It doesn't make sense but those are the new rules." That being the case, the program is worth saving, even at the increased cost, says Ajax trustee Todd McCarthy. "I think the importance of JK is such that if we are faced with a situa- tion where either way it's going to cost us, and it's sim- ply a matter of a larger investment, then we have to move toward maintaining JK." Town manager Tim Sheffield con- firmed Wednesday there had been a $900,((X) error in the Town revenue calculations presented by staff to coun- cillors when they drew up their prelimi- nary budget. He maintained making, up for the miscalculation "is no( a big deal" and councillors will address the prob- lem at their executive committee meet- ing Monday. "'lite first scat of calculations that was done did not include the provincial cut- back figures." said Mr. Sheffield. He explained provincial grants to Pickering have been slashed by $1.1 million in 1996, and only $200,000 worth of smaller cuts that were announced earlier were included in the; budget figures pre- sented to councillor. That resulted in councillor authorizing $900,000 more in expenditures than was available if taxes were to remain frozen. If taxes are to be kept at last year's level, that amount must be taken out of a 1996 budget of approximately $36 million, of which about $15 million was to be financed through tax revenues. (The rest comes from sources such as provincial grants and user fees.) Whatever revised budget recommen- dations are passed by councillors at their executive committee meeting Monday will go to Council for final approval Monday, April 1. The public will have the chance to speak. I believe that's the best we can afford with the money we have. There has to be a major com- promise and that's quite a good compromise." Like trustee McCarthy, Mr. Sim- mons feels JK is crucial in the for- mative years "and it is where %v. have got to throw our resources." Meanwhile, the board is also giving close consideration to putting the brakes on a number of busing services as part of bud- get -cutting measures. Provincial transportation grants to the board will be reduced to S4.8 million this year, a S654,251 reduction from last year, a staff report shows. Among the options being looked at by trustees are elimi- nating secondary school and Matt Simmons French says Mr immersion transportation. It cost the board roughly $1 million to buy municipal transit bus passes for some 4,000 urban high school students last year. reports Walter Yewchyn, support ser- vices superintendent. Yellow buses are contracted out for rural high school and French immersion students. Providing transportation for urban secondary students may simply no longer be feasible, Simmons, adding high school and French immersion transportation could be cut altogether. Trustees' final budget decisions on the future of JK and transportation are expect- ed to be made early next month, following official word from the Province on grant allocations due March 29. A recommendation has also been made by staff to cut the Early Literacy Program. designed to help identify reading skills and difficulties in young children between kindergarten and Grades 2. If you don't have the people behind you you won't go anywhere," says Peter Stevens-Guille, manager of technology for Ontario Hydro's nuclear waste division. Ontario Hydro. which pro- duces 90 per cent of the used nuclear fuel in Canada, sup- ports the burial proposal and has participated with the ASCI_ in the research leading up to it. In fact, the utility is now pay- ing all the costs associated with the project. According to Mr. Stevens-Guille, what is being envi- sioned is a "used fuel repository" buried 500 to 1,000 metres below ground in the granite rock of the Canadian shield. It might be about two square kilometres in size and could eventually hold 10 million fuel bundles. (The 8.000 tonnes of high level nuclear waste stored at the Pickering station now consists of about 375,000 fuel bundles.) If everything goes as planned. the site would go into operation around 2025 and operate 40 to 50 years before being closed After about 500 yeah the material in the repository will be about as safe to approach as ordinary uranium, says Mr. Stevens-Guille, but it will probably be millions of years before it is no longer radioactive and pose.s no threat at all to the environment and food chain. "Our job is to make sure it doesn't corse into contact with water for a long time." No such repository has yet been constructed anywhere in the world, but several countries are considering it. Only one would be constructed