PICKERING — Authorities are fail-
ing to deal with recent evidence suggest-
ino an increased possibility of an earth-
quake which could caul wrtous damage
at the Pickering Nuclear Generating Sta-
tion, claims a professor who helped
uncover the evidence.
"We don't want to create panic of any
kind:' says Arsalan Mohajer, associate
professor of earth and em iron-lenud sci-
ences at the University of Toronto. -But
w e :an't ignore this.-

has come to light in recent years is impor-
tant but inconclusive. He maintains
Ontario Hydro and the Atomic Energy
Control Board have three choices: shut
down the Pickering station, spend bil-
lions of dollars to enhance its ability to
withstand the earthquake the new data
suggests might happen, or commission
further research to answer the questions
raised by the preliminary evidence.
Mr. Mohajer reports the recent data
indicates there may be a 20 -per cent
chance a magnitude six earthquake,
stronger than the Pickering station is
designed to withstand, will occur within
the next 50 years, and a one -per cent
chance for a 10 -times -stronger magni-
tude seven earthquake.
"A nuclear power plant should only
accept less than one chance in 10,000;'
he says, which would mean the Pickering
station would have to be redesigned to
withstand a magnitude seven quake. Dif-
ferent parts of" the station were built
between 20 and 30 years ago and were
only designed to handle a quake of atx)it
magnitude five.
Alley chose to totally ignore this
information and play an)und with num-
bers;' charges the professor,in reference
to the consultant's study of the situation
commissioned by the AECB, which he
says will only "manipulate tlx: same old
data,- instead of doing more research.
Though the study will examine the more
recent information he and others have
brought forward, notes Mr. Mohajer. "we
think our data is insufficient".

Association.

PICKERING — There's little reason for confi-
dence the Atomic Energy Control Board will
demand the action necessary to deal with new evi-
dence of earthquake risk at the Pickering Nuclear
Generating Station, says a nuclear watchdog group.
"The AECB has been too willing to accommo-
date Ontario Hydro in delaying significant
improvements;' says Dave Martin of Durham
Nuclear Awareness. "I'm skeptical, particularly
when i notice that none of the critics are included in
the review committee" for the Probabilistic Seismic
Hazard Assessment for the Pickering station com-
missioned by the AECB.

PICKERING — Residents with con-
cerns about the transfer of garbage from
the Brock North landfill to the Brock
West dump will get a chance to have
their questions answered at a public open
house Monday.
It will run from 2 to 9 p.m. at the
Brougham Communit-v Centre on Brock
Road just south of Hwy. 7.
The open house is being offered by
the workN department of Metropolitan
Toronto, which owns the two landfills
here. The Town of Pickering arxi Metro
agreed to the transfer of Brock North
trash to Brock Voest under an out-of-
court settlement last April of a lawsuit
launched by the Town to force the clo-
sure of Brock West. Brock West. west of
Brock Road just north of the Third Con-
cession. is now scheduled to close by
Noy. 30 and will only accept the trans-
ferred waste after that date.

Brock Road near the Fifth Concession.
was only operated as a landfill for six
months in 1978-79, takine about
120.(XX) tonnes of household and indus-
trial waste from Metro. It was closed due
to contamination problems and Metro
has had to pump leachate from the site
and transport it to the sewage treatment
plant on the lakeshore.
Transfer of the waste is expected to
begin this fall and continue through the
spring of 1977.
Metro has hired a consulting firm,
Conestoga -Rovers and Associates, to
provide advice on the best method of
removing and transporting the waste and
minimizing the impact on local commu-
nities. The consultants' recommenda-
tions on timing of the project, haul
routes, odor and litter controls, air quali-
ty, sampling tectoniques and hazardous
waste controls will be presented at the
open house.
There will be no formal meeting or
oral pc+esentations. Rather, members of
the public will have an opportunity to
ask questions one-on-one and submit
written comments. Infortrtation about

the 24-hour Brock North Information
and Comment Line set up by Memo at

TDD callers.
He notes the seismic standards for the Pickering
station are "three to four times less than compara-
ble stations in the northeastern U.S.A."
Mr. Martin was particularly intrigued by the
comment of an AECB official at Thursday's Pick-
ering/Ontario Hydro Liaison Committee meeting
that a nuclear station would not he built in Picker-
ing today based on what is now known about the
earthquake risk here and on the area's high popula-
tion.
"If you care that answer to its logical conclu-
sion they should be shutting the place clown, but
that's clearly not in the carer"

ty of Toronto, presented their research
and concerns Thursday night to the
Town's Pickcring/Ontario Hydro Liai-
son Committee. They explained how
recent research has discovered the
existence of a major geological fault
running right under the Pickering sta-
tion, as well as other faults in the area.

