Essential services in peril
if Ontario workers strike

DURHAM — Government workers who pro-
vide essential services are threatening to walk off
the job if the Province uses replacement workers in
the event of a civil servants' strike.
Ontario Public Service Employees Union
(OPSEU) members who work at such places as the
Whitby Jail, local hospitals and courts aren't
allowed to participate in a strike under an essential
,services agreement recently signed with the govern-
ment.
But, if the government uses strike-breakers — as
it has suggested it would — "that changes the
rules," warns Joan Gates, OPSEU regional vice-
president. "Replacement workers would violate the
spirit of our (essential services) contract. So that
philosophy (to pull essential service workers) is
being advocated in some areas."
OPSEU negotiators rejected the Province's final
contract offer last week and are encouraging the
union's 65,000 tank and file members to follow suit
in a three-day strike vote to be taken between Feb.
15 and 17. Durham's 3,000 OPSEU members are
to cast their ballots Friday and Saturday at the
Canadian Auto Workers' Hall in Oshawa.

of Ontario Hydro will increase electrici-
ty rates for everyone, compromise safety
at nuclear plants and mean unemploy-
ment or lower wages for many of the
2-W) people who work at the Pickering
Nuclear Generating Station.
So says John Murphy, president of
the Power Workers' Union (PWU),
which represents atxxA 2,200 Pickering
plant employees and 15,000 Ontario
Hydro workers province -wide. He was
at the Ajax Community Centra Tuesday
afterncxm for a special meeting with sta-
tion worker% to discuss privatization.
Mr. Murphy announced the launch of
a massive publicity campaign this week
to persuade Ontanans that the privatiza-
tion of Ontario Hydro is against their
best interests.
"I expect it's going to be the biggest
media campaign the province has ever
seen.
Mr. Murphy maintained the McDon-
ald advisory committee appointed to
investigate the future of Ontario Hydro
was set up by the Harris government
mostly to gauge public opinion on priva-
tization, which the government philo-
sophically favors.
If there isn't "a large public outcry"
against privatization, he said, Ontarians
can be "absolutely sure" Ontario Hydro
will be sold off.
According to Mr. Murphy, privatiza-
tion will lead to higher electricity costs
for consumers because the need to gen-
erate profits and pay taxes will mean the
private owners of power facilities will
have to charge more for electricity than
is being charged now. As evidence, he
p„intt-d to the situation in the United
States, where according to PWU figures,
pnvately-generated power costs residen-
tial users an average of 33 per cent recto
than in Ontario.
"It's certainly not going to he better
for the ratepayers across the province."
Mr. Murphy also maintained the pri-
vate owners of nuclear facilities would
be more concerned atx)ut their txttom
line than atxxwt safety. He noted Ontario
Hydro managers haven't hesitated to
shut down nuclear reactors when
they've perceived a possible safety risk.

Pickering and Metro will settle out of court
on Brock West dump* suit, PACT chairman says
PICKERING — The Town's lawsuit
against Metro and the Province over the
Brock West dump will be settled out of
court, predicts the head of an environmen-
tal group.
In court documents filed for its lawsuit
in the fall of 1994, the Town claimed S3
million for damages it alleges were
caused by the Brock West dump — in
particular the pollution of adiacent lands

should pay for the cost of cleaning up the
environmental contamination and com-
pensate the Town for loss of land value.

"You don't have to be a genius to fig-
ure out what's going to happen here," he
says.
He maintains that because Pickering
has a good chance of winning its suit and
because Metro wants to move trash from
its Brock North landfill to the Brock West
site. Metro will agree to close Brock West
this summer and provide $800.000 to $1.5
million in compensation to the Town. in
exchange for permission to move the
approximately 130,000 tonnes waste now
in Brock North to Brock West.
The Brock North site east of Brock
Road near Fifth Concession Road has
been closed after only operating for one
year in 1973 because of leachate prob-
lems. Metro must still pump leachate
from the site and transport it to the
sewage treatment plant on the Lakeshore.