to holo all the high-level nuclear waste in Canada. '"These things are expensive. Even the United States is only looking at one," reports Mr. Stevens-Guille. He says Ontario Hydro is "confideru" about the safety of storing used nuclear fuel underground. But if plans for a repository do not proceed, the utility can keep its used fuel on site at nuclear plants such as Pickering's for "many dtcade'S'. However, he notes, no one really knows exactly how long the "pools" where much of the material is now stoned will last. Pickering Council voted Monday to adopt a con- sultant's recommendation for the installation of an "intersection pedestrian signal" (IPS) at Oklahoma and Eyer Drives, instead of the four-way stop with flashing lights requested by some residents last spring. Oklahoma has been dubbed `the Oklahoma speedway' because of the rate at which many veW- cles travel along it, and area residents have expressed concern about safety at the intersection with Eyer Drive. Rob McCaig, representing the Baywest Lookout Point Ratepayers Association, told councillors Monday there have been 16 accidents and two pedestrians hit in recent years within 300 metres of the crosswalk at Fairport Beach Public School, which is at the intersection. He was not impressed with the oonsultam's recominendation to install an IPS now and consider full traffic signal control after 1999. "How many accidents will there be at this intersection between now and 1999 and bow many more people have to be hit''' be asked. Mr. McCaig noted , 173 area households have signed a peti- RE P tion asking for the four-way stop. An IPS is a new type of traffic con- NEW trol device recently given technical approval by the provincial Minisvy of Transportation. It regulates intersection traf:.,- with a combination of signal tights and stop signs. At the Eyer and Oklahoma IPS, a C traffic signal controlling eastbound and westbound traffic on Oklahoma will stay on green until a pedestrian acti- vates the pusb button, and pedestrians will cross with 'Walk' signals. Traffic approaching the intersection on Eyer Drive will be controlled by stop signs, not the traffic signal. Eyer Drive traffic will only be able to turn on to Okla- homa when the way is clear and will have to yield right-of-way both to pedestrians crossing Oklahoma and vehicles travelling on Olrlaboma. Mr. McCaig maintained IPS is an that expensive, unproven system at will not subtly address the safety prob- Kul. p "The association is outraged," he 8833 said in an interview after C iuncil had made its decision. "There's no question we're going to be guinea pigs for Durham Region" Town acting director of public works Richard Holborn told councillors IPS has been tried at four sites in Ontario and is used at 354 sites in western Canada. He said Ontario legislation permitting the use of IPS here is expected to be passed within two to three weeks. The consultant's report on the intersection notes that under provincial guidelines, four-way stops are not recommended for use under a number of cir- cumstances, many of which are present at the Okla- hornalEyer intersection. Councillors also voted to ask Durham Region to implement a "traffic responsive operation" on Bayly Street hear West Shore Boulevard to discour- age commuters stuck at the intersection in the morning rush hour fivm cutting through the West Shore neighborhood. Sensors would be placed in the pavement on Bayly between Whites Road and West Shore to keep crack of when cars are not mov- ing there. The information from the sensors would control the signal light at Bayly and West Shore and make it stay at red until there was room for westbound traffic to move ahead acini% the inter- section. That's the small pittance a two -person panel of the Criminal Injuries Compensation Board has determined Danielle Thomas is eligible for as compensation for the brutal, cold-blooded murder of her husband, Ken. While the board ruled the Pickering widow qualifies for the maximum S40X) compensation for funeral expenses — which barelv covered half of the cost to bury her hus- band — it rejected Ms. Thomas's maximum S250X) claim for pain and suffering on the grounds 'there was no suffi- cient evidence she suffered from nervous shock." Sadly, the same legal system which spends millions of dollars on the care of killers in jail and in court, offers little support to the victims of those criminals. Yet. despite the board's ruling. Ms. Thomas, like all liv- ing victims left behind by such crimes, has suffered dearly and will continue to for years to come, perhaps forever. Her living nightmare beganwhen her husband left home Sept. 14. 