nuclear plant, they didn't have the

there are reasons to be concerned
that the systems of the building ...

level of shaking," says Prof. Arsalan
Mohajer, of the environment sciences
department at the University of
Toronto's Scarborough campus.
Prof. Mohajer says studies done
by his department of local fault lines
have shown there is more activity
than expected and a greater chance of
a major earthquake affecting this
area.
Five years of monitoring seismic
events along a fault from Lake Scu-
gog through Pickering show there
were 100 "little earthquakes," Prof.
Mohajer says.
"People do not feel these but they
show there is some stress in this
arca." he says. "There may he some
problems that we have not investigat-
ed before. There needs to he more
work done.'.
This fault line runs through Lake
Scugog to Frenchman's Bay and then
across Lake Ontario to St. Catharines
and continues to the l�nited States.

Hydro is undertaking one study while
the Atomic Energy Control Board
(AECB), the nuclear regulatory body in
Canada, is conducting an independent
review. Final reports should be issued in
early 1997.
He admits that information available
today about earthquakes and faults is far
more advanced than knowledge available
when Pickering A was designed and built
25 years ago.
Hydro is using the advanced informa-
tion to review the plant's systems. espe-
cially the shutdown, coolant maintenance.
monitoring and containment systems. and
whether they can withstand earthquakes of
magnitude five or higher, he says.
"The information we've received so
far... is generally encouraging," he says.
"There are some things we will go in
and upgrade. We are doing as much as we
possibly can to assure ourselves that Pick-
ering A could withstand an earthquake."
Mr. Alexander says Pickering B. the
newest part of the station, was designed to
the updated seismic standards.
He adds that H}dro has also been mon-
itoring seismic activity in southern
Ontario for years but has not found the
same amount of activity as did Prof.
Mohajer's study. A fault in the Hamilton -
Burlington area shows more activity than
the ones around Pickering, he says.
"There is not as significant an amount
of activity as his data seems to he suggest-
ing," Mr. Alexander says.
The AECB and Prof. Mohajer's depart-
ment will both make presentations on
earthquakes at the Aug. 22 meeting of the
Pickering hydro liaison committee which
will meet at 7:30 p.m. at the plant's infor-
mation centre.

New crosswalk signals in Pickering
A new pedestrian crosswalk signal, the first of its
kind in Durham Region, is now in place at the Pick-
ering intersection of Oklahoma and Eyer Drives. Giv-
ing it a try are (from left) Stephen Brake, traffic and

Cops make arrest in two-year-old bank heist

years ago.
Following a year-long
joint investigation involv-
ing Durham Regional
Police, Kingston and
Ontario Provincial Police.
Durham robbery detectives
arrested Mitchell "Mickey"
McArthur at Kingston Pen-
itentiary Thursday in con-
nection with a Jan. 26,
1994 armed hold-up at the
Toronto -Dominion Bank at
1822 Whites Rd. in Picker-
ing.
The robbery occurred
around 4 p.m. when a
masked bandit entered the
bank and indicated he had
a gun in a bag he was car-
rying.
After being given a
quantity of cash, the man
fled from the bank parking
i lot in a gold -colored car.
About 15 minutes after
the robbery, a vehicle fit-
ting a description of the
getaway car was found by
police fully engulfed in
flames at the bottom of the
Rouge Valley near the
Pickering -Scarborough
border.
The car, which had been
deliberately set on fire,
was stolen in early January
from a Pickering car deal-
ership.
Shortly after the get-
away vehicle was found,
three citizens were robbed
of their car by a man
claiming to have a gun.
The car was later found on
Sheppard Avenue, about
two miles west of where it
had been stolen.
No one was hurt in any
of the incidents.
An Oshawa provincial
court became an armed
fortress Friday morning as
Mr. McArthur appeared
briefly in bail court.
A team of heavily
armed Durham Regional
Police Tactical Support
Unit officers stood guard
outside the King Street
East courthouse holding
machine guns as a hand-
cuffed Mr. McArthur was
escorted into the court.
The public was ordered
to leave the small court-
room and a search was
conducted of the prisoner's
box as part of tight securi-
ty measures.
A moustached, clean-
shaven Mr. McArthur
waived a reading of the
charges against him and
was detained in custody.
He has been charged
with four counts of rob-
bery, two counts each of
using a firearm while com-
mitting an offence, wear-
ing a disguise while com-
mitting an offence and
arson, and one count each
of possession of a firearm
while prohibited, posses-
sion of a prohibited
weapon and possession of
stolen property.
He is to appear next in
court on the additional
charges Aug. 7.
Mr. McArthur and his
brother Angus face more
than 40 separate charges,
including attempted mur-
der, in connection with a
robbery and gun battle at a
Port Perry bank on Oct. 20,
1994.
Three police officers, a
bank manager and a real
estate agent were hit by
bullets during the
shootout.
Both remain in custody
at NVhitby Jail awaiting a
pretrial Tuesday at NN'hitby
Ontario General Division