of over I(x) low-level quakes occurring
in the Pickering area between 1991
and 1995.
The faults here are not obvious sur-
face faults like the ones in California
which are clearly active, but faults
deep below the surface which are hard-
er to investigate and monitor. Ques-
tions remain to he answered regarding
whether the faults identified are active,
how far thev extend, and whether some
of the geological formations discoy-
cred are evidence of faults or have
Vken caused by other geological activ-
ity.
Mr. Mohajer told the committee the
low incidence of earthquakes in this
area over recorded history is not
enough to provide reassurance a quake
is unlikely to occur because recorded
history is so short here and the type of
quake which could happen usually
occurs at much longer intervals.
John Waddington, director general
for the AECB's directorate of analysis
and asst-ssment, said his agency
requires a nuclear station to be able to
shut down its reactors, cool its fuel and
contain any releases of radioactivity
"for any earthquake that can be rea-
sonably expected to occur in the area
around the site".
Mr. Waddington noted that even
though the Pickering station is at a
location which appears historically to
be at low risk for major earthquakes,
"there's been a tremendous increase in

The AECB has spent $200,000 on
earthquake research over the last five
years, and has hired a U.S. consultant
to conduct a Probabilistic Seismic
Hazard Assessment for the Pickering
station expected to be complete by
May. Mr. Waddington said "all the dif-
ferent hypotheses" regarding fault
lines will be included in the model
used for the PSHA.
- The AECB has also ordered
Ontario Hydro to conduct an evalua-
tion of the ability of the older 'A' rxx-

Dog bite victim's mom fears animal rabid

PICKERING — A worried
Pickering mother is appealing for
help in finding the dog that bit her
son Thursday afternoon.
"If we don't find the dog, (her
eight-year-old son Michael) will
have to have rabies shots:' says
Brenda Shedden. "He doesn't
want to have rabies shots"
The bite isn't bad but one of
the dog's teeth did puncture the
skin. So, the Durham Region pub-
lic health department requires
Michael to have a series of rabies
shots if the dog isn't found.
"We're all pretty upset:' -says
Ms. Shedden, who works in Ajax.
She wants the dog's owner to
come forward so her son doesn't
have to get the needles.
"We have to have the owner or
somebody who knows of the dog
because we have to have proof for
the public health department that
the dog has had its rabies shots"
The incident occurred around
2 p.m. on the northeast corner of
Eastbank and Edgewood roads in
the Amberlea area.
"Michael was on his way to a
friend's house. The dog was being
walked by the owner. They were
just passing on the sidewalk when
the dog bit him;" she says.
Michael told his mom that the
owner asked him if her dog had
bitten him and he told her it had.
The woman then told the dog
it was bad and walked away.
Michael continued to his
friend's house, bleeding. The
friend's mother took Michael to a
doctor who said he had to report
the bite to the public health
department because of the punc-
ture. He advised them to find the
dog as soon as possible.
The dog is described as
medium-sized with long off-
white hair with a curl or wave to
it and wearing a red leash. Any-
one who can help Ms. Shedden is

A lot of schc i of board trustees have smiles on their faces
to da% as they heard the news the Suprern Court of Canada
ruled last Thuruiay they can charge fees on new home con-
struction.
Mam school boards across this province have Ione felt
new homeowner should pick up the tab for the contrac-
tion of new schools. After all, those new families are
responsible for bringing new kid,, to the area and in tum
creating the demand for new schools, they argue.
Home builder have complained the new ley,,. some as
high as Si.S(x) on a single-family home, will hurt a market
which is alreadv in trouble because of the consumer'
shaky confidence in the economy. Adding a S 1. *3(X) cert to
the new home price will kill the market. they argue.
But it seems the Supreme Court agrees with the trustees.
'The legislative choice of permitting local school boards to
impo) e levies to pay these additional costs forschooling cling on
landowners who construct residences in their area. rather
than imlx)smg the costs on taxpayer generally. is perfectly
legitimate. And it is equally legitimate that the construction
industrn ) which apparently oro ns the bulk of the land 1
should bear its share of the costs since it benefits economi-
cally from the development:' the Court ruled.
But is a le -v\ on new homes and retail businesses and
offices fair? It's no secret the new home market isn't as
strong as it has been. even with decreasing intrust rates.
Builder ha\e been working within a ver} thin profit mar-
gin for years and adding an extra cost is no doubt going to
hurt them and. in tum. hurt those people who reh on new
home construction for work- But as the Supreme Court
noted, the builder can also benefit when a new schm)I is
built by using it as an incentive for new families.
With the legal right to issue lex levies. we encourage
trustees to be sensitive to the economic loss these immedi-
ate costs could play in dampening new home construction.
Because both sides should agree that would hurt every-
one.