1994 to run a few errands and did rx)t return. The pain worsened four months later when his bullet -riddled body was discovered along the Pickering lakefront, dumped by two men police say abducted him and used his car as a getaway vehicle in the robbery of an Oshawa sports store in which co-owner Roger Pardo_ was shot and killed. Now. 18 months later, Ms. Thomas — left without the help of her husband's lite insurance policy, cancelled because of an unreported heart attack — has again become a victim. Only this time, it's at the hands of the flawed sys- tem supposed to act as a safety net for people such as her- self. According to the board's ridiculous and cruel eligibility guidelines for compensation, a claimant must have required psychiatric counselling or hospitalization as "evi- dence' of "nervous shock" as a result of the crime. Essentially, they must prove that they have suffered. Such requirements not only lack compassion but are symbolic of the warped imbalance which exists in the jus- tice system in our society. Towns such as Cohourg. Trenton and Burlington have. cooperated with David Crombie's vision and ongo- ing expansion projects to provide public access to the Lakeshore. Our eastern neighbor, Ajax. has a most enviable waterfront trail; in fact, the mouth of .puffins Creek can be crossed with a long bridge that extends the walkway toward Pickering. But,unfortunately, because of politi- cal mismanagement, unwise court costs to secure the bay, and other mitigating circumstances, Pickering residents will enjoy only a partial network of the trail in and around the bay. One thing is for certain — public ownership is of the utmost importance in Corder for us to enjoy the bay area. No private company or individual should remain in control. The bay is not a com- mercial port, instead it comes under the jurisdiction of small craft and harbors. At the risk of repeating myself I believe that both past and present town councils should have demanded the provincial and federal governments overrule the ownership claim of the bay, thereby putting it into public ownership. Instead my council made a back claim of the bay thereby putting it into public ownership. Instead my council made a back room deal; marshland for condos. Nearly $I million has been spent on a useless court case. That's money that could have gone to develop the bottom of Liverpx)l Road adjacent to the Hydro park, an extension of the trail within Sandbar Road, a refur- bishing of that existing eyesore bringing about an esthetically pleasing venue, and possibly some type of bridge which would allow the trail to continue lvvest- ward on Beachpoint Promenade linking up with the Petticoat Creek Conservation Area. But that won't happen with this council. It has no will, no fortitude, no conviction and no vision. Instead the bay area will remain an eyesore on one of the world's most beautiful and extensive public trail systems. Frank Threlkeld Jr., Pickering Deja vu? To the editor: Remember in the '80s when the fed- eral Tories promised prosperity through the GST and free trade? Now, the provincial Tories are considering the sell-off of our electrical resources to for- eign investors. Even though the facts and figures provided by Ontario Hydro show that privatization would likely result in higher rates or government debt, the Tory government somehow believes that sending massive profits south of the bor- der will lead to prosperity in Ontario. I[-ove At IF Sight Charles and Sherry Shahan were married in 1984 -- he having operated the family catering business and she a recent graduate of the University of Toronto in business. It was love a first sight until Sherry worked in a Dairy Queen for two summers ( since the catering business was seasonal) and then both she and Charles fell in love with Dairy Queen and opened their own super store in Pickering in October. In five short months, more than 60,000 customers have passed through the doors of the Pickering Dairy Queen, commenting on "How big it is inside!" or "How nicely decorated it is!" or "It's about time Pickering had its own Dairy Queen" but, most of all, "You're open all year round!" Charles says the DQ burgers sold him on Dairy Queen. Dairy Queen started selling burgers in 1940 in Joliet, Illinois. The Pickering Dairy Queen burgers are 100 -per cent pure beef made by J.M. Schneider himself. The buyers are broiled on a chain broiler and float on a chain, beim-, cooked b} a flame as it moves along causing all the grease to drip off and producing a burger that tastes like you barbecued It in the