Maple Gate Road resident Saul Glass encountered that confusion last Friday while trying to help a skunk trapped in a cage left out in the sun on a neighbor's Property. A pest control firm had placed the cage on the property to catch wild animals tak- ing up residence under the porch. At 7 am. Friday, Mr. Glass first noticed a skunk in the cage. He left home and saw the animal still there when he returned around 11:30 am. It was in "obvious distress" and was "writhing around in a bit of a frenzy". "These are not isolated incidents," noted Mr. Parsons, adding he had an "album" full of similar photographs. Mr. Parsons also reported a rash of safety-related events at the station in the late winter and early spring, after which a letter was written to Ontario Hydro questioning the effectiveness of the pro- gram it established to deal with similar problems last summer and questioning the utility's ability to analyze the cause of the difficulties. The five events included: * the failure of a valve inside a reactor which caused a major flood of normal water inside it, all resulting from inade- quate and improper procedures; * a breach of containment when an air- lock service side door was left open; * the removal from service of a power level monitoring system at a time when the reactor was approaching a critical start-up stage. "Kiat was a very significant error and Hydro is very upset about it,- Mr. Parsons said in an interview, noting dis- ciplinary action is being taken by the utility against some of the staff involved. The programs implemented by Ontario Hydro to improve worker per- formance haven't been effective, he told the committee. While he reassured the committee the Pickering station is still operating safely, he said the fact the station is "challenging the barriers" of safety sys- tems is increasing the risk of a major accident. Cutbacks. layoffs. attrition are all words used to explain why there are four hundred desks and only AX) workers in some workplaces. After the next municipal election you can throw Durham Region council into the pot of organizations forced to scale back. And it's about time. Regional council has 32 members on it presently. but starting in 1997 it will shrink by four members to 28. It's a good start. More could have been done and should have been done. but at least the attempt is being made by our council. Some will cry that we're not getting proper representa- tion by population; who says we're truly receiving it now? Others will say we'll get lazy politicians in return; listen long enough and somebody will point out the idle repre- sentatives. Hats off to Oshawa councillors and Mayor Nancy Diamond for admitting a change was needed and being amenable to boundary modifications to better serve the cit- izens of Oshawa. The Oshawa contingent could have jumped up and down about being picked on and singled out when council voted to trim three Oshawa regional councillors and in defiance stayed on the sante plodding course. But they didn't. In Clarington the reaction was disappointing as Mayor Diane Harare pointed out the problems with the new sys- tem rather than finding a way to thrive in the future. Perhaps, in time, Mayor Harare and her municipal council- lors will devise a method of better serving Clarington. Don't let your regional councillor tell you this is a bad move. it was the only move Durham could make and it was one that should have been made long ago. Tell your councillor to bite the bullet and get out there working for you, not bemoaning the fact there's been a reduction. If they can't find a way to work within this new system then maybe they shouldn't be part of regional government in the first place. I think it's pretty terrible when someone takes advantage of someone who's that vulnerable. It's a sign that someone who's lost a loved one not to get into a rela- tionship right away. It usually doesn't work out." ♦ "My heart really went out to this man. I, too, have a friend who's going through the same situation right now. When his wife died in 1989 he met a woman, too, and he also had a sizeable bank account. This man also had two small children. They, in turn, got married and the marriage never should have happened. People's attitudes are out of whack when it's pointed out they are illegally parked in a spot reserved for Permit Parking for the Disabled Only. The number -one excuse is, "I was only going to be a couple minutes." So. I come back with "Illegal is illegal and you chose to have my parking spot then maybe you'd like to be disabled for a few minutes at my convenience also." Sherry Senis' statement "it is all wrong" is a drop in the bucket. Pickering needs to smell the roses and come into the 21 st century. The current bylaw reads that, for zero to 100 parking places, zero permit parking spots for the disabled are required. We all know, due to the economy and costs, the argument is 'since we don't have to (create disabled park- ing space) we won't'. This doesn't cut it. One must spend money to make money. We, the disabled, have money to spend and usually end up going to another town to spend it, which is absurd. Most towns have a bylaw that dictates, for zero to 100 parking places, two should be for people with disabled permits. What I heard recently is that if there are 16 spots why should two be set aside for the disabled? So, as a compromise, I suggest there should be one disabled park- ing spot for every 50 spaces. Town hall has spots al right, but Town hall officials admit it's almost impossible to legally get the spot so I don't even have a library card. Re: Parent Councils and CPTA membership For the first time in my life, I'm being discriminated against because of my religion ... and it hurts. I'm an Anglican with a Catholic spouse. I've been an active volunteer since my children started attending a Catholic school in 1990. 