PICKERING — A 13 -year-old
Pickering boy suffered minor burns
after he was doused with lighter fluid
and set on fire by two youths Thursday
afternoon.
The boy told Durham Regional
Police he was playing with a friend in a
park bordering on the Rouge Valley in
the Hwy. 2 and Altona Road area
around 4 p.m. when two young men
emerged from a wooded area and start-
ed approaching the pair.
The victim, of Parkdale Street,
heard one of the older teens say "Let's
get them;' and the two started chasing
the other boy, police say. When the

led him to pay particular attention to
that one little boy as he sat atop his
guard tower at the Petticoat Creek
Conservation Area pool Wednesday
afternoon.
" I was just scanning and he was
playing. He just seemed to be jumping
and not swimming:' recalls the IT
year-old Pickering lifeguard.
But it was a good thing the boy
caught his eye, because the next time
the lifeguard looked he was under the
water and not coming back up. Mr.
Burgess immediately blew his whistle
to alert the other lifeguards and was
quickly on his way into the water to
get the boy.
The child's feet were near the hot -
tom of the pool, which was about five -
and -a -half -feet deep, and his head was
submerged about six inches under the
surface when Mr. Burgess got to him.
He and lifeguards Karen Schmidt
of Pickering. Joanna Triaki of Ajax
and Sarah McCaul of Scarlxlrough
acted quickly to get the II -year-old.

"After we found out he would be
okay, it was a good feeling knowing
everything we had been taught had

student information in pub-
lic budget documents in
April.

at their last meeting of the
school year Monday that a
review of the matter deter-
mined the publication of the
names of troubled students
wasn't deliberate. Because
apologies have already been
issued and no questions
have arisen since the inci-
dent, nothing further needs
be done, he said.
However, principals and
administrative staff will be
reminded of the importance
of safeguarding confidential
information.
Several letters written by
students in support of
school-based counsellors
were inadvertently included
in information handed out
to the public and media with
budget information. The let-
ters contained some person-
al information about the stu-
dents who'd turned to the
counsellors for help.

DURHAM — Durham Region
Chairman Jim Witty is a "lazy
layahout" who's full of "bull".
So say friends and colleagues who
came here Thursday night not to praise
the former Ajax mayor but to roast
him instead at a fund-raiser for Ajax -
Pickering General Hospital.
Attended by about 300 people at
the Pickering Recreation Complex, the
event raised more than $37,000 to buy
stretchers.
Among the roasters were former
Ajax Councillor Joe Dickson, Durham
West MPP Janet Ecker, Uxbridge
Mayor Gerri Lynn O'Connor, Durham
Regional Police Chief Trevor
McCagherty, and the three assistants
Mr. Witty has had over his political
career — Gale Mossman, Cherry
Sevignv and Virginia MacLeod.

PICKERING — A 15 -year-old who went AWOL from a
Pickering facility for troubled kids was nabbed by police in
Whitby Thursday night after a break-in at a pizza parlor.
The youth was reported missing around 9:30 p.m. from Fer-
nie House on Ronebank Road when he failed to return to the
open custody facility before curfew, police say.
Police picked up the youth shortly before midnight follow-
ing a break-in and theft at a Square Bov outlet on Athol Sturet
in Whitby. TTFe owner called police around 10:30 p.m. after a
thief slipped in through the back dor of the huffiness and stole
a money hag containing cash from the counter, police say.
The owner managed to retrieve some of the money. intend -

cousins went to the polls. scratching out the countr-,'s
future with their pencil leads, we watched with bated
breath as their answer rose up atxne the maddened
crow ds.
'Non' echoed across the countrv. And we learned a les-
son.
I)Lspite the br \ado that is inherentIN Canadian. we do
care about this fine countr-, and what becomes of it. And
we do want it to remain the whole that it has grown to
since 1867.
This is without a doubt the finest co entry in the world to
live in, to work in and to raise a family in.
Mistakes, we've made a few. But we learn and we
more on.
Our reputation is built on charity. on refuge, on humani-
ty.
And when our citizens return to Canada from their tra%-
cis, invanabl-, the feelino is that it's good to be home. The
same cannot be said of many, man-, places on this planet.
Canada Is 129 %tars old. She's getting up there, sure
enough. And as such. she commands — vav, deser-,es the
respect and admiration of eery single Canadian. Be they
from our coasts. our prairies or our industrial heartland —
Canadians enjoy a home that is safe from the agony that is
war and rich in natural resources and the food of the earth,
with unexplored potential to ensure prosperity for genera-
tions to come.
These bounties afford us the ability to provide refuge
for others less fortunate. In this, we can take pride and
comfort in knowing that her protective arms are there for
each of us. should we ever need them.
Canada, we love her.

