Beware of look-alike hydro bills, Pickering warned

what appear to be hydro hills received through
the mail but are not.
The local utility has already reLCi%-ed at
least a dozen complaints from its commercial
customers about the kook-alikes.

and we are running at five -for cent
power right now," 'A' station gener-
ating units manager Andy Schwahc
said "Thursday. At has ,one a little hit
slower than what we thought. We had
a few little things we had to tix.-
The restart process began Feb. 15
and was expected to take about three
weeks to do all the checking and dou-
ble checking of systems required
before the reactor could be returned
to full power.
However, explained Mr. Schwabe,
the 14 -month shutdown resulted in a
few more problems than expected.

Education minister's math skills suspect, school board

DURHAM — Education Minister John
Snobelen's math skills need some work,
according to the Durham Board of Educa-
tion's top number cruncher.
The $400 million in provincial grant reduc-
tions to school boards this year amounts to a
seven -per cent education cut — substantially
more than the three per cent claimed by the
minister.
That's the figure calculated by Brian Cain,
public school board superintendent of busi-
ness.
Subtract $400 million from the $5.5 billion
the Province allocated to boards last year
and the cut works out to seven per cent,
notes Mr. Cain.
"The three -per cent figure is really a
misleading statistic. (The minister) is
combining the total expenditure on edu-
cation (including school boards' contri-
butions) rather than just taking the $400
million out of the grants," he contends.
A spokesman for Mr. Snobelen could •1
not be reached for comment prior to
Sunday's deadline.
Meanwhile, public and separate
school board officials have been punch-
ing away at their calculators since Thurs-
day, when the Ministry of Education and
Training made public the key financial
"piece of the puzzle" on grant reduc-
tions.
The preliminary funding figures for
the year — final grant allocations to indi-
vidual boards will be announced March
Ajax, Pickering
drivers in crashes
face charges for
drinking, drugs
AJAX-PICKERING — Two drivers
each face drug possession and impaired
driving charges following two separate
car accident~ on Gayly Street in Picker-
ing Thursday.
A 20 -•year-old Ajax man was charged
by Durham Regional Police with drunk
driving and pcnsession of marijuana and
Psilocybin — found in 'magic mush-
rooms' — after a collision Thursday
morning which left two passengers with
minor injuries.
Police say the accused was west-
bound on Bayly around 11 a.m. when he
lost control of his car and skidded into
another vehicle, driven by an 83 -year-
old Ajax man, who had just turned left
from Alliance Road onto Bayly.
A 12 -year-old girl from Markham and
an Ajax woman, passengers in the car
driven by the accused, suffered minor
injuries. A one -year-old girl also in the
vehicle in a car seat was not hurt.
Neither driver was injured.
The Hurley Road man was charged
with operating a vehicle with a
blood/alcohol level over the legal limit
and possession of a narcotic and a
restricted narcotic. He was released from
custody the same day with the promise
of appearing in court.
In the second crash, which occurred
around 5 p.m., a 34 -year-old Pickering
driver failed to yield to traffic as he was
turning from a driveway onto Bayly near
Liverpool Road, police say.
An eastbound car driven by a 19 -
year -old West Hill man struck the car,
causing $13,000 damage to both vehi-
cles, police say. There were no injuries.
A 34 -year-old Bayly Street resident
was charged with operating a vehicle
with a blood/alcohol level over the legal
limit and possession of marijuana.

With the projected grants now in their
hands, as well as the cost-cutting "tools" pro-
vided by the minister last week, trustees from
both boards will begin to make crucial budget
decisions in the coming weeks.
A first budget draft was completed by the
public school board in February, which calls
for a $10 -million increase in spending, how-
ever that will require "a lot of changes" if
trustees are to offset the provincial cuts, which
will likely fall within the $10 million to $12
million range.
The ministry has reduced the per -student
spending cap it will recognize (when deter-
mining its per cent of funding) from $4,184
last year to $4,028 this year for elementary
students and from $5,116 to $4,920 for sec-
ondary students. Both cuts amount to about
four per cent.
Mr. Cain says the public board spends
about $1,000 more than those ceilings per stu-
dent, which it must fund totally.
Cleary Smith, business superintendent for
Durham's separate school board, says the per -
pupil grant reduction will have "a dramatic
impact" on the board's decision whether to
maintain junior kindergarten and transporta-
tion services.
While trustees have said they are reluctant
to do away with JK, "It will be under serious
consideration," Mr. Smith says.
"We know it's going to cost us money to
cut it out and we know it will cost us money
to keep it. It's a matter of what the differential
is."
The grant cuts will also directly result in
less computers in school classrooms, Mr.
Smith says.
Staff will present a report to trustees at
Tuesday's special finance committee meeting
on the financial impact of dropping or main-
taining 1K and transportation programs.