Democracy first evolved in Athens and

monopolies, and I believe that is a pre-
requisite for true demo cnu:y. The ancient
Greeks chose their politicians and public
servanus by lottery from among all citi-
zens. None could serve more than one

hands of the ordinary people, prevented
the evolution of an entrenched ruling
elite such as we have in most Western
countries today.
This system prevented politicians and
public servant from forgetting what life
is like in the real world and from being
corrupted by power.
What we have in Canada and most
so-called democratic countries today,
with the possible exception of
Switzerland, is a form of government
that the ancient Greeks called oklocracy,
which means rule by an established elite
or mob.
The solution to our problem of gov-
ernment is not a new political party. We
are already seeing that the Reform party
is no different than the old line parties.

feeling obliged to chat. We hope our
new neighborhood in Pickering is
much like the old one in Oshawa.
If it is, we'll know we made the right
decision. We're confident, though, and
are looking forward to making new
friends.
We gave up a substantial amount of
money in selling our old house. It was
a lot easier than giving up great neigh-
bors.

Big changes in store for students

DURHAM — New schools, new teachers and
new class hours are facing students and teachers
as they head back to school.
Durham Region Roman Catholic Separate
School Board and Durham Board of Education
are gearing up for another year of learning,
although the public board got a head start.
It opened its one new school on Aug. 6. More
than 100 students will get their education at C.E.
Broughton Public School in Whitby on a modi-
fied schedule, attending classes every eight
weeks and then getting two off. They'll get one
month off in the summer, instead of the usual
two.
The other half of the school, which will oper-
ate on a traditional calendar, starts Tuesday, as do
all other schools with both boards.
"We're looking at something in the neighbor-
hood of 26,352 students;' says Grant Andrews.

-That's a five -per cent increase over last
year's enrolment. We're moving from 2509) to
not quite 26,5(X)."
At the public board, the estimr.ted enrolment
is expected to be 60,850 students, just up slight-
ly from last year's 60,795.
That's probably due to the fact the
board started junior kindergarten in
some schools last year and then can-
celled it for this year due to provincial
funding cuts, says board chairman
Audrey MacLean. This year's senior
kindergarten students were already
enrolled in schools last year. meaning
no large increase of students next week.
'That's the one thing I regret that we
were forced to do;' Ms. MacLean says
of the junior kindergarten cancellation.
To meet the increased number of stu-
dents at Catholic schools, the board has
added 22 new teachers, mostly at the
elementary level. Mr. Andrews says.
The beard, which retained its junior
.-indergarten program• will be opening
two new buildings to replace makeshift
arrangements, he says.
Ecole catholique Saint -Charles -Gar-
nier, a French language school, opens in
%A'hitby for Grade 7 to OAC students.
Located on Brock Street north of
Taunton Road, it will take in students
who until now have been housed in
Father Leo Austin Secondary School in
'V4'h1thy. F.cole catholique Corpus -
Christi in Oshawa and Ecole catholique
Notre- Dame-de-la-leunesse in Ajax.
The other new building is Holy Fam-
ily Catholic School in Beaverton,
replacing accommodations in a church
basement and portables.
"It'll be a drastic improvement;' Mr.
Andrews says.
"We're excited about both these new
school buildings"
The Catholic board will also have
162 portables this year, including six
new ones. The public board will have
430, down from a high of 500 a few
years ago.
The public board will have fewer
teachers, too. Last year there were 3,657
in the system. Due to the junior kinder-
garten cancellation and other layoffs
and retirements, there will be 3,465
teachers this year.

used to this year.
The board has
staggered opening
and dismissal
times at the
schools to save
money on busing.
Classes at those schools will start anywhere
from 8:10 a.m. to 9:15 a.m., allowing each bus to
deliver two loads of students each morning.
While classes start Sept. 3, the public board is
anticipating Sept. 12, the day the winner of the
prestigious Bertelsmann Foundation is
announced in Germany. The board is one of the
finalists in the running for the award, given annu-
ally to the best public system in the world. Ms.
MacLean will be heading to Germany for the
announcement.
"That'll be the highlight of the year for sure;"
she says.
