Durham Region Roman Catholic Separate School Board trustees voted Thursday to let principals of individual schools choose whether to maintain the present half-day, everyday fornnat — but without noon -hour transportation — or switch to a full-day, alternate day model. "Which model to adopt will be at the discretion of the principal through con- sultation with parents. This will at Last allow democracy to take place at individ- ual schools," said board chairman Tom Oldman. The elimination of noon -time busing. which saves the board $750,000 for the school year, includes both junior and senior kindergarten students. Staff had recommended JK be converted to the full-day, alternate day format, but several trustees argued the switch would be unfair to sctnools which don't require transportation. "[-his will put some equity in the sys- tem," said Oshawa Wards 3 and 4 trustee Stan Karwow%ki. "Why should a school that doesn't need busing have to age?" Whitby trustee Mary Ann Martin sug- gested the board maintain the half-day model without transportation. Pickering trustee Kevin Ashe called that idea "elitist" and added that many parents without cars would be shut out from the program. Mr. Ashe later apolo- gized for an outburst in which he referred to Ms. Martin's suggestion as repm%enta- tive of "rich Whitby" Ms. Martin raised concerns about lymtmg the onus" on school principals and said the board is unfairly 'passing the buck" for the decision. Allowing parents to make the choice of which J K model to offer — many have made their opposition to the full -clay pro- gram known at recent meetings — could potentially lead to conflicts in school communities where the conserhsus isn't unanimous. The public board backed off a similar idea for its senior kindergarten program for that reason and legal con- cems. "flow are we going to do this? Will it be a straw vote? is it going to be a con- sensus?" questioned Matt Simmons, Oshawa Wards 7 and 9 trustee. "What if you're a parent who is more vocal than others? Does that mean you're going to get your way?" Mr. Oldman admitted the system "clearly is not going to be perfect." But parents in the minority will have to accept whatever program is selected for their school, he said. "If it is 90 per cent to 10 per cent the 10 per cent will have no option. There will be some people who won't benefit from this," he acknowledged in a later interview. Mr. Ashe said the option of keeping the half-day program will only be realis- tic at four schools, where pupils are all within walking distance. The "one-year experiment or trial," said Mr. Oldman, will be reviewed in 1997 to see if the program is "cost neu- tral" in the wake of provincial funding cuts. The board is among the few in the province not to eliminate the program. Decisions on which model individual schools will run are to be made in May following consultation with parents. On the matter of moving Brock North trash, the PACT chairman says the most important measure to ensure no toxic materials will be transferred from there to Brock Voest would be to obtain records on what went into Brock North and get the leachate reports on what is flowing out of it now. PACT has tried to obtain both without suc- ct--w%. The Town has received only a commitment to be shown the leachate reports. It has also won tlx: right to have an MOE inspector at the Brood: North site, paid for by Metro, when waste is being taken out. The inspector is leo ensure no hazardous wastes or other unac- ceptable materials are transferred to Brock West. PmtccoN and proce- dures for examining and/or testing the waste will be the subject of fur- ther negotiations between Pickering and Metro. Mr. Steele describes the provi- sion for an inspector as "a bit of a joke" and worriers how one inspec- tor is going to maintain control of the huge quantities of garbage that will leave Brock Nath every day. -They've had an (MOF) inspec- tor at Brock West fox IS to 20 years and kook what we have there." The land swap that was part of the deal gives Metro the property on the east side that is currently owned by Pickering. The land on the west side is owned by the Metro Toronto and Region Conservation Authority. 1~umily, notes Mr. Steele, PACT and the public have been left to fight alone for an environmental hearing on the transfer of Brcocc North garbage. As a willing partic- ipant in the transfer the Town will no longer he able to demand the MOE- require such a hearing. If there is a hearing, he says, it will be up to PACT, and perhaps other em•iroxurrlental groups and the pub lic, to fight for safeguards and fax the legal bills. Frank Threlkeld Jr., Pickering Tritium leak is just a warning To the editor: The Pickering Nuclear Generating Station (PNGS) pollutes Lake Ontario with cancer-causing tritium as a side effect of its nomlal operation. The mas- sive spill April 15 of 51.8 trillion bec- querels of tritium was another warning signal from the aging accident-prone facility. Water from the Ajax water plant has more tritium because we are so close to the PNGS -- the peak tritium concentra- tions at the Ajax, Whitby, and Oshawa water plants after the April 15 spill were 831, 339, and 18 becquerels/litre, respectively. Will the amount of tritium in our drinking water from the new Ajax water plant cause long-term health problems? We are unwilling partici- pants in a massive experiment by our regional government and the nuclear industry to find out. We, our