ing facility:' says Tina Scholl.

tive recreational interest:'
The Town had set aside
$500,000 to build a youth
park on the Ontario Hydro
corridor behind the Pickering
Recreation Complex, which
was to have included a skate-
board facility. Construction
was to commence in 1996 but
the entire project was
chopped out of the budget this
year.

Public help sought for Pickering skateboard park

skateboard park here. And now the department
and a local business have joined forces to get at
least a temporary outdoor park built, but they
need a bit of money and are hoping other local
businesses, community organizations and indi-
viduals will be willing to lend a hand.
Windward Skateboards of Kingston Road
has promised to provide the: labor and expertise
to build it free of charge, while the Town is will-
ing to provide space in the parking lot behind the
Pickering Recreation Complex. The store has
also said it will match whatever money the cul-
ture and recreation department and the kids in its
youth programs manage to raise for the project.
Windward owner Dave Dickson esti-
mates about $2.50 is needed for materi-
als to build seven or eight wo (iden ramps,
curbs, rails and pyramids. If more money
is raised. a better facility can be built. 11w
ultimate hope is to find a spt)nsor willing
to donate or rent out at low cost 50X) to
100X) square feet of space for a year-
round indix)r park. but that's still down
the road.
Mr. Dickson notes skateboarders have
received little support in the way of facil-
ities until now because their activity has
hcen considered a "street sport" arxf has
not been organized. But he says that's

Materials for the temporary facility are
already being purchased and the new park is
slated to open Aug. 1. but the culture and recre-
ation department is essentially going into the
hole with unbudgeted funds in order to get it
built this year. It's hoping the community will
sec the benefits of a park and support the project
financially.
Not only will the park keep a lot of kids busy
and happy, notes Ms. Scholl, but it should give
their parents peace of mind to know they are
skateboarding in a safe place instead of on the
streets.

grateful for a place where skateboarders won't
be unwanted.

skateboarding, but it's banned everywhere. Peo-
ple aren't open to it:'

Region urges area residents
to cut. back on lawn watering

DURHAM — Pick a number, any
ntlntber, then follow the plan.
That's the idea behind Durham
Region's Odd/Even lawn watering
system.
The Region introduced the
Odd/Even program last year to allevi-
ate the burden on the system caused by
lawn watering. According to regional
reports, water use increases by more
than 50 per cent during the summer.
The peak time for water usage is 6
pm.
Under the
Odd/Even sys-
tem, if your street
address ends with
an odd number
(13,53, or 9),
you can water
your lawn only
on odd number
calendar days. If
your street
address ends with
an even number
(012,4,6 or 8), you
can water your
lawn only on
even number cal-
endar days.
According to a
report prepared
by the Durham
Region works
department,
"water usage
increases faster
than population
growth in
Durham."

Lawn water-
ing puts a tremen-
dous strain on the

mer, says Mr.
Pleasance. Dur-
ing one dry spell
in June of last
year, tesidents of
Ajax and Pickering were within 10
minutes of having no water, he reports.
Mr. Pleasance hopes "people's
goodwill and sense of co-operation"
will help the Odd/Even program flour-
ish. The system reduces water use and
will reduce your water bill, he says,
adding most lawns only require one
inch of water per week.
Citing the general public's reaction
to the introduction of the Blue Box
recycling program, Mr. Pleasance
says, "It takes awhile for people to
appreciate the necessity to have pro-
grams like this."
By reducing summertime water
demand, the existing supply can be
used more efficiently and save money
in the long term, he says.

Although GM uses rail, trucking
plays an important role, as the com-
pany exports about 85 per cent of its
product to the U.S.
"By far, trucks are the biggest car-
riers for bringing in parts and ship-
ping
hipping out finished vehicles," says GM

Acceptable times for arrival of
shipments depend on the type of
parts, says Mr. McGregor. Trucks
carrying car seats arrive 150 feet
from the assembly line, and can be
unloaded very quickly. The tucks

tors which truckers can apply to their
travel times, such as winter condi-
tions and road repairs.
But, accidents can shut sections
of Hwy. 401 for many hours.
For now, Hwy. 401 presents the
only viable option for commuters,
and especially truckers. Although the
electronic toll Hwy. 407 is slated to
come as far east as Hwy. 35-115,
there has been no definite timetable
for construction. For those who work
downtown Toronto, the GO train is
beneficial, but, for the many com-
muters who work in the northern
area of Metro, taking the car is the
preferred choice.