1 have been the CPTA vice -chairperson, fund-rais- ing convener, and assisted in several CPTA activities, on school trips, etc. Now in 19%, I'm no longer able to be an active, voting parent. The deci- sion to exclude non-Catholic parents is discriminatory and not in the best inter- ests of our children. I hope and pray those who made this decision will reconsider the issue, so all parents of children in the Catholic school system will have a right to a position and a vote on the Parent Councils and CPTA executives. Cecilia Rzepka Ajax demanding more blood for endless transfusion To the editor: Everyone knows to apply a tourniquet to a bleeding accident victim. There is a direct parallel between an injured victim who is bleeding to death and our nation's state of financial affairs. Premier Harris has recognized that and has cut spending. He has applied the tourniquet, provincially. Apparently, this kind of first-aid strategy is not sophisticated enough for our federal government. On May 21, I attended a Town Hall meeting, put on by Oshawa Liberal MP Ivan Grose to discuss federal budget matters, particularly the GST. Guest speaker Jane Stewart, Minister of National Revenue, wasted no time in confusing con- stituents with dazzling rhetoric and financial wizardry. She explained the GST would stay because once you impose a tax there's no way back. The problem, apparently, is not the tax itself but the name of it — the visibility of it — which is the Conservatives' fault. She assured us the Liberal government can't reduce it, but will rename it, do everything to make it less visi- ble, more compatible, more fair and more friendly. Some of the legislation passed recently by the government seems to defy good business sense, and I wondered if the Liberal Party was- n't using flawed reasoning — jeop- ardizing its credibility — when MPs abandon democratic practices in favor of corporate tactics by ignoring the wishes of con- stituents. I cited three bills for which Ivan Grose voted according to his own 'good judgment' and not necessarily the wishes of his constituents: the gun -control bill, the hate -crime bill, and the sexual - orientation bill. None make sense or serve any real purpose, and they all will cost a great deal of money. The gun - control bill will not curb gun -relat- ed crimes; the hate -crime bill will not reduce hate, but increase it; the sexual -orientation bill will not eliminate discrimination, but will promote hate and turmoil. The lat- ter two bills will overload the courts with cases of little sub- stance, but many accusations and claims. And, the taxpayer will have to foot the bill for the administra- tion and enforcement of these bills. When I wanted to discuss some of the ramifications of these bills, 1 was told to sit down. After all, this was a Town Hall meeting about making us more comfortable with the GST and renaming it, not about cutting costs. The federal govern- ment isn't looking for a tourniquet; it's demanding more blood for an endless transfusion. Those quarrelsome Town councillors can never agree on anything and arc always openly at each other's throats or wielding knives behind each other's backs. Those are criticisms any- one who pays attention to Pickering politics has undoubtedly heard. And it's a perception Sherry Senis shared before she ran for and won the Ward 2 local scat in 1994. One of the rea- sons she wanted to serve on Council was to help change what she saw as a prevailing atmosphere of conflict and dissension. "We started off on the right foot but it started to disintegrate and it's progres- sively gotten worse," says Coun. Scnis. "So far it's been kept inside so we aren't blatantly fighting each other, but it's simmer- ing." She maintains individual councillors are pushing their personal agendas and failing to work together as a team. "Instead of dealing with the business at hand of the Town, some councillors are totally focussed on being re- elected. There's only a cou- pie and you can see by t h e grand - standing w h o they'd be." T h e council- Shenry Senis for says her assessment is shared by the Nevada -based consul- tant the Town recently hired for $29,000 to conduct a review of its operations. "Craig Bradford stated in his verbal report to Council that cliques exist within Council and that they're always unhealthy. He said we don't necessarily have to like each other but we have to work together toward the common good." She says Mr. Bradford told councillors one of the reasons there is so much friction is their assertive personalities. "He said that's good but you have to know how to channel it." Coun. Senis worries the situation may be beyond repair and is damaging Pickering's reputation among its citizens and developers. A think the mayor has a difficult job of it because he's trying to captain the ship and there's threat of mutiny. There's certainly a number of people who are going to go after his job." The councillor believes she has been left outside the loop by her colleagues because she won't "Join their reindeer games. "'Go with me on that one and I'll go with you on this one'. They work that way. They don't bother to include me because they