Mr. Thomson, who had
almost three times the legal
limit of alcohol in his blood
at the time of the accident,
will also have his driver's
licence suspended for five
years after his release from
prison.
Mr. McCluskey
says he understands
the reasons for the
three-year term,
agreed to by the
Crown attorney and
defence lawyer in
exchange for Mr.
Thomson's guilty
plea. This was Mr.
Thomson's first
drinking and dri-
ving conviction, he
has voluntarily
entered rehabilitation and he
had several character wit-
nesses citing his dedicated
community work, Mr.
McCluskey says.
"Based on the constraints
that the legal system operates
under. it is an acceptable sen-
tence. My personal feeling is
it doesn't send out a strons_
enough message. My feel-
ings are much mon; subjec-
tive."
The maximum sentence
allowed under the Canadian
Criminal Cale is 14 years.
Mr. McCluskey says the
sentencing of Mr. Thomson
is another phase: in the diffi-
cult task of dealing with
David's death.
"We did not have to show
up. The sentence would have
been carried out without ... our
family. It was important for
our family to be there.
"It's simply one more
phase of the process. When
you lose your son, it's never
over. One of the comments
the judge made was that our
family died with David.
We're just now trying to
rebuild our lives."
David was a stu-
dent in his second
year of a new envi-
ronmental studies
program at Centen-
nial College in
Scarborough at the
time of his death.
"One of the things
he felt very proud
of was that there
were 7W people
who had applied for
that program and he
was one of 60 or 70 who
were accepted," Mn
McCluskey says.
"He saw it as a great
opportunity. He never had a
chance to fulfill that."
David was an avid base-
ball player and had planned
to raise money for the Amy-
otrophic Lateral Sclerosis
(ALS) Society with a slo-
pitch tournament. His friend
Aubrey Gonsalves is carry-
ing out that dream, planning
the David McCluskey
Memorial Tournament for
this fall, Mr. McCluskey
reports.
A scholarship in David's
name has been established by
the Knights of Columbus at
St. Mary Secondary Catholic
School, which he attended.

AJAX-PICKERING —
A free dessert nearly cost a
waiter more than his job
after his angry boss put a
knife to his throat and
threatened to kill him,
Durham Regional Police
say.
The owner of a restau-
rant in Pickering "took
exception" after he saw a
21 -year-old waiter, from
Ajax, serve a free piece of
pie to a patron Sunday
afternoon, police say.
As the waiter went into
the kitchen to pick up his
jacket after he was fired, the
owner punched him in the
side of the head and held a
knife to his throat, threaten-
ing his life, says Staff
Sergeant Sherry Whiteway
of 25 Division.
The waiter fled the
establishment and reported
the incident to police.

gopal, 43, of Scarborough

time Julie's remains will be
released to her family for burial,
Dr. Cairns said.
Whether the remains will
reveal any clues about her murder
hinges on numerous factors, he
said.
"This obviously isn't a typical
autopsy. Depending on whether
there are useful tissues which can
be sampled, it may or may not be
possible to determine the cause of
death," he said.
"The longer period of time, the
more difficult it becomes to
answer these questions. But there
will be a very thorough process
and we will go to great pains to try
and find the answers to these ques-
tions, given the importance to the
justice system and to the Stanton
family"
Julie, a popular 14 -year-old
honors student at Dunbarton High
School, vanished from her par-
ents' Maury Crescent home Faster
Monday, April 16. 1990.
Peter Stark, the father of Julie's
best friend, was convicted of her
murder two years ago.

Police blitz nabs 70 careless drivers
DURHAM — Seventy drivers were
dinged for fines during a two-week crack-
down on aggressive motorists but Durham
Regional Police are hopeful thousands more
got the message to be more careful.
A special enforcement team designated to
target locations around the region with the
highest accident rates charged 53 drivers with
running red lights and stop signs, and 17 for
speeding and other moving violations during
the blitz.
"It is our belief the tickets issued represent
a potential collision prevented," says traffic
management unit Staff Sergeant Rick Bates.
Regular patrol officers also issued fines

against 100 drivers for speeding and other
moving violations during the campaign.
The campaign was aimed at making people
,'more aware of their driving habits and pre-
venting injuries and deaths which occur on
our roads."
Last year in Durham, 24 people were killed
and more than 2,000 injured in car crashes.
Fight people have lost their lives so far this
year, compared to 12 through the first six
months of 1995.
"It looks like the numbers may be a little
lower this year. Maybe the message is getting
out there," says Staff Sgt. Bates.
During the 1996 campaign — part of a
province -wide program — there were slightly
fewer accidents in the region compared to the
same two-week period last year, "possibly
due to the increased enforcement and public
awareness," says Staff Sgt. Bates.

