Citing "consistent under -enrolment;' the plant department report — which won't be made pub- lic until Monday night's standing committee meeting — lists north Pickering's Valley View Public School, four Oshawa schools and one each in Whitby and Scugog Township as quali- fying for closure, according to board regulations, spokesman Mary Brown confirmed Friday. Under the board's regulations, schools teach- ing kindergarten to Grade 6 with fewer than 160 students enrolled (less than 60 per cent capacity) for two consecutive years, and K -R schools under the 200 -student mark, are eligible for closure. The seven schools, four of which are K-6 and three K -K. all meet that criteria, Ms. Brown con- firmed. All of the schools are more than 30 year,, old. In a press release issued Thursday, Oshawa trustee Kathleen Hopper said she is "outraged and disgusted" that the report has not been made public prior to Monday's meeting, when it will go before trustees as an information item. Ms. Hopper accused board staff of "keeping the issue away from trustees and parents affected until the final hour." The report indicates there would be significant financial savings for the board by closing the seven schools, four of which are in line for new gymnasiums at a cost of $1.5 million each, Ms. Hopper said. Ms. Hopper charged staff is "inflating" the dollar figures "to meet their objectives" and that schools listed for possible shutdown in Pickering and Scugog "are being used to hide the blatant attack on the Oshawa schools." Board superintendent of plant Mike Graham wouldn't respond to the charges nor comment on the report's details. That was among the warnings issued at hearings at the Don Beer Arena in Pickering Monday and Tuesday on the future of, nuclear waste disposal. The Environmental Assess- ment Panel Reviewing the Nuclear Fuel Waste Man- agement and Disposal Con- cept has been asked by the Peds to evaluate a proposal to bury nuclear waste, like that produced at the Picker- ing Nuclear Generating Sta- tion, at an undetermined site in the rock of the Canadian shield. Jean-Pierre Olivier of the international Organization for Economic Co-operation and Development told the panel that no country should store radioactive nuclear waste in a way that pre- sumes a stable society will always he there to manage and protect it and ensure it% safety. "Rather, it should aim at bequeathing a passively safe situation which places no reliance on active institu- tional controls." Mr. Olivier said all seven OECD countries currently seeking sites for long-term nuclear waste disposal are working on the presumption the waste needs to be buried underground in some stable rock formation — of granite, clays, or shales and salt rock. No country has chosen a site yet, and he noted the main reason for delays is often Iren opposition from the local population and the public at large. Representatives of the United Church of Canada urged the panel to nix the burial of nuclear waste ,.ntil a number of other steps are taken, including more research into reducing the toxicity of the waste; a for- mal review of the use of nuclear power; and a more thorough analysis of the possible long-term environ- mental effects of burial. .There is at the moment no safe solution to the prob- lem of radioactive waste," said United Church delegate Dr. Carl Ridd. "There are too many uncertainties in the data. The more we know the more unpredictable any one future appears to become." Dr. Ridd questioned the wisdom of proceeding with a huge burial project simply on the basis of computer model- lings, with no "real - world" experience to work from. David Smith of the Canadian Academy of Engineers and Royal Society of Kock Canada warned committing to burial on such a huge scale for such a long period might reduce the possibility for hencficial change and adap- tation in disposal mcthcxfs. "Science and scientific knowledge changes. You will limit your perspective on how to adjust over time." Mr. Smith also noted there is "no matching leveloc of knowledge" on the sial and ethical issues involved in nuclear waste disposal to go with all the technical knowledge that has been gathered on the issue. That quote, from Oshawa trustee Stan Karwowski, speaks volumes about the need for innovation by school boards in the face of education funding cuts in Ontario. Trustee Karwowski was speaking directly to a proposal considering a four-day school week for Catholic school stu- dents in the region as a means of continuing to provide quality education despite drastic cuts. The idea for a four-day school week isn't new. And, research indicates it can provide benefits for students. teachers and administrators struggling with the bottom line. It is an idea school boards in Durham — and Clarington — cannot dismiss out of hand. It means a slightly longer school day. but preliminary research suggests a four-day week results in decreased absenteeism. higher morale. and savings of up to $1 million for school boards annually. Perhaps most importantly, the research indicates there is no negative impact on academic performance among affected students. There is indeed a new reality emerging for Ontario school boards. Consequently, this type of innovation must be investigated. And, parents must weigh the benefits (maintaining existing levels of service, saving tax money) against the potential inconvenience of changes to traditional school weeks. As trustee Karwowski says. drastic times call for drastic measures. In the face of a cumulative $1 billion in education funding cuts, these are indeed drastic times. It is personal care products recycling. Personal care products include diapers and other incontinence products from both institutional (hospitals and nursing homes) and residential sectors. Each child in disposable diapers may use as many as 50 diapers each week, amounting to approximately 15-20 lbs. or 6.82-9.09 kg. of material which can be diverted from landfill each week. This is 0.4 tonnes in a year! When a disposable diaper is removed from a child, it is folded and tabbed closed. It is at this point a conscious decision is made to not put it in