backyard. Not greasy. but a beautiful beef taste. On grand opening weekend. the Pickering Dairy Queen sold more than 3,000 burgers and more than ISM pounds of fries. On the other hand, Sherry oversees the Cake Decorating Department at the DQ. A commercial playing continuously on the TV monitors by the large display of cakes in the store tells customers that all cakes are made from scratch right in the store. It shows the mouth- watering chocolate and vanilla soft serve going into the cake molds with layers of fudge and chocolate cookie crunch. On Valentine's Day, the Pickering Dairy Queen sold more than 150 Valentine's cakes in one day. From the Friday to Valentine's hay on Wednesday. Feb. 14, more than 3(X1 cakes were sold. Another big ti inner made right in the store is the Treatza Pizza. The treat you eat like a pizza is cut into eight pieces. On a few husy days, the Pickering store has sold more than I (X) Treatza Pizzas in one day. Of" course. the Shabans love the hallmark DQ soft serve. DQ soft serve is 95 -per cent fat free and the secret recipe which has been developed over the 50 - year existence of Dairy Queen is much imitated, but never duplicated. Finally, when you visit the Pickering Dairy Queen, try its unique Solarium Drive Thru. Sherry's father Bill Cole (who was the general contractor) developed the design from one he had seen up north. One architect who has worked for all the other fast-food chains describes it as not only one of the most beautiful drive thrus he has ever seen, but also as one of the biggest. The Shabans love children and if you want a great kid's birthday park, there is a private first prize was a party for the area in the store just for those winner and four friends at the DQ occasions. Of course, if you're and then five free passes to a kid. Sherry saws, "The Movie I ox 9 Wo Is talec • uur Pickering Dairy Queen is the place to conk for toys and kids' meals starting at an unbelievable S2.69!" When asked what it's like having an Olive Garden on one side and the Movieplex 9 on the other. Charles says, "it was a marriage made in heaven with each location complimenting the other. Of course we all eat at their place and they all come here. Variety is the spice of life" Also, Charles commented that many people have dinner at the DQ, then go off to the movies or stop in after the movies for dessert or a quick visit to the drive thru. .'Sherry and 1 often have dinner at the DQ and then take my nieces and nephews to Movieplex 9, buy our popcorn and pop and enjoy a selection of all the hest movies on their big screens. Just last week, we finished a contest among our staff and the p. c staff to the Olive Garden for stall' meetings and enjoy their excellent Italian foods.' Charles finished by saying" ..If I was a father coming home o11 Hwy. 401 and gettin17 off at Whites Road and going by the Dairy Queen at Dixie Road, 1 would drive to the drive thru and order the Family Meal for Four at $14.44. It includes four burgers. four fries, four large drinks and four sundaes (which you can redeem later if you wish). In five minutes, he'd be on his way and would walk into a hero's welcome at home and then he could take the whole family out later that night for free sundaes!" Both federal and provincial agricul- ture ministry officials say there have been no known cases confumed or sus- pected of 'mad cow disease'. an infec- tion found in British cattle which is thought to cause a potentially fatal brain disease in people who eat conta- minated beef. In fact, officials say no cases of it have ever been reported in Canadian cattle. "There has never been any case in Durham Region nor have we ever sus- pected a case here to my knowledge." says Dr. John Churchill, a veterinarian at the Bowmanville office of Agricul- ture Canada. British health officials have warned that nation is on the brink of an epi- demic of the disease, which may have infected tens of thousands of beef eaters and has killed more than 20 peo- ple in recent years. In humans, the infection can lead to a fatal brain disorder known as Creutzfeldt-Jakob disease. Canada has had a ban in place on the importing of all U.K. livestock and meat following the disease's identifica- tion in the late 1980s. A herd of cattle in Alberta was destroyed in 1993 after one cow — imported from Britain prior to the ban — was found to be infected with the disease. In Ontario, after lengthy court chal- lenges from industry, herds of British - imported cattle were destroyed last year, notes Dr. Churchill. Dr. Brian Devitt, environmental health director for the Durham health department, confirmed there have been no reports of the disease in humans here or anvw•here else in Canada. Keith McGriskin, a Durham Region dairy advisor for the Ontario Ministry of Agricultural and Rural Affairs, says he's -never heard of anybody being infected in Canada or any animals in Durham Region for that matter... TINA MARIE MASON, ASSOC. 