man. She did not require
medical treatment.
The assault was appar-
ently motivated by the sus-
pect's suspicion that the vic-
tim "stole some crack
Cocaine from his mother,"
the sergeant says.
As of press time Friday,
Police were trying to track
down the suspect, who had
fled from the residence by
the time officers arrived.

Ensure all students
get the point
As mangy as 5,000 students in Durham Region
may not be allowed into class this coming school
year for failing to receive provincially -mandated
measles booster shots.
Why?
The school vear is only four weeks away. so
much more must he done, quickly and efficiently.
to ensure that all who can take the vaccine can do
so.
A month-long clinic is being held in one loca-
tion in Durham -- in Ajax -- for the necessary
inoculation. But even when you preclude those
who cannot be inoculated for religious, philosoph-
ical or medical reasons -- there are still thousands
who face an uncertain academic future because
they haven't yet received their shot.
Mare, much more, information should have
been prop ided by land the costs shared between)
the Province and the regional health department to
spread the word in communities across Durham.
For instance, few are aware that family physicians
can provide patients with a measles booster shot
which will meet provincial requirements and allow
them to attend class. To its credit, health depart-
ment officials have been busy contacting those
families whose children haven't vet received the
vaccine to encourage them to turn out.
But, Durham's health department has chosen to
make only one location available for the so-called
pure measles vaccine. What of those students who
may live in Port Perry, or those in rural Brock
Township?
Surely Region officials could easily -- and with-
out much additional cost -- find facilities to create
rotating clinics to make access to the required
inoculations much easier. The same staff at work
at the Ajax clinic could be included in the rota-
tion.
And accessibility is the key to vaccinating as
many Durham Region students as possible. By
bringing the clinic to communities around the
Region parents can ensure their child or children
are properly vaccinated against the measles.
Time is short. If Durham's health department
and school board officials want to avoid a storm of
public complaints, they would do well in August
to take their show on the road.
If it's important to have these kids vaccinated
before September, it's important they be given
every opportunity to do so.

Common sense
should prevail
in crossing new
bridge
To the editor:
A, an experienced. considerate
cyclist I question the need for signs stat-
ing cyclist~ must dismount before cross-
ing the new Dufiins Creek hndee. My
main complaint lies in the fact that it
seems unnecessary to dismount in Order
to cross the bridge safely (for both one-
self and others enjoying the Lakefront
Trail).
Are we asked (told?) to walk our
bikes across the bridge because it is
feared we'll speed across and run into
:someone? I see no signs telling
rollerbladers to remove their skates, or
joggers to slow their pace to a walk, yet
an inconsiderate or unobservant skater
or runner could also collide with pedes-
trians, causing injury.
It is obviously not a matter of making
space, since a cyclist on his or her bike
takes up less space than one walking it.
Also, the bridge is no narrower than the
rest of the path, and cyclists are free to
ride along the paved section.
Under normal circumstances there is no
need to dismount and walk one's bike
across the bridge — common sense and
courtesy will allow us all to share the
trail, using our chosen mode of trans-
portation.
I worry some pedestrians who do not
know how to react to a cyclist's presence
on the bridge are allowing themselves
to feel self-righteously indignant simply
because the signs have led them to
believe they have more of a right to
cross the bridge than _yclists. For this
reason I include a pointer on sharing the
bridge, and the trail: Do not jump out of
the way, panic-stricken, or freeze on the
spot upon seeing a cyclist approaching;
instead, move at your walking pace to
your side of the path, just as you would
for an approaching pedestrian. The
cyclist should slow to accommodate
your pace while you are moving to your
half of the path.
I will continue to cross on my bike,
regardless of the number of signs posted
telling rrk to do otherwise. Common
sense and respect should prevail.