will see 12 lanes all the way out to
Clarington, but like Hwy. 407 expan-
sion there's no definitive timetable.
Like most of the road works initiated
by the Province, the west side of
Toronto gets taken care of first.
By the end of 1995,43 per cent of
Hwy. 407 was completed — work
totalling over 5400 million — tak-
ing the road out to Markham.

from Hwy. 407 to Hwy. 401 is a con-
tentious issue surrounding the high-
way expansion. Whitby wants Lak-
eridge Road at the Ajax border to
serve as the link, but the Ministry of
Transportation's preferred route is
about one mile east of Lakeridge.
The issue of alignment of the link
road will be handled by the Trans-
portation Planning and Environmen-
tal Assessment Study.

For children's sake
Let's hope the children win this battle.
The provincial government has taken major strides to
eliminate the problem of delinquent parents when it comes
to support payments.
It is a dilemma that's costing the youth of Ontario in
many ways. Firstly. there is the break-up of the family and
the inherent loss of emotional support from both parents on
an ongoing basis. Secondly. the children can quite often be
missing out on the financial benefit of two parents. It
becomes magnified when one of the parents refuses to live
up to child support obligations. It is not uncommon to hear
of cases where one parent has not paid child support for
years.
This new pian.,which should be introduced as legisla-
tion in the fall and be law by Jan. 1, should be among the
toughest Family Support Plait programs in North America
according to the experts.
Attorney -General Charles Harnick says delinquent par-
ents — 9? per cent of whom are men — -will no longer be
able to get away with shirking their responsibilities".
The law will see lottery winnings of more than $1.0(X)
utilized to pay oft- outstanding support payments: refusal to
renew driver's licences for not paying child support. report
to credit bureaus the names of parents who don't pay child
support. a step that could affect their credit rating and force
them to give up their credit cards. work with the private
sector to find ways of colleLung outstanding support pay-
ments; and establish communication with the Personal
Property Secunty Act so that it will be able to let deadbeat
parents know they are behind in support payments.
These reforms have been yeah in the making and
should go a long way toward solving some of the inherent
difficulties in child support.
Critics of these new ideas say they go tor) far and won't
really change anything. They claim the key to reform is
ensuring there is joint custody between parents, but this is
quite often unattainable leaving a system to overcome
obstacles.
These modifications are cleanng the hurdles and are a
step in the right direction.

Why did near
drowning
happen?
To the editor.
I am w-nung about your coverage of
the near drowning incident at the
Petticoat Creek Conservation Area on
Wednesday, June 26.
Yes, thelifeguards did their job, but
the fact of the matter is that it is their
job! Police officers and firefighters save
lives every day as part of their jobs. I
would rather read about why the inci-
dent happened in the first place.
I find it strange that the park supervi-
sor could not be more specific about
how many people were in the pool at
the time ("300 to 500 ekmentary stu-
dents"). Would you not have to know
that in order to decide how many life-
guards should be on duty? I suspect
that's why we are hearing so much
about the heroics of the lifeguards and
nothing about how or why it all hap-
pened.
I was at that pool about one hour
before the incident and saw three life-
guards in elevated positions around and
in the pool arra and two lifeguards
walking around the edge of the pool. Is
the pool adequately staffed to handle so
many classes of dernentaty children? Is
the pool pr'oPedy marked for tion-swint-
mers? Are other areas of the conserva-
tion area (for example, some places
close to Lake Ontario) safe for school
trips?
As for Mr. Gilkspie's comment
about a `happy ending", perhaps he and

speak to the boy's mother about the con-
dition of her son when she anrivW at the
hospital, about the doctor's comments
on the son's recovery and about how she
felt when she received the trews that her
son nearly drowned on a school trip.