know I won't do what they're doing. I don't go drinking with them after meetings." Ward 3 local Councillor Enrico Pistritto doesn't share Coun. Senis' view that Council has a serious infighting problem and believes the public may have a somewhat exaggerat- ed view of the conflict that does exist. "Historically there have been some bad feelings," says Coun. Pistritto. He cites his own "struggle" with former Ward 2 Region- al Councillor Kip Van Kem- pen, who he says could have contributed much more to Council if he had "kept his little knife in his pocket". Coun. Pistritto believes it's mostly the structure of the municipal political sys- tem — where, for example, getting ahead for a local councillor means defeating his Regional ward counter- part in a civic election — that generates a significant portion of the conflict. He also notes behaviors such as grandstanding shouldn't be all that surprising when a big ego is a requirement for surviving in politics. -If you didn't think high- ly of yourself in this game, with the things that could happen to you, it could destroy you." The view that the situa- tion on Pickering Council has improved is shared by THE NEWS ADVERTISER SUNDAY, JUNE 23,1996 -PAGE 7 MoreI I Page 8 Ward 1 Regional Councillor and 12 -year Council veteran Maurice Brenner. "In the past the problem was some members of Council had difficulty agreeing to disagree and personalities came into play. 1 was guilty of it like many others. You get caught in a scenario where you don't just publicly disagree with someone, but you make snide remarks back and forth." Often, he says, motions were Ma defeated "because someone was mad BrE or they didn't like who it was coming from". When Ward 1 voters sig- nificantly reduced their sup- port for him in the 1991 election. Coun. Brenner took it as a message to clean up his act and learn to stop taking political disagree- ments personally. He says all councillors heard much public criticism about Council infighting and bad behavior during the 1994 election and have made a deliberate attempt to work together better. "I'm not saying every- body's bosom buddies. But people are making an honest effort to get along and com- municate." Coun. Brenner is often the one the fingers are Pointed at by those who ,;omplain about :ouncillors "grand- ,tanding" and play- ing to the media, but he makes no apologies for that. "Every politician is guilty of grand- standing. Every politician obviously desires media atten- tnce tion, being in the finer public eye. I don't mean that's why they get into politics. That's how you market yourself." The councillor maintains the media are valuable tools every politician should know how to use. "I'm probably guilty of having the insight to jump on an issue and know what issues are important to my community. I wouldn't see it as grandstanding; 1 would see it as doing my job." Ward 1 local Councillor Dave Ryan is among those who saw "a lot of infight- stock' of Dissension makes Council `laughing PICKFRING — When he was first elected Ward 2 local Councillor in 1988, says Kip Van Kempen, he had this image of Council as a big rowboat with the politicians at the oars and the mayor at the helm barking instructions. Having spent six years in that boat as both a local and Regional representative, it's a different picture he sees now. "Some of the councillors aren't paddling. One of them has fallen overboard another has taken his oar out and is hitting the councillor in the water over the ]read with it, and another is saying, `let's row backwards', all while the mayor is oblivious." Of course some have said that, during his tenure on Council, Mr. Van Kempen was the one whacking his colleague over the head or trying to push the mayor overboard, but he doesn't see it that way. He notes he used to think Doug Dickerson was the councillor who was the source of all the bickering and fighting, but it continued when Mr. Dickerson was no longer there. Then everyone started pointing the accusing finger at Mr. Van Kempen, who gave up his seat in 1994 to launch an unsuc- cessful bid for the mayoralty. "I'm not on Council and there's still bicker- ing and fighting. How can I be stirring up the pot? I've been out of it for a -year -and -a -half." Mr. Van Kempen says it sttouldn't be unex- pected for the diverse personalities on a coun- cil to fight, but he maintains it's up to the mayor to keep things under control. He points to former Mayor Jack Anderson and former Regional Chairman Gary Herrema as leaders who could keep even the most unruly council members in check. Doug Wellman, who served as Ward 1 local Councillor from 1991 to 1994, recalls things as being "pretty wicked back then" with council- lors all watching their backs. He attributes the dissension to the different personalities of the Council members and believes it led to bad decisions that cost the Town a lot of money. "It just revolves around personalities and how they like to do business. You've got a cou- ple of personalities who like to be high profile with the media and grandstand on motherhood issues. According to Mr. Wellman, during his term it was Kip Van Kempen and Maurice Brenner who most often managed to arouse the ire of their colleagues with their outspokenness and their playing to the media. But, he adds, "each person honestly believes that their style works." Mr. Wellman personally would like to see councillors adopt a more business -like demeanor and notes it's the mayor's job to keep things under control, a task he admits