Province is going to have
to move in."
Committee members
seemed to agree that
changes are necessary. But
after appearing sympathet-
ic to the concept at earlier
meetings, they don't seem
to like the idea of GTA -
wide government as pro-
posed by the Province's
Golden Task Force on
GTA reform.
"I think (the problems)
should be addressed," said
Fred Beer of the Pickering
Rural Association. "I don't
think it's necessary to cre-
ate a megalopolis to do
that. The biggest problem
that Pickering faces is to
be submerged in the G,rA.
We will be destroyed. We
will be swallowed up."
Several committee
members suggested most
of the GTA's problems are
rooted in Metro Toronto
and it's in Toronto that
they should be addressed
instead of acnes the GTA.
"There's nothing wrong
with the existing system
except in Metro," said Mr.
Beer.
Craig Bamford of the
Liverpool West Commum-
ty Association remarked
that on the issue of educa-
tion funding, the problem
is the Province.
"Right now the City of
Toronto gets zero grants
I'rom the Province for edu-
cation," he said, while
other municipalities get
significant amounts.
Others suggested prob-
lems such as economic
development might also be
handled by the Province or
some provincial body
rather than the Greater
Toronto Council envi-
sioned in the Golden
report.
The committee is whed-
uled to meet with an offi-
cial of the Province's
off ice for the GTA and
local MPP Janet Ecker
before reporting to Council
on its findings March 4. At
that Council meeting,
members of the public will
be invited to have their say
on GTA reform.

The Town of Ajax has succeeded. Now it's time
for the Town of Pickering to follow suit.
As budget talks continue in Pickering. residents
are hoping for them to close in on the elusive zero
per cent figure on the municipal portion of their
property tax bill.
Ajax and Pickering have shown _•ood fiscal sense
in recent vears and have managed to pass along the
benefits of their decisions to property taxpa\ ers.
But this ,ear is especially important as the
effects of the first wage of pro%incial cuts trickle
down to a local level.

towards the Mike Harris government in its aim at
putting the province back on the road to prosperity.
.Aside from special interests running interference.
polls still show support among average Ontarians
for provincial fundin: cuts.
Here at home, then, taxpayers are looking to
their municipal governments to show similar
restraint in passing no-frills budgets and a con fic-
tion to continue bringing costs down. The same
goes for our school boards and regional go%ern-
ment, which also reaches into our pocket ever,.
spring when the,, strike their budgets.
The message is clear: We'll pay, but we'll only
pay for what is necessary.
The road we're on with the provincial
Progressive Conservative government is one that
hasn't been much used in Ontario for several years.
But we're all travelling it together.
Consequently. we all must do our fair share of
belt -tightening, without losing sight of our goal.- a
return to prosperity for all.
It's a huge responsibilit% that falls to each and
every one of us, including the people we elect to
represent us in all levels of government.

To the editor:
Thank you for your recent story on library
issues and your subsequent editorial of
Wednesday, Jan. 31, 1996. You are absolutely
right; the consequences of user fees in public
libraries are frightening.
The Omnibus Bill gives each municipality
the power to impose user fees for municipal
services. And the Provincial Public Libraries
Act is currently under review with an eye to
allowing user fees for library service.
1 am opposed to the imposition of fees for
library service. And for the moment, the
provincial government agrees.
We have just received notice that provincial
funding to Pickering's library service, which
has been cut by a drastic 20 per cent, remains
"conditional upon the library providing free
service."
I applaud Ontario's move to protect free
service for the next fiscal year. But I fear that
as provincial and municipal coffers shrink, the
issue will resurface.
People in Pickering use their library ser-
vice. For the past three years, our system had
been one of the busiest in Ontario.
People need the library for personal infor-
mation and career growth, for job searches, for
their children's education, for recreational
reading and for a hundred other uses, and
Pickering is a better place to live because of
it. We must tell both levels of government
what services we value -- what services we
want protected.
Jill Foster
Pickering
not reflected in the survey results.
Was there a reason for this?
This is a two-year test. A test
should be properly evaluated and
yet the Grade 1 teachers will not
be surveyed until the end of this
year, which is too late.
This was a budget decision
made in an effort to save the cost
of noon -hour busing.
Therefore, the walk -to schools
saved nothing. They may have
even spent additional money on
lunch room supervision at the
walk -to schools as a result of this
test.
The trustees do not have all the
facts to make this decision. If they
vote to keep this system, they will
never reverse it. Speak to your
trustee now. You will not get a
second chance.

Adult students in a DASE

force cancellation
of program in
Durham Region
By STEPHEN SHAW
SFAFF RFPr)R*11-:R
DURHAM -- The region's
public school board has can-
celled all adult day school
programs in the wake of a
$1.5 -million provincial grant
reduction.
Adults who want to com-
plete their high school educa-
tion will have to pay their
own way as of September ,
1997 through the Durham
Board of Education's individ-
ual Continuing Education
programs.
The cancellation affects
357 Durham Alternative Sec-
ondary Education (DASE )
students and as manv as 100
adult students attending pro-
grams at several Durham high
schools.
Full-time programs such as
those offered at DASE. or
other high schools will no
longer accept students over
21 vears of ai-,c-
As part of 141111 millilln in
overall grant reductions, the
Ministry of Education and
Training has cut funding for
mature student programs to
the same rate as Continuing
Education programs, about 50
per cent less.
"It's really too bad," says
board vice-chairman and Ajax
trustee Sherrill Willard. "This
is a program that gave people
a second chance and I hate to
see it go, but the funding was
dropped so that's what we had
to do.
"I know that there were a
large number of people who
appreciated the program but
we have to concentrate our
money on kindergarten to
Grade 12 levels, and I hope
we don't have to touch those."
Education Minister John
Snobelen insists school
boards can still provide ade-
quate education programs for
adults.
"1 think the programs will
have to be changed... But that
doesn't mean there won't be
adult education.
-The cost structure is very
different and I think adult
education can be delivered for
(the new) rate of grant."Mr.
Snobelen tells the News
Advertiser.
"There are a lot of educa-