Shore thing!
Picture this: Your municipal council sits behind
closed doors, quietly debating with a local developer
who wants to build housing. or a plaza. or a condomini-
um complex.
Voices may be raised when the negotiations hit a
rough spot but. ultimately, a deal is reached and the
process begins.
That scenario came and went in the communities of
Ajax and Pickering in recent weeks and this is the con-
sequence: a better waterfront for the citizens of Ajax
and Pickering_. -
In Aiax. the deal involved land owned by a local
developer. The end result is 10 acres have been pre-
served for lakefront use by Ajax residents. No condos
or plazas, just wide-open green space. The developer is
happy (the deal in%olved a land swap). the Town is
happy and citii.ens are the beneficiaries.
In Pickenni'. Town officials have conditionally inked
a deal with the owner of a parcel of land on the east
side of Frenchman's Bay. In that case. Town officials
have promised to seek public input into potential uses
for the land. Preserving it as open space for use by area
residents is likely going to be high on many lists.
In an,. case, each municipal council deserves credit
for pro% iding the option to its citizenrn. In Ajax. Town
officials have kept a promise to help preserve a won-
derfully unique and attractive portion of the lakefront.
In Pickering. officials have managed to preserve a small
portion of bay land Councillor Sherry Senis has
referred to as "Pickering's jewel".
These moves by the two Towns should weaken criti-
cism levelled at both municipal councils in the past
suggesting they are primarily interested in sprawling
development.
In each case. Town officials worked hard -- often in
the background -- to preserve an important feature of
their communities for use by the people who live in the
communities.
Ajax and Pickering have seized the opportunity to
create more attractive lakefronts. For their efforts, we
should give credit where it's due.

may have voted them in, but from what they've been doing

Re: Open letter to Audrey MacLean,
Chairman. Durham Board of Education.
I have just written a cheque for my
final tax bill which has increased $82.52
for the education portion. If I managed my
Personal budget similar to that of the
Durham Board of Education. I would be
unable to pay this increase.
Is it fair and just that other businesses
and organizations must downsize. cutback
and reduce expenses in the current eco-
nomic climate and not the Board of
Education! I don't think so and yet there is
an expectation that unlimited funds are
available from the taxpayers. I also agree
creativity, flexibility, accountability and
responsibility are actions to live by in
today's fiscal climate.
I offer some suggestions: Salary cut-
backs for the director of education, super-
intendents and school trustees, rather than
squeezing the classroom teachers and
assistants who directly affect the students
learning opportunities. How about show-
ing some true leadership and produce an
education budget with zero increase, with-
out waffling, or maybe you need the
provincial government to intervene.

An open letter to the field users of
Cedar Park:
Now that baseball season is upon us,
we can see families and friends cheering
on their young ones as they learn about
teamwork, fair play and the game of base-
ball.
This also means that the influx of cars
to this area will cause parking problems to
the surrounding neighborhoott the Church
of Christ and the Queen's Court apart-
ments have already erected signage in an
attempt to prevent illegal parking on their
property.
The Town of Aiax also has "No
Parking" restrictions on Cedar Street, both
sides from Tudor Avenue to Beatty Road,
and on the west side of Tudor Avenue
abutting the park.
In 1990 the Town of Ajax expanded
the parking area to accommodate vehicles
that were parking on Cedar Street and
Tudor Avenue. All went well until the last
two years and held users were once again
parking illegally for the sake of conve-
nience.
There have been many nights when I
could count a dozen empty parking spots
only to find cars illegally parked on Tudor
Avenue. It has been brought to my atten-
tion that the major cause of this problem
comes when two games overlap. Families
and players for the second game are arriv-
ing well before the first game has been
completed, thereby causing twice as many
vehicles for a short period of time. if this
is the case, I would hope the owners of
vehicles illegally parked would move their
cats as soon as spaces become available in
the parking lot, thereby removing the risk
of receiving parking tickets and showing
some common courtesy to your neighbors.
There have been several times when
the people living on Tudor Avenue cannot
back their vehicles out of their own drive-
ways due to the number of cars parked
illegally. This has resulted in people being
late for work, or other appointments.
Thankfully, there hasn't been a medical
emergency.
I am requesting that visitors to Cedar
Park obey Town parking bylaws and con-
sider the people who live in the area. I
hope everyone enjoys the park and has a
great baseball season.

