The three, along with the car's driver who remains in critical condition in hospital but is expected to survive, were all training for full- time Christian service at the college, said a statement released by the church. The deaths left college students and college devastated, said a woman answering the phone at the Salem Road school. "A lot of people are just praying today — praying for the students' families. Obviously everyone is just in complete shock; we're all very shaken up right now," said the woman, who did not want to give her name. Durham Region jumped quickly this week onto the creation of a Greater Toronto Marketing Alliance (the first 'official' GTA super agency) to get a piece of economic growth here at home. Durham Region- the municipalities, and area chambers of commerce haye embraced the notion of the Marketing Alliance: to bring world Invest- ment to our GTA doorstep. But that doorstep has 25 welcome mats. with 25 municipalities vying to put theirs out first. Though the notion of a 'super agency' may sound appealing, the reality is there will now be three layers of bureaucracN for investment to flow' throu._h. And, municipal economic development offices throughout GTA will still be clamoring for the same Investment dollars. That will only give rise to more in -fighting, more duplication of effort and a less attractive -)usiness climate for national or international :nvestment. Durham Economic Development Commissioner Pat Olive saes this marketing alliance simply for- malizes what's been happening in the GTA for some years. That's all well and zood but if Durham, by Mr. Olive's own admission, is still participating in an informal' marketing organization, what does it really have to gain" More detail, clearly defined roles, and division of powers must be outlined before GTA municipal- ities can hope to see the benefit of increased inter- national economic investment. It's one thing to lure the Investment here, which this alliance can surely do by marketing 'Toronto' and its outlying regions. It's quite another to keep that investment and attract more if investors are peppered with competing economic visions, petty politics and border disputes, as is surely to hap- pen. This alliance, though honorable in its intention, is simply a half -measure. Yes, the House of Commons voted against capital punishment in 1976 and 1984. but please he sure of the fact that there is no such thing as a "free" vote in the House of Commons. There is no way a majority of politicians are going to vote against the personal wishes of their leader, no matter what their feelings on a subject may be. To go against their leader can almost assure a career in backbench mediocrity. Politicians are supposed to abide by the wishes of the constituents they repre- sent, hence a governing political party is supposed to abide by the wishes of a country. And, if the majority of Canadians support the returq of the death penalty, our elected officials are not ful- filling their mandate to those they repre- sent. Dan McTeague, and every other politi- cian in this country who doesn't have the guts to do what is right, should step aside and let men and women who have the backbone do what must be done. and let the bleeding-heart pansies who represent us now take a look and see how the job is supposed to be done. Mr. McTeague's view on capital pun- ishment is somewhat slanted due to the French and Mahaffy families' identical position on this issue. But, by not having capital punishment as both a punishment and a deterrent, the unimaginable anguish of the French and Mahaffy families is sure to be repeated. Town of Pickering financial mess is `reprehensible' To the editor: One rnillion dollars of our scarce money is gone forever. Blame the Town of Pickering and the reprehensible way it threw our money around to everybody including allegedly double -paying contractors. I wonder how much of our money has been wasted that we will never know about. Surely a small business could never operate the way the Town of Pickering does. I became aware of this money prob- lem at a hockey reunion this past February. I wrote the News Advertiser in April '96 demanding a public account- ing, but the Town did not respond and now we know why! What I overheard was that the Town's 'rainy -day' account had been considerably depleted and was not being replenished. I became suspicious and wrote this newspaper. I would suggest to Mayor Wayne Arthurs there are a lot of people hit- ting the food banks and losing their homes yet the Town apparently sees fit to squander our money without con- sulting the people who have to scrape and save so they can pay their exorbi- tant taxes. Let me suggest to Pickering Council that it shouldn't dare ask for a tax increase next year. To conclude, there is only one way to clear up this financial mess: Call in a provincial judicial agency to go over the books right back to April, 1984, including the miscella- neous account, and especially the lat- ter account. It's not that the divorced Pickering mother can't afford them. She says she would be doing fine, if only she could get the money that's being taken off her former husband's wages every week under a court order. It's supposed to be directly deposited into her bank account through the provincial Family Support Plan, but the money has been coming to her so sporadically and so late over recent months that Ms. Houston just can't cope any more. " I think the system stinks and I think the public should realize. I can't get a hold of anybody and I can't get answers from anybody. I have to borrow money from my parents and my parents are pensioners. I hate to think of all the other women out there who don't have the resources" She says she knows a lot of other single parents with the same problems who are fright- ened to speak out for fear it could make their situation worse. Ms. Houston is supposed to receive $161 a week from her ex-husband's paycheque to support her children, who are nine, seven and three years old. She's been on her own for three- and -a- half years and went on the FSP because she was told it was the best way to get the support payments reg- ularly. Now, she explains, she's seen his paycheques and the support money is being deducted by his employer, the Toronto Transit Commission, as required by the court order. But