Ontario. It also advises any cus-
tomer receiving one of the look-
alikes to contact Durham Regional
Police and/or Pickering Hydro.
Mr. Armstrong is not aware of
any of his customers who may actu-
ally have sent the money requested
by Ontario Energy -Electric.
"We'd be very interested in
speaking to anyone who has paid
the invoice," he says, explaining it
might help police investigate.
The Ontario Provincial Police
issued a news release Wednesday
concerning their own investigation
into the Ontario Energy -Electric
bills. It says the anti -rackets section
of the OPP's criminal investigations
bureau is looking into "numerous
complaints" about them.
"These statements do not require
payment," says the OPP release. It
also asks anyone wbo 'has received
one and forwarded the payment
requessed to contact their local OPP
detachment or municipal police ser-
vice.

son Jay was 17 when he and five friends head-
ed down to Frenchman's Bay shortly after
midnight and never returned.
As the initial shock and horror eases with
each passing month, Ms. Smith says she has
become almost numb to the daily emotional
suffering.
"I think we're all coping differently. For me
it's like I'm still in a fog over the whole thing.
It's just been one long year of frustration," she
says.
I'm getting stronger and more determined
but it's not getting easier. The thoughts are
still there every day. But we are getting
stronger."
Whatever unknown fate the six teens have
met — each parent to varying degrees main-
tains some level of hope, albeit fading, of the
boys' survival — it's a feeling of helplessness
which is perhaps most difficult for parents,
Ms. Smith says.
"I really do believe it's in God's hands
now, and there is nothing we can do but pray
and think about him (Chad). So that's what we
do," she says.
"You can't rush God. You just have to be
patient."
Like the bond of friendship the six youths
shared when they embarked on the "journey",
the ordeal has united the parents and families.
The group remains in close contact, dependent
on each other to help cope with the pain they
share.
In a sense, they are living off the strength of
one another, says Ms. Boyle.

"We phone each other quite a bit to talk
about what we're going through and meet
maybe once a month. We stick closely togeth-
er," says Ms. Boyle.
"We help support each other," Ms. Smith
adds. "We've stuck together this long so we'll
stick together until the end."
For Ms. Boyle and her four daughters,
attempting to live somewhat of a normal life
"is still a daily struggle. We're up and down
like a roller coaster. One day is good and the
next we're crying all day," she says.
"I wake up every day and it's on my mind
and when I go to bed every night it's on my
mind. It's all I can think of."

residents free boat launch ramp use

PICKERING — The Town will consider an
offer from the Pickering Harbour Company to let
residents use its boat launch ramp in Frenchman's
Bay for free, says deputy mayor Maurice Brenner.
"The Town would be very foolish not to be inter-
ested in any opportunity that would enhance
Frenchman's Bay or the waterfront," said Mr. Bren-
ner when asked about the offer made in a letter to
Mayor Wayne Arthurs from the PHC. "There will
be some discussion, obviously, among members of
Council when we meet again Monday."
The PHC offer is for free use of its ramp for three
years, as well as parking space for ramp users on
PHC property. The letter suggests Town property in
the vicinity could also be used for parking.
"Our motivation is we are in the marina business
and what more business we can attract down here
won't hurt us ; " said PHC president Harold Hough
in an interview. He noted the marina sector is in
recession, otherwise his company's parking lot
would probably be full and the space unavailable.
Mr. Hough said the PHC's other motivation in
offering its facilities is to save Pickering taxpayer
some money, par-

Mr. Hough admitted the PHC has had its dis-
agreements with the now -bankrupt Port Pickering
Marina, to which it used to lease space on the water
for docks, but maintains that has nothing to do with
its launch ramp offer.
"We want to encourage boat use and we want to
encourage Council to spend our dollars in a more
responsible fashion."
When the three years are up, he added, the Town i
will likely have to find a place for its own ramp.
Mr. Brenner said councillors will want to know
what's going to happen after the three-year arrange-
ment before making any decision on the offer. He
noted anv Town action on the waterfront must be
part of "a long-term vision".

PICKERING — There's both good news and
bad news for Pickering Transit riders, but it may
all be followed by worse news in the months to
come.
The good news is GO Transit has decided to
continue its fare integration program, under which
commuters with GO passes currently get to ride
free on Pickering Transit buses to and from the
Pickering GO train station, thanks to a subsidy
provided by GO to Pickering Transit. The bad
news is GO is reducing its subsidy and Pickering
Transit is planning to ask local GO commuters to
pay 25 cents to ride its buses to and from the GO
feared integration subsidies would be discontinued
altogether. That may still happen.
"What we're planning on doing, as the fare inte-
gration program funding progressively dries up, is
to pass that cost along to the people who are bene-
fiting from that service. If they cut back further
we'll be raising (Pickering Transit bus fares for
GO commuters) at increments of 25 cents."
Pickering Transit, in addition to integration pro-
gram funding, receives about $880,000 in provin-
cial operating grants to cover a significant portion
of its $2.7 -million operating budget for regular ser-
vices. It also gets about $235,000 from the
Province to help pay its $520,000 operating cost
for specialized seriices for the disabled.

