Durham teachers start
school without contracts

DURHAM — Public and separate board
teachers in Durham are starting school without
contracts.
Collective agreements for elementary and sec-
ondary school teachers with both the Durham
Board of Education and the Durham Region
Roman Catholic Separate School Board expired
on Aug. 31.
Talks to work out new agreements are already
under way, although they are in preliminary
stages, representatives of teachers and the boards
say.
The public board is negotiating separately
with the Ontario Secondary School Teachers'
Federation (OSSTF), Durham Women's Teach-
ers' Association and Ontario Public School
Teachers' Federation, the latter two representing
elementary school teachers. There are 2,400 ele-
mentary teachers and 1,450 secondary teachers.

PICKERING — Only a six-month
licence renewal for the Pickering
Nuclear Generating Station has been
recommended by Atomic Energy Con-
trol Board staff.
Ontario Hydro had applied for a
two-year renewal for the facility.
According to Barry Parsons, the
senior site officer assigned by the
AECB to monitor operations at the
Pickering station, insufficient progress
has been made in implementing
improvements at the facility to warrant
a longer licence.
"We are seeing short-term improve-
ment;' says Mr. Parsons, noting the
management reorganization recently
announced by Ontario Hydro is evi-
dence the utility recognizes the need
for changes.
"But they still have a long way to
go. It's going to take time. What we're
interested in is steady progress. We
need time to observe that"
Mr. Parsons told the Town of Pick-
ering's Pickering/Ontario Hydro Liai-
son Committee in June he was
appalled at the sloppy state of the sta-
tion when he took over as senior site
officer in the spring, and raised a num-
ber of serious concerns regarding the
way it was being operated. Those
included shoddy housekeeping, failure
on several occasions to follow pre-
scribed safety procedures, poor main-
tenance practices and damaged equip-
ment.
There was also a series of safety-
related events at the station in the late
winter and early spring, regarding
which a letter was written to Ontario
Hydro questioning the effectiveness of
the program it established to deal with
similar problems identified by the
AECB last summer.
The six-month "short term" licence
being recommended to the AECB
board will give Ontario Hydro a
chance to make further improvements.
says Mr. Parsons, and allow AECB
monitoring staff the opportunity to
evaluate the changes fully.
"We're encouraged with their
progress but we want results. We
haven't seen a whole lot of results yet.
We recognize that it takes time to do
this. They have to improve the materi-
al condition of the plant. They've got

ciation's (OECTA) English sec-
ondary teachers' section and ele-
mentary teachers' section and its
French secondary teachers.
There are about 1,400 teachers
in total.
"We've met with all the
groups," says board superinten-
dient John Brown. "The talks are
progressing fairly well. It'll be a
difficult year but we're hoping
for amicable settlements:'
The school boards had to deal
%*ith massive funding cuts this
year and face even more cuts
next year as the provincial gov-
ernment continues to fight the
deficit. Trustees will have to bal-
ance the increasing costs of edu-
cation and protests from
ratepayers over rising taxes.
Teachers, whose salaries were
frozen for three years under the
Social Contract, have just
regained the annual salary
increments taken away under
the contract. To get those
increases back, they paid heavi-
ly, including reductions in
staffing and benefits.
"It's been painful," says
Patricia Jermey, president of the
Durham chapter of OSSTF "We
are certainly not interested in
concessions at this time, rather
we're interested in restoring

Cops warn merchants
to watch for bogus bills
after counterfeit cash
passed in Pickering
DURHAM —The police
fraud squad is warning mer-
chants throughout Durham
to look closely at the cash
they accept after several
Pickering businesses got
burned by bogus bills this
past week.
Two counterfeit Ameri-
can 550 hills were passed at
a Pickering Burger King,
which learned the money
was funny when it was
deposited at the bank, while
a fake American $l(X) bill
was passed at a Kingston
Road A & W fast food fran-
chise, Durham Regional
Police report.
And five other business-
es in Pickering, among them
a convenience store, gas bar
and fast food outlet, were
also left in the hole with
counterfeit $10 bills.
Police don't believe all
the counterfeits, reported to
have been passed Tuesday,

it's likely that more than one

Detective Jim Griepsma
says.
Most of the bills weren't
high-quality duplicates,
"but they are good enough
to fool an untrained eye," he
says.
Det. Griepsma says some
of the fakes have a washed-
out appearance, are made of
poor -quality paper and have
characters which are not
clearly defined.
He warns merchants
across Durham Region to
look closely at the cash they
accept — and those whom
they accept it from.
"Because a lot of busi-
nesses are along the high-
way (401), they target busi-
nesses across the whole
region, hitting them along
the route." says the detec-
tive.
Merchants who think
they spot a phoney hill
should try to get a descrip-
tion of the passer, and if
possible a licence plate, and
contact police immediatel,.

