The mobile truck inspection station (MnS), which set up at Pickering's Metro East Trade Centre on Wednesday and also made stops in Bowmanville, Manchester and Goodwood during the week, found more than one in three rigs it stopped had safety problems. The six -member team in Durham pulled over 161 trucks and took 62 of them — 37 per cent — off the road for a variety of safety violations. While that figure seems high, it's still lower than previous inspection blitzes and the provincial average of 42 per cent, notes Bob Machesney, the Ministry of Transportation (MTO) enforcement co-ordinator for Durham Region. "The defects are down per vehicle. It's still not goad but it's getting there. Maybe we're starting to get through to people... Mr. Machesney notes the MTIS is a prototype being tested throughout the province for 11 months to determine the feasibility of mobile stations being used for truck inspections. At the end of I I months, the min- `stry will review the mobile station's performance and decide whether the program should be expanded. "We hope Mr. (Transport Minister AI) Palladini has a few dollars stashed away and he can buy us a couple of these things," Mr. Machesney says. TIIe mobile stations cost `;150,(XX), compared to $3 million to $5 million for permanent stations. Mr. Machesney says Durham MTO staff were impressed with the mobile station in the week it was used here. The mobile station comes with elec- tronic scales, a laptop computer, cellu- lar phone with satellite hookup, copy machine, night lighting and other necessities in a modified recreational vehicle and small trailer. The hepatitis B outbreak began in 1992 and peaked in 1995, with the most recent case diagnosed in Janu- ary of this year. About 18.000 former patient clin- ics were notified by letter in March that they needed to,tk tested. By the end of June. about 13,000 had been tested. Public health officials are urging all former clinic patients to be tested because it's possible for a person to pass the virus on to a sexual partner or for a woman to infect her unborn child. There's a specific blood test for hepatitis B because the virus can't be detected by a normal blood test. "Over 18,000 people and their families are affected. Our best esti- mate is 100 people will get the dis- ease. We know it's contagious, so some people may have infected fami- ly members," says Ed Hyer. one of Ms. Fischer's lawyers. NEWS ADvF.RnSFR PICKERING — A sum- mer holiday with a Claremont family has provided an eight- year-old Belarus girl with a much-needed break. Under the Children of Chernobyl program, Alessia Tsareva has spent six weeks with Normalynn and David Wilson and their children Jen- nifer and Jeffrey, enjoying all that southern Ontario offers. Alessia is from Chaussy, Belarus, located directly north of Chernobyl, Ukraine where in 1996 a nuclear reactor exploded, spewing massive amounts of radioactivity across Europe. A decade later, the land and its occupants still .uffer from exposure to radioactivity. The Canadian Relief Fund for Chernobyl Victims in Belarus or Children of Cher- nohyl provides kids aged eight to 12 with a summer of escape from this poisonous atmosphere. Alessia is one of the lucky children this year. The trip is designed "to give them a health break from the radioactivity they expen- ence, to help ho)ost their immune systems," says Mrs. Wilson. m. The Wilsons' doctor and dentist waived their tees for check-ups and dental work Alessia needed and the medical lab performed her lab work for free. But reforms keep coming, most recently with the announcement of a local "access centre" that will pro- vide one-stop shopping for patients seeking informa- tion on long-term health care. The centre, to be operating by January, will be gov- erned by a board of directors who will decide which service providers it wants for communities in Durham Region, award contracts, and serve as a clearing house for information on other services available through long-term care facilities, volunteer organizations and support services. Those in the health-care industry say reforms are needed because the current system is fragmented. We're all for a leaner, more streamlined system that eliminates duplication and pulls together the resources that are available in the community. However, the board -- which hasn't vet confirmed its first meeting -- should include in its initial tasks addressing the concerns of non-profit health care providers, who fear they won't be able to compete against businesses when it comes to bidding on con- tracts. And, it appears it's doing just that, with a meet- ing set later this month. The highest priority of the access centre should be to ensure the quality of care in the community doesn't suffer as reforms are brought in. That will be a challenge. As hospitals downsize, close emergency departments and restrict services in an effort to bring the health care budget under control, service provided to patients isn't always what we've come to expect. The access centre will be the beginning of a new long-term health care system in Durham Region. If ser- vice providers and administrators can work together to ease the transition as reforms are adopted, while keep- ing in mind the needs of the taxpayers and patients, the prognosis for the