Two -men break -bones
in Ajax work accidents
AJAX — One Oshawa man broke both legs and another
city resident fractured his ankles in two separate work
accidents here Friday.
A 50 -year-old Glovers Road man working at Gantrex
Ltd. on Barr Road was in serious condition at Ajax -Picker-
ing General Hospital with broken legs and internal bleed-
ing after a 3:40 p.m. mishap. Durham Regional Police said
at press time. He was working on a flywheel when bolts
broke, sending hot metal rod,, that were under compression
across his legs.
At around 9 a.m., a 37 -year-old Ritson Road resident
was cleaning equipment atop a Westney Road North firm
when a portion of the roof collapsed, sending him tum-
bling 17 feet to the ground and breaking his ankles, police
said. The employee of Whitby -based Foran's Roofing and
Sheet Metal Ltd. was taken to Ajax hospital where he was
to undergo surgery Friday.
The :Ministry of Labor is investigating both accidents.

Two teens charged after youth beaten
in swarming near Pickering school
PICKERING — Two Pine Ridge Secondary School stu-
dents have been charged with common assault following a
swarming near the school Thursday afternoon.
A 16 -year-old student from the school was confronted
by four to five youths around 4:05 p.m. new the school

Centre Thursday.
The manager of the Speedy Muffler on Hwy. 2 here
told Durham Regional Police he was trying to make a
deposit at the TD Bank around 9:05 p.m. when he was
accosted by two men, who grabbed the bag of money and
ran away. He told police he gave chase but was unable to
catch them. An undisclosed amount of cash and cheques
was taken.
The culprits are described as black, in their early 20s,
about 5'10" to 6' tall. One was wearing black and white
running shoes and a black coat, while the other was in a
beige coat and blue jeans.

plow services, the issuing
of OHIP cards and tax col-
lection, a civil service
strike will touch every-
one's lives in more ways
than one.
The foWwing is a list
of some of the Durham
government offices and
services which will be
affected in the event of a
strike, which could begin
as early as Feb. 25:
- Ministry of Finance
offices in Oshawa will
close, affecting the pro-
cessing and collection of
taxes and tax credits.
- Ministry of Health
offices will stop issuing
OHIP cards and process-
ing billings.
- Ministry of Communi-
ty and Social Services
office in Whitby will be
reduced to a minimum.

Crippling. Paralyzing. Immobilizing.
Those words, and others. ha%c been used to describe the
effect a strike h. 69.(1(x) public employees will have on
Ontario as the eleventh hour draws nearer.
While the pro%incial government and the Ontario Public

latter group would have us believe it's prepared to resort to the
illegal action of pulling its employers from essential services
such as hospitals, court.\ and jail,.
While OPSI?t• employees have the right to collective bar-
gaining, the,. arc perhaps mistaken if they believe public sym-
pathy will he with them if they resort to such tactics.
The 1.0'x) Durham Region workers who belong to OPSEU
are no different than arw of us. We all desire job security,
although there is not, and never has been, such a thing.

all want a secure future.
It is precis.0% because we are all concerned with these

But because the OPSFU employees are providing man

rules and abide by the current labor legislation in place as the

ment, and the public.
Both sides must continue to bargain in good faith and do

Eliminate duplication, save money
To the editor:
The subject of this letter is Pickering
Hydro and its insulting 1.4 -per cent
dccreau on their recent statement. How
about all those years we've been
gouged? I would also suggest that small
business is having a tough time, consid-
ering that one-third of their bottom line
is electrical energy, not to mention the
costs to seniors and people laid off work.
Why is hydro so expensive in this
area compared to the West Penn Power
company of Pennsylvania which is more
than 30 per cent cheaper per kilowatt
hour? West Penn Power is a huge entity
about one half the size of Ontario Hydro.
It's considered to be one of the most
efficient in North America, surely in this
era of severe economic change and corn -
petition, Pickering Hydro should try to
attract more small business by cutting
their rates and be more competitive. I
suggest Pickering. Ajax and Whitby be
amalgamated into one station, as each of
them aren't more than five minutes
away from each other Why have three
elabowate buildings all in one area? Sell
or dispone two of them — Pickering and
Whithv.
Give the over-hurdened consumer a
well-deserved break and consider the
savings by eliminating two of the expen-
sive hydro boards. Isn't it ironic that the
West Penn Power company had to hire
more people to meet the demand for
their competitive prices:'