In response to last Sunday's editorial on
the downsizing of regional council, our
readers said:
u "You say in your article hats off to Oshawa councillors
and Mayor Nancy Diamond. I say hats off to Roger
Anderson who brought the motion forward that started
council looking at itself and actually reducing it."
u "Durham Regional Council is too big to begin with.
They should have cut it in half and do it in time for the
next election."
u "The issue isn't just the size of Durham Regional
Council, it's the size of the tax bit they all take out of my
bank account. When you add up town, school board and
(regional) taxes. I'd say we're paying far too much for
what we get back. My taxes have gone up about 30 per
cent in the last 10 years. The value of my house hasn't. My
income hasn't... nothing has. They should be talking more
about reducing our taxes and a lot less about how many

Pickering signs
a gateway to
our wallets
To the editor:
Re: gateway sign for Pickering.
Once again, Town Council has decid-
ed how they can spend residents'
money. I'm not completely against these
'gateway signs', but where do these
councillors get off saying we noel not
one but two of these signs and then
agree to put them in the wrong place" If
these are to be: purchased• one should he
erected as you enter Pickering (at the
Scarborough) border to the west and one
when you are almost halfway through
the town ! What are Mr. Brenner and
Ms. Senis using to think with'?
In keeping with their beautification of
Pickering, these councillors should start
by cleaning up areas that are eyesores
like the hill behind the homes on the
west side of Hillcrest Road. I've been
battling with our local politicians for
more than 20 years and I always get the
same answer, "It is not in our budget".
Does this mean that the residents on
Hillcrest should band together and clean
up someone else's property? Part of this
is owned by the Town and the largest
part is school board property. Is it not
possible that after this many years some-
one would learn to budget for this?
There is so much garbage up there and
some kids in the area must not like the
looks of it, as they have started more
than one fire there. One day there will
nobody around to see these fires and
some of us could be left without a home.
Getting back to this sign situation, if
Pickering wants and needs these signs
but can't afford them, how will they ever
maintain them? Do we have to dig a lit-
tle deeper at tax time to look after these
signs? If so, count the out. This group of
councillors has made more in this town
that is going to be left to fall apart.

Refusal to pay
school taxes
may be only
option
To the editor:
Fin writing in response to Jim
McL:='s letter "What if we didn't pay
school taxes'?", you can title my letter
"Payment of school taxes not a God-
given obligation".
I am one of those taxpayers who
strongly objects to the school boards'
unwillingness or inability to live within
their mean%, and the subsequent slough-
ing off of this failure onto the shoulders of
local taxpayers. Contrary to what Mr.
McLean may think, ridiculing this valid
concern of mine and others, as his letter
does, is not constructive.
He may be entirely comfortable with
the fact that school taxes are now
approaching 60 per cent of one's total
property tax bill, and may feel entirely at
ease paying more every year, but I and
many more people like me are not.
Withholding full payment of school taxes
as has been thought of by myself and
other taxpayers would certainly bring this
concern to the system's attention, but
would cause chaos and ultimately would
benefit no one.
I would suggest to Mr. McLean that
ours is a valid concern, that our patience
and pocketbooks are not unlimited, and
that if trustees, like the one who basically
told me to "get lost" when I tried to dis-
cuss this question, do not change their
attitudes or do not come up with more
acceptable solutions than to simply raise
taxes, then perhaps this refusal to pay up
will become the only alternative.
Perhaps Mr. McLean can spend
some of his time until then gestating
constructive proposals to address this
critical problem.

An Oscar
for Ginette
Ginette No ordover did some-
thing extra special for her dad on
Father's Day this year.
She didn't buy him a tie. She did-
n't place two plane tickets to the
Caribbean in a colorful greeting card.
Ginette wrote her father a letter. it
was probably the best Father's Day
gift he had received in many, many
years.
Her father, Ajax resident Oscar
Beaulieu, isn't much different than
the rest of us. He's worked hard,
raised his family, tried to instill in
them common values. The reward —
one of the rewards — came back in
the form of a letter in his daughter's
own loopy handwriting.
But the letter and what it contains
touches every father who keeps — in
his head and his heart — fond mem-
ories of their children. It's about
times at the cottage, family vaca-
tions, first steps and first words. It's
about Grade 8 graduations,
Monopoly games, rainy afternoons in
the kitchen. It's about going off to
university, walking a daughter down
the aisle, or helping a son move into
his first apartment.
Oscar Beaulieu surely retrieves
these memories once in awhile, pol-
ishes them off, smiles rondly and
then tucks them away again in the
back of his mind for another day.
Ginette's letter on Father's Day
this year would have opened the
proverbial vault, allowing her father
to relive those shared experiences, all
at once. Her memories — like ours
— are the stuff family bonds are
made of.
Memories I have of my father
aren't much different than Ginette's.
I remember dinners alone with him
when my older brother and sister
were busy with their friends.
I remember Saturday morning
hockey games when the sun was
barely up and the night's frost or
snowfall sat undisturbed on his old
yellow Chevrolet Impala.
I can still feel the powerful sense
of love and security I felt the day my
father and I walked along Danforth
Avenue in Toronto when he broke
into a little song and dance as we
walked by a Japanese car dealership.
The commercial jingle went
something like this: "What you'll
always need ... is a Datsun!"
Watching my father do a little
shuffle and recite the jingle, I swear
to this day he actually sang: "What
you'll always need ... is a Dad, son!"
I believed that as my father's son,
and I believe it today as a father
myself. I'll bet Ginette Noordover
does too.

