associations arc getting together to
conduct their own n:% c%% of the wav
the Town's finances are managed fol-
lowing this week's revelation that tax-
payers and councillors were kept in the
dark about a nearly $1 -million invest-
rncnt loss Pickering suffered in 1994.
The loss was revealed in a
rcport from the Town's audit
committee which went to
Council Tuesday.
" I was asked by a number
of leaders of community
associations to form a com-
mitter: to review the report:'
says Dave Steele, chairman
of Pickering -Ajax Citizens
Together (PACT) for the
Environment. ' There are a peVe
number of questions to be
asked.-
Mr. Steele expects the citizens'
committee will look into areas such as
Town investment policy, budget proce-
dures, financial planning and manage-
ment of reserves. So far the Pickering
East Shore Community Association
(PESCA), Liverpool West Community
Association (LWCA) and the Picker-
ing Rural Association have agreed to
join the committee, according to the
PACT chairman, and others will be
invited to participate.
"It's going to have to be a group of
people who are int�sted m making
the Town work better: says Mr. Steele,
adding anyone who wants to make a
"political football" out of the situation
will not be welcarm on the citizens'
committee.
The loss of $9770X), which had
been invested by the Town in the Con-
federation Life Insurance Company,
was incurred in 1994 when the firm
went into receivership. It was written
off in the Town's books in three seg-
ments between the fall of 1994 and
May 1995.

Craig Bamford. "It's trou-
bling (councillors) are not getting the
right information they need to do their
job„
Mr. Bamford also has questions he
would like audit committee members
to deal with, such as why so few of the
Town's financial reports seem to go to
Council. they "I hope will stake themselves
available to answer the public's con -
terns. „
Mr. Bamford says the major con-
cem now is for Council to respond
effectively to the problems which have
come to light and to matte changes as
required to restore public confidence in
the way the Town is run

from councillors, says Pickering's for

there's nothing to hide" says Town
manager Tim Sheffield in refC'rence tc

The loss of the Tow'n's investment
in the Confederation life Insurance
Compan was incurred in the fall of
1994 when the firm went into receiver-
ship. Mr. Sheffield says he informed
Mayor Wayne Arthurs of the situation
in November of 1994. a period during
which Council \&as not meeting
because of the municipal election cam-
paign.
"I brought it to the attention of the
mayor. The mayor is the chief execu-
tiye officer and is the head of Council
and I brought it to the mayor's atten-
tion. In my yicw that is bringing it tc
the attention of' Council."

He also notes Confederation Life was
a triple -A -rated company nobody
expected would go under.
"Nobody likes to he in the Position
of losing on an investment but that's
the nature of investment." says Mr.
Sheffield. adding it was the only time
in his 22 years with the Town he
recalls Pickering not receiving the
promised return on an investment. 'We
still have the hest rate of return on
investments among the lakeshore
municipalities in Durham."
On the issue of the auditors' 'man-
agement letters' the committee found
weren't and should have been passed
on to Council. Mr. Shcfiield says there
was no attempt there either to keep
information from politicians.
"They are letters to the manage-
mcnt Pointing out areas that the audi-
tors feel may require some attention."
If the auditors hchc%e a particular
problem must be addressed. he says.
that information is included in the
financial statement which goes to
Council.
"All the suggestions are taken into
account.** notes Mr. Sheffield. but they
arc not always followed because other
ways of addressing prohlerns are often
found.

Council angry $1M loss kept secret

Arthurs knew for over a year the 'Town
lost hundreds of thousands of dollars in
investments when the Confederation life
Insurance Company went into receiver-
ship but didn't think it was necessary to
tell Pickering councillors and the public.
The mayor says he found out about
the lass "some months" after Confedera-
tion Life failed in the fall of 1094.
"I was aware of a significant loss, I
didn't know the dollar values," he says.
Pickering had S977,000 invested in
the company at the time. "lire amount was
written off in the Town's books in three
segments between the fall of 1994 and
May 1995.
Mayor Arthur says he didn't believe
there was any point in "burdening" coun-
cillors with information about a situation
they had no control over. IIc notes that
for a time it was expcctcd a significant
pox -tion of the Confederation Life invest-
mtent would be mcovered. but that does-
n't appear to be lie case now.