To the editor:
Thank you for your editorial on
Canada Day entitled 'We love her'.
My wife and I were pleased to read
all the kind words you had to say
about Canada. That "Our reputation
is built on charity, on refuge, on
humanity", we are proud to be
Canadian citizens!
After reading your editorial, we
felt good about it until our eyes
glanced over to a cartoon depicting
Quebec Premier Bouchard's effigy,
about to be set on fire, captioned by
the words, "You Celebrate Canada
Day Your Way. I'll Celebrate It
Mine".
This cartoonsertainly does not
promote good harmony with our
neighbors in Quebec. Yes, I know
cartoons are supposed to make peo-
ple laugh, but unfortunately this
type of cartoon does nothing to pro-
mote or the unity of Canada and
contradicts your editorial!

having an affair -- a long-distance affair,
albeit. Don't tell my sweetie. She'd get'

DURHAIM — Almost every-
thing put into a Blue Box in the
Region gets recycled.
And, a lot goes into Blue Boxes
each year.
About 21,000 metric tonnes of
newspapers, cans, baby -food jars,
telephone books, plastic pop bottles,
pizza boxes and other items are col-
lected from Blue Boxes. Around 95
per cent of all households in
Durham have Blue Box service —
either horses with collection at the
curb or apartments with bulk con-
tainers.
Durham's waste reduction man-
ager Peter Watson says 99.8 per cent
of all materials collected is sold and
reused. The remaining 0.2 per cent
is garbage, mostly "plastic bags,
thousands of them".
The Region made about $1.3
million from the sale of recyclable
materials last year. But, the revenue
from the sale of recyclables "vanes,
depending on the material, and the
supply and demand of that materi-
al:' Mr. Watson notes.
In the summer of 1995, the
Region was getting $325 for each
metric tonne of newspaper. Now,
it's less than 540 per metric tonne.
Last year, Durham residents gen-
erated 152,00 tonnes of waste. Of
that total, 21,0(X) tonnes were Blue
Box material and 8.000 tonnes leaf
and yard waste. That leaves 123.000
tonnes of garbage.
The Province has a goal of
diverting 50 per cent of waste from
landfills by the year 2000.
"We're not at 50 per cent yet, but
I think the residents have shown a
lot of interest in waste management
and will continue to be encouraged
to meet the provincial goal:' Mr.
Watson says.
To meet the 50 -per cent goal,
"the Region is exploring every
avenue to assist residents in waste
reduction:' Mr. Watson says. That
includes expansion last year of the
Blue Box program to apartments
and rural areas, promoting 'grasscy-
cfing' and composting, and increas-
ing the number of products that can
be put in Blue Boxes.
Last year the program was
expanded to include boxboard (such
as cereal and detergent boxes),
mixed household paper, catalogues
and magazines.
The Region wants to ensure

processed by the Region will have a
valuable end use, i.e. the product
will be used in some other form,"
Mr. Watson says.
Durham also wants people to
compost sonic kitchen and yard
waste, "although we're not in the
business of selling composters any-
more.
The provincial government
stopped a grant program to munici-
palities to sell composters.
"We're going to continue to pro-
mote the benefits of backyard com-
posting to reduce the waste going to
landfill," he says.
"Organic and Blue Box materi-
als clearly can be reused. There's no
value putting those materials into a
landfill site. Essentially, they'd stay
there for many, many years. In our
case, about 30,000 tonnes are
diverted by residents from going to
landfill or simply buried. It's reused
in the business cycle again.

"Everybody says the best lawns around
are golf courses and they don't bag their
grass." he notes. "Grass is no good in a
landfill."
Far best results with grasscycling:
• Mow the grass when it's dry;
• Make sire the lawnin wer blades are
sharp so clippings are tart fine;
• Cut grass to its ideal height of two to throe
inches to encourage root growth and reduce
'burning' and evaporation;
• Don't let the grass get too long between
caruimgs and remove only one-dtird of die
grass height with each mowng;
• Don't o verwaler as a lawn only needs
about one inch of water a week. For best
reudts, water your lawn in die early -morn-

Clippings provide nutrients to help with
new growth and keep moisture in the soil.
This means you don't have to water your
lawn as often. Once a week is enough, says
Mr. Pleasance.
"Organics and recyclables take
up a lot of space in landfills. There
seems to be a genuine dislike by res-
idents to having a landfill near their
homes. There are genuine benefits
to having materials out of the waste
stream and used over and over. It's
hetter for all of us:' Mr. Watson