DURHAM -- You're flushing
good money down the drain each

To help homeowners save hun-
dreds of dollars a year, Durham
Region is slated to start a toilet and
showerhead-replacement program in
September.
The Region will offer the replace-
ments through its water -conservation
program. The goal of the $5 -million
project is to replace 10,000 toilets
over two -and -a -half years.
Water efficiency co-ordinator
Glen Pleasance says an average
house could reduce annual water
usage by about 20,000 gallons,
which translates into savings of
about $225 a year.

Private firmMassive redevelopment of Oshawa
hired to run
Oshawa airport,
BY BRIAN LEGREE -
DUP HA.t_SiAFF_
OSHAWA -- Management of the Oshawa Air
port has been put in the hands of a private company.
City council voted 9-4 Tuesday night to pay
Serco Aviation Services $1.6 million to manage the
airport for a five-year period beginning Sept. 1,
1996. Citv officials say they'll savc 5420,000 by
turnme airport management over to the private sec-
tor. y ff
"It's not just it financial benefit. we'll also lower I
demand on City services." says Mayor Nancy Dia-
mond. "This firm could ,give us additional business
opportunities."
But NVard 6 Resional Councillor Bob Boychyn
wondered why staff members familiar with the deal
weren't on band to answer questions at Tuesday's
council meeting.
"-phis is a major contract being let by the City of
Oshawa." says Coun. Boychyn. "Surely staff people
should be here. Three hundred thousand dollars
(annually) for services and no one here to answer
questions -- I find that highly unusual.
"We're expected to approve a contract tonight
and then ask questions in the future to see if we
made the right decision -- it's quite silly."
But Mayor Diamond told Coun. Boychyn, "We
can answer reasonable questions." Council also j
learned the City's airport co-ordinator, Noel
Hutchinson, was ill and couldn't attend the meeting.
Serco employs 15.000 people and manages 40
airports in 30 countries. including London's
Heathrow Airport, but also brings a strong local
knowledge of the Oshawa Airport. Citv officials
say. Serco currently manages one airport in Canada,
in one of the western provinces. council was told.
The company plans to bring in former Oshawa
Airport manager Sam Kincaid to oversee the transi-
tion process and the proposed new airport manager j
is Jeffrey Hunter. currently the manager of Niagara ;
District Airport, a City report says.
An official with Enterprise Air is optimistic the
move to private management will benefit the air -
"I'm hoping it will be a plus." says Doug Robert-
son. Enterprise Air's chief flight co-ordinator. "On i
the surface it seems great. it's definitely a step in the !i
right direction."
Under the terms of the contract, Serco will per-
form all administrative tasks at the airport, adminis-
ter commercial leases, oversee financial affairs,
supervise airport operations, maintenance and assist
the City with marketing, promotion and public rela-
tions.