promptly by staff to Council.
Councillors say they showkl not have

The audit (committee's report to

in the budget figures presented to cotn-
dams this past spring and a $517,000

Coun. Pistritto believes one reason for
the difficulties may be that staff are unac-
customed to dealing with a Council that
wants to know so much. As well, he sug-
gests staff may have been trying to pro-
tect councillors from bad publicity during
the 1994 municipal election campaign by
keeping quiet about Confederation Life.
"I think it's inappropriate not to
inform councillors of each and every
item like that," says Ward 2 Regional
Councillor Doug Dickerson. "I just can't
fathom why they wouldn't." fie main-

every significant occurrence in Town
affairs and should pass the information
on to taxpayers "so they will know and
understand what is happening".

says she asked staff for the auditors' man-
agement reports but was never given
them. She notes she was a rookie on
Council at the time and -probably didn't
push as hard as I should have".

There are going to he some: changes around here in
the comings years.
The provincial goyemment, continuing a program
of communit-, into iration of Ontario residents with
developmental handicaps, announced recently three
more institutions would be closed for good.
The program, which began with the closure of nine
other institutions for the developmentally disabled
dating back to 1984, will see these individuals being
brou,_,ht back into their communities -- and their fam-
ilies - to give them an opportunity to contribute to
their societies the best way they can.
And we hope you'll celebrate the more, rather
than resist it, as many municipalities have with
restrictive bylaws which present _roup homes in resi-
dential areas.
People with developmental disabilities are people
just like sou. Marry are sensitise, caring_ and ambi-
tious. with a desire to succeed. They generally don't
break laws, abuse others• commit deliberate acts of
violence.
This move by the government to encourage inte-
gration for those with developmental handicaps is
being celebrated by groups like the Ajax -Pickering
and 'Whltbv association for community Living, which
pros ides assistance and support to roughly 100
Durham residents.
As Executive Director Keith Powell says, "they
may walk funrts, but they don't steal or abuse chil-
dren."
These people were formerly known as patients. In
the coming years, they'll be citizens just like the rest
of us. We should embrace them and provide the sup-
port they require. It's the right thing to do, and we
bear the responsibility of seeing the program through.

Stop urban sprawl,
build better
communities

Re: Toronto: Commuting a way of life
for us in Ajax and Pickenng (July 28).
So. nearly 950X) Durham .out travel
elsewhere to work every single day. some

Ajax. Most travel h} highway -- 33,(XX)
from Pickering -- while only 4.(XX) use the
GO train. Repatrter Marianne Takacs pro-
vided half a page of facts to pander.
These facts tell us that Durham is a bed-
room community, and urban sprawl is out
of control. What is wrong with sprawl and
bedroom communities'? Nothing, except
neither is affordable. We cannot be com-
petitive when the cost of living must
include several oars per household, fuel at
60 cents a litre, increased taxes for new
regional roads, schools, water works, a
new $80 -million water treatment plant,
sewage disposal, firemen, etc., etc ..... all
paid from household taxes without benefit
of significant industrial assessment.
Durham workers commute to jobs in
industries who provide taxes to other
municipalities. Durham gets the expense of
social services, education and infrastruc-
ture; other municipalities get the tax rev-
enue from industry.
.In the past the Ontario government sub-
sidized sprawl, resulting in huge deficits
and public debt. Ontario taxpayers cannot
and should not continue these subsidies.
The other subsidizer of urban sprawl is
Durham's farmers. Farm land is assessed
and huge taxes paid, but since cows don't
have to be educated, farm land incurs no
cost to the municipality. The high taxes
paid by farmers subsidizes urban infra-
structure so new subdivisions can be built
for commuters. As the tlulldozers churn up
more farm land, the agricultural industry is
required to finance its own demise. In the