Think again on
issue of capital
punishment
To the editor:
A few weeks ago one of your letters
to the editor form Mike Genco suggested
that capital punishment was not a deter-
rent to crime and that it serves no pur-
pose.
How about saving the taxpayers some
money and cutting down on the high cost
of keeping them in jail?
There are 33,880 prisoners that cost
us $913 million per year to keep them
confined.
That's $41,289 per prisoner and the
population is increasing at the rate of 3.3
per cent per year.
Compare those figures with your
income, Mike, then think of your vote on
capital punishment.

Parking permits mean more
revenue, fewer headaches
To the editor:
As a relatively new resident to the
"parking on the street" scene in Pickering,
I feel that there must be an alternative to
the $100 a year I pay in parking tickets.
I often work late nights and travel
through Pickering and see hundreds of cars
parked illegally under bylaw 2359/87. As
opposed to writing the occasional $25
parking ticket, why doesn't the Town issue
annual parking stickers or permits for $50
to $100?
This would give the residents who wish,
or have no other option than to park on the
street, the legal means to do so. This would
be a user fee that is fair to everyone and
will assist the Town in raising additional
funds to replace provincial funding cut-
backs.
On my street alone there is an average
of 20 cars parked on the street each night.
That translates into town revenues of
between $1,000 and $2,000 per year for
parking privileges.
I figure that there are at least 5,000 cars
a night parked illegally under the bylaw
previously cited.
Under my scenario, the Town would
raise $250,000 to $500,000 per year by
implementing a $50 to $100 annual user
fee.
The Town would also pick up additional
revenues for vehicles parked without per-
mits, therefore, the bylaw enforcement
officers would not he facing the "down-
sizing issue".
The only real cost for this program
would be the printing of window stickers
with the already -established "city permits
department" or "bylaw department"
assuming the administrative costs.
If you are in agreement with this "old
Metro Toronto" idea, express it to your
councillor who can bring it to a vote in
upcoming budget meetings.

Has anyone else noticed the
curious parallels taking shape
hrtween Durham and Quebec?
What with all the talk this
week about holding a referendum
to determine Durham's position
on joining the Greater Toronto
Area. you'd think we lived else-
where in Canada.
Maybe there's something to the
referendum mania that has
gripped the nation, and is only
now trickling down to politicians
at lower levels of government.
Use your imagination and work
with me as I try to get a glimpse
of the future:
I see a crowd of Durham
extremists, captured in timely and
provocative fashion in the pages
of your community newspaper
and on your local television sta-
tion.
The images show them spread-
ing the Metro Toronto flag across
a swatch of pavement, stomping
on it, wiping their feet, defiling
the patriotic sensibilities of
Toronto the Good.
I can we bus loads of residents
from Etobicoke, riding into town
in the early morning hours for a
love -in at Rotary Park, begging us
to remain a part of the GTA
because we have a distinct place
in their hearts and minds as it
member of the GTA family.
can see stuffy, formal meet-
ings and photo ops between lira
Witty and Quebec Premier Lucien
Bouchard, two men isolated for
their isolationist views.
I can see pre -referendum lines
drawn between two camps: The
Regionalists and the Metro-ists.
There will he a tough political war
waged in the days leading up to
the referendum, and Pierre
Trudeau will weigh-in with his
views a few days before the vote.
Those on the fringe will accuse
him of meddling; he'll reply with
his middle finger.
Finally, Durham will vote to
secede from the GTA with 50 per
cent plus one. Alan Tonks will
say that's not good enough,
Oshawa Mayor Nancy Diamond
will say `1 told you so' and Mike
Harris will do whatever he wants
anyway.
Durham Chairman Jim Witty
will be elevated to mythical status
for fighting the good fight and
schools will be named after him
for taking Durham to the brink of
independence.
Strange days, these. Strange
daysindeed.