future looks good. Janet Ecker has learned the art of political philandering quite well in such a short period of time. Her com- ments on matters of import as they affect not only Durham Region but the people they are intended to serve throughout our previously wonderful and proud province are always per- meated with baffle -gab. Ms. Ecker should be reminded that Mike Harris said: "It's not my plan to close hospitals", "Health care is a pri- ority", "No new user fees" (he calls them co -payments), "Aid for seniors and the disabled will not be cut". So quit trying to fool the elec- torate with political double-talk. One also wonders why her government waits until the legislature is adjourned to implement a number of new initia- tives so they can avoid debate in the legislature and appropriate discussion by the general public, such as new environmental regulations which may drastically affect the lives of all Ontarians. Ray Wittenberg Ajax Courts must get tough with sex offenders To the editor: Re: Man charged with molesting two children in Pickering Recreation Complex pool. I am a mother of two young chil- dren who lives in Pickering. I was shocked to read that the court system could so blatantly disregard children's safety by setting this suspect's bail so low. Assuming this man is guilty, what if he lives within walking dis- tance to two elementary schools, or a high school or local parks where innocent children play? Right now, sexual offenders are getting a slap on the wrist for crimes which devastate children, while someone who robs a bank gets five to 15 years in jail. We need to re-exam- ine where society and the courts have failed us and make adjustments that are necessary to make sure sexual offenders receive harsh jail sentences for their crimes against children. It is a proven fact that sexual offenders are likely to re -offend, given the chance. Was this man in question's bail just a free ticket to do so while awaiting trial? Time will tell. The court system's lack of concern and safety doesn't surprise me, but it does disgust and worry me. Unfortunately, the ones that will be hurt most by this ETe our children. With the announcement of a board of direc- tors, a local access centre, which will oversee the long-term health care system in Durham, is expected to be up and running by January. According to the Tory government, the board will decide which service providers it wants for communities in Durham Region, award contracts, and serve as a clearing house for information on other services available through long-term care facilities, volunteer organizations and support services. Many details are sketchy regarding the ser- vice, with the board of directors still to confirm its first meeting. "It's all to be discussed," says David Stringer, one of the three board members from Whitby. "It's going to be a very busy time." Changes to the long-term health care system were initiated by the previous provincial NDP government with the current Tory party taking up the slack. The board takes over for the Region of Durham, which has managed a home care pro- gram for over 20 years and placement co-ordina- tion services operated through Oshawa General Hospital. Although the proposed changes are supposed to simplify the system, not everyone is ecstatic about the move. "The Region feels it's done an excellent job and its view is, 'if it's not broke don't fix it'," says Dr. Richard Kyle, chief medical officer for Durham. He says this merger of services will see fewer players in the long-term health care field. Non-profit agencies, such as Victo- rian Order of Nurses (VON), St. Eliz- abeth Visiting Nurses and the Red Cross, will also be required to tender against businesses for health care con- tracts, he says. Non-profit agencies are concerned they won't be able to compete against profit-making compa- nies, says Sheila David, executive director for VON. Many non-profit agencies like VON have unionized workers and pay more in wages than companies, she notes. The current system needs to change because it's so fragmented, according to Mrs. David, but she's concerned about maintaining a high level of service if agencies must bid on contracts. Canadian companies should get preferential treatment over U.S. counterparts when the con- tracts are awarded, adds Mrs. David. "U.S. firms may hire local workers, but we all know where the money goes." Politicians and developers squabble over development charges BY KEITH GILLIGAN STAFF RFi`0RTT:R AJAX-PICKERING -- It's either a "hid- den tax on a new home" or a necessary fee that pays for community needs and keeps property taxes down. Development charges may not be a glam- orous subject (Durham Region's bylaw on them runs 14 pages). but the money collect- ed pays for marry things in a community, such as recreation centres, libraries, police protection and sewers. Once called lot levies, the charges are paid by developers to cover items needed in a community because of growth, and can be imposed for 'hard' and 'soft' services. Hard services are things like roads, water and sewer services, and waste disposal. Soft services include parks. libraries, recreation facilities, police and fire protection. Last year the provincial government began a review of the Development Charges Act with an eye to