.
While he is now eligible to be- con-
sidered for full parole, he has been
granted day parole. That means he
must stav overnight at a halfway house
and be supervised by a parole officer.
His case will be reviewed after six
months and he could then be released
into the community on full parole.
Mr. Mattison reportedly avoided a
first-degree murder trial after taking a
10 -year term in a controversial plea
bargain to manslaughter.
Mr. Mattison shot his wife, Nicole
Marguerite Mattison, 52, at their
retirement home in Fonthill (near St.
Catharines) on Dec. 2, 1991 — five
years ago Monday. He wrapped the
body in a plastic sheet, drove it to a
Pickering property they owned, cut it
up using a hacksaw and threw the parts
in the lake.
Mrs. Mattison was reported missing
four days before Christmas by her hus-
band, who told investigators his wife, a
former Don Jail guard, had disap-
peared 19 days earlier.
Mr. Mattison, a 26 -year police
force veteran, was charged in March,

TV customers are being shafted
again and the agency that's sup-
posed to look out for their interests
is failing miserably, says Ontario
Riding NIP Dan McTeague.
Two years ago. Mr. McTeague
was it key player in a nation-wide
battle against negative billing by
cable companies — a practice
under which the\ planned to add
channels to their cable packages
and bill customers for them auto-
matically unless customers specif-
ically notified the company the
extra service was not wanted.
What has raised Mr.
McTcasz,ue's ire this time is a new
round of cable price Increases
scheduled to go into effect next
year when he maintains cable sub-
scribers should be get-
ting a rebate and a rate
cut instead. And rather
than the cable industry,
he's blaming the Cana-
dian Radio -television
and Telecommunica-
tions Commission
(CRTC). which regu-
lates broadcasting in this
country.
"The CRTC is totally Dan
out of whack:" says the
MP. "There's absolutely no justifi-
cation for those increases."
Not only is Mr. McTeague call-
ing for a refund and an apology
from cable companies, he wants
the CRTC revamped so it can do a
better job of representing the pub-
lic interest. He believes the com-
missioners, now appointed by cab-
inet, should include consumer
group representatives and they
should be held more accountable
for their decisions.

Mr. McTcague main-
tains the basic cable ser-
vice for which rates are
being hiked is not cost-
ing cable companies
any more to provide so
there is no justification
for the increases. In
fact, he says, the CRTC
eague should have required
cable companies to
decrease their rates in January
1995, when a special rate increase
imposed in 1986 to allow cable
operators to cover the cost of
updating their equipment was sup-
posed to have ended. At the time
the CAPEX (capital expenditure)
increase was allowed, he says, it
was on the condition that the spe-
cial fee be rolled back when the
program was scheduled to be over.
Not only has there been no roll-
back, but the fee is no longer
going to capital expenditures,
notes the MP. In 1993 the CRTC
approved a program under which
cable operators were allowed to
retain their CAPEX increases as
long as 50 per cent of the amount
went to a special fund for Canadi-
an programming.
All this, adds Mr. McTeague,
has been done without proper noti-
fication of the public. He main-
tains the continued collection of
the surcharge is "illegal under
CRTC legislation" and customers
should receive a rebate for it back
to 1995.
However. CRTC spokesperson
Lisc Plouffe says there is nothing
improper about the way the
CAPEX program was extended.
"We had a full public process
about the changes we made to the
rules;" says Ms. Plouffe.
According to Mr. McTeague.
the CAPEX fee extension is takinu
about $120 million out of Canadi-
an subscribers' wallets every year.
He is planning to introduce a
private member's bill in the House
of Commons before Christmas
under which consumer advocates
would be appointed to the CRTC
and the agency would be: made
more accountable to the public.

"Pickering remains safe for both our
employees and the public," said Mr.
Talbot, adding there has been "notice-
able improvement" in worker attitudes
toward safety at the plant. "I see the
start of a turnaround at Pickering now.
I suggest that will snowball over the
next two years and in three years we'll
be in very good shape."
The director noted additional funds
and staff for the station are "forthcom-
ing" from Ontario Hydro. He expects
about 400 more people to be employed
at the plant next year, some from other
areas of Ontario Hydro and some hired
from outside.
Mr. Talbot said a recent peer evalua-
tion report done for the Pickering sta-
tion supports the measures being taken
to improve its performance and
acknowledges staff are indeed putting
safety before production.
In response to questions from the
board about public concern over the
age of the station, Mr. Talbot explained
Ontario Hydro has a plan in place to
monitor and maintain the condition of
its critical components so it can be
operated for 40 years in total.
John Murphy, president of the
Power Workers' Union which repre-
sents about 1.900 employees at the
Pickering facility, told the board "sig-
nificant change" is evident there and
the morale of employees has improved.
He also noted the attitude of Ontario
Hydro has changed as well.

that a corporate commitment is
required to- ensure that the proper
resources and other institutional sup-
ports are forthcoming and sustainable"
Mr. Murphy pointed out mane
workers and their families live right by
the station and wouldn't support a
licence renewal if they believed it was
being operated dangerously.
"I have absolutely every confidence