DURHAM — Durham's
first regional chairman has
been appointed to a provin-
cial government panel seek-
ing puhlic opinion on the
Golden Report on reform
o -
ing the Greater Toronto
Area, a move that's already
under fire.
Walter Beath says the
three-mcmher panel on
which he'll serve will "lis-
ten to all people with con-
cerns about the Golden
Report. -
The panel being set up by
Municipal Affairs Minister
Al I -each has been Liven six
weeks to hold hearings.
The Golden Report sets
out 51 recommendations for
reforming the Greater
Toronto Area. It calls for
eliminating the five regions
and setting up a 3() -member
Greater Toronto Council
(GTC), pooling a portion of
business property taxes and
introducing the Actual
Value Assessment system.
But, Mr. Bcaih's appoint-
ment is being attacked by
Oshawa Regional Council-
lor Brian Nicholson, who
says, " I find it amaiing that
the Province would appoint
to its consultative commit-
tee a person who has
already publicly indicated
his preference for GTA
government.
"It's bad enough that
Minister I.each is speaking
positively about the GTA,
but now his supposedly
independent consultative
committee seems to he
stacked with those who
wish to drag Oshawa and
Durham into the Greater
Toronto Area."
Mr. Beath refused to give
his opinions on the Golden
Report when being qucs-
tioned about his appoint-
ment to the panel. "At some
point in time. I'll have an
opportunity to make my
comments known."
When the report was
made public, he said, "I was
there when the first changes
were made to local govern-
ment (with the establish-
ment of regional govern-
ment in 1974). 1 don't think
it will he all that had to the
five regions."
Mr. Beath spent 30 years
as a municipal politician,
including a stint as Durham
chairman from 1974 to '80.

lengthened if there's a
demand, Mr. Beath says.
"We'll issue a report on
the consensus gathered
from those hearings. It
won't be our personal Feel-
ings. We'll keep a score.

tions, so if number seven
has no support or partial
support. we'll say that."

A survivor's story
Shawn is not his real name — but his story is
all too real.
Shawn is a resident of Durham Region, one of
many men coming forward with stories of sexual
abuse.
"It started when I was eight and continued
until I was 11;' says the articulate young man.
"Men it happened again when I was 20."
Shawn was the victim of repeated sexual
assault at the hands of his uncle — his
father's brother. He would often accom-
pany his uncle and his three cousins on
camping trips. The abuse started with trips to the
washroom, where his uncle would "show me
dirty pictures". That progressed to fondling and
requests for Shawn to fondle his uncle in
■return
Then his uncle began taking him for
boat rides to a secluded Mand, where be
would perform oral sex on the young boy.
Now in his early RX. Shawn says as a young
child he didn't know what to do. He felt fear
every time be was around his uncle, who offered
hire money and told him that if he said anything
about what was taking place. he wouldn't see his
cousins or his family again.
"AS a child you just go into a shell. He
took my innocence away."
Shawn felt a whole range of emotions as
a result of the abuse — fear. rage, satinets
and. of course. guilt "I felt I was the rea-
son, that it was something I did. I wondered, did I
want it" Did 1 ask for it? Why me? I even started
wondering about my sexual preference. I just
didn't krxiw any better."
The abuse finally stopped when Shawn's
mother overheard him telling his sister about it.
:'U1 that was said to him to help him deal with the
four years of terror was "'Your father will
■ speak to your uncle..., be recalls.
17 hey were the old school; they didn't
want to talk about it." Shawn says of his
parents' reaction.
From the age of 15, be tried to drown his pairs
in liquor, but it didn't work.
On the contrary. At a party for his
■cousin, when be was 20 years old. Shaven
drank too much, as was customary, and
passed out. He awoke to find his uncle
performing oral sex on him.
"I freaked out I mean, the whole family was
in the backyard, and he did this."
Again, he told his father what had happened,
and again his father said -Don't bother me about
it"'
To his horror. Shawn learned at some point