limiting what charges can Ne levied. "We will talk to key stakeholders about focusing development charges on hard ser - "ices," Ontario Municipal Affairs Minister AI Leach said last fall. Limiting development charges has municipal politicians concerned that a rev- enue source will be lost, but the develop- ment industry couldn't be happier to see changes made. Many municipalities, includ- ing Ajax, Pickering and Durham Region, have called on the Province not to prohibit development charges for soft services. Ending those charges will have a "major impact" on any municipality, says Ajax Wards I and 2 Regional Councillor Roger Anderson. "You could kiss away expansion of com- munity centres, any new park -related equip- ment, any parks, land acquisition, libraries. They'd all be gone. The only (other) wav to get them is with a major and significant tax increase," he says. According to a report prepared this spring by the Regional Treasurers of Ontario, municipal property taxes would have to jump 30 to 40 per cent to replace the money now raised through development charges. Last year Ajax collected about 51.4 mil- lion in development charges and the Town would lose about $1 million if it was unable to charge for soft services. Ajax Regional Councillor Roger Anderson says property taxes could skyrocket if the Province limits the fees a municipality can impose on builders under the Development Charges Act. The provincial govemment might stop municipalities from charging home builders for 'soff services, such as libraries and community centres, and that could lead to double-digit tax increases, Mr. Anderson says. nhotn by Rnn Piatrnnirn For a single -detached house in Ajax, development charges total almost S 15,0 C. The Town's charges $5,631.88, the Region $7,308 and the school boards $1,728. Mark Jepp, vice-president of the Urban Development Institute - Ontario, calls devel- opment charges "a hidden tax on a new home". Statistics compiled by UDI show local, regional and education development charges total $13,169 on a townhouse cost- ing S 129,000 in Durham Region. Of course, the charges are added into the cost of the house and paid for by the homebuyer. UDI wants "more fairness to how the Act assigns costs," Mr. Jepp says. "The wording is very broad" as to what new growth is and how a municipality, region or school board can determine that. "New growth could be anything and every- thing they deem growth -related. If they want an art gallery or a museum, they could assign a portion of the cost to new growth. We say you have to assess if it's needed." Mr. Anderson, meanwhile, points to the 58 -million Mclean Community Centre in north Ajax as a facility that probably would- n't have been built without development charges. "Without development charges, it would have to be paid for by taxpayers," he says. "Taxpayers wouldn't only bear the cost after it's built, but also bear the cost to build it." About S I million in development charges went into the McLean centre costs, Mr. Anderson notes. To raise that much money in a year, the Town would have to increase property taxes 10 per cent, he adds. Mr. Anderson questions how long it would take the Town to save money for a community centre. "By that time, it would be needed for something else." The councillor, a real estate broker, dis- misses development industry claims lower charges would reduce the cost of a house. "How much would you pay for a house in a subdivision without parks, libraries or community centres? "If the Province gets rid of development charges (for sof[ services), at every new home site in Ajax, I'll be standing there say- ing don't look for a park and don't look for a .-arbage truck or a fire truck to come up here because we can't afford one. How much would that home be- worth?" Mr. Jepp, however, suggests existing tax- payers should be asked to contribute to the dost of soft services. "A municipality would be more vigorous when deciding if it's really needed or it's desirable," he says. "It would bring disci- pline into the process. People would be more careful to say they want a service if they have to pay for it." Mr. Anderson says the concept of lot levies which preceded development charges was "pie in the sky. You hope for everything and negotiate after that." Mr. Jepp concurs, saying the regulations for lot levies were "very loose". Both munic- ipalities and the development industry "pushed for some parameters" and the Province passed the Development Charges Act in 1989. The act is 'very specific about what you can use the money for. You have to divide it up into each department so each department gets its share," Mr. Anderson says. With lot levies, it was "one big pot" and the munici- pality decided how to spend it, he adds. Lot levies were introduced about 40 years ago, Mr. Jepp says. Before then, a munici- pality paid for all services, often by dch n- turing the cost. "In the early to mid -'50s, growth was rapid, primarily in Toronto, and they shifted the cost onto the; hacks of tlx: development industry," Mr. Jepp says. The Province will announce any changes to the Development Charges Act in the fall. If the government stops soft service charges, Mr. Anderson says "they have to give us the chance to negotiate for things, like it was before (with lot