Local Tories confident
in future of federal party
`We are in very
good shape'

Progressive Conservatives
here are undaunted by the
task of rebuilding their party
after being reduced to two
seats in the last federal elec-
tion, says the local federal
party president.
"Organizationally, we are
in very good shape," says
Leanne Lewis, president of
the Pickering -Ajax -
Uxbridge federal Progressive
Conservative riding associa-
tion.
Ms. Lewis notes the local
PCs have already divided
into two riding associations
to deal with the division of
Ontario Riding into two for
the next federal election, and
the Pickering -Ajax -
Uxbridge group is preparing
for a nomination meeting in
early November to choose its
candidate for that election.
"At the local level we
have made a very great effort
to stay in touch with past
supporters," she says,
explaining the local organi-
zation recognized it would
be a challenge to maintain a
strong base after the last
election and members
"worked very hard" over the
past three years to do just
that.
'The response has been
very positive. A real turning
point came during the refer-
endum" -
Ms. Lewis believes the
strong performance of party
leader Jean Charest during
the Quebec referendum has
given the party considerable
momentum for its recovery.
She also maintains the
success of the natiional party
policy conference last week-
end in Winnipeg, which she
attended, bodes well for the
future of the PCs. Ms. Lewis
was particularly pleased with
the consensus she says was
achieved on the issue of
national unity.
"We see oyrselves as hav-
ing a vision of the country.
Obviously we're committed
to a united Canada, and there
continues to be a recognition
of Quebec's distinct society.
We have a vision. They (the
Liberals) are reluctant to
declare their vision. We are
not."
Ms. Lewis believes the
PCs can best fend off both
the Liberals and the Reform
Party in the next election by
"being true to the values of
the party" which are
expressed in the policy doc-
ument approved at the policy
conference.
It calls for a 10- to 20 -per
cent tax cut over the first
term of PC government to
create jobs and for the elimi-
nation of the federal deficit
within that same period — a
combination which some
critics have dismissed as
unworkable. Ms. Lewis does
not agree and notes it's up to
the party's policy committee
to come up with the specifics
for meeting the goals set at
the conference.
"Part of the reason jobs
are not being created is peo-
ple simply don't have
enough money in their pock-
ets. What we're trying to
look for is a balance between
eliminating the deficit and
job stimulation. The chal-
lenge is to find that (tax cut)
percentage where we can do
both:

Durham French school stalled a year

DURHAM — Unforeseen roadblocks
have postponed by a year the Durham
Board of Education's plans to start a
French school in the region next month.
"It's going to take longer than we had
anticipated:" superintendent Casey Dale -
man told trustees Monday night.
"It's a setback and a disappointment for
sure to parents," board chairman Audrey
MacLean acknowledged. "But we're not
going to give up:'
Earlier this year, the board decided to
set up a pilot school for students whose
first language is French. The pupils arc
now bused into French -language schools in
Metro Toronto, with the Durham board
paying for their education.
With enthusiastic support of parents of
about 40 students, the board worked with
the Metropolitan Toronto French Language
School Council (CEFCUT) to develop the
school in time to open this September.
"We didn't make it;" said trustee Patty
Bowman. member of a steering committee
looking at restructuring French school pro-
grams in the Greater Toronto Arca.
The board was to provide space in exist-
ing buildings for the school while CEF-
CUT was to provide the French language
instruction for students, as it already does
Dump truck loses
wheels on Hwy. 401
AJAX — Ontario Provincial Police are looking for wit-
nesses to an accident on Hwy. 401 Friday morning when
two wheels and a brake drum came off a dump truck and hit
a car.
Two tires and rims, and the brake drum from the left
front tandem axle came off an eastbound tractor -trailer
dump truck around K a.m. between Westney Road and Har-
wood Avenue in Ajax. The brake drum rolled into the west-
bound lanes, where it struck a 1988 Pontiac Sunbird driving
by a 38 -year-old Courtice resident.
There were no injuries in the incident and only minor
damage to the Sunbird.
Only the brake drum, one tire and a rim were recovered.
The truck was being driven by a 32 -year-old Alton,
Ontario man and the vehicle was registered to Bolton
Equipment Sales and Leasing.
Whitby OPP are asking anyone who witnessed the inci-
dent or have information on the location of the second tire
and rim to call W -338x.

