Council cuts
spending to make
up for shortfall
in funding

Councillors have patched up
Pickering's budget to make
up for a staff calculation error
and maintain the freeze on
Town taxes for another year.
At a special meeting last
week, councillors cut expen-
ditures and dipped into
money slated for reserves to
make up for the budget short-
fall they found themselves
with after it was di%Covered
Town staff had not included
$939,(X)O worth of provincial
grant cutbacks in the budget
figures. Councillors had
already approved a prelimi-
nary budget March I I before
the error was found. It has
delayed budget approval for
about a month.
The bulk of the shortfall
was made up with $242000
in unused capital funds lett
over from last year, which
was transferred into the gen-
eral operating fund for this
year, and the diversion to the
general fund of $349,111 in
revenue originally slated to
go into the community facili-
ties reserve fund.
Councillors also cancelled
a design study for an outdoxx
rink somewhx-re in the down-
town area (which was recom-
mended in a downtown plan-
ning study recently complet-
ed for the Town) and a feasi-
bility study for an arts centre.
Each had been budgeted at
$50,000. Town director of
operations Tom
Quinn told council-
lors he would try to
find other ways of
getting the required
work done.
As well, about
$95,(00 worth of
small capital projects
were cancelled,
$20,0)0 was cut from
roads repair and
maintenance, and
$30,000 for fire
department emer-
gency simulations with
Ontario Hydro was also elim-
inated. Mr. Quinn says
Ontario Hydro, which
requests the simulations, will
now be asked to pay for
them.
"We will no longer be eat-
ing that type of cont in our
own budget," explains Mr.
Quinn.
About $60,000 was taken
from the $700,(XX) in tax rev-
enue councillors had planned
to contribute to the capital
equipment reserves in 1996
to start to make up for years
of not putting money in.
However, Mr. Quinn says he
is still going over the budget
with a fine-tooth comb to try
to find a way to put that
$60,0(X) back in.
As of Dec. 31, 1995 the
Town's total reserves stood at
$14,672,604. At the end of
1996, after this year's expen-
ditures and expected rev-
enues have been accounted
for, staff "conservatively"
estimate they will hold about
$13.2 million.

what kind of impact this budget is going
to have in the classroom for a long time.

Major spending reductions this year
include the elimination of junior kinder-
garten, full-time adult education (both of
which had direct funding levels severely
cut by the Province), $2.5 million for
maintenance, $3.5 million for new class
computers (300 will still be purchased)
and technology enhancements, 15 per
cent of administration staffing and
$400,000 for busing.

Almost 200 jobs will be eliminated
this year as a result of budget reductions
about 85 younger teachers, the
remainder in non -teaching staff.
The 1(0)6 property tax bill for each
municipality in the region will increase to
varying degrees.
Final approval of the 1996 budget is
expected at a special board meeting
scheduled for Monday at 7 p.m.

"lacking creativity" in reducing their
spending to offset a six -per cent ($9 -mil-
lion) provincial funding cut.
"I would hope (dishar►ding boards)
wouldn't happen because 1 believe in
local government. But if the school
boards are simply going to act like
auuxnatoms and cut spending ... regardless
of how it affects children in the class-
room, that is unacceptable. If that lack of
decision-making persists, then I would
expect at some point the government
would have to get involved. Is this a seri-
ous, province -wide problem or just
something the Durham hoard is doing,"

Changing
of the guard
They don't fire players, they fire roaches.
Such was the fate of Pickering Nuclear Generating
Station (PNGS) Director Pierre Charlebois when it
was announced this week he would be replaced.
It's an interesting, although not unexpected. turn
of e,ents at the nuclear station, despite claims by
Ontario Hrdro that recent plant -related incidents had
nothine to do with the decision.
Be that as it may. this is a prudent and welcome
move by Ontario Hydro officials.
No one can suggest Mr. Charlebois's management
of the plant was directly responsible for the recent
leak of tritiated water into Lake Ontario, but he still
must bear responsibility both for the incident and the
subsequent failure of PNGS employees to swiftly
notify regional officials.
So too is he responsible for the fact that, in the
words of Atomic Energy Control Board spokesman
Robert LeBlanc, "procedural compliance is still a
problem."
That's Hydro -speak for: "Pickering plant officials
and operators are not following the rules" clearly
prescribed and monitored by the AECB for all
nuclear generating stations.
With the departure of Mr. Charlebois, Ontario
Hydro now has a clear opportunity -- and obligation
-- to renew its efforts at running a trouble-free plant.

wrote to explain why your editorial
comparison of CANDU reactors to
Chernobyl designs was both incorrect

Yes, the plant has problems, but why
did you feel compelled to magnify
them by printing the false Greenpeace
claim as a glaring, front-page headline,

Joanne Duffay and not give her creden-
tials? Just who declared Ms. Duffay an
expert? What are those nine safety
faults common to both stations?
Since your editorial of '93, has any-
one on your staff researched the differ-
ences between Russian and Canadian
nuclear technologies, plant equipment,
training programs, or safety standards?
All I really ask for is accredited
authorities, presenting accurate facts,
reported in neutral style. Instead, you
give sensationalism.

be getting a little blasd about winning lottery
money.