children, and our children's children are being used as guinea pigs. This is uncon- scionable, unnecessary, unacceptable, and unforgivable. Bob Willard, Ajax Steve Houston Opinion fl♦ A widow awaits us There's a bank account in Toronto 1 today with a balance well in excess of $100,(M. i There's a widow in Pickering today who faces an uncertain Finan- cial future after living through the murder of her husband with little financial compensation. The bank account, of course, is the one people in and around Toronto filled with their generosity to help a woman who claimed to be a victim of crime. The widow in Pickering is Danielle Thomas, whose husband Kenneth was shot dead in September, 1994 so his car could be stolen and used as a getaway vehicle in an Oshawa robbery. In one community, we have a woman whose bogus story resulted in the collection of more than $ i WSXX). In the other, ours, we have a woman who has had insult piled on top of personal tragedy. Pickering resident Danielle Thomas, you may recall, was turned down by her insurance company when she called in the claim after her husband's murder. She then received a miserable $4,250 from the Criminal Injuries Compensation Board because, they said, her claim of ner- vous shock (required to be eligible for the maximum $25,000) is -very, very hard to prove". ` So, here she is, two years later without the husband she built a life with, without the financial means to make a better future for herself and her family, and without prospects. There has already been some pre- liminary talk in the business commu- nity about organizing a drive -- or a series of events -- to help Mrs. Thomas through this black period in her life. I believe there is the will and com- passion in the communities of Ajax and Pickering to provide some of the comfort the Thomas family clearly needs. I also believe that at least some of the money which currently sits in a Toronto bank for a victim who does- n't exist should be set aside for Danielle Thomas. There is no other case I'm aware of today that is as compelling, or as tragic. Here at home, meanwhile, we can do our own part. The family has already been robbed of a husband and father, it has been insulted by a system which simply cannot com- miserate, and it has been all but ignored by the rest of us who are so busy in our own lives. What about it? Can we all help? A company called Shields Snow is close to finalizing a deal with a receiv- er to buy the Verona Mall site here and several other properties in southern Ontario, according to the receiver. Blair Davidson, a senior vice-presi- dent with KPMG Peat Marwick Thorne, the firm appointed receiver, says, "We have a proposal from Shields Snow. They're getting appraisals on all the properties." He can't disclose details of the Shields Snow proposal. The Verona Mall was to be an upscale shopping centre on 19 acres at :Monarch Avenue and Bayly Street, cre- ating 900 full and part-time jobs. The property has been in limbo since January of 199Q when then - owner Maters Management was placed Ther in receivership by the provincial Min- has istry of Financial Institutions (MFI). to su At the time, Maters was seeking area. investors, indicating the Verona Mall was valued at about $170 million. However, Peat Marwick Thorne appraised the property for the MFI and determined the value at between $70 million and $80 million. uc Constrtion stopped once the property went into receivership, leaving the building about 20 per cent complete and the Town with a huge eyesore. Mr. Davidson says Shields Snow is "going to set up a public company, pay taxes on the (Ajax) property, develop the properties. The mortgage holders would own shares. '"IThey're three-quarters of the way through. The agreement.% are there, the appraisals are almost done. Once the appraisals are done and they have financing in place, we'll send (an information) circular to the investors." Between 3,500 and 4,000 people have investmentsin Maters properties. In addition to the Verona Mall site, other properties in the package include a proposed mall in Kitchener and residential sites in Brampton, Innisfil and Mount Albert. Mr. Davidson says the sale could be com- pleted in two to three months. Mayor Steve Parish expects to see "signif- icant developments by the end of this calendar year. By that, I don't mean we'll see anything in the ground. "But, the ownership change will take place and we can have contact with the real owners about what they want to do. You'll see that process start by the end of the year. When you71 see something in the ground, rd only be guessing.0.Overthe years, "'There have been offers on (Mater's properties) the receiver was prepared to accept," Peat Marwick Thorn's Mr. David- son reports. "'The investors' committee strong- ly objected because they felt there were better opportunities out there." When asked if Shields Snow is a better opportunity, Mr. Davidson says, "In my opin- ion. (But) the new investors committee doesn'tfeel so. I don't need the approval of investors, but their input." However, "if the investors are strongly against the deal, it's not likely the courts will agree with the deal. If the courts see it as gen- erous and fair, they will approve it." It's not an if. but when. Whoever buys the prop- crty. to get clear title. they have to bring the taxes up to date." Mater's owner Alberto Dhxouto, his wife Giselle Crispin. Peter Fallon Sr.. his wife Catherine and their son Peter Fallon Jr. were each charged with eight counts of fraud and one cawh of conspiracy to commit fraud. The Fallons were also charged with one count each of accepting a secret commission. Charges against Ms. Crispin and Mrs. Fallon were withdrawn following a prelimi- nan hearing in February. 