the garbage, but to recycle it instead! To do this, simply provide a separate container lined with a see-through bag (this see- through bag allows inspection for conta- minants such as wipes, which belong in the garbage). These special bags are coming to a store near you soon. When the bag is full, a double knot is tied and the bag is either dropped at a local recy- cling depot or placed at the curb with your other recycling. The biggest problem in this area is the lack of a place to drop off these diapers. Unfortunately, the closest depot is in Scarborough. This needs to change! Please let them know that you are interested in diaper recycling! My wife has spoken to our public works department and they say this idea will be proposed to council in the future. Of course, the idea will be approved if it costs less to have a depot than to dump it in landfill sites. Make your call today. Let's all work together to bring diaper recycling to us. Diaper recycling is real! We need your help to get the word out and the diapers in! Wayne and Cheryl Rowe Pickering Hiking fares not fair To the editor: Pickering Council should not imple- ment a "co -fare" user fee for Pickering Transit/Go Transit riders for three main reasons. I . When more people use public tran- sit, car emissions are [educed and air quality is improved for all Pickering residents. Fare hikes discourage public transit use. 2. A "co -fare" payment targets Pickering's poorest residents and leaves the wealthiest untouched. We all pay taxes for building and repairing roads, but only car owners use roads for free. 3. If council believes public transit should be accessible, it shouldn't increase costs further. Commuters already spend $11.80 for a one -day trip to Toronto (GO Transit "Day Pass" from Pickering Station to Union Station is $8.30, TTC two -fare is $3.50). The "co -fare" proposal does not honor a zero -per cent tax — it increases taxes without honor. If you are going to increase taxes, then increase taxes pro- gressively (fairly) ...not regressively ("co-farely"). I've heard and read a fair amount in recent weeks about the j Reform Party's so-called 'Club R' plan for busy party members who work so hard in their ridings to convince us all that Reform offers the government alternative for Canadians. It goes something like this: party faithful are rewarded "points" by Reform headquarters in Calgary for getting Reform recognized by voters from sea to sea to sea. If they, for example, organize a community rally here in Ajax or Pickering, the local riding is awarded points. Prolific writers win points if a member gets a letter to the editor published and leaflet campaigns are also considered. The prize for 'Club R' winners:' I A visit by none other than Preston Manning! Think of it. You join the Reform Party, become active in organizing riding events, deluge the communi- ty newspaper with letters and you get a visit of Papal proportions. Imagine! Another appearance in the riding by Mr. Manning! We'll learn math (Canada dividii - ed by the provinces, times the number of Reform MPs, plus a byelection, equals no Official Opposition status), how to elimi- nate the deficit (and our entire social safety net), how to properly scold independent thinkers, and how to properly say 'Re-foorrrrmm Party . I'm due for another dose of Mr. Manning because the less I see of him, the more his -party's policies manage to creep into my personal tolerance zone. Yet his every appearance serves as an important reminder not, to pay any serious attention to his party's policies. They might say all the right words but they're still just a regional party with a regional vision. As for `Club R', it's a great way to fire up the rank and file troops and keep Reform's profile consis- tently high in communities where they are active. But all of this talk about it keeps bringing me back to one important question: What does the second - place finishers receive? Two visits from Preston Manning? In an effort to promote the use of smoke detectors for fire safety, the associ- ation has gone out and bought 300 of the devices to distribute free to its members, no questions asked. "Even the batteries are in there," says association treasurer Cec Turner. "All you have to do is mount them." Mr. Turner first thought of purchasing the smoke detectors after reading about someone who died in a fire in a home without one. When he suggested it to the association executive they agreed. "It's awful if someone loses a life because of a lack of a smoke detector," he says. Fortunately, the association had access to a fund for community projects it estab- lished about three years ago with money received from the sale of some land to the Metropolitan Toronto and Region Conser- vation Authority. The 300 detectors cost $1,469. Members of the association executive are responsible for distributing the smoke alarms, and about 90 per cent of them have already been handed out. The association's territory includes the neighborhoods south of Vicki Drive to the lake, from the west side of West Shore Boulevard to Hillcrest Road. There'll actually be 14 of the units left over after every household gets one and the association is planning to keep them for new residents moving into the area. Mr. Turner is hoping the Fairport group's project may be an inspiration to others interested in promoting fire safety in their neighborhoods. "My hope is maybe other ratepayers associations or bodies might see it and get the same idea." In the past it was believed that back pain was best treated by bedrest for several days or even weeks. Often by the time the patient got out of bed they were so weak and out of shape the chances of reinjuring themselves was quite high. Today the strategy for treating back pain has changed. It is believed a more active approach of stretching and strengthening exercises is far more effective than bedrest in speeding up the recovery from back injuries. There are several reasons why a more active approach is better. First of all, the spine is constantly being compressed and released as an individual goes about activities of daily living and doing exercise.