Robert Fletcher, a parent, head of the
board's French Language Advisory Com-
mittee and a member of the restructuring
committee. said a number of problems
developed in the plan, postponing the start-
up by a year.
The board asked the Province to request
federal government funds for start-up costs
but the Ontario education ministry said no
this summer out of fear of setting a prece-
dent, Mr. Fletcher said.
CEFCUT thought the Scarborough
hoard might not approve the idea since the
Durham school would drain students from
its school but that opposition didn't materi-
alize, he said. CEFCUT realized it needed
approval from the Metro school board and
didn't want to rush it so the matter isn't
coming before Metro trustees until this
school year. Mr. Fletcher said. With time
running* out, CEFCUT also couldn't find
staff or resources to set up the school, he
said.
"We can hopefully open up as planned
but only a year later:' he said. "Our goal is
to get a school in Durham so we can serve
the needs of our francophone students."

The news landed with a thud.
The Canadian Auto Workers (CAW) decision to
target Chrysler for a strike has surprised more than a
few people in Durham. including some who work at
the Chrysler trim plant in Ajax.
It was widely believed that General Motors of
Canada would be the site of the CAW strike this
vear. 'Members of Local 222 quietly said they need-
ed a strike to solve some of their problems.
The local executive makes no bones about the
fact outsourcing is a major concern and there is little
room for concessions.
The CAVA', including national president Buzz
Hargrove. feels the Big Three automakers are threat-
ening the jobs of every autoworker with plans to sell
off portions of their operations.
It is understandable the car manufacturers want to
be rid of their money pits, who can blame them for
wanting to cut losses before they become huge bur-
dens'.' The CAVI' must recognize that short-term pain
could result in a stronger company down the road —
something every employee would benefit from in the
long run.
Other corporations have changed course with pos-
itive results and the same can be accomplished in
the auto sector, all it takes is a little foresight on the
part of the union.
Outsourcing is a touchy subject that has no easy
answers coming from either side, but it's a fact of
life in the '90s. Mr. Hargrove promises this issue
won't go away with the Chrysler contract negotia-
tions. He says outsourcing will be dealt with in the
negotiations with all three car companies.
And while Chrysler and the CAVA' may come to a
quick and painless agreement. Mr. Hargrove is
prompt to point out there will be a strike and it may
not be the target company, rather GM or Ford.
The Chrysler deal will set the framework for the
other two negotiations, but it won't be cast in stone
and Local 222 has already set its own agenda.
The next six weeks could very well determine the
future path of Durham's major automaker.
We only hope the other shoe in the form of a
strike doesn't drop in Durham in the next month-
and-a-half.

Keep your dogs
to yourselves
To the editor:
This letter is for all the dog owner
who continue to walk their dogs with-
out a leash. Your leash is left dangling
in your hand, while the dog runs all
over the place.
My four-year-old son has had the
scare of his life recently. with dogs run-
ning out of nowhere and jumping at
him before I even have a chance to get
to him. He screams frantically and calls
for me to help him. Meanwhile, there
you are, saying, "It's OK, he or she's
friendly" Well, how the heck are we
suppose to know that your dog, a dog
we don't even know, is friendly?
This letter goes out to a few people.
The lady walking her dog near
Southwood Park on the evening of
Aug. 21. You were at least 200 yards
away from your dog when it came run-
ning up to my family, jumping and
sniffing, and scaring the daylights out
of my son. I do thank you for saying
you were terribly sorry, but that does
not comfort my son at night, when he is
having nightmares about big dogs try-
ing to eat him.
Also, to the man in Kinsmen Park
on the morning of Aug. 22. My son
would not come down from the swing
because he was very scared of your dog
running all over the place. All I could
think of was not this again.
Where do these people get off let-
ting their dogs run all over the place? I
asked you "Shouldn't your dog be on a
leash?" To which you replied, "I can
put him on one if you would like" Give
me a break! Most of all, give my poor
son a break from all his nightmares.
And, yet again, to the old man walk-
ing his dog down by the lake in late
June. You were nowhere in sight when
your dog came running up to us and,
yet again, my son was absolutely petri-
fied, in tears and screaming. When you
finally came into sight, and I told you
what happened and that I was going to