A note from the editor:
Our thanks to a Durham Region resi-
dent who took the time this week to send
us the following narrative. Published in
a 1976 edition of the Swiss International
Auge, its message rings true and clear to
this day. We are pleased to share it with
our readers this Canada Dav weekend.
I am the primitive hunter who first
crossed the Bering Isthmus from Asia. I
came seeking game, and never knew
what I had really found. I am the lonely
explorer who ventured to the edges of a
new world. I am the people of coast and
plain whose history was forgotten before
the invention of History.
I am the Norseman who sailed beyond
Iceland at the time of the Crusades. The
men who returned home, not with Sara-
cen plunder, but with stories of a land
past the sea.
I am the Renaissance navigators who
came in search of gold and empire, and
who discovered a deeper, more difficult
wealth. I am the priests and peasants
uprooted from the old world and replant-
ed in the new as a pledge and a hope.
I am the strip farmers, the trappers,
the traders who pushed hack the curtain
on this green and untried continent. I am
the men who roamed and mapped and
settled, the men who left their sons to the
future and the men who left only their
graves.
I am the steady men who sowed and
reaped, who built lasting foundations. I
am the impatient men who fought with
guns and pens and politics for self-deter-
mination. I am indomitable men who
wouldn't be stopped as they hammered
together a nation.
I have walked this land, ridden, dri-
ven, flown and paddled across her mil-
lions and more millions of miles. I have
blasted her rocks. channeled her water-
ways, survived her snows. I have run my
hands over her face, searching out the
strengths and beauties and moods of my
country. She is rich, wild, potent.
I came from all the world, and come
yet. I came for freedom, and brought
freedom with me. I came in hope, and
brought fulfillment. I came to exploit.
and stayed to develop. I gave myself in
barter for what I sought. In measure as I
have made Canada what she is, she has
formed me to her own needs. Her breadth
and openness have infused me, have
given me a firmer step and a farther look.
I am not the Average Canadian. There
are no average Canadians. and this is my
country's glory. It is the surest measure
of her freedom to be a nation of individ-
uals. people who are Canadian by nature
rather than by decree.
I am a Canadian. and I am deeply
myself. For this privilege I give thanks to
my country. May she never falter, and
may she never swagger. May she realize
her potential without losing her charac-
ter. May she have peace, and may she
give it.
May it always be a proud thing to say:

PICKERING -- Celebrate
your country's birthday at the
big Canada Day bash being held
Monday at Kinsmen Park by the
Town of Pickering, local service
clubs and community groups.
The festivities will begin at
noon and continue to II p.m.
Included are a children's penny
carnival, a softball tourney, a
volleyball tourney, youth sports,
karaoke, bingo, pony rides,
jumping castles, face painting,
mural painting, banana dipping
and a fireworks extravaganza at
10 p.m. There will also be plen-
ty of food and refreshments
with various community groups
offering barbecues, a beer gar-
den, international cuisine, and
traditional favorites such as
candy floss, popcorn and snow -
cones.
An afternoon of shows on
stage from noon to 5 p.m.
includes Puppets with Cindy
Cook, The Amazing Wig -
Magic, Juggling with Mike the
Klecker Head Koehler, Sir
Leonard the Ventriloquist,
Clowning Around with Stewart,
and Face the Music.
At 6 p.m. family entertain-
ment on the main stage begins.
Performers on the bill are Jerry
Archer of KX96, Durham
Regional Police Pipes & Drums,
the Saxcessories (of St. Mary
Catholic High School), Tree Top
Kids, Caribbean Showcase,
Denise Lester Dance Academy,
Junior Garde. Full Count Blues
Band, and County Jamboree. A
greeting from Town Council and
the singing of O Canada will
precede the 10 p.m. Giant Pyro-
musical Fireworks Show by
Concept Fiatlux.
The Pickering youth hand
Alter Ego will perform follow-
ing the fireworks.
Kinsmen Park is at the south
end of Sandy Beach Road off
Bayly Street between Liverpool
Road and Brock Road.
People attending the celebra-
tions are encouraged to park at
the GO train station (on Bayly
just east of Liverpool) or Don
Beer Arena (on Dillingham
Road just west of Brock, south
of Bayly) and get to the park on
the shuttle bus running from the
station and the arena every half-
hour from noon to 6 p.m. and
every 15 minutes from 6 to I I
p.m., with the last bus starting
the return trip from the park at
11 P.M.
The shuttle fare for a round
trip is a loonie per adult, with no
charge for children. Limited
parking space at the park is
reserved for the Pickering Soft-
ball Tournament, though some
will be available for $2.

