to recover $517,000 overpayment

PICKEiiiNG -L The Town has decided to
begin formal legal action against a contractor
reportedly overpaid $517,000 last fall, after a fruit-
less meeting between the firm and Pickering offi-
cials last Friday.
Novacor Construction of Queensville "didn't
have anything realistic to tell us; they didn't have a
cheque," says Ward 2 Regional Councillor Doug
Dickerson. "Novacor demonstrated on Friday an
amazing capacity to lower the amount outstanding
to a point that was no longer recognizable."
The alleged overpayment was made accidental-
ly by Town stafflast f all and the error was discov-
ered by stal"fat the end of March during a review
of' why the entire project had gone IW Per cent
over budget. It was supposed to have cost about
$1.6 million, but Councillors were told in February
the price tag was going to reach $3.2 million. The
overpayment was the result of a failure to subtract
a payment already made by the Town from an
amount owing to the contractor.
The work Novacor was contracted for has not
yet been completed and the Town is not providing
further payment for the job. There is some dispute,
however, over how much Pickering will still be
owed after the job is done. Before the meeting,
Coun. Dickerson estimated the amount owing at
$380,000.

Revved up for a reason
Michael Carter and dad Jim of Pickering were among 1,052 people
who took off from the Pickering Recreation Complex last Saturday for
the Ride for Sight to Fenelon Falls. By the time the 752 motorcyclists
and 277 passengers who left here got to Fenelon Falls, they'd been
joined by another couple of thousand riders. The annual event raised
approximately $440,000 for the Retinitis Pigmentosa Foundation,
which researches a disease that causes blindness and affects more
than 100,000 Canadian children and adults.

cop is now Ontario's top chief
Durham Regional Police Chief
Trevor McCagherty was named Thurs-
day as the newly -elected president of
the Ontario Association of Chiefs of
Police (OCAP).
The chief was elected to the associ-
ation's executive in 1994 and was serv-
ing as vice-president until now.
Chief McCagherty, whose law
enforcement career includes serving on
the Metropolitan Toronto Police force,
Oshawa City Police and later Durham
Regional Police, says the prime task
ahead of him. as head of the association
will be "taking a leadership role in the
Ontario government's initiative to
restruicture policing in this province-"
He says he will strive to ensure the
public's safety and that -police person-
nel remain at the forefrom"
Taking a role in the evolution of law
enforcement is nothing new for Chief
McCaghcrty. During his career with
the Durham force. be- has been second-
ed to the Professional Development
Branch of the Ministry of Solicitior-
General and to the Canadian Police
College as director of the executive
development, experiences which have
taken him across the globe visiting and
working with police forces in other
nations.
The chief's role with OCAP also
includes serving as chair of the Train-
ing Conuaittee as well as the Police
Learning System Advisory Committee,
which is responsible for the implemen-
tation and gover-
nance of training
programs for
police throughout

To the editor:
I write this letter as a concerned par-
ent of children in specialized school pro-
grams.
The Region Board of Education's
recent decision to eliminate busing to
out -of -area schools containing special-
ized education such as French
Immersion and gifted programs is abhor-
rent. Another parent recently said to me,
"If our children were physically or men-
tally challenged, this would not be an
issue. Our children, because they are
bright, are receiving prejudicial treat-
ment." I couldn't agree more. Their
buses have been cancelled. Next year,
we'll begin to see enrolment decline in
these programs and then the board will
see fit to cancel them. Perhaps this is the
goal, anyway.
As a working parent, I don't have the
luxury of transporting my children to
and from school. Will my oldest son lose
his immersion studies certificate in his
final year? Will my youngest lose the
opportunity of taking gifted classes?
Everywhere, companies are downsizing.
Maybe the board should stop protecting
highly -paid staff and start thinking about
the children once again.

Korb's music is true world beat, weaving Chinese,
Japanese. Celtic, Spanish and Caribbean influences into

The Ajax resident, who heads the Kappa Band, has
been developing a substantial audience in the Orient, and
Japan in particular. where in a recent tour he drew a crowd
of' 3,0(X) people to a concert at a Shinto shrine in Kyoto.

For Korb, the Japan tour
was particularly important. As

He was also interested in the technical abilities of the
flute.
"I was intrigued by the sound -- I liked the way you
could bend the notes."
From there his study of the flute extended to many
other cultures.
-A sampling of the flutes he now plays includes the Irish
porcelain flute, sulling of Java, bansuri from India, a North
American Indian flute; ocarina of Chile, cane fipple flute
of Morocco, Romanian pan pipes and Mayan clay
recorder, in addition to the ryuteki and the shinobuc of
Japan.
Korb will perform a sarripfing of his other -worldly
musical mixture at the Oshawa Centre on Saturday to pro-
mote his new album Behind the Mask. The album
includes the artistry of Ajax residents Richard Brown and
Ray Hickey. The album was recorded at Oshawa's Quest
Studios.
While some label his music as New Age, it doesn't
have the largely electronic sound of that genre. Korb says
that's deliberate on his part -- while using real -live musi-
cians and genuine instruments costs more to produce, it's
worth it in the end because it sounds more 'real.'
"We even used a Hammond organ on this album where
we could have used a synthesizer -- and that thing weighs
.about 400 pounds!"
Korb, and some of his band, will be performing the
mini concert at the Oshawa Centre outside Sam the
Record Man on Saturday, June 22 between 1:30 and 4:30
p.m.