ing an adult than educating an
adolescent."
Mr. Snobelen, in Oshawa
Thursday attending the
announcement of university
programming at Durham Col-
lege, says schools have "dif-
ferent custodial and legal
responsibilities" in educating
adults and "our grants reflect
the difference in costs."
The school board has yet to
determine costs, locations or
times for Continuing Educa-
tion credit courses for stu-
dents older than 21 years,
says board spokesman Mary
Brown.
"That is something that has
to be worked out and evaluat-
ed. We hope: to know before
the summer."
Ms. Brown says student
tuition costs will depend on
the level of enrolment. Unlike
day programs, Continuing
Education teachers are paid
on an hourly rate.

Ontario Hydro CEO Allan Kupds,
when asked by reporters if his plan to privatize Hydra
would cause electricity rates to go up or down.
University of Toronto Finance Professor Emeritus Myron Gordon,
on what the effects of Hydra's privatization
would be on Ontario's ratepayers and taxpayers.
The Power Workers' Union consulted loading Canadian experts in utility finance,
regulation and privatization. The result a plan for Ontario's electricity sector that
offers a competitive system that is publicly accountable. Judge For yourself how the
PWU plan compares to one recently proposed by Hydro management.
Ontario cannot afford to gansbk with its energy fukm if the head of North America's
largest uh y doesn't know what wtl happen to roles under a privatized Hydro, should
we fellow him off a cliff into the unknown?
The Power Workers' Union has a better plan. One that
protects Ontario. It guarantees no rate increase for ten years
and even lower rates for our vital industrial and agriculture
sectors. It also brings down Hydro's debt dramatically.
Ontario Hydro has belonged to the people of Ontario

Westminster Abbey. Trafalgar Square and Cambridge
University. The Spartans will also learn to play cricket at a
clinic in their honor and visit Twickenham National Rugby
Stadium near London.
Fallis expects his charges will return with more than
improved rugby skills.
"I think when they come hone, they appreciate things a bit
more here because people live in very cramped conditions
over there. We don't have it that bad here," be says.
PICKERING — Dunbarton High School rugby players
hope to bone their skills when they embark on a tour across
the Atlantic next month.
A combination Spartans' team featuring junior and senior -
aged players will make the trip overseas for a two-week tour
of England from March 1 to Match 15.
Although Dunbarton High School has participated in rugby
tours to England and has hosted visiting English seams since
1981, this tour has a slight twist, says rugby coach Terry
Fallis.
Fallis explains that previous tours have included Goffs
school in Hertfordshire. near London, and at Broxborne
school also in Hertfordshire. But this year, the tour will also
include Lady Lumley's school in Pickering in North
Yorkshire. after which this town was named, and at Cheadle
Hulme school in Cheshire, near Manchester, England.
The 24 members of the Dunbarton High squad will be billet-
ed at each of the four English schools involved in the
exchange and will play games against the schools' rugby
teams. Fallis says a game against Stockport Grammar School
is also in the works during the tour.
As well as playing rugby in the hotbed of the sport, the
Dumbarton contingent also has a nurnbrr of historical and cul-
tural visits pbrmed. The group will visit Buckingham Palace,

r DALLAIRE, RONALD W
- In loving memory of my beloved
spouse and best friend who passed
away February 4, 1996.
Ron it's been only [lays
Since I hugged you last.
Lays of memories from our wonderful past.
1 love you and I will remember:
Our conversations, our touching, caressing
And loving, our laughter and our tears.
The way that we danced
Into each others eyes.
Into each others arms.
I now have you in my soul
And as my inner strength,
need you to guide me from where you are.
Up in the heavens and in the stars.
Please help me to sit quietly,
So I may hear your inner voice and
Mine together.
Thank you so much for coming into
my life, you will always be with me.
- Love Laura

Dr. Ed. Dufresne is a bold, compassionate minister who has more than 30
years of experience in the ministry.
Dr. Dufresne, who was reared a Catholic, had a startling call to the Millis"
He was sitting on a bar stool when he heard the voice of God call him to
preach. He was saved shortly thereafter, and he immediately began
serving the Lord in the ministry of helps. Later, Dr. Dufresne went on to
pastor for ten and a half years.
Dr. td. Duhesne
Jesus has taught Dr. Dufresne about the healing ministry, and has placed
a tangible healing anointing in his hands. He is known for a strong healing ministry in our day, as
deaf ears are opened, the blind see, twisted limbs are made whole, tumors disappear, souls are
saved and people are filled with the Holy Ghost. Fresh oil is brought from heaven as he
ministers in a strong prophetic anointing. The power of the Holy Spirit is manNested in signs,
wonders, and miracles in Dr. Dufresne's meetings across North America and around the world.
At our Tuesday, Feb. 27 service there will be an interpreter for the hearing impaired.
