The Ministry of Health, which last year approved the Acute Care Study plan to regionalize Durham's hospital system, had requested the Durham Region District Health Council (DHC) submit a detailed report by Feb. 29 outlining how the study's recommendations would be implemented. Citing "a delay in access- ing some of the technical data required for the report," the health council has asked the ministry for a deadline extension. The Implementation Planning Committee's final report on how the study should he put in place will be delayed until April 10, at which time it will be pre- sented to the DHC. "We've had a very tight, five-month time -line to complete the report, which didn't allow f'or any delays so this is something beyond our control," explains Lynda Hessey, Durham THE (YEWS ADVER77SER StJXDAY, MARCH 3. 1916 -PAGE 3 reforming hospital services delayed DHC executive director. "A lot of the work has been completed but this is an extremely challenging task," she says, adding min- istry officials have not yet responded to the request for an extension. With the Tory govern- ment moving ahead with the reorganization of Ontario's hospital system, Ms. Hessey is concerned the extension may not be granted. "If we had to, we could have it submitted (by the deadline). The victim's purse containing a small amount of cash was taken by the muggers. The incident happened just before 10 p.m. One of the suspects is described as male, white. 17-I8. with a slim build and was wearing a dark homber jacket. The problem being worked on by administrators and politi- cians involves both theory and math. with a gooxi deal of dif- fering opinions thrown in for good measure, and the possible outcome sh6uld be studied diligentl} b% taxpayers before the final repots card is issued. If a provincial task force recommendation is adopted. the boundaries of both the public and separate school boards in Durham will stretch eastward, expanding to gobble up Clarington schools, currently under the umbrella of Northumberland boards. This equation would increase the number of students under jurisdiction of Durham's public and separate boards: the num- ber of concerned or disinterested parents associated with those: boards will increase proportionately. But the number of school board trustees elected to serve the best interests of those stu- dents and parents will drop. But the arithmetic works out in favor of all Durham Region taxpayers. The entire project, if undertaken as suggested by the task force, will also see an overhaul of financing with the pool- ing of industrial and commercial tares among school boards, the number of which will drop by half across the province. The N -Atom line is a projected saving in staffing costs of S3.5 million for the Durham public school board, $900,000 fox the Durham separate board, $1.7 million for the No nhumbcdand/Newcastle public school board and $546.000 for the Petettxrough/VictcriaMerthtunberland/.Newcastle sep- arate board. It had nothing to do with my deathly fear of flying, worry that I might be held up by the one-armed bandits, or concern that a Hollywood producer might see me j strolling Venice Beach and cast me in the erotic version of Mr. Holland's Opus. It had more to do with my fear that the Americans I'll meet will ask me where I'm from. Events of the recent past have me contemplating whether or not I should fess up to being a Canadian, eh. This country's reputation in the world community is really taking a licking lately. We're known as a peaceful nation. "But'. I expect to hear from an American after admitting to being from the land of back bacon and the beaver, "Isn't your President a former wrestler, or something? I saw him on the news recently putting some guy in a kinda head- lock." 1 will have to lie, "No, that's just the Canadian way of saying 'I understand your concerns about unemployment. But, judging by the close-up look I'm getting of your mouth, you should be more worried about the dental work you need. Can I help you pay for it?"' We're known as a country that embraces democracy. "But," I'll be reminded, "I read something in the paper about a governor of one of your states and his Suppository party cowering inside a building as a hundred thousand people protested their policies outside." I will protest, "No, no, my new American friend, Mr. Harris and his beloved party tried to get outside the building to greet their constituents but they were held back by a phalanx of heavily -armed police concerned that the Progressive Conservatives would be mobbed by their adoring fans." We're regarded as wise spenders who handle money care- fully. "Hey, skinflint, this is a casi- no in case you didn't notice. Afraid to spend a buck, you cheap Canuck?" I will be forced to respond. "Why, Mr. Trump, I was just headed to the slot machines this very minute. Excuse me, I must take my leave." At least the one-armed bandits won't ask me questions. Comments on this column? In an attempt to curb the trend of youths gathering in and around local plazas, Durham Regional Police 24 Division Inspector John Hamilton is offering to throw open the police detachment's doors to kids looking for a place to kick back. "Whenever the sun comes out so do the young people and we get a ,lot of complaints from people who sometimes feel intimidated or scared by large numbers of people," says the inspector. He stresses police are prepared "It's our intention to offer a solu- tion rather than simply looking at the problem. We're willing to work with the kids and do whatever it takes." As far as the hours and ground rules at the station, "anything goes," he says. "This can be a structured or unstructured idea where the kids can hang out at the station. "It's a different approach, but however they want it, they can just let us know. It's negotiable." Last year, Insp. Hamilton arranged for picnic tables to be put outside the police station for local youths to use. This year he's willing to go one step further by offering use of the community meeting room inside the precinct. Young people in the community are invited to contact Inspector Hamilton at 683-9110, ext. 2448, in the coming weeks to discuss the offer. "Rollerblading", as it is often known, is a very good form of exercise and is fun. However, like any sport or recreational activity, there is a potential for injury. Physiotherapists treat many people suffering from aches and pains resulting from this fast -paced activity. This is not to deter enthusiasts from the activity, rather to inform them that many of the injuries can be prevented or alleviated by taking some precautions: I. Wear knee and elbow pads, wrist guards and a helmet. Elbow and wrist injuries are common. Statistics released by Canadian Hospital Injuries Reporting & Prevention Program indicate that of 326 in-line skating injuries reported across Canada in 1993, 297 were to the hand/forearm areas. Learn how to fall - when you find yourself about to take a tumble forward, try to fall on the knee and elbow pads, grazing the wrist guards rather than on vour extended arms. Avoid bending your wrists or thumbs back when you hit the pavement. This can alleviate the sprained wrists and hyper -extended (bent back) thumbs that result from trying to break a fall with a hand or atm. 3. Do some stretches. Just as in any sport, pre -activity and post -activity stretches help the soft tissues to accommodate the sudden need to stretch or move in a certain direction. Tendonitis (the aching in your legs) can be avoided by stretching and strengthening your calves. 4. Keep the soles of your feet strong. To work the intrinsic muscles of the feet, place a towel flat on the floor: then, using one foot without socks, try to pick up the towel with your toes while seated or standing. 5. If you have flat feet, an orthotic device fitted into your in-line skates can help avoid s s tensor fascia lata syndrome (1 -FLS) and tendonitis. "TF'LS" is the medical term for friction and tenderness some skaters experience at the side of their knees and Z. thighs when they push out with their skates. ) r. 6.