Pickering woman takes
best actress honors
at amateur theatre gala

PICKERING -- A challenging stage
role as an infamous murderess has
earned a Pickering woman amateur the-
atre's equivalent of a best actress Oscar.
Barbara Clifford was presented a
Thea Award as best actress at the Associ-
ation for Community Theatre for Central
Ontario (ACTCO) cereml at the Inn
on the Park in Toronto in mid-April. She
won for her role in Blood Relations, a
production of the East Side Players of
East York.
"It's eery gratifying to receive the
recognition, but it's more important just
to do it. I love acting so much," says Clif-
ford, who's been involved in community
theatre, mainly with the East Side Play-
ers, for the past five years.
Twenty-two dramas produced by the-
atre groups across Central Ontario were
eligible for Thea awards this year.
Clifford was honored for a dual role
in the play written by Canadian Sharon
Pollock. It re-examines the story of
Lizzie Borden. who was charged with
murder in 'Massachusetts in 12+92.
Although Borden w as later acquitted of
the crime. there are still man} lingenng
doubt.. about her innocence.
The first scene in the play is set 10
vears after the: murder, with Li»ic and
her actress friend, who Clifford portrays
early in the play. discussing the events.
The actress then becomes Lizzie Borden
for the remainder of the play and re-
examines the events surrounding the
slaying in an attempt to answer the burn-
ing question: did she or didn't she com-
mit murder?
Clifford says the roles of the actress
and Lizzie Borden were her most chal-
lenging to date, a. Borden was such a
complex character.
"It was a huge role because she oper-
ates on so many levels. She goes through
a variety of changes, so as an actor that's
a nice challenge -- a multi -leveled char-
acter. It's a wonderful role."
Blood Relations ran at East Side Play-
ers on Pottery Road in East York for a
three-week, 12 -performance run in early
March. Besides Clifford's Thea Award
for best actress, the play's director Eric
Newton was judged best director. The
production was also nominated for best
play and for best set design.
It's not the first time in her short act-
ing career Clifford has won a Thea
Award. She was named best supporting
actress two years ago for another East
Side Players production -- To Grand-
mother's House We Go. In that play, she
portrayed Beatrice, an embittered alco-
holic, in a story about a dysfunctional
family.
She became involved in community
theatre after graduating from a summer
course in acting at York University. Clif-
ford has also been involved in behind -
the -scenes theatre work. For the final
East Side Players production of the cur-
rent season called Opening Night, Clif-
ford will serve as the props person.
"Everyone has their interests, but
community theatre really is a group
effort," says Clifford, who's employed as
a medical sales representative. "Some-
times you're on stage and sometimes
you're backstage.,'

She's also performed with several
other community acting groups, includ-
ing the Scarborough Plavers and the
Markham Theatre. She was cast as a
nurse in the Scarborough troupe's pro-
duction of One Hew Over the Cucll

Pickering gymnasts
win 29 meet medals
PICKERING — Ten athletes in the
Pickering Aerials Gymnastics Club's
recreational program brought home 29
medals from the recent Springfest
Invitational Competition in Bramalea.
In the tyro 'A' category, Emilie Belley
finished first overall with gold medals on
vault, beam and floor and a second -place
finish on bars.
In the open 'A' division, Hayley
Veldhoen finished second overall with a
gold medal on floor, silver medals on vault
and beam, and a fifth -place effort on bars.
Sarah Soetens was third overall in the
same category with silver medals on floor
and bars, a bronze on beam and a fifth -
place ribbon on vault.
In the tyro 'B' division, Dawn Marvin
finished third overall, with a second -place
finish on floor, fourth on beam and a fifth
on vault. In the same category, Courtney
Gauvreau finished first on beam and sec-
ond on vault. tier overall finish wasn't
recorded.
In cadette 'B', group one, Samar
Amouri was third all-round, with a silver
medal on floor, bronze medals on vault and
bars and a fifth -place ribbon on beam. In,
the cadette 'B', group two, Erin Paterson
finished third overall with a second -place
finish on bars, a bronze on vault, fourth -
place ribbon on floor and a fifth -place rib-
bon on beam.
In the cadette 'C' category, Gillian
Raymond was fourth all-round, with a sil-
ver medal on floor, bronze on vault, a
fourth -place ribbon on bars and a fifth -
place ribbon on beam.
In the argo 'C' bracket, Kimberley
Dingle finished fourth overall with a silver
medal on beam, bronze medals on floor
and vault and a fifth -place ribbon on bars.
In the argo 'A' bracket. Shannon Sellars
was fourth all-round with a silver medal on
vault, fourth -place finish on bars and floor,
and a seventh -place effort on beam.

'B' team capped off its season
by winning a tournament in
Hamilton last weekend.
Durham West faced a tough
squad from Stoney Creek in
the tournament final. After
three periods of regulation
and one overtime period, the
score was tied 1- l so the game
had to be decided by a
shootout. Nicole Ruta and
Nicole Zorn came to the res-
cue with one goal apiece and
goaltender Quinn Caggiula
stopped two of three shots as
Durham West skated away
with a 3-2 victory. Ruta also
scored in regulation with
assists to Katie Dale and
Stacey Vahey.
The team's first game
against Brampton was also
dose with Durham West win-
ning 3-2. Caggiula came up
big as she stopped a break-
away with only 13 seconds
remaining in the game. Dale
scored a pair of goals and
"Zorn added a single. Ruta
drew assists on all three mark-
ers while Katelyn Sears added
two helpers.
Durham West faced Stoney
Creek in the second game and
had a much easier time than in
