PICKERING — Ontario Hydro waited an "unaccept-
able" length of time before informing the Region of a
spill of radioactive heavy water from the Pickering
Nuclear Generating Station Monday night, says
Durham's medical officer of health.
"I'm concerned about the lack of proper notification of
the Region," says Dr. Robert Kyle. '"'lice Region should
have been informed as soon as possible. Twelve hours
later is unacceptable"

Hydro, under fire for delay

overseeing the construction of a new
water supply plant in his town, plans to
present a resolution at the May 6 Ajax
Council meeting calling on the Atomic
Energy Control Board to require Ontario
Hydro to immediately notify Durham
when a spill is detected and to install
around the Pickering and Darlington
nuclear stations lake current meters that
show which way and how fast the cur-
rents are moving.
Station spokesman Jay Amer attribut-
es the delay to the fact not all staff were
aware notification standards set for
informing the Region and outside agen-
cies had recently been improved. Mr.
Amer says notification took place as
soon as station staff realized it was
required under the new standard
The spill occurred at 9:45 pm. Mon-
day but it was about noon Tuesday when
station staff informed officials at the
Ajax water treatment plant of the acci-
dent. The plant was closed at 1:15 pm.
"We had no other information and as
a precaution we shut the plant down
until we were able to get samples and
assure ourselves it was safe to operate."
explains Jack McCorkell. director of
operations for the Durham Region works
de'Irart iwnt. The plant was reopened late
Wednesday afrmoon.
"None of the samples were anywhere
near any health parameter,.. says Mr.
McCorkell. "lucre was no need to keep
it closed. Our reserves were being emp-
tied below aca fxable levels."

in reporting Pickering
The level of radioactive tritium in
water samples from the Ajax plant
peaked at 831 becquerels per lith at 10
a.m. Wednesday. That's below the
provincial safety standard of 7,000 bec-
querels/litre, but well above the 100 bec-
querels per litre maximum ruommerid-
ed in 1994 by the Province's own Advi-
scxy Committee on Ftiviro nniental Stan-
dards and advocated by environmental
gnxrps like Durham Nuclear Awareness.
Tritium levels at the Ajax plant
ranged from 15 to 18 becquerels/litre
between 2 p.m. Tuesday and 6 a.m.
Wednesday, before going up to 750 bec-
quereLs/litre Wedneceiay at 8 a.m. After
the 831 becquerels/litrc reading at 10
a.m., sample levels declined to 650 txc-
que'rels/litre by the time the decision to
reopen the plant was made at 4 p.m.
Wednesday. A sample at 6 am. Thurs-
day indicated a level of just under 400
becquerels/litre.
Samples taken at the Oshawa and
Scartx)rough water treatment plants all
showed tritium levels between 15 and 18
becquerels/litre. Levels at the Whitby
plant were similar until 4:30 am. 'Murs-
day when the reading went up to 339
becquerels/litre, before going down to
160 by 6:30 am.
Ajax and Pickering residents get their
drinking water from the Ajar station. as
well as the Whithy and Oshawa facili-
ties.
Dr. Kele says testing for tritium will
continue "until the levels are either at
background (normal leveLs) or as reason-
ably close to background as possible",
expect by the end of the week.
He'd like to see Ontario Hydro. the
Region and other interested parties get