1994. Tlx: Fallons operated Falloncrest Financial Corporation, which was the mortgage broker for Mater's. Falloncrest wasn't placed in receivership with Mater's, but the MFI revoked the brokerage registration and froze its assets in the fall of the 1990. At the time the charges were laid, police described it as one of the country's largest investment frauds, as investors lost about $ I OC million. OPP Detective Staff Sergeant Frank Raymond says Mr. Do:outo, Mr. Fallon Sri and Mr. Fallon Jr. are set to appear in Ontarie general division court in Welland on May 24 to set a trial date. ; Following the preliminary hearing, Mr. Docouto and the Fallons appealed the verdict to the provincial Court of Appeals. In Febru ary of this year, the appeals court "ruled in th'i Crown's favor" and upheld the fraud, consptr, acy and secret commissions charges, Det Staff Sgt Raymond says. 11The Fallons are now appealing to tl>ti Supreme Court of Canada the Court o Appeals ruling. Youth View -- A Canadian Por- trait is being hosted by the Oshawa - Durham Rape Crisis Centre. The judging panel is looking for artwork which celebrates or pro- motes some aspect of diversity of a cultural, racial, or ethnic Canadian social mosaic. Participants must be currently enrolled in a Durham pri- vate, separate, or public secondary school. Artists can choose their own medium (choice of material, paints, markers, etc.) and the format should be a 18 by 24 inch poster size. The theme can be historical, con- temporary, futuristic or any combi- nation of the three topics. Only one submission per person will be accepted and artwork must be in by May 30. Winners will be announced June 14 and winning entries will be on display throughout Durham Region. First prize is $250, $150 for sec- ond and $50 for third. All three win- ning artists will have their artwork framed. The competition is funded by a grant from the Multicultural Council of Oshawa/Durham. Rene Ansell, in only her second season as a ringette goalie, captured medals in three different levels of com- petition in one season. The Grade 8 student at Vaughan Willard Public School backstopped the Pick- ering tween 'A' squad to a sil- ver medal in the Junior 'B' division in a Markham tourna- ment. The team hosted the Pick- ering Ringette Tournament in February and captured the silver medal. One month later, Ansell led the Pickering tweens to a gold medal at an Oshawa tournament and ended the season by leading_ her team to the bronze at the Pro%in.:ial Ringettc Champi- onships in C a m - bridge. T h c Pickering junior 'A' t e a m , which com- petes in the belle /deb Rene Ansell aB' divi- sion, called upon Ansell for the regional championships in Lindsay on the Easter week- end after its goalie suffered an injury. Participants from the Ajax and Pickering clubs displayed their horse sense to help their teams to the top three positions in a number of compe- tition levels and also won individual spots on regional teams. That's changing with the introduction of cosmetil surgery that can, in most cases, bring back summe shorts for patients. Spider veins are those little red veins that appear at thi skin's surface, usually causing unattractive red or blul discoloration of the skin. They are usually the size of large hair, and can be connected in what doctor, describe as a "sunburst" pattern. Varicose veins are larger, unwanted blood vessels tha rise above the skin's surface. Both conditions can leave the patient with occasional pain that can be a slight throbbing to a burning sensation. Dr. Lilliana Katz, M.D., located in the Ajax Medical Arts Building at 601 Harwood Avenue South, suite 208, has been specializing in treating these conditions with a procedure called 'Sclerotherapy.' The procedure involves a series of injections into the afflicted areas with a solution called Sclerosing Solution. The lining of the blood vessels becomes irritated, causing it to swell and stick together and the blood to clot. Eventually, the veins turn into scar tissue and fade away, leaving a barely noticeable area. Dr. Katz will consult with the patient, and if the procedure is necessary, four to six initial treatments are performed. If successful, the procedure is maintained on an annual basis. However, said Dr. Katz, people contemplating the procedure should be aware that the removal of the afflicted area is not necessarily an overnight occurrence. "There have been people who thought they could see me and then be at a wedding a week later wearing a short dress. If the area is especially bad, it may require a long period of injections to clear up," she said. Dr. Katz also cautions that for severely afflicted areas, there will be a certain amount of bruising before the condition begins to disappear. And, in some cases, the operation might only be slightly successful. During the treatments, patients might have to wear support hose to help reduce the swelling and inflammation. Walking is also suggested to help the healing process. However, for most men and women seeking the procedure, results are quite satisfactory, she said, and those patients are the ones on the cruise ships wearing the shorts.