Whitby blamed for holding up Hwy. 407 progress
BY BRIAN LEGREE
DIRHA.N1 STAFF
DURHAM -- Whithv is
to blame for the lack of
progress on Highway 407 in
Durham Region, says
Oshawa Mavor Nancv Dia-
mond and City council.
"They've stalled it." says
Mayor Diamond, adding
"Whitby is being a dog in a
rtan,_er. They could hurt
eyery municipality in
Durham, cause us to lose
significant jobs. I think the
Region as well has to stand
up and say 'Whitby, we have
done everything to answer
your concerns'."
City council voted unani-
mously at its meeting Tues-
day to urge the Province to
authorize construction of
Hwy. 407 to Courtice Road.
Oshawa's motion took a jab
at its neighbor, suggesting
"certain actions taken by the
Town of Whitby and its
council have resulted in the
highway project being
delayed beyond all reason-
able time frames."
Whitb,, Mayor Tom
Edwards calls the attack
"nonsense.
"1 urge Oshawa to _,et off
its high horse, look after its
own affairs and leave Whit-
bv alone." he says. adding
Whitby is in favor of Ilw•y.
407's construction to Cour-
tice. but wants to ensure the
town is not divided by a pro-
posed roadway linking Hwy.
401 with Hwy. 407.
Mayor Edwards says the
provincial government -pre-
ferred DM/_ link (east of
Regional Road 23) would
isolate residents in the
Almond Drive subdivision
and create "disaster for the
western portion of the
town."
Instead. Whitby wants
Regional Road 23 (Lak-
eridge Road on the Ajax -
Whitby border) to be used as
the link. to avoid disruption
to residents and future
development.
Oshawa is pointing lin-
gers at %%'hitby because
"council is so desperate for
issues to take off their own
problems." says Mayor
Edwards.
But some Oshawa coun-
cillors say Whitby has gone
too far in its battle with the
Province.
""Co use Regional Road
23 is nuts, it doesn't make
sense to me." says Ward 5
Regional Councillor John
Gray.
"The notion Whithy is
peddling is going to put this
project in jeopardy. Let's get
on with it - that's what this
boils down to."
Ward 1 Regional Coun-
cillor Brian Nicholson
accuses Whitby of holding
Oshawa hostage in the
process.
"I believe Whitby is
entering a delay and stall
mode." he says.
"When two (provincial)
governments sav 'vou're
wrong'. you don't go into the
stall mode. We're not going
to he held ransom in a fit -,ht
between the Town of Whitby
and the Province."
Mayor Diamond says the
407 is critical to Durham
Region's transportation sys-
tem because "the east end of
the Greater Toronto Area is
so poorly served."
Oshawa could potentially
lose "millions in invest-
ment" if the new highway
ends at Brock Road in Pick-
ering and doesn't continue
through to Courtice Road.
says Mayor Diamond.
Copies of Oshawa's posi-
tion on the issue will be sent
to the Premier, Transporta-
tion Minister Al Palladini,
all Durham MPPs, Durham
Region and all its member
municipalities.

The dream of' home ownership is alive and as

home owners may he hesitant to make the move.
"Buying a new home may he po)ssihle a lot sooner than you
think;" notes Bruce Clemmcnscn, past -president of the Canadian
Home Builders' Association (CHBA). "People tend to over-
estimate the downpayment needed to buy a home as well as
the monthly mortgage payments. Many are also
not aware of government programs that make
I possible for people to get into their own s° ❑
homes sooner." i
He adds that on a month-to-month
basis, the cost of owning your own home i
isn't much more than the cost of rental
accommodation. "Homeowners

cent downpayment plan, First Home Loan Insurance, is designed
for people who have the cash flow to manage the ongoing cost of
home ownership but have little cash up front. This option is
available for anyone who has not owned a principal residence
during the past five years, who had to sell a home due to marital
break-up or who took a financial loss on the sale of a home.
Il' you have been investing in RRSPs, the Home Buyer's
Plan lets you use your savings to purchase a home,
up to 520.000 per person or S40.00 per

Visit new home builders in your

you become a home owner. If you order a new

and need to make payment in full. A creative approach to
phasing deposits and construction allowances over several
months may give you just the kind of time and flexibility, you

The truck mounted unit is excellent for cleaning ducts in commercial, residential
and industrial properties. The SUMMER SALE includes a hook-up for $39.95 plus
$5 per vent (minimum 12 vents) and a chimney sweeping service for 549.95.
Dust can be more than just an
annoyance if you don't do something
about it.
Not only can it be a constant source of
work come cleaning time, but it can also
irritate your eyes. throat and cause
breathing problems. That's why more and
more residential, industrial and
commercial customers are calling
Gardiner's Duct Cleaning to tackle this
problem head on.
Sam and his son Scott have been
cleaning heating and air conditioning ducts
for five years and they advise
anyone who has no'

soon as possible.
It's a procedure that
takes very little time
compared to the
amount of time you'll
enjoy clean dust -free
air in your home and
it is further beneficial
in that it reduces
heating and cooling
costs.
The large truck-moun
18 HP vacuum unit shown In
the photo above, packs more power for
those tough jobs they encounter.
The procedure for both is simple.
Sam first closes off your vents and makes
an opening in the main duct. Then, while
the vacuum unit sucks air into a holding
chamber, a hose is put into the upstairs
vents, one at a time, and blows the dust
and dirt into the downstairs unit.
They also use the air snake method
which ensures ducts are completely rid of
dust and debris. The air snake method
consists of a device being inserted into the
ductwork while a mobile head reaches into
every inch of duct work to dislodge dust
and debris.
"Dust will not only affect your health but
ruin furniture and draperies.- says Sam.
"Having your ducts cleaned cuts down on
cleaning and adds life to your furniture,
carpets and drapes."
Sam also provides chimney sweeping at
competitive prices with service that is
always friendly and courteous. Caps and
screens are available to keep out
nted pets.