past the Ministry of Agriculture helped
IwTmrs pay this urban subsidy by giving a
75 -per cent tax rebate on farm land taxes
(not houses). But it is now the govem-
ment's goal to eliminate the rebate.
The solution to this commuter/sprawl
dilemma was propaned by the Golden
Commission -- intensification, redevelop-
ment and municipal restructuring.
Economist Pamela Blass calculated that
reducing urban sprawl could save $2.5 bil-
lion to $4 billion in operating cost and $10
billion to $16 billion in capital cost. The
Office of the Greater Toronto Area report-
ed that under the concentrated growth
option, Hwy. 407 did not need to go east of
Markham. Stopping sprawl subsidies, like
the 407, discourages more sprawl and
saves billions of dollars which could be
used to encourage redevelopment, intensi-
fication and effective, inexpensive public
_transit. For a bonus, we could conserve
thousands of acres of Ontario's best, most
productive food land and support the agn-
cultural industry which guarantees us
cheap food and vast export earnings.
By stopping sprawl, discouraging com-
muting and requiring the users to pay, we
will gradually build live -work communities
that are efficient, affordable and great
places to live, work, play and invest.
The News Advertiser provided the sta-
tistics. The issues have been defined. Now,
we meed public debate and action on the
solutions.

Two men.

DURHAM — Two drink-
ing buddies who in an "act of
rage" viciously beat a Whitby
mart so severely he suffered
permanent brain damage have
each been sentenced to two
years in jail.
Charles Belanger, 49, of
Bloor Street Fast in Oshawa,
and Brian Hackett, 35, of
Brock Street South in Whitby,
pleaded guilty in June to
aggravated assault in the May
9, 1995 attack, which took
place during a drinking party
at Mr. Belanger's apartment

was left comatose for more
than a month following the
beating and is now wheel-
chair-bound, unable to walk

12 hours before an ambulance
was called the next morning
by a friend visiting the apart-
ment, court heard.
The trio was gathered at
the apartment for an evening
of socializing and drinking.
What provoked the attack
remains unknown as both
men claim they have little or
no recollection of the evening.
Mr. Belanger's lawyer
John Olver said "there was no
intent to cause these injuries"
and the attack was the result
of "nothing more than a
drunken social occasion that
for whatever rcason.. Just got
out of hand."
In passing sentence, Mr.
Justice IaFormc called the
assault "the most serious I've
ever cncountereef' and said he
was "touched" by victim
impact statements, given by
Mr. swe eney's family.

both men's pants and shoes, as
well as Mr. Hackett's right
arm, Crown attorney Emile
Carrington said.
"Particularly galling...is
that he was left lying on the
floor in his own blood while
his life was in danier for 10 to
12 hours," he said.
Both defence and Crown
lawyers entered a joint sub-
mission agreeing to a sentence
between the range of 18
months and two years less a
day. Their two-year sentence
is in addition to the 15 months
and just under nine months
Mr. Belanger and Mr. Hackett
have served in custody.

The audience experiences their
bittersweet memories through
flashbacks that give the audience
fodder for their own lives.
"The interesting thing was to
get people in pairs," explains Mr.
Southwell about the audition
process.
He says an individual's strong
performance had to he equally
balanced with it chemistry
between the two actors. The next
challenge was to find someone
who could he f'unm.
"A comedic sense is a lot hard-
er to rind than a dramatic sense."
He thinks they found it in Ms.
Taylor and Mr. Champion.
Adding to the local flavor of
the play is the playwright. Norm
Foster, himself. Mr. Foster was
horn in Newmarket.
"We were considering other
plays as well, but this one was a
very funny read and then we real-
ised it was great that he was a
Canadian," says Mr. Southwell.
Mr. Foster's other plays have
included The Melville Boys, Sin-
ners. Opening Night and My Dar-
ling Judith.
Wrong for Each Other contin-
ues Thursday through Saturday
evenings until Aug. 24 at the Arts
Resource Centre (behind Oshawa
City Hall).

(near Waverty/Adelaide). I had to work