To the editor:
On the morning of Aug. 26 while
at work at an Ajax day care centre, we
found a groundhog (perhaps our
neighborhood groundhog which lives
in a small grass area behind the day
care) on the ground outside the
garbage dumpster.
It appears this harmless little critter
was burned after being killed or
maybe even torched to death. Both the
staff and the children felt badly and
were furious someone would do this
to a defenceless animal.
If it was causing problems, there
are humane ways of removing ani-
mals to better places.

I am responding to Ms. Marncc
Stem's dissatisfaction with my position
on capital punishment.
She tails to tell readers she is a com-
mitted Reform Party executive memlxr,
who, unlike most working souls, can
afford the time to monitor the radio in
search ofan opportunity to concoct hypt)-
thetical questions, which could later
serve to advance her personal aims at
securing her party's nomination here
locally. SM; is unwilling to accept that m�
record to date of rowing against the cur-
rent on behalf of those who elected me
has meant my ro)sition on many issues
has earned considerable public attention.
Obviously, my several appearances a`
guest on CFR13 radio's Michael Corcn
show has forced the would-be Refom)
candidate into the futile and pitiful pur-
suit of inventing questions which merely
confirms why the Reform Party appear,
doomed in the next election.

Mr. Corcn, Ms. Stern claims that suhsc-
quent open -line callers "displayed their

expressed strong support for my roam

1997.
If Ms. Stern wishes to someday deal
with real issues that involve broad public
opinion, she should talk to those who
might otherwise have been the victims of
her capital punishment crusade. Guy
Paul Morin, Donald Marshall and Davis
Milgaard. Putting aside her partisan
blinder, she might also want to ponder.
as I have, the unimpeachable opinion in
opposition to the death penalty by the
Mahaffy and French families in the face
of their personal tribulation at the hands
of Paul Bernardo.
Since Ms. Stern has a knack for the
fantastic, it follows that her sense of his-
tory is equally errant. Despite her claim)
that 18th -century parliamentarian
Edmund Burke was "defeated" for
espousing the belief that a representatiNe
was not merely a tubber stamp, a cursor}
review of the facts reveals that he simply
ran in several different seats as was the
custom of the time and was never
"defeated" as a result of his maverick sta-
tus against the nobility. (1765-1794).
Finally, let me add that if Ms. Stern is
interested in taking a shot at me in the
next election, she shouldn't forget that
many of the kudos I have received as rep-
resentative come from supporters of her
own party here, as well as Reform MPs in
Ottawa, most notably, Reform House
leader Deborah Grey (Readers Digest,
Nov. 1995). I am equally delighted to
have received and documented her per-
sonal support for my stance in opting out
of my MP pension on Feb. 24, 1995.
I welcome the chance at meeting Ms.
Stern on the campaign trails and wish to
thank her for providing me, yet again, an
opportunity to set the record straight for
constituents about her motives.
As for burning questions, Ms.

Pickering station director Ken Tal-
bot says Ontario Hydro will still make
its submission for a two-year licence
despite the staff recommendation.
-We're running a safe operation
here and we'll be putting up some
numbers that I think can demonstrate
that," he explains.
Ontario Hydro wants the two-year
licence so it can avoid all the- work
involved in having to go through the
application process again so soon,
says Mr. Talbot, noting the process
diverts resources that could be devot-
ed to improving the station.
"A two-year licence is an indica-
tion of confidence;' he adds. "It gives
the public confidence, it gives bond-
holders confidence, and confidence to
the community too." That confidence,
says the station director, also boosts
morale and performance among plant
employees.
Durham Nuclear Awareness, a
local citizens' group concerned with
nuclear -related issues, will make a
submission to the AECB board
regarding the relicensing of Pickering
at the Nov. 28 meeting. DNA
spokesman Dave Martin described the
six-month recommendation as "very
positive news".
"I'm not surprised. Given the prob-
lems they've been facing at the plant
it's clear serious steps need to be
taken."
Mr. Martin says DNA would also
like to see licence restrictions
imposed by the board to limit power
levels at the station and the number of
reactors that may be in operation, "in
order to provide an added level of
safety".