New vision for Pickering downtown
`important step' in shaping core

PICKERING — A new theatre, art
gallery, revamped Esplanade Park
and a pedestrian -friendly environ-
ment are all part of a new vision for
Pickering's downtown likely to go
before Council for approval in June.
The vision is outlined in the new
Pickering Downtown Core Land Use
and Urban Design Study completed
by consultants for the Town. If Coun-
cil likes the plan, however, the hard-
est part will likely be getting it imple-
mented in an era of cutbacks and aus-
terity.
"It's an important step that we've
taken," says Town director of plan-
ning Neil Carroll.
Not only does this study update
Pickering's plans for the downtown
area for the first time since 1977, he
explains, it also incorporates a new
approach to the task — "perfor-
mance -batted" planning.
Rather than focus on what land and
structures will be used for as tradi-
tional planning does, performance-
based planning focuses on "perfor-
mance objectives" such as making
sure a streetscape gets enough sun or
ensuring buildings are placed to
allow pedestrian access.
The study looked into Pickering's
needs for the next 20 years, a period
over which the town's population is
expected to nearly double, with much
of the population and job growth
occurring within
the downtown
core bounded by
Kingston Road,
the Ontario
Hydro corridor,
Hwy. 401 and
Pine Creek (just
west of Liverpool
Road).
Its recommen-
dations are aimed
at transforming
the downtown
from an automo-
bile -dominated
environment to a
people -oriented
one, with a mix
of business and
commercial uses
and a strong resi-
dential presence.
The major
components of
the new down-
town will
Include:
O A revitalized
Pickering Town
Centre with
buildings and
shops along its
street edges to
create a more
i n v i t i n g
streetscape;
O A new per-
forming arts the-
atre, art gallery
and library near
the civic complex
(Town offices are
expected to even-
tually take over
the existing cen-
tral library);
❑ Realignment of
Glenanna Road to
create a new civic square in front of
the civic complex;
❑ A rebuilt Esplanade Park with
year-round activities — perhaps out-
door ice skating and/or in-line skating
facilities — and a gazebo;
❑ Redesign of Kingston Road into a
'main street';
❑ Realignment and urbanization of
Pickering Parkway;
❑ Widening of the sidewalks on the
Liverpool Road bridge;
❑ Construction of a pedestrian bridge
across Hwy. 401 to the GO station.
The consultants have recommend-
ed the Town establish a Downtown
Committee to oversee implementa-
tion of the plan, and that the cost of
the various projects required be
shared by several parties, including
the Town, landowners, downtown
businesses and other levels of gov-
ernment.
"There has to be dialogue between
business and civic leaders to try to
find a mechanism to bring this
about," says Mr. Carroll, who admits
the task of finding the money for the
needed changes will be "difficult".
But he adds area landowners and
businesses such as the Pickering
Town Centre are already demonstrat-
ing interest by participating in the
planning process.
"They (the mall) realize they have
to put a better face out to the commu-
nity. They're very involved in the
study and they want to pursue it."

available from the Town planning
department (420-4617) for $10, plus
a mailing charge for anyone who
wants one sent out.

The Durham Board of
Education finance commit-
tee recently approycd cut-
ting the school-based coun-
selling program at six high
scht)ols. The counsellors
provide support and advice
f -or students with personal or
family problems and who
are at risk ol*dropping out.
"Our fear is that a lot of
students won't he able to
stay to school without the
support that is being proyid-
ed... We feel wc'yc done a
marvellous Joh at retaining
students over the ,cars,"
says Robyn Preyde. a coun-
sellor at Dunbarton High
School in Pickering.
By eliminating the six
counsellor positions, the
board would save 524().()(X)
over the course of a school
year, or S96.(X)0 tOr 1996.
Howc\er, hoard figures
appear to show the program
pays fur itself, and may
actually produce increased
revenue.
Because provincial fund-
ing to school hoards is
based on the number of stu-
dents enrolled. cvery
dropout prevented increases
the hoards grant level.
A staff study of the pro-
gram notes that per -pupil
funding for 270 students
would equal the cost to
maintain the program:

Trustees have the option
to review the cuts when the
full board votes on its final
budget May 6.

Anna Clark, a school-based support coun-
sellor at Central Collegiate in Oshawa, said
she was "shocked" to see the personal letter,
from students who she has counselled in the
public domain. She said students from the six
high schools which counsellors work at dCCltl_
ed to write the letters after learning trustees
gave initial approval for the elimination of the
program two weeks ago.
"Obviously we are \,cry concerned about
this breach of confidentiality. Students were
aware they were going to trustees, but not it)
the public at large," Ms. Clark said. "When-
ever we're dealing with such personal issue
confidentiality is always guaranteed,
course we are very conccrncd.'

When are the officials who run the Pickering Nuclear
Generating Station ever going to understand the nature of
their obligation to the public?
They want people to trust them, vet always drag their
feet when it comes to releasing information about accidents
at the station. And the message is usually the same: They
had everything under control.
What thev don't understand is that citi/ens want and
have the right to be informed immediately when anything
goes wrong that creates a potential threat to people's health.
In Monday night's spill at the station about 1.0(X) litres
of heavy water escaped from the facility. releasing approxi-
mately I A X) curies (5 1.8 trillion becquerels) of radioactive
tritium into the lake. That a lot of tritium but it's also a big
lake and no danger was anticipated. Testing of the drinking
water has confirmed levels well below the somewhat con-
troversial provincial standard of 7.(XX) becquerels per litre
but well above the maximum of 100 becquerels per litre
recommended in 1994 by the Advisory Council on
Environmental Standards appointed by the Province and
advocated by some em ironmental groups.
It's -vo od that everything seems to have turned out all
right. at least according to the provincial standard, but 15
hours passed before anv notice of the accident was released
to the Region of Durham. The New s Advertiser found out
about it from an anonymous caller almost a full day later. It
was only after a reporter questioned plant officials about the
incident that they issued a press release Tuesday evening.
Station managers hate taken it upon themselves to deter-
mine what accidents at the nuclear facility are w orthv of the
public's attention. But whether to drink the water after such
an accident is a decision people want to make themselves,
especially when the provincial regulations have been the
subject of so much contro%ersN. Its a decision they can't
make if they're kept in the dark.

I know times are tough out there right

Land purchase
on hold due to
meeting delay
To the editor:
It's not only the Metro Toronto Regional
Conservation Authority that wants the
Town of Pickering to share the tab of the
purchase of land on the west spit of
Frenchman's Bay. The residents of
Pickering want the land to come under pub-
lic ownership.
The Friends of Frenchman's Bay organi-
zation has collected more than $1,000
toward such a project. If it were not for a
refusal to hand over the membership list (so
we can hold a proper vote), the Town of
Pickering would have been presented with
the money toward the purchase. It should
be noted that a general meeting has not
been held since 1993.
This refusal has comprised the principles
of the Friends of Frenchman's Bay, not to
mention public trust and the trust of the vol-
unteers who've worked hard to raise the
money.
It's hoped a general meeting of Friends
of Frenchman's Bay will be held by next
month to resolve this problem.

Striking out...
Is 1996 the year of labor strife?

DURHAM -- Clashes with police,
bricks through windows, people
struck down by cars -- welcome to
1996, Ontario. It's only four months
old, but already there has been
enough labor strife to fill an entire
year.
There's been a public service
employees' strike, the Independent
Bricklayers of Canada Local 1 are
currently off the job, the social con-
tract expired April 1 although negoti-
ations arc currently under way, and
later this year, the Ontario Secondary
School Teachers' Federation will
be in need of a new deal as will
General Motors workers.
It seems everywhere one turns,
another deal is up and contract dis-
cussions are the topic of choice
rather than production and service.
Two of the major players in a i
number of the contract disputes
have been the provincial govern-
ment and corporations looking to
reduce costs and maximize profits.
Both are utilizing the "dirty words"
of the day to get the job done: pri-
vatization and outsourcing.
Since they were elected last
year, Mike Harris and the Progressive
Conservatives have been following
through on a promise to wage war on
the monstrous provincial debt.
The moves by the government in
less than one year have left a bitter
taste in the mouths of a number of
people, including Ken Thibeau of the
Durham Regional Labour Council.

unionized labor and probably labor in
general," said the president of the
organization that represents 30,000
people.
"They want to go back to the days
when it was the man/servant act. The
employer was the boss and the
employees were the servants.

It was the main reason for the
strike at two GM brake plants in Day-
ton, Ohio. More than 175,000 men
and women -- including 11,400 in
Oshawa -- were laid off across North
America from the ripple effects of the
two -and -a -half week dispute.
Yet, despite the loss of production.
GM spokesman Greg Gibson reports
the strike did not seem to have any
effect on sales and he docs not expect
a major hit in the coming months.

and overall we're down a little from
the same month last year so there's
nothing you can draw from that," said
Mr. Gibson. "if there's going to be
anything. I guess we'll see it in the
next couple months. We had good
inventories at dealers on average. so
we'll just have to wait and see."
That strike may not have left a dent
in profits, but GM could be facing
another work stoppage later this year
-- this time locally -- when the current
three-year contract expires Sept. 14.
More than 12,000 people from the
Oshawa -based truck, fabrication and
two car plants will be hitting the
bricks if new deal isn't reached.
"Nobody wants a strike, a strike is
your last resort," says Dave Broad -

Union Local 222, which represents
the GM workers. "It would he much
nicer to reach an agreement without a
strike."
But while Mr. Broadbent state` the
union isn't looking to strike, he docs
admit he would like to have that card
in his hand should it need to he
played.
Every three years at the end of a
contract, one of the big three
automakers is picked to do the pattern
bargaining for a new deal. When a
deal is reached, things fall into place
for the other two.
The company will be picked
around Labour Day, and the fac-
tors that arc taken into account are
profits from the previous year,
products being built and the orga-
nization that is picked in the unit-
ed States.
"We're hoping General Motors
will be the target this year."
revealed Mr. Broadbent. "It hasn't
been the target for quite a while
and we have some very strong

If a strike dues hit the Motor

approach to that scenario and to the
possibility that picket stations in
Ontario could he sprouting up again
this year.
"We don't want to speculate on
that. It's a lot of what ifs. What it' a
strike, what if that. I'd rather not spcc-
ulate on am of that."

Durham College prepares forlau'nch
of $30 -million fund-raising campaign

DURHAM STAFF
DURHAM -- Durham College will
embark on a 10 -year, $30 -million fund-
raising campaign next year. the Ncws
Advertiser has learned.
"We've started work on it," confirms
%IarLynn West-Moynes. the school's
executive director of communication
and development. "Early in the new
year we'll be coming to the community
with information on the program."
College president Gary Polon sky
says the campaign is "fundamentally
crucial" to taking Durham to the next
step. of offering integrated college and
university programs, known as the
Durham University Centre.
"I'm pleased (the funds) will be going

to quality. innovation and students
rather than bricks and mortar," says Mr.
Polonsky, adding local residents "need
world-class education at their doorstep"
to ensure their economic futures.
The school hired a consulting firm to
interview 85 business, labor and com-
munity leaders about holding a fund-
raising initiative and 84 per cent advised
the college to proceed with the cam-
paign. says Ms. West-Moynes.
The campaign will he held in two
phases, with the school seeking to raise
$12 million from 1997 to 2001 and
another $1 h million from 2(X)2 to 2(X)6.
The $30 -million goal is ambitious.
acknowledges Mr. Polonsky. adding "If
you don't overstep your reach. you
won't get anywhere important."
The funds will be utilized to improve
information technology at the school,
maintaining state -of' -the -art equipment
in the classrooms; enhancement of
Durham College and Durham Universi-
ty Centre, and creation of a trust fund
for students in need.
The college is planning to implernent
the campaign to minimize any possible
timing conflicts with other community
fund-raising programs and officials are
optimistic the residents of Durham
Region will rally behind the schox)l.
"We believe people will see the rela-
tionship between students getting the
right training and a positive economic
spin-off in this community," says Ms.
West-Moynes. "We're confident it will
be- successful."

Knocker Paving knocks off Papps for Lakeshore ringette title
AJAX-PICKERING — Close games in
the championship finals closed out the
season in the Lakeshore Ladies Ringette
League recently.
In the title game, Knocker Paving edged
Papp's Restaurant 9-7. After trailing 6-3
after one period, Knocker Paving came on
strong to overtake Papp's to win the game
and the championship.
Scoring for Knocker Paving were
Wilma Larochelle with three goals, Lori Ford. Contributing assists were Dana Joanne Carr, Sue Paddison and Karen

Panthers Patterson Insurance six-
year-old mite select hockey team put
it all together to win the consolation
championship at the recent West Hill
Shamrock Tournament.
The Panthers posted a well-earned
3-0 victory over Victoria Village to
capture the consolation crown. The
shutout was earned by Chloe Masse,
who was named most valuable player
for her efforts. It was her second
shutout of the tourney. Steven Koufis,
Chris Paul and Scott Walling scored
for the Pickering mites, with assists to
Ryan Lamanna and Blake Coultice,
each with two, and Walling with one.
After dropping the first game of the
tourney to Wexford (no score was
provided), the Panthers rebounded
with a solid defensive effort to record
a 3-0 victory over the Agincourt
Canadians. Defencemen Adam
Morra, Mathew Frawley, Michael
Morrison, Mathew Kavanagh, Mike
Carrey and Kevin Nicholas assisted