Wheels in motion
The: wait is over.
More than a year after the tragic death of Angela Worona,
the transportation ministry and the provincial trucking associa-
tion have teamed farces to tackle the problem of truck safety.
Truckers sav it's not as bad as the media makes it out to be,
but all it takes is a quick kook at the statistics and a drive down
Hwv. 401 to see how owners of small vehicles drive scared.
Too often the big rias intimidate commuters with their
strong-arm tactics and sheer size.
Every driver of a compact car has horror stories to tell, but
none as lamentable as the Worona family. The 31 -year-old
was killed when a tractor trailer wheel flew, off its axle into her
car while driving on Hwy. 401 at the Ajax -Whitby border.
The death of her sister sparked Theresa Worona to lobby
the provincial government to impose stricter rules on trucks.
She. and quite likely thousands of drivers across Ontario.
breathed a sigh of relief when the training and certification pro-
gram were announced last week.
Thc: Ontario Trucking Association will spearhead an advi-
sory group which will identify the skills a truck driver needs to
adjust air brakes on roadsides, as well as the abilities needed to
repair or install truck tires and wheels.
Theresa Worona has it right when she wonders- how long it
will take this group to make its recommendations. It has, after -
all, taken four months to let up the group. despite promises
from Transportation Minister Al Palladim the prtx:ess would
be enacted immediately.
It's a shame it took two senseless deaths to set the wheels of
government in motion.

ion on child support reforms contained in
the recent federal budget, our readers said:
♦ "Your editorial is bang on when it says that the new
child support arrangements will do nothing to help improve
:child support payments. In the U.S., joint custody, when
fully operational, results in 90 per cent compliance of child
support payments. Without joint custody, payments have
46 per cent compliance. The bottom line is the government
has missed the mark by not focusing on the most important
„issue, and that is effective joint custody arrangements for
children."
♦ "I'm a payer (of child support) and I utilize (the tax
break) as my holiday fee. If a person receives a raise, they
have to pay tax on it. Why should women be exempt from
such fees if they receive them?"

`Stress' isn't
having prep
time reduced
To the editor:
In the News Advertiser, Feb. 14,
1996• Mr. Neil Simpson, principal.
Lincoln Avenue Public School, Ajax,
writes that "it is great to know that some
have an understanding of what teachers
do." For more than 30 years, I have had
close personal contact with numerous
school teachers. Although I have never
been a teacher, I am one of those who
have a better -than -average understand-
ing "of what teachers do."
Absolutely no one of full wit -- espe-
cially parents -- would deny that teach-
ers play all-important role in molding
and formulating young minds in prepa-
ration for the adult world.
Yet, according to Mr. Simpson's let-
ter, on one particular day you and your
vice-principal arrived at 7 am. and left
at 6 p.m. So? Interview some of those
hoards of weary commuters at the
Oshawa or Pickering Go stations who
must commute "miles" to arrive at their
work places. Or those masses of
humanity jammed on the 401 at 6 a.m.
heading west to their jobs in the big
city. How long is their work day?
Teachers tend to retire when they
teach that much touted "90" figure --
their age plus their years as a teacher.
The "fat of the system" is such that very
few need to postpone retirement beyond
their 55 birthday; in fact, I know of no
teacher these days who waives retire-
ment until that traditional age of 65.
When they leave the system they
take with them a substantial monthly
retirement benefit. No one would deny
them this.
But, and in this time of high unem-
ployment, overwhelming government
deficits, and drastic rollbacks to social
programs, one can never justify a retir-
ing teacher being paid for his or her
accumulative "sick days." In other

ed for having been healthy. What non-
government industry has such absurd
benefits? Today we have a pragmatic,
courageous government ensconced in
the Ontario legislature. Necessary cut-
backs of every institution are now a way
of life in Ontario. No one will remain
unscathed. Teachers, like proverbial cry
babies, now bemoan the fact that
Premier Mike Hams is stepping hard on
their toes.
Come clean, Mr. Simpson. "Stress"
is not having a job wherein one has
preparation time of only 26 minutes per
day. "Stress" is unemployment.