Pickering has a vision
PICKERING — There is now a `vision' for
Pickering.
A new 'vision statement' for the Town, devel-
oped with input from the public, councillors and
Town staff, was unveiled with considerable
drama at Tuesday's meeting of Pickering Coun-
cil
Ward 1 local Councillor Dave Ryan stepped
down to the Council chamber floor to make a pre-
sentation on the new statement before the cover
was pulled off a copy of it sitting on an easel,
signed by councillors. Councillors simultaneous-
ly unveiled copies on the walls of the chamber.
The vision statement read: . , . .
"Pickering ... A complete community striving
for excellence, ready for the 21st century.
"A vibrant community in which to live, work
and invest, where all members contribute to its
optimum well-being."
Councillor Ryan described the new vision as
an expression of where Pickering wants to be. It's
designed to help provide a focus to everything the
Town does.
"We have to live it and we have to implement
it," he said. "This is a vision that talks to
progress, that talks to the future."
Copies of the vision statement will be dis-
played in public buildings around the town.

PICKERING — A 19 -year-old
"ickering woman was able to fight off
a man who tried forcing her into his
sports car at a strip plaza here Thurs-
day.
The distraught woman reported
she was walking at Bayridges Market
at Liverpool Road and Krosno Boule-
,ard around 5 p.m. when a man in a
car which pulled up along side her
rolled down his window and asked her
if she wanted a ride, Durham Region-
al Police say.
The woman refused the invitation
and "the suspect replied, 'I think you
do'," Staff Sergeant Charlie Green, of
2S Division. says.
He then grahhcd her by the left arm
and attempted to pull the woman into
the ,chicle, the Staff Sgt. says. The
Ictim struggled with her would-be
abductor managing to break free and
run away.

DURHAM — It's 2 a.m. when Durham
Regional Police officers arrive at the scene
of a murder. Just inside a residence they
find a body lying in a pool of blood.
At this point, time seems to stand still as
officers assess the situation and run through
a series of precise actions. When the person
is confirmed to be dead, officers of the
forensic identification department are called
to the scene. The work thev conduct is vital
to putting together the pieces of a very
complex puzzle. If murder is the cause
of death, the actions of the forensic
department can help bring a suspect to
justice and make or break a case: when it
goes before a judge and/or jury.
"The main issue is continuity;' says
Durham Regional Police Staff Sergeant
Dave Kuchma, administrator for the
forensic identification branch. "There are
so man} elements which come into play.
It's not cut and dry and we exhaust all
avenues in trying to get what we are look-
ing for.
At the crime scene. forensic identifica-
tion officers meticulously gather important
pieces of information, recording every little
detail with photographs, videotape and
written documentation.
It's not the quick photograph of the body
and a glass wrapped in a handkerchief
which many television crime shows tend to
portray.
The forensic identification department
includes mo.ergeants, six constables and
three civilians ( with clinical duties).

ders, vicious ,crual assaults, armed rob-
beries. kidnapping,,. and the like.

than a job this week to take up a new
position as Chic f Adrninistrative Offi-
cer for the City of North Bay.

left behind a town he had a big part in
making what it is today.

That child has crown a lot since Mr.
.Sheffield first took the solicitor's job
here in 1975 at the a, -,c of ?K. The pop-
ulation then was about 2S.(XX), com-
pared to around 75.0(X) today. But the
town was growing at a phenomenal
rate.
"Those days were eery. veru hectic.
The vast majority of the work was
development -related — protecting the
municipality as best we could, making
sure the municipalit} got its fair share
of the proceeds of the development.

the mid-l9K(ts. then held the role full-
timc in addition to his solicitor's
duties from 199:-95. before hccomine