Peter Wallace Junior proudly waved the flag when he
became a Canadian citizen earlier this year. His family was
sworn in during a citizenship court in Pickering in May.

butions to be worth the same
as political donations at tax
time.
Ms. Ecker was successful
before the spring session of
the Ontario Legislature ended
in convincing Queen's Park to
approve a resolution calling
on the federal government to
increase tax credits on charita-
ble donations of $200 or less
to the same level as political
contributions.
"The government recog-
nizes the tremendous contri-
bution charities make towards
the betterment of communi-
ties.
"We can now work to
increase the support they
receive," Ms. Ecker says.
On a $200 donation, a per-
son receives a S150 tax credit
for a political gift, but only
S53 for a charitable contribu-
tion.
Charitable tax credits fall
under the federal govern-
ment s jurisdiction, so Ottawa
would have to change the
Income Tax Act.
With the passing of Ms.
Ecker's resolution, the provin-
cial Treasury will consider
bringing the matter up with
the federal Finance Depart-
ment.
Ms. Ecker says the Liberal
government indicated in the
last federal budget it was
interested in increasing the tax
credit for charitable dona-
tions.
"Charitable organizations
and the work of volunteers are
a vital part of Ontario's com-
munities that serve the needs
of many individuals and
enrich the quality of life we
enjoy in Ontario," Ms. Ecker's
resolution noted.
"Government pays a lot of
attention to nurturing the pri-
vate sector and the public sec-
tor, but frequently govern-
ment has forgotten and
neglected the volunteer and
charitable sector.
:I've talked to organiza-
tions about how we can
redress this, and encouraging
donors to provide more dona-
tions has been one of the sug-
gestions made to me," Ms.
Ecker said in the Legislature.
The MPP pointed to
research done by the Canadian
Centre for Philanthropy that
shows charitable tax credits
do encourage donors to give
more.
While the federal govern-
ment indicated it might be
interested in making the
changes, Ms. Ecker adds it's
"hard to predict" what will
happen.
"The political willingness
in Queen's Park is there. In
Ottawa, I don't know," she
says.
Picnic for diabetic children in Pickering
PICKERING -- The Pickering Civitan Club
and the Charles H. Best Diabetes Centre for
Children & Youth of Durham Region are hold-
ing a picnic Sunday, July 14 for the families and
children of the Best Centre.
The picnic will run from 1 to 6 p.m. at the
'Maple' picnic site at Petticoat Creek Conserva-
tion Area at the foot of Whites Road in Picker-
ing. It has been organized to coincide with the
75th anniversary of the discovery of insulin by
Drs. Banting and Best at the University of
Toronto and is being sponsored by a number of
companies.
Marlene Grass, a nurse at Ajax -Pickering
General Hospital, started the Best Centre in
1989 after seeing a need for such a facility sup-
porting children with type 1 diabetes and their
families. Located in Oshawa, it is a non-govern-
ment operation funded through corporate and
private donations.

DURHAM -- Public school board
trustees bid farewell to teachers of
the junior kindergarten program the
trustees have killed.
Teachers in the program, started in
January, 1995 but cancelled by the
Durham Board of Education in its
massive budget cuts for 1996-97,
were thanked for their work and
given certificates at the board meet-
ing Monday, three days before junior
kindergarten ends for good.
But trustees made it clear they
expect to see the program for four-
year -olds return when the board's
financial situation improves.
"I'm sure it
will return at
some time,"
said Ajax
trustee Colleen
Jordan. "1
believe the pro-
gram is not
dead, it's just
resting."
Board chair-
man Audrey
MacLean said
the program
might be back
in two or three
years.
Junior kinder-
garten was an
optional pro-
gram but seven
years ago the
Ontario govern-
ment informed
all boards they
would have to
implement it by
1997. Durham's
plans called for
the junior
kindergarten
program to be
phased in over three years. It began
last January in 50 per cent of the
schools and was to be complete by
September, 1997.
But this year, the Conservative
government made junior kinder-
garten optional again and cut fund-
ing for it by 50 per cent.
The board decided it couldn't
afford to continue the program and
cut it for next vear.