The Region also has a compost-
ing facility at its recycling centre on
Garrard Road in north Whitby.

in Toronto for use in sandblast and
fibreglass insulation.
Aluminum and metal cans,
along with plastic pop bottles, are
sent to companies that make con-
tainers and plastic products.
Recycling in Durham began in
the 19"1 as a not -fox -profit initm-
tive, starting in Oshawa and gradu-
ally expanding.
"In the late '80s, it had increased
to such a size, it was beneficial for
the Region to assume responsibility
for the whole Blue Box program:'
Mr. Watson says.
Miller Waste Systems has the
contract with Durham to pick up
Blue Boxes in seven of the eight
communities in the region. Brock
Township has its own contractor.
In addition to residential recy-
cling, the Region is also helping
businesses reduce their waste.
"It's appropriate, with Brock
West (landfill in Pickering) about to
close, for small business to start
looking at waste a little more close-
ly. Where are people going to take
their waste?"
The Region makes available to
companies a video showing how
recycling and waste reduction can
help a firm's bottom line. The
Region also offers a waste exchange
and a directory of recycling mar-
kets.
The waste exchange is a listing
of materials businesses don't want
and of items some companies could
use. For example. one Durham
company had some bubble wrap it
didn't want and another business
used it to make pcx>i covers.

One-third of household waste
shouldn't leave the property
DURHAM — About one-third of the
garbage coming out of your house does-
n't have to go to a dump.
It can be put into a backyard com-
poster and eventually on to your lawn or
garden -
Organic materials, such as kitchen
and yard waste, can be composted and
provide nutrients to plants and soil.
To effectively compost waste:
• Add organic kitchen wastes and yard
wastes in layers. Cover kitchen wastes
with yard refuse to deter unwanted
insects and pests;
• Cut all materials into small pieces. The
smaller the piece, the easier it will break
down;
• Turn the compost pile regularly, as this
adds oxygen, which speeds up the
process and helps prevent odors;
• Keep the pile as moist as a damp
sponge by using a garden hose or water-
ing can;
• Harvest the finished compost and use it
on your lawn or garden.
By composting and recycling, you'll
cut your waste almost in half.
You can compost fruit and vegetable
peels and trimmings, coffee grounds and
filters, egg shells and tea bags, and yard
waste such as leaves, grass clippings,
weeds (no seeds) and garden plants.
Cold wood ash from a fireplace or
stove can be composted. It's best to add
many thin layers to get a good mix. But,
don't compost charcoal, coal ashes or
ash from pressure -treated lumber.
You shouldn't put in a composter
meats, fats, bones, fish, dairy products,
cooking oil or dog and cat wastes. These
products will attract pests and create
odors.

Pickering man barricades himself
in home with baby and ex-spouse
PICKERING —A36 -year-old Pickering man 12:42 a.m. Friday. No one was harmed.

around 10:20 p.m. after a man broke
into the home and locked himself in
an upstairs room with the 18 -month-
old child, Durham Regional Police
Staff Sergeant Al Graham says.
The man wasn't armed, but
appeared drunk and had a history of
violence, says the staff sergeant. He
says a restraining order prohibited the
man from being at the residence.
Police negotiators were able to
coax the man out of the home around

"I'm in the best physi-
cal shape I've ever been
in," Flood told the News
Advertiser shortly before Lisa Flood
beading to Atlanta where
she's appearing in her second Olympics.
She feels she has a legitimate shot at mak-
ing the event final, and possibly earning a
medal.
A good performance in the 100 -metre
breaststroke may earn Flood a berth on the
Canadian medley relay team where she
would compete as the breaststroker on the
squad, which would also include a
freestyle, butterfly and backstroke special-
ist.
Besides Flood, Pickering's Rod Davies
will compete in laser sailing and Kevin
Sally in archery at a later date at the
Games.
Ajax's Nicholas Farrell. of the Canadian
Olympic Boxing Team. will compete in the
71 -kilogram, 156 -pound, light mid-
dleweight division at the Olympics.

ond to cruise to an 8-0