is "easier said than done". Working for the Town of Pickering as its top civil servant was often "like being in a frying pan", recalls Noel Marshall, who retired in 1993 after 17 years as Town manager and 30 years as a Town employee. "I was a pretty ing" on Council before he was first elected in 1994 and he believed it disheartened citizens and discouraged developers. But he main- tains councillors are "work- ing well together now- after making a deliberate effort to improve their image. "There was a realiza- tion on the part of Coun- cil as a whole that we could not a l l o w Dave Ryan that per- :eption to persist," says Coun. Ryan, and he hopes the existing co-operation will not fall apart over the next few months. " I think we're keenly aware that ,:ould happen. There are obvious pressures as you come closer to election time." Mayor Wayne Arthurs says that "for the most pari". Council has done a good job of getting its work done. He doesn't see confli:t anwr councillors to be a ma; problem a n d believes t h e majority of Pick- ering res- idents share his view. .. I think for Wayne the most Arthurs part, as long is it stays healthy and issue -based, some degree of Political tension can he a positive force." The mayor says citizens made it clear in the 1994 election they wanted coun- cillors to work in a "straightforward and posi- tive" fashion. "Every mem- ber of Council ran on that premise and every member of Council understands the consequence if that's not the way they do the Town's business." Durham hard-nosed Town manager and that put me at odds with Council as well as staff on occa- sion." According to Mr. Marshall there always seemed to be some members of Council whe were disruptive and hell-bent on following their own agendas rather than helping to con- duct the business of the Town. He maintains the dissension made it difficult to do long- range planning and budget efficiently, and believes the problem persists today. 'q'here's almost a complete lack of leader- ship politically. If you had a strong person at the top it would get nipped in the bud." Mr. Marshall says Pickering is beyond the point of being the "laughing stock" of Durhan Region. "It's almost a case history of how no to do things." The only remedy, he believes, is for the pub lic to take a stronger interest in Town affair and hold councillors accountable for them behavior and actions. PAGE 8 -THE NEWS ADVERTISER SUNDAY, JUNE 23,19% Councillors behaving normally... for politicians, say leaders of Pickering citizensgroups PICKERING — Heads of local ratepayers' and citizens' groups are appar- ently more concerned about councillors being in conflict with residents than whether the politi- cians are fighting each other. In fact, perhaps because they've been involved in municipal politics, they see Council infighting as part of the game. "Sometimes it's disappointing when personal- ties get in the wav, when the TV cameras get in the way." says Craig Bamford, president of the Liverpool W� 1 into higher positions such as a spot on regional council or the mayor's chair. They compete with each other to get things for their constituents such as Town facilities or a decision against an unwanted new develop- ment. Also fostering dis- sension are the ideologi- cal differences between councillors, he says, with sumc heing very business - minded and pro - development while others >cus more on the interests and desires of their residential con- stituents. Mr. Steele believes one fac- tor which may C o m m u n i t y Dave Steele make Pickerin Association. "I think some grandstanding gets in the way, but that's normal for the political forum. If all seven of them were singing the same song, there would probably be something wrong there too." What Mr. Bamford sees as "more significant" is that in many cases the conflict seems to be between the councillors and developers on one side and residents on the other. Dave Steele, chairman of Pickering -Ajax Citi- zens Together (PACT) for the Environment, believes the relationship between councillors has improved with the most recent term of Council. "I don't think it's as bad this time as it was last time," he says, but adds conflict among council- lors is a "normal thing". In fact, he maintains it's built into the system. "Politics and the infighting is about power and money and nothing else." He notes council- lors compete with each other for advancement 1' more politically fractious than other towns is the fact community associations here are very active and the pressure they exert on Council tends to make issues more politically complicated to handle. Paul White of the Fair- port Beach Ratepayers Association shares the view that the atmosphere has improved on the cur- rent Pickering Council. There's less dissension among members now because they're working together and they've each found their niche in their own wards." Mr. White believes it's "simplistic" and "unreal- istic" to expect Council to operate with very little dissension when so many competing interests are at play. It's personal when councillors start calling each other names and start attack- ing each other's ideas, explains Ms. O'Connor. Some like to be strict and keep discussion to a minimum and some like to give councillors freer rein, she explains, and neither one is bet- ter as long as the business of council ulti- mately gets done in a timely fashion. -If the grandstanding gets to the point where it's making the work of council grind to a halt, then you have a prob- lem."
