The Town is building the multi -use facility with funding from the Icdcr- al/provincial infrastructure program dedicated to the construction oC public facilities. Each leycl of government was to foot one-third of the construc- tion cost. Pickering's share has risen to $9H9,726 from $970.287, according to a report from Town stall, because of the inclusion of the GST ($68,890) and the cost of a feasibility study and environmental study required by the Ministry of Energy and the Environ- ment for the sewage system ($50,000). The Town has also purchased $536,000 worth of land for the project, so its total expenditure for land and its share of construction costs comes to $1.5 million. On lune 10, with the support of local community associations. Pickering coun- cillors approved the installation of speed bumps on Rougemount and Dalewoxd Drives to slow short -cutting through -traf- fic considered to be a safety concem. Other proposed solutions had been reject- ed by the associations. Last week, residents of Rougemount Drive who had not been part of the dis- cussions came to Council to complain they didn't like the six new speed bumps and had not been properly consulted. The bumps were in place by Aug. 2. "We really feel the democratic process has been stomped all over:' said Rouge - mount Dnve resident Simon Hunter. Staff will then send a recom- mendation to Council on either retaining or removing them. It provides excerpts from various reports of the external auditors, a summary of vari- ous issues identified by the auditors in the past and recommendations on how these will be dealt with. It is apparent that the audit committee has been extremely active .ince Its inception in addressing serious internal control and procedural deficiencies. The public must have total confidence that their funds are being managed, spent and invested efficiently and effectively. it is imperative that an administrative structure exists to carry out the policy set by Council and that there is full communication and accountability h-tween this administrative structure. Council and the residents of the town. Atter reading the report of the audit com- mittee, we have found that a number of questions arise due to the highly summa- rized nature of this report. For example, a summary prevents us from knowing the time period covered by any special proce- dures that the auditors have performed. The report indicates that internal control letters for the last three years have been reviewed. Was any additional audit work or special work carried out on the results for those years to ensure that no financial misstate- ment occurred? Specifically, has Hurren, Flea, Sinclair conducted a review or audit of any reserve funds, expense accounts or other categories of expenditures prior to 1995 to satisfy the audit committee that no errors have occurred? Have all capital pro- jects within the last 10 years, where unfa- vorable variances occurred, been reviewed in detail and variances explained to the sat- isfaction of the audit committee? The normal statutory audit reviews inter- nal controls and uses a combination of com- pliance and substaniive tests to establish that the financial statements are fair. Other types of audit, such as a forensic audit, are used in special circumstances to do a more detailed review to ensure that errors are found. As citizens, we believe tete merits of a forensic audit must be examined by Council. The audit committee report deals with the apparent loss of up to S977,0t ►O on an investment in Confederation Life. W&s this investment made in accordance with the Municipal Act or Trustee Act? Have the officers of the Town discharged all of their responsibilities in accordance with the Municipal Act and any applicable Town bylaws" We note that Council has proce- dures in place requiring it to approve write- offs of taxes. What, if any, procedures does Council have requiring it to approve the write-off of any other type of asset? We rec- ommend that all writeoffs of an asset should be approved by Council and form part of the public agenda. On a more positive note, we are encour- aged by the move to establish an internal audit function but are left with the impres- sion that this is not a full-time position. What other responsibilities will this person have and will these responsibilities conflict with the internal audit role? In summary, the scope of the audit corn- mittee report is limited to issues that is has reviewed to date. Our objective as con- cerned citizens is to ensure that procedures are in place to ensure that Council is provid- ed with the proper information and explana- tion of variances to fulfill their responsibili- ties. Pickering's population has increased sig- nificantly in the last 15 years and Seaton will soon present new challenges. It is imperative that we have the right people to ensure that all programs can be delivered in an efficient manner. T.E. The event will include mock hal- ties, drill denwnstrations, a military parade, a military encampment, musket firings, period costumes, demonstrations, lectures, and special activities fi)r children. Activities will elate hack to the period of the American Revolution, when United Empire Loyalists faith- ful to the British Crown, many based in Canada, were hattlint• the Ameri- can Rebels. AN)ut 25 to 30 'tr(i)ps' from vol- unteer 'regiments' in Canada and the U.S. will perform the re-enactments, with the help of' women and children in costume playing rules such as refugees and villagers. "It's not Just the battle part," notes Sharon Milton, program superinten- dent for the museum village. "There's a lot of history that goes along with it." The Muskets, Fifes and Drums event will mark the first time since 1991 a military re-enactment has been staged at Pickering Museum Village. Similar rc-enactments had been held for a few years and were quite popular. "It was a really good event; we had a lot of positive comments about It." says Ms. Milton. But the groups doing the re-enactments started moving their battles to larger sites and it was difficult to get them here. "This group is adjusting their pro- gram to fit the size and theme ofour site." she explains. adding it will he a family event with lots of" hands-on activities For children. It's being organized by the King's Royal Yorkers, a group of atx)ut 120 military history hulls who participate in militaryre-enactments for the fun of it across southern Ontario and northern tiewr York. Their liaison for this event is Alex Lawrence of Scugog, who describes himself as 'just a humble musket - man" who became interested in mil- itary re-enactments largely because of his United Empire Loyalist family background. When he's not wielding his mus- ket he works as a teacher in Br(x)k- lin. "We have people from the Wind- sor area right through to Montreal and a few down in the States," notes Mr. Lawrence. His wife Ann will also participate this Sunday, taking on the role of a refugee. The battles to be staged will be much like "guerrilla warfare", with small raiding parties, says Mr. Lawrence. Other scenarios to be staged in the museum village will include things like soldiers deserting. Rchcls being spotted, and proclamations being read.