41 BROKER AND Tina NEW HOME BUYER CONSULTANT Marie SI,TrON GROUP HERITAGE Mason** (905) 831-9500 IV SHOULD YOU FILE A TAX RETURN? by Sean Laughlin, of Laughlin Bookkeeping Services As a professional tax preparer, 1 have occasionally heard clients say, " I didn't earn very much last year, so why should 1 file a tax return." Everyone should consider filing a tax return because you might be eligible for certain credits/benefits such as GST and Child Tax Benefits. Currently, everyone is allowed to earn a basic exemption of $6456 before you begin to be taxed. Even if you earned below this amount, you should still file a tax return. Chances are, if you earned under this amount, you have had some tax withheld. If you did, you can file a tax return and have this money refunded in full because %ou earned less than the basic exemption. Another good reason to file a tax return is that any earned income reported will increase the amount of your RRSP contribution limit. Now that RRSP contribution limits can be carried forward indefinitely, it is especially important for students to file a tax return. For students working part time while attending high school and/or university, you can increase your contribution limit by a few thousand dollars if you file a tax return every year. Even if you have no income, you should still consider filing a tax return. You can receive a GST credit of $199 (four pa}•meats of $49.75) and a $100 Provincial Sales Tax Credit as long as you qualify. For details, you should check the Income Tax Guide supplied by Revenue Canada or consult a professional tax TAX RETURN Prepastim Fmm $25 • FREE EFILE • Pickup & Delivery Included • Refunds appmrimately 2 weeks • Fast, Reliable & Personal Service • Reasonable rotes for Home Businesses Laughlin Bookkeeping Services 428-2277 11:00 a.m. to 9:00 P.M. 7 Daye/wocl preparer. According to Revenue Canada, you must file a tax return if: • You have tax payable for the year in excess of taxes already withheld, or • You have self-employment earnings in excess of $3,400, or • You or your spouse is entitled to receive the Child Tax Benefit, or • You had a taxable gain, or • You disposed of a capital property, or • Revenue Canada has requested you to file a tax return. The deadline to file your 1995 tax return is April 30, 1996. If you are not so lucky and have to pay, make sure you file by the deadline. If you do not file on time, you are subject to penalties. F' Pickering `AA' intermediates in hunt : 1996F; `;E;, c,d for Canadian r0 ingette championship FiCKERING — The Pickering inter- mediate 'AA' ringette team has done what no other Pickering ringette squad has in the last 26 years — qualify for the national championship. The Pickering squad will go on to the nationals after winning the silver medal at the Provincial Ringette Championships in Cambridge last week- end - The provincial champion Gloucester team and Pickering will both represent Ontario at the Canadian National Ringette Championships in Gloucester April I to 6. Gloucester will participate as Team Ontario while Pickering will, ironically, be considered the host team. The Pickering intermediates advanced io the provincial final against Gloucester. The championship tilt proved to be no contest for the strong Gloucester team which won 11-3. Pickering trailed by only a goal midway through the contest. but the ngors of the semi-final contest took their toll on the squad late in the game. Pickering finished round-robin play in second place, with Gloucester first and frost Cambridge third. Gloucester earned a bye to the final while Pickering and C'ambndge suited up for the semi-final match. -Ibe game was s ink&, after the first period, something that's almost unheard of in ringette. However. Pickc-ring finally tallied in the second and final period. Both goalies mace kr y save in PiLkering's 1-0 victory. Pickering started the provincial tour- ney with a bang, hammering host Cambridge 9-4. The second game proved to be a much tougher contest as the intermediates lost to heavily favored Gloucester 8-1. In their third match, the locals struggled as their counterparts from Scarborough played a disciplined game to win 6-4. Needing a win against a strong team from Sudbury, Pickering responded with Pickering figure skater wins