Harris cuts and layoffs when you can
just stop and think? You voted
Mulroney out (PC) but voted Hams
(PC) in. How stupid can one nation

It's been exactly one year since
these six young men left a party
after a night of revelry and simply
disappeared. The commonly held
belief is that the teens -- rowdy and
fearless as boys their age are --
decided to take a boat onto the
frigid, unsettled waters of Lake
Ontario. And they haven't been
seen since.
They left behind friends, family,
a young child, and a future that
may forever remain unexplored.
One year later, the families still
hold out hope while living with the
pain of their uncertainty. Police
keep the file officially open, but
admit there is little chance of find-
ing any of the boys alive.
And here we are, one year later,
with many unanswered questions:
Where are these 'Lost Boys'?
Why hasn't a single deciding clue
emerged in the intervening months
to help conclude the case'? When
will the mystery be solved, one
way or the other?
What I find so compelling about
this case -- and so many others like
it -- is the effect it has had on this
community.
Sheerly through circumstance
and tragedy, we have seen the
drama unfold through the voices of
those closest to the boys.
We have seen the private lives
of family friends become public
lives as they deal with media, orga-
nize searches, hold vigils and pay
tribute to the memories of their
loved ones.
We have seen heart-warming
public support throughout Ajax and
Pickering, and the use of vast
resources from law enforcement
and emergency rescue units.
It doesn't make coping any easi-
er -- certainly not for the family
members of these boys -- but it
does illustrate the character of the
community, its belief in the power
of hope, its regard for the lives and
feelings of others.
We all hold out hope for a
happy ending to this story. But we
all must prepare for the worst, even
as we hope for the best.
The families of these boys
deserve a conclusion, for better or
worse, so they can get on with their
lives.
And, the rest of the community
awaits, ready to act accordingly.

You should not be worried

information being transmitted
across telephone lines to
Revenue Canada to send tax

fresh fish on the table this year at the
Goulet household in Ajax.
Forty -four-year-old Rheal Goulet
and his wife Sylvia, 45, plan to buy a
fishing boat with some of the
$50,000 they won in the Instant
Bingo lottery. They purchased their
ticket at a Beckers store on RR l in
Ajax last weekend. The Goulets
have four children and one grand-
child. Rheal works as a driver and
Sylvia is a cashier at a supermarket.
After the couple buy the boat and a
new dishwasher and pay some bills,
they plan to bank the rest.

Ajax GM suppliers forced
to lay off several hundred

brakes on local
feeder plants
AJAX — Hundreds of workers at
four Ajax companies are being laid
off because a strike at two brake fac-
tories in Ohio has stopped produc-
tion at several General Motors
assembly plants.
Lear Seating director of corporate
communication Leslie Touma says
the Monarch Avenue plant has heen
shut down since Tuesday.
"When they go down, we go
down," she notes.
Ms. Touma wouldn't comment on
the number of workers at the Ajax
plant affected by the shutdown,
although one report put the figure at
450. "The facility is down and that's
about all the detail we're giving
out."
PaintPlas facility manager Helmut
Hock reports 300 employees will be
laid off for at least a week beginning
Tuesday.
The Finley Avenue plant paints
parts primarily for GM.
Tarxien Company Limited presi-
dent Ralph Zarboni says 280 salaried
and unionized workers at the Finley
Avenue plant were laid off indefi-
nitely Friday morning. The firm also
laid off 250 workers at its facility in
Concord.
Some 95 per cent of the interior
trim Tarxien makes is shipped to the
United States solely for the use of
GM, Mr. Zarboni says.
Shutting down production is cost-
ing the company $100,000 a day,
1�'9r. Zarboni adds.
"We don't like it. The negative
impact we don't like, but we can
handle it," he says.
Custom Racks on Fuller Road has
laid off two workers and three more
could be off the job if the U.S. strike
runs into next week.
United Auto Workers are into the
second week of a strike against Del-
phi Chassis Systems in Dayton,
Ohio. The company makes brake
parts for GM operations in North
America.
GM has laid off almost 11,000

charged with extortion
Monday following an
extensive investigation
by Durham Regional
Police.
The investigation
also resulted in charges
of attempting to
obstruct justice and
conspiring to commit
i aggravated assault.
The charges involve
alleged threats made
against a 35 -year-old
Oshawa man, says
Staff Sgt. Sandy Ryrie.
�' The victim was a for-
mer salon franchise
owner.
Detective John
Allan, of the criminal
investigations branch,
says these charges are
"related" to federal tax
evasion charges filed
on
against the accused last
year following a year-
long joint investigation
involving Revenue
Canada and Metro
Police.
A man was charged in
1995 with 15 counts of
tax evasion, allegedly
stemming from more
than $2 million in
unreported income
between 1990 and 1994
in L'Attitudes and
Nino D'Arena hair
salons.
The maximum penal-
ty the accused faces for
the tax evasion charges
is five years in prison
plus fines of up to 200
per cent of the unpaid
taxes. The maximum
penalty for extortion is
a life sentence in jail.
Charged is Antonio
Conforti, 44, of Thorn-
hill. He was released on
$5,000 bail Monday
and is scheduled to
appear in an Oshawa
court March 21.