Liberals need
lesson in
democracy
To the editor:
It was rerx)ned (July 3 1 ) that the
Liberal Party may opt to go with a coro-
nation process, rather than a democratic
vote, in their -nomination" of candi-
dates. But, the choice in the end may be
left up to the individual provinces. This
is supported by Ontario Riding MP Dan
McTeague. This change of heart is quite
interesting, but understandable.
Mr. McTeague, on a recent radio
show, verified that even if 100 per cent
of his constituents wanted capital pun-
ishment, he would vote against their
wishes in favor of his own views. Now,
Mr. McTeague claims that his -first
obligation... is to (serve his) constituents
in Ottawa". If this were true, why would
he not want to face his constituents who
he has "represented" in Ottawa on issues
such as the GST in a nomination vote?
Secondly, the idea of having the
choice of democracy versus coronation
left up to the individual provinces raises
some interesting doubts. The Liberals
like to criticize other parties, especially
Reform, that they are too regionalist.
How would you define different rules
for different provinces?
If the Liberals won't even let their
members elect their candidates why
should we'?

Workfare
may improve
our province
To the editor:
In simple terms, workfare is a
Ministry of' Social Services program
that intends to use the work capahil-
ity of welfare recipients in exchange
for their payments.
Detractors feel it removes the
right to social benefits of people
who have no ability to work.
Proponents feel it is only right
that people needing assistance
should contribute something in
exchange. If the average person
wants income, they go out and barter
their services for it. It is a trade that
enhances the good will and respect
of the giver and receiver.
if workfare was unsuccessful as a
social program, there would be addi-
tional cost of the people needed to
administer the program. The recipi-
ents would be inconvenienced while
proving themselves to be incapable
of working or wanting work. Sonic
jobs that may otherwise be done by
paid employees would he lost to
labor from workfare people at mini-
mum wage. The potential for wel-
fare abuse by recipients is not
reduced. The ret result would be
that everyone loses and nobody
wins.
Ontario, with 1.2 million people
receiving social assistance, needs to
make changes. Too many people are
only taking and not returning any-
thing. They put a strain on the work-
ers funding this province. The social
services budget of $8 billion is not
the total as social assistance health
benefits are in addition to it. These
payments should lead to people
becoming self-sufficient and con-
tributors to the province. Generally
they don't do anything but create
dependence. Any reduction would
benefit all the people in the
province. This must be the objec-
tive.
The gamble in this trial is the cost
of creating the workfare program.
Instead of employing more ex -
politicians and bureaucrats to estab-
lish the program, the people should
be taken from the welfare rolls.
These people really need the work
and have practical experience in the
past system. They, better than any-
one, know what is wrong with the
system.
Workfare may be a great opportu-
nity to improve the lives of social
assistance recipients. It can reduce
costs for a government committed to
taking responsibility for people
unwilling or unable to work. It may
improve our province.

DURHAM - They're not only
golf's new breed, they're the
game's future, and they're getting
into the swing of things in growing
numbers.
The number of juniors (under
IH) playing golf in Canada is
increasing and the evidence can he