that prior to his own abuse, his parents had
walked into his uncle's home and noticed two
boys' ja:kets; the uncle and the boy% were in the
bedroom.
"I can never forgive them for that," Shawn
says. "I keep thinking, if you knew that then, why
did you not prcxw me? That's what parents are
supposed to do, but 1 still went camping. I was
still put into that situation.-
Today,
ituation "Today. Shawn is married to his teenage sweet-
heart and they are approaching their 10th wedding
anniversary. They have young sorts of their own.
Shawn says it is inconceivable to him, as a father,
to understand how his parents could have let this
happen.
He says each time one of his own sons was
born, he would think to himself "My uncle's
probably licking his chops. Isn't that an awful
way to think?"
Eventually, Shawn's drinking problem and his
diftculty in dealing with the abuse nearly cost him
his wife and his job.
"Eventually, I carne to think there was a part
of my life I just couldn't handle," says
Shawn. So he took the first step and ■
turned to Alcoholics Anonymous.
While attending AA. Shawn thought it
would be a good idea to have a group for sexual
assault victims, but being male, there was always
that concern about maintaining that "macho
image.
"There were things deep down inside ■
me, that I wanted to get out. There was
nowhere to tum."
Shawn found out about the male sexual
assault survivor group at the Durham Region
Sexual Assault Care Centre from his sister, who
unbeknownst to Shawn, had been involved in a
women's support group to deal with abuse suf-
fered at the hands of their father. (She had also
been propositioned by her uncle, but had been
forewarned by Shawn, and she was able to avoid
his abuse.)
"I realized the only way I could get help was
to deal with the pain." says Shawn, who is in his
second series of support group meetings. He
describe,,; the group as "a safe place where you're
able to talk about what's on your mind" — a
Place where there are "no barriers.
"I look forward to every Tuesday
when I can go to group; after it's over, I
don't want to leave the room. It feels
safe"
When Shawn attended his first session, be was
"scared, nervous" and he wondered if the confi-
dentiality would be honored. But, the counsellors
are "great" and "everyone is there to help'.
Dealing with it is not easy though. "I thought
giving up drinking was tough. When I talk about
it. it's like I'm a child again; I can see everything
so clearly.
"In order to deal with the pain, I guess I have
to live through it again.
"I know (therapy's) not going to heal me; I'll
have to live with it the rest of my life. It's just
good to have somewhere to go "
Shawn is now contemplating laying charges
against his uncle, but is carefully considering all
the ramifications. He knows many members of
his family won't support his decision. He's cow
cerned about the health of his elderly relatives and
the wife of his uncle. Then he thinks about the
other family members who have allegedly been
abused, and those who may be hurt in the future.
"Maybe I'm taking everyone else's feelings
into consideration, instead of my own," he won-
ders aloud. "If he is still perpetrating, maybe I'll
be able to stop it."
Caring for sexual assault victims
DURHAM — It's a sordid topic
cloaked in secrecy and betrayal, no
matter how you look at it. But sexual
abuse is not a problem that's restricted
to the female gender. In fact, recent sta-
tistics indicate the incidence of male
sexual abuse is on the rise.
Men are strong. Men are tough. Men
can take it.
Historically speaking, this stereotyp-
ical view of the male gender has kept a
lot of ugly secrets under wraps, buried
deep in the male psyche where they've
been left to fester, often with tragic
results.
But with the dawning of a new era of
enlightenment, in which men are
I,.. _....

male...and recent
statistics indicate
male sexual abuse
is on the rