P R Budget cuts hit Pickering schools By STEPHEN SHAW STAFF REPORTER DURHAM — Public school board trustees will pause to "survey the damage" after approving yet another round of deep budget cuts for 1996. The Durham Board of Education's budget committee chopped another $5 million off the txoard's 1996 expenditures Wednesday night, but trustees will have to carve yet another $9 million off the budget in order to freeze taxes. The second wave of spending reductions brings the total amount of cuts so far to $15 million. Faced with dramatic Provincial funding losses, trustees must find $24 million in savings to reach that tax freeze. As the budget stands today, ratepayers would he hit with an average tax increase across the region of"just over thrcc per cent, or about $40 per household. Tax hikes at the present budget level would range from a low of 0.8 per cent in ' Oshawa to as high as five per cent in Brock. "We're at the point now where we have to stop and look at what impact this is all going to have on our schools before we decide if we want to go any further (with more cuts)," said board chairman Audrey MacLcan. While some trustees arc prepared to Audrey continue swinging the budget axe, "we MacLean have to get a clear vision of just what the final damage is," she said. Staff will pre- sent a report to trustees at next Wednes- day's budget meeting on the implica- tions, in and out of the classroom, of the spending reductions made so far. The Brock North site east of Brock Road near Fifth Concession Road has been closed in 1973 after only oper- ating for one year because of leachate problems. Metro must still pump l:schate from the site and transport it to the sewage treatment plant on the lakeshore. Moving the garbage would mean transporting an estimated 200,000 tonnes to Brock West. As part of S 10 million in cuts for 1996 approved by the budget com- mittee two weeks ago — in what was just the first round of budget reductions for the Year — $170,000 would be removed from the special education budget. Ile cut would result in the elim- ination of 20 Educational Assistants, increasing the student to EA ratio from 164:1 to 172:1. SEAC had hoped that ratio would be lowered this year to 160:1. A few months ago the board went to the Province and asked to have its smoking ban on school property repealed after receiving numerous complaints from homeowners adjacent to schools whose yards were being turned into giant ashtrays. Now the board has made a complete reversal and supports banning smoking on school property. No wonder students are left shaking their heads about some of the moves made by the trustees. It leaves one wondering if the school board really wants to ban smoking. This week the school board stated it is getting tough on students who light up. Good. The school board should be discouraging students from smok- ing. It should be getting tough with kids who smoke on school property. It is, after all, against the law for , oung teens to smoke. Then there is the problem with students littering and being a nuisance to neighbors of schools. '%1'e agree with Whitby trustee Patricia Bowman when she wonders, "How do we sav to the (Province) we don't like your law, and want you to change it and at the same time we want to enforce it?" The Durham Athletic Association is just one example of what is happening in the schools of the Durham Board of Education. This Association organizes cross country, volleyball, basketball, gymnastics, wrestling, folk dancing, and track and field for the students we teach. Last year more than 12,000 students from 91 schools took part in these pro- grams. In total, more than 730 teachers -- 32 per cent of the teachers employed by the Durham Board -- took part in these athletic events. These teachers donated in excess of 60,000 hours of their time for your children. In many other boards school teams are coached by paid community members. The cost to Durham Region for this extra time spent by teachers would be worth well in excess of $1 million. We have only addressed athletics here. All schools have choirs, bands, drama and many other clubs which are organized by teachers outside of school hours. Durham Region students are well served and cared for by their teachers. A Ministry of Health spokesper- son says it's possible a new user pay component of the Ontario Drug Benefit Plan may be in place later than originally expected. "The (Health) Minister (Jim Wil- son) has indicated that it could be July, but nothing has been con- firmed yet," says Barbara Selkirk, spokesperson for the Ministry of Health. The Provincial government announced in its November eco- nomic statement that social assis- tance recipients and seniors receiv- ing the Guaranteed Income Supple- ment will have to pay $2 per pre- scription, starting June 1. Seniors with incomes over $16,000 or a family income over $24,000 will have to pay a $100 deductible plus the 56.11 pharma- cist's dispensing fee, also starting June 1. But slower job growth -- mainly from govern- ment cutbacks -- is expected to weaken the market later this year. "Affordability will remain the dri- ving force in the economy as interest rates are expected to drop further in 1996. Combined with stagnant house prices, the pool of potential first-time buyers will increase." Canada Mort- gage and Housing Corporation (CMHC) market analyst Caroline Par- adis says. The average resale price for a single detached house in the Oshawa census metropolitan area is $138,000, a drop of more than 30 per cent since the peak house prices of the late 1980%, she says. (The Oshawa CMA includes NVhit- by. Oshawa and Clarington. Ajax and Pickering are part of the Toronto CMA.) "The market continues to favor fust - time buyers, as job uncertainty and low equity build-up on homes have delayed move -up buying activity," she adds. The CMHC reports in its spring housing forecast. "The most encourag- ing sign for bousing demand in 1996 is that interest rates will continue to decline. For 1996, prospects are for additional cuts in mortgage rates due to a weak economy and easing inflation- ary pre&qjre&" Metro Toronto's economy is "show- ing definite signs of recovery", with more than 80,000 jobs created since September of 1994. Despite these gains, Toronto still hasn't regained all of the losses suffered during the reces- sion. About 175,000 jobs were lost in the downturn and three-quarters have been regained. However, the job out- look is mixed, as the private sector is expanding, but the government is shritdcing. Many of the jobs created are in manufacturing and financial sectors, but the Toronto economy "depends mainly on service industries (govern- ment, finance, retail trade, professional services, etc.). Growth prospects are more modest in service industries. "Most importantly, the government sector will see substantial job losses," the CMHC forecast states. With this mix of positives and nega- tives, the outcome is difficult to call, but it is very likely that there will be little or no additional job growth this year." Durham Region is a popular destination for peo- ple looking for a new home, ranking fourth according to Statistic Canada figures for 1993-94. The Statistic Canada figures show 6,220 more people moved into the Region than left and most were between 25 and 44, the prime age for home- buyers. The CM1IC is projecting 4.000 people will move to Durham in 1996. But, Ajax thespian Lor- raine Robertson faced the ultimate challenge recently when she took on six roles in A Thurber Carnival, a series of 11 short stories by James Thurber, at a U.S. college. The 21 -year-old was part of an I1 -person cast per- forming the Thurber works late last month at Rosemary Tysinger Auditorium on the campus of Houghton Col- lege in upstate New York. The Ajax High School grad got plenty of work in the production, which included such short stories as The Unicorn in the Gar- den, the Secret Life of Wal- ter Mitty and The Night the Bed Fell.Robertson, who's majoring in psychology with a minor in theatre arts, says A Thurber Carnival was a stretch for her acting abili- ties. Playing more than one character was definitely a learning experience, but . "I'm remaining antonymous because I ear job reprisal," states the writer. "If the rats aren't fed they'll starve to Orth. Ontario Hydro has let this go on r over 10 years now. I cannot believe Ihat such a huge corporation as Ontario 'Hydro could be so cruel and so inhu- mane. Enough damage has been done. These cats have to be rescued. Can you help me save the cats?" However, station management main- tains a cat problem first arose because employees started feeding the cats that used to sustain themselves by feeding on area rodents. The food was being given to or left for the felines near an outdoor patio where employees go to cat their meals in good weather. " Tiley staffed to muhiply because of the increase in the food supply," says station operations manager and health and safety committee co-chairman Mike Williams, and other employees began to complain about the urine and fecal w <cste the cats left in the patio arra. "There are a number of not very pleasant diseases that can be transmitted to humans from cat feces." Station management decided to address the problem at first by asking employees not to feed the cats and informing them of the health risks. "We were fading dishes of cat food out there that people put out. If we could convince popple just to cut off the food supply the cats would disperse." Mr. Williams says there were also worries about the food and cats attracting other animals such as skunks, especially since "skunks in Ontario are notorious for the spreading of rabies". There was one incident of a skunk in the patio area dying an employee- Peep a persisted in feeding the cats, says Mr. Williams, so management told employees they would be disciplined if they were caught giving food to the animals. Whets that didn't stop the feeding an attempt was made to call in the local anknal control department to trap the rats ant they said they couldn't help out because the ani- mals wouldn't be adoptable. Mr. Williams says he wasn't aware the problem has arisen again since the cats were removed last fall. Not feeding the animals is the best in Pickering course of action that can be taken, according to Scott Ure, acting working foreman for Pickering Ajax Whitby Animal Control. "We tell that to everyone having problems with stray cats -- not to feed them," he says, adding there's not much else that can be done with the animals and feeding just encourages them to congregate, breed and multiply." Bank minor atom 'AAA' rep hockey team saved its test hockey of the season for the play- offs after eliminating the Quints Devils and captur- int-, the Eastern Ontario championship. The Raiders strung together 12 games, includ- ing a tournament, without a defeat to end the season. The Raiders prevailed in the final against Quinte. Nu score was provided. Matt Pernerowski and Brett McConnachic led the way as each notched a hat trick. Centreman Derek Lynden completed the scoring after missing most of the playoffs with an ill- ness. Captain Noel Coultice set up two goals, while defenceman Tyler Van Giin also chipped in with two assists. Game three provided lots of excitement in a high - scoring affair. Ajax/Pickering scored twice in the last five min- utes to post a 6-6 tie and keep their undefeated streak alive.