At Lakeridge Links golf course
1n Whitby, for example, the num-
her of junior members has almost
tripled this year to 40. A decade
ago, there were 20 junior members
at Oshawa Golf Club. Today, there
are about 70.
"I think there's more availability
for kids and they're accepted more
at golf courses than they used to
he." says Jerry Nemish, golf pro at
Lakeridge Links. "It's become
more family-oriented. A lot of
juniors play with their parents."
A 1991 study conducted by the
Royal Canadian Golf Association
(RCGA) indicates there are
325,000 junior golfers in Canada,
including 257,000 boys and 68,000
girls. More than 30 per cent of that
total, or 99,000, are from Ontario.
The RCGA will update that data
this fall, but expects the numbers
to rise, says Paul MacDonald, the
RCGA's director of membership
development.
"We're anticipating an increase
in the numbers," he says. "The
United States just completed a
1995 survey that shows an increase
of 17.4 per cent in the number of
junior golfers between 1994 and
1995 and, to a certain extent, we
parallel the U.S."
Last year marked the first sig-
nificant increase in the number of
junior golfers in the U.S. since
1989, says Mr. MacDonald.
"We think it's really going to
take off," he says, noting a recent
University of Toronto report antic-
ipates a 38 per cent growth rate for
golf in Canada by the year 2015,
which will include a substantial
increase in the number of junior
golfers.
"The kids are getting interested
and we're trying to make sure
interest stays high," says Mr. Mac-
Donald. "The future of the game is
based on bringing in as many kids
as we can."
The RCGA has several initia-
tives dealing with, junior golf, but
it's also the dedicated work of golf
pros, course operators, interested
individuals and increased media
exposure which has helped popu-
larize the game at the grass roots
level.
There's more organized access
to golf for juniors, in the form of
clinics, camps and tournaments
than there was five, or even 10
years ago.
An example is the High Five
Golf Camp, which was started four
years ago by two physical educa-
tion teachers with a keen interest
in the game. The first camp attract-
ed 15 kids.
Now, registrations are capped at
40, a testament to the rising popu-
larity of the sport among the Sega
generation.
The camp, which runs for one
week at Whispering Ridge G.C.
(adjacent to Lakeridge), gives kids
the opportunity to work on all
aspects of the game, including
rules and etiquette.
The young golfers have two
goals -- to improve and have fun --
in no particular order of prefer-
ence.
Jamie Iantomasi, 13, of
Oshawa, started golfing four years
ago after picking up an old set of
clubs from his father.
"Whenever I hit it good, it feels
good," he says, echoing a senti-
ment shared by golfers of all ages.
For Jessica Hambleton, 12, of
Courtice, golf "is enjoyable.
"It's fun hitting the ball and see-
ing how you can improve," but

says it's also "fun watching other
people golf."
While the High Five camp and
clinics deal with players of varying
abilities, there are other avenues
for more competitive junior play-
ers to pursue.
Durham Region is home to the
Taylor Made Junior Tour, a series
of tournaments, sponsored by the
U.S.-based golf equipment manu-
facturer.
Much like minor ball and hock-
ey leagues. the Taylor Made tour
provides a structured opportunity
for competitive young players
seeking greener pastures for their
abilities.
While the opportunities for
juniors are increasing, golf still
isn't readily available to all kids,
says Mr. MacDonald.
The two major stumbling blocks
for junior golfers are "affordability
and accessibility," he says. noting
the problem is more common in
large urban centres such as Toron-
to, where there's a greater demand
on golf facilities and adults who
pay higher fees effectively force
juniors into a non-playing role.
But that's simply not happening
here in Durham Region, because
local golf clubs realize the impor-
tance of young players, says Mr.
Nemish.
"The bottom line is, they are our
future in the industry -- they're
important to us." he says.

Waves of the Waterfront will hold
three special events aimed at providing
kids with fun while teaching them about
the environment.
On Friday, Aug. 9, there will be an
environmental arts and crafts day for
kids up to ages 12 from 10 a.m. to 2:30
p.m. at Kinsmen Park, at the end of
Sandy Beach Road. Kids will make
nature collages and other crafts.
Then on Wednesday, Aug. 14, young
kids can bring their favorite teddy bears
to a Teddy Bear Picnic starting at 9:30

Goodyear has resolved this situation by ensur-
ing that all current and future savings claims
published by Goodyear are based on the regu-
lar price at which the product is sold in the rel-
evant market area. We have also established an
internal multi -tier advertising review system to
support this commitment.

Rouge Canoe Club won its
recent home regatta over five
other Ontario clubs at Rouge
Beach Park.
The Pickering and
Scarborough paddlers com-
peted in 200 -metre sprint
races in age groups from
beginning peewee paddlers
through the atom, bantam,
midget. juvenile and open
classes. Competing clubs
included Balmy Beach.
Burloak. Mississauga.
Richmond Hill. Toronto
Island and West Rouge. More
than 130 races were held dur-
ing the day.
The West Rouge club won
the regatta with 246 points.
with its closest competitor
amassing 129 points.

The successful applicant will possess a valid Ontario Tool & Die
or Mouldmaker licence. The ability to carry out both TIG and
MIG welding onto tooling surface is critical. Experience in
working on Injection Moulding tooling as well as reading blue
prints are essential. The successful candidate will be required to
work with machining equipment.
MAINTENANCE MILLWRIGHT
The successful applicant will hold a valid province of Ontario
`Lilwright's certificate and will have completed apprenticeship
m that trade. As well, experience working; with hydraulic and
pneumatic systems id required. A knowledge of how to trou-
bleshoot and repair Injection Moulding equipment would be an
asset.