His progress to the pest had been a

and came to Canada at the age of fiyc
with his parents. who first settled in
%Voodstock. Ontario. At the age of
nine he was off to hoarding sch(x)l —
Ridle\ College in St. Catharines — as
Ills parents moved on business all over
North America.
It was about half -way through his
BA degree at the University of Toron-
to that Mr. Sheffield decided on studs-
ing law, and he was specializing in
,loyernment and international law by
the second \car of law school at
Queens Uni\crsitN in Kingston. After
graduating from Queen's in 1971 he
took a job with the Richmond Hill
firm he had articled with and worked
in the "%crN draining" field of famil,.
law. He then took a job with the
provincialgovernment and worked as
a lawver for the Ministry of Commu-
nity and Social Services
In the early 1970s Mr. Sheffield
moved to Pickering to "raise my fam-
ily here' and applied for the Town
solicitor's post when it became vacant.
Here, he has had the satisfaction of
seeing Pickering develop and of doing
work that helped to create "something
permanent". He says he's moving now
to the new post in North Bay because
it will be a new and different challenge
and because he and his wife have
always wanted to retire up north, so it
was an opportunity to move there ear-
lier they didn't want to miss.
"I have enjoyed my time in Picker-
ing, there have been difficult times and
there have been good times," he notes,
but adds all of the times have been
"interesting".
The difficult times have included
the recent months' controversy over
fiscal errors by Town staff and an
investment loss suffered by the Town,
which councillors say they weren't
informed of until long after they hap-
pened.
"I guess fie biggest disappointment
I have is the relationship that has
evolved between staff and Council in
the last year;" saes Mr. Sheffield. "I
think we have one of the best groups
of staff of any of the municipalities
around here. I think our politicians
have a lot of good ideas and things

an inability for the two groups to

where they see themselves as working

He believes Council and staff 'need
to get to know each other better" and
to develop a better understanding of
each other's roles, aspirations and
motives.

"It does bother me that some peo-
ple are saying I'm leaving because of
things that have been happening in
1996;" adds Mr. Sheffield. "Nothing
could be further from the truth. The
more you say 'no, it's not the case',
the more people think 'yes it is'. But it
isn't the case."

1996 Business Excellence Awards

The awards, which pay tribute to
achievements of companies in Ajax
and Pickering. will he presented at a
black -tic gala Saturday. Nov. 16 in the
Ajax Community Centres H.M.S.
Ajax Roam.
Six winners will he chosen based
on performance in the following
areas: outstandinL, customer service:
entrepreneurship and innovation; con-
tinuous improvement, quality pro-
gram: community support: national -
international achievements: cmiron-
mental efforts: and safetN. Companies
need not excel in all areas but should
not have a negative record to any one

In under -12 boys' singles play. Thomas Doiron downed
Tennis League
Winston Tang 8-1. Meanwhile, in under -12 girls' singles,
Dawn O'Brien was defeated by Tory Dwight 9-4.
Jonathan Angrove was edged by Devon Kiyonaga in
under -15 boys' singles. In under -15 girls' singles, Nicole
Doiron was victorious in her match against Cory Butler 9-2.
In under-12/under- 14 combined boys' doubles play, Jason
O'Brien and Marco Glavic were edged by Darrell Harjadi
and Ian Boyd 8-7.
Meanwhile, Davina Blenman and Shawna Slepzel defeat-

PICKERING -- The Pickering Master Splashers are looking
for new swimmers for the fall season.
The Master Splashers offer instruction by a qualified level I
instructor two evenings a week on Tuesdays and Thursdays,
beginning next month.
Swimmers must be 20 years of age and over.
Cost is $350 for the season which runs from September to
May 31, 1997.

Peacekeeping medalist
Captain Brent Culligan has been awarded the
NATO peacekeeping medal for his contribution to help-
ing bring peace to Bosnia. He's been in the Canadian
Armed Forces for eight years and a pilot on the Halifax
for one year. Brent is a graduate of Archbishop Denis
O'Connor Catholic High School in Ajax and of the elec-
trical engineering program at GMl in Flint, Michigan.
He's the son of Theresa and William Culligan, former-
ly of Ajax now living in Niagara Falls. The Halifax is
now on duty m the Caribbean.

anywhere.
Timing belts have replaced
timing chains to help make
today's sophisticated engines
possible. They are lighter,
quieter, more efficient and more
economical than chains.
Like any other auto part, timing
belts eventually wear out. So the
need to be replaced before they
break.
When your belt breaks ,
depending on what type of
engine you have there may be
internal damage.
An engine is either an
"interference" or "Free running"