the money's not getting to her within a reasonable amount of time and when it does get to her, she says, the amount's not caught up. As of last week, she says, the FSP was $484 behind on recent owed payments and even far- ther behind overall. Alexis Houston with one of her three children, Alexander, 2. "It's a toss-up. Do I pay my hydro bill or do I feed my chil- dren?" A TTC payroll office spokesman says all the child support money garnisheed from employees' wages is sent to the FSP in a lump sum every month on time. "Tile TTC claim they send the money;' says Ms. Hous- ton. FSP staff "are still claim- ing they haven't received the money. They blame each other. All I want is a resolution to this" According to Ms. Houston, letters and visits to the FSP regional office in Whitby have brought no improvement in her situation, and now that the local office is to be closed she expects things to get worse. Brian Harrison, manager of client relations for the FSP office in the provincial Min- istry of the Attorney General. says clients should receive their payments within about five working days after the payday of the person whose wages are being garnisheed. He states the FSP as a whole has had "no ongoing prob- lem" with delays in sending out the money it receives. "If the money's coming in on a regular basis it should be turned around on a regular basis. Mr. Harrison adds FSP ser- vice is expected to improve when a new central office is operating in October and the regional offices are closed. Under the existing system, clients phone a central number to leave a message about their problem, which is then passed on to their regional office. Under the new system, he says, calls will go directly to central office staff and the number of staff who can actu- ally solve a client's problems will double. "Me person you are talk- ing to will be empowered to make decisions and take action;' explains Mr. Harri- son. The new Downsview ccn- tral FSP office will have about 97 of 200 employees answer- ing phone calls. Together, the employees will be expected to handle about 148,000 cases from across the province. About 352 current FSP employees in Ontario are fac- ing layoffs due to the closing of the eight regional offices. Ms. Houston believes FSP workers unable to handle their caseloads now will demon- strate "more animosity" toward clients as regional offices are closed and some of their join eliminated. She says she's considering going back to court to get off the FSP sys- tem and take her chances that her ex-husband will pay her directly on time. Terry Fox Runs are an annual event all over the world, raising money to fight cancer and honoring the memory of Terry Fox. ,1l School for adults DASE-d by award for exceptional help to others DASE provided programs serving 700 adult students in Durham last year DURHAM -- Staff of the Durham Alternate Secondary Education (DASE) schools in Pickering and Oshawa picked up an award Monday night for their work. DASE principal John Gradish of both schools, located on Kinston Road, Pickering, and Pine Street, Oshawa, accepted the Bruce Mather Award and S400 at a Durham Board of Education meeting. For many years, DASE has pro- vided programs for adult~, last year serving close to 700 students, 200 of whom graduated with Ontario Sec- ondary School Diplomas. Mr. Gradish told the board he is proud of his staff, including teach- ers, custodians, support staff and secretaries. "They have provided a tremen- dous service for alternative students in Durham and they deserve the recognition for their outstanding work," he said. The :Mather award, named after a former Durham Board Education director, is presented annually to a staff member or team who made exceptional contributions to the '_rowth of others. Mr. Grandish said the S400 will be put into a fund that provides breakfast to less fortunate students. Due to reduced provincial fund- ing for students 21 years and older. DASE will now offer programs for students under 21 while older adults are taking credit courses through adult and continuing education (ACEC) programs in Pickering and Oshawa. Why did he choose Kiss" "Because I can't think of another band that had that kind of effect on people. My theory is that you won't find one band around here that doesn't have at least one Kiss fan in it. This is a rock and roll city. A lot of people were raised on Kiss, whether they liked it or not. Their music was like some kind of subliminal mes- sage.- he says. Even though he's a big Kiss fan him- self. Aloe says the purpose of the CD isn't to give Kiss even more promotion than they've had lately, what with their recent much -hyped reunion tour and all. "The idea isn't so much to pay tribute to Kiss as it is to promote local bands," he says. "This area has a lot of talent, but it's not exactly a Mecca for live music." Aloe's idea is to give some hard-work- ing local rock bands a bit of a boost. "This CD will get into a lot of differ- ent hands. The St. Mary Saints junior foot- ball squad will play its first -e% er game against Ajax's Archbishop Denis O'Connor Catholic High School Chargers in the Lake Ontario Secondary School Athletics league opener at St. Mary at 3 p.m. A football program at St. Marv, which was talked about for several years, has finally come to fruition for head coach Terry Sheridan and his staff of Bob Bridgeman, Mike Smith, Dan Blaik. Dave I_aMontagne and Sean Bayes. "We're very much looking LO-S.S.A. forward" y to the start of the sea- son, says Sheridan. �• e ' r e s"c'ore looking forward to finally seeing the fruits of every- one's hard work." The Saints have held practices for the past two weeks. with approximately .35 plavers attending the try -outs. Sheridan says he's seen some positive signs of improvement in the team since its first workout. Fie admits many of the players are getting their first taste of gridiron play. Sheridan expects the defence will be the team's strength from the outset, along with a solid running game which should keep the squad competitive in the early going of the LOSSA season. The new entre• from St. Mary will increase the teams in the '..OSSA junior football loop to seven. Sheridan expects the Saints main competition will come from the perennially strong teams in the loop — the Dunharton Ifigh School Spartans and the Pickering Ifigh School Trojans.