levies)." He also predicts municipalities would turn down development proposals because communities wouldn't be able to afford ser- vices. That would lead developers to turn to the Ontario Municipal Board for help getting projects approved. Durham and Ontario school boards, developers await Supreme -Court',decision Ip Highest court to determine if developers have financial responsibility for school construction AJAX-PICKERING -- The Province isn't the only body examining development charges. The Supreme Court of Cana- da is looking at the constitution- ality of school boards imposing gducation development charges (EDC) to build schools in new areas. The Ontario Home Builders' Association is challenging the constitutionality of EDC, hav- ing gone to court in 1992 to stop school boards in York Region from imposing the fees. Association public affairs director Peter Goldthorpe says EDC are an indirect tax that only the federal government can levy. And, he contends, EDC violate separate school support- ers' rights to proportional fund- ing. In May 1993, the Ontario Divisional Court agreed with the home builders' association and ruled EDC uncon- stitutional. That ruling was appealed by the school boards and in February of 1994, the Ontario Court of Appeals reversed the lower court: ruling. The association appealed to the Supreme Court, which heard arguments last October. The two sides are waiting fol the court's decision. "As a policy, we' don't believe a tax on a select group is a reasonable way to finance education. Educators need cash and they're looking for any way to get it," Mr. Goldthorpe says. Durham Board of Education chairman Audrey MacLean says, "We have a con- stitutional right" to impose the fee. , School boards are "driven to do it as a last resort. "There's an inabili- ty to find capital dollars to put up schools in new develop- ments," she adds. - Mrs. MacLean notes munici- palities can impose develop- ment charges to pay for growth - related services. "We believe we haw's -the right to charge developers to pay for part of the schools in new subdivisions." Money the school boards have been collecting is being .,,put in escrow until the Supreme Court rules. If the court rules the charges are permitted, the boards will then use the money. It should be replaced at the 80,000 to 1000,000 km mark on most cars. A lot of people don't know what a timing belt is or what it does. But you should because when it breaks your car won't be going anywhere Timing belts have replaced timing chains to help make today's sophisticated engines possible. They are lighter, quieter, more efficient and more economical than chains. Like any other auto part, timing belts eventually wear out. So the need to be replaced before they break. When your belt breaks depending on what type of engine you have there may be intemal damage. An engine is either an "interference" or "Free running" type depending on its design. When a timing belt breaks in an interference engine, an open valve may be struck by a moving piston and this can result in serious damage and expensive repairs. "To avoid this kind of trouble it's important to have your belt replaced at the proper mileage," says Thrifty owner Michel Saikali. "Timing belts usually require changing between 80,000 and 100,000 km on most cars." Autofest in Durham celebrates our wheels DURHAM -- General Motors has played a vital role in the history of the automobile and next weekend provides the setting for one of Canada's biggest outdox>r auto shows. The third annual Autofest roles into GM's headquarters in Oshawa on Sunday. Aug. 25, and this year's event figures to be - bigger and better than ever. There were more than 600 cars in last year's event and organizers are expecting more than SW vehicles this year. Hosted by the Motor City Car Club, Autofest will feature antique car collections and perennial favorites such its the; '55, '56 and '57 Chevy's. There will also be- late 1950%.- finned 95tktinned monsters from Chrysler. Flat -Head Fords, lead sleds, street rods, customs, a parade of race cars and just about every- thing else imaginable. The oldest car registered for this event is from 1904 and cars are all pre -1975, except for any special- interest models. Participants are coming from as far away as Quebec, Michigan and New York state. Last year over 3,000 spectators attended Autofcst and orga- nizers are ready to handle a whole lot more people this year. Autofest opens to the public at 10 am. and the event will conclude with an awards ceremony and parade of winners from 4 p.m. to 5 p.m. Admission is $5 per person and children under 12 years of age get in free. Kuwaiti students graduate from Durham College DURHAM -- Kuwaiti students are graduating again, but this time it's from Durham College. The 18 students are actually professors at Kuwait's colleges and training institutes and will be completing Durham College's cur- riculum develop- ment program at the end of this month. Since July, the students have been involved in the program in an effort to learn ways to reform the curriculugl in Kuwait's schools to better meet the needs of employers and provide competitive job skills. The graduation ceremonies will take place on Wednes- day Aug. 21 starting at 10 a.m. at the Durham College Community Room.