bronze medal at Ontario showdown PICKERING — A Pickering skater earned the bronze medal at the Ontario Interclub Figure Skating Championships in Newmarket last weekend. Natalie DePass, 16, formerly of the Pickering Figure Skating Club now mp- resenting the Scarborough Figure Skating Clhb, finished third in the junior silver ladies' freeskate against some of the top young skaters in the province. To qualify for the all -Ontario competi- tion, DePass placed first at the Central Ontario Section Interclub event in Midland earlier this month. She also placed fust at the Eastern Blades Interclub competition at the Toronto Cricket Chub and was second at the dub level- DePass is in Grade 11 at Dunberton SCh001. She's coacbed by Elizabeth Todd at the S1ar4Wx+0ugh dub a hard-fought 5-4 victory. With a record of 2-2 in the round-robin. Pickering needed a win against Waterloo to advance to the semi-finals. Treat your car to an Now that winter is officially over it's time you treated your car to some tender loving care and that means an oil change at Pennzoil 10 Minute Oil Change Centre. You car could also use a full inspection of all the areas in need of special attention. That means maintaining proper fluid levels, checking the tires, flushing your rad, making sure air can still get through the air filter. The professionals at Pennzoil 10 Minute Oil Change Centre in Ajax are trained to ensure that your car lives a full and productive life. Located at 195 Westney Rd. South, just south of Hwy 401. Pennzoil is the only drive through maintenance centre in town and a welcome sight for people on the go and for those who prefer to leave the job of car maintenance to qualified technicians. Owner -Operator Chris Rogers opened his fully equipped facility in December. -We have a full service shop that offers customers a complete range of maintenance services that will keep their car and truck running smooth all year round," he says. "And all it takes is 10 minutes of your time." They do oil changes, lubrications and filter installations on most makes of cars and trucks. You have a choice of oils including of course the "Best Value Package" of Pennzoil to the -Specialty Oil Change Package which includes Castrol, Quaker State and Valvoline. There's also synthetic oils available. All packages include a 21 -point inspection, changing the oil filter, adding up to 5 litres of oil and the labour. The inspection includes checking all fluid levels, belts, tires, wiper blades headlights and more. The Pennzoil 10 Minute Oil Change Centre offers an automatic transmission service which includes a filter change and fluid. Chris says another service provided by Pennzoil and perfect for spnng is giving JL pIL oil change Owner -Operator Chris Rogers your car the "Golden Touch" engine flush. This system is designed to give your car the best possible care and protection an oil change can provide. It flushes out the - entire engine of all deposits including corrosive sludge, gum and grime from every part of the engine reached by the oil. Also ask about the "Golden Touch" fuel injection cleaning system. "If you don't maintain your car. especially the oil, then increased fnction from oil breakdown will wear out internal parts and increase the temperature inside your engine which can damage your cooling system," says Chris. The smooth path to total fitness leads to Flex -it Health and Fitness Club, your fitness authority in Pickering. Flex -it started out 19 months ago as a retail health store, with nutrition supplements, clothing and accessories, fitness equipment and big dreams in the inventory. Last October the dreams of co-owners Doug Powell and Kevin Oddy became a reality when Flex -it flexed its muscles and expanded into a full-service training facility. But with the cardio equipment and free weights, they also added something not often found in fitness centres. The personal touch. Flex -it specialities include on -floor spotters, training programs, one-on-one training, sport strength training and nutrition advice. "We offer special services here, like the on -floor spotters," Doug said. "Also, all our equiupment is new and we're a smaller gym so we can provide a more personalized service." You can also draw from the experience of Doug and Kevin at Flex -it. Doug, an avid hockey player and martial arts enthusiast, holds degrees in fitness and nutrition. Kevin was an Ironman triathlete. Equipment at Flex -it includes Hammer Strength and Maximum Force free weights, Spinaker bikes, Quintin treadmills and Stairmaster steppers. A new gym and new equipment, as well as the personal touch.