Nuclear Workers Council also con-
firmed the view that significant

Pickering facility. He said people's
response to an information booth
recently set up by his association at the
Pickering Town Centre suggests media

recent spills and forced shutdowns at

reports from AE -CB staff about inci-
dents of non-compliance with AECB
regulations; the lack of a second fast
shutdown system at the 'A' section of
the plant when newer stations are
required to have such a system; new but
controversial evidence earthquakes
may occur which the plant was not
designed to withstand: and the adequa-
cy of plans for dealing with a nuclear
emergency.
A few delegations also suggested
the nuclear industry and its regulators
suffer from professional arrogance
which leads them to summarily dismiss
public concerns about nuclear safety.

decision on the relicensing of the Pick-

approved an expansion of the

north Pickering despite com-
plaints from some residents the

Development Council of Ajax -Pick-
ering will continue to do its share in
the fight against racism.
The council's Taking A Stand
anti -racism program will continue
after it received funding recently
from Levi Strauss and Co. (Canada)
Inc.
"Our objective with the third
phase of the program Standing Firm
is to strengthen the ability of inter-
ested individuals and organizations
to sustain their commitment to a
racism -free society," says equity and
race relations committee chairman
Roland Rutland.
The program consists of three
main components, which will pro-
vide information, education and
training in the following areas:
• Train the Trainer- This program
will offer instruction in cross-cultur-
al sensitivity, combating racism and
general race relations activities to
people training groups how to battle
racism.
• Race Relations Network. Repre-
sentatives from numerous organiza-
tions and community members inter-
ested in race relations will receive
training.
• Communication Tool. This pro-
gram aims to promote positive race
relations using a mobile display kit
which examines the effects of
racism and ways to combat racism.
It also looks at activities which will
encourage posi-
tive relationships
and understand-
ing between

Nuclear plant workers
must report colleagues
using booze, drugs on job
PICKERING -- Ontario Hydro president Al Kupcis has
issued a memo to all the utility's nuclear employees
reminding them of its zero -tolerance policy toward drug
and alcohol use in the workplace.
The memo, sent out Tuesday, comes in the wake of
reports about five incidents at the Pickering Nuclear Gen-
erating Station this year where beer or liquor bottles
and/or drug paraphernalia were found inside the station.
In the memo, Mr. Kupcis states he was "extremely dis-
turbed" by the incidents.
"While I know that the vast majority of our nuclear sta-
tion staff would never participate in unacceptable and ille-
gal behavior, I want to make it clear that Hydro does not
tolerate such behavior by any of our employees," says Mr.
Kupcis, adding the presidents of both the plant's major
employees' unions support his posi-
tion.

Oshawa woman's
purse snatched
OSHANNA -- A 59 -year-old woman lost a "substan-
tial amount of money" to a purse snatcher outside a
south Oshawa plaza Thursday evening.
Durham Regional Police sav the woman was walk-
ing to the bus stop near the K --Mart at 555 Simcoe St.
S. around 8:50 p.m. when a man ran up from behind.
grabbed her purse and ran away through the parking
lot, says Staff Sergeant Sandy Ryrie.
The woman was not injured.
Police are looking for a male, white, in his 20s,
about 5 -foot -7 to 5 -foot -10, with medium -length dark
hair and full moustache.

destroyed a shed at a south Oshawa residence Thurs-

The Government of the Union of
M,anmar (formerly Burma) has
confirmed to Canadian officials that
the wreckage of an aircraft, which
went missing more than 50 years
ago, was located Thursday in a jun-
gle in the northwest part of the Asian
countr\.
"This is ,ery encouraging news,"
says Lawrence MacAulay, Secretary
o(State for Veterans Affairs. "Obvi-
ously, we are anxious to reach the
site to obtain more information."

In 1990 a local hunter reported
finding aircraft wreckage and
retrieved a watch inscribed with the
name of William Kyle, a crew mem-
ber of an RCAF -47 Dakota. The
plane departed on the morning of
June 21, 1945 to drop supplies to the
British 14th Army at Myitkvina in
Burma, about 250 miles away. The
aircraft never returned.
Attempts by the Commonwealth
War Graves Commission to resolve
the situation failed and the issue was
turned over to Canadian authorities

For those of you who watch me on TV on Saturday nights, you know I talk
hockey. But once in a while something gets under my skin and I just have to get it
off my chest. Such was the case when I heard about a convicted murder
accomplice being appointed a judge in Quebec.
Judge Richard Therrien pleaded guilty in 1971 to charges of helping Paul Rose of Front de Liberation du Quebec - a
terrorist group. Therrien helped Rose escape after the murder of Cabinet Minister Pierre Laporte. Therrien served four'
months in jail.
Justice Minister Paul Begin must thing it is alright to murder somebody. Why else would
he appoint Richard Therrien as a judge. Poor Mr. Laporte must be spinning in his grave.
While appointments like the one I just cited can instigate a lot of head scratching, there
have been a lot of quizzical looks on hockey fans' faces caused by the NHL's old instigator
rule.
With 90 seconds left in the second period of a Tampa Bay Pittsburgh tilt, Super Mario
gets reefed by Igor Ulanov and Mario goes flying. It ended up, that incident was the start of
his serious back problems.
Pittsburgh's Dan Roche took exception, as he should have. He grabs Ulanov and gives
him a couple of shots to straighten him out - a warning to leave the team's star alone.
Naturally, Ulanov turtles and Roche gets a five-minute major and a game misconduct
because of the instigator rule. That, dear friends, is the curse of Gil Stein. Who the heck is
Gil Stein? You'll have to read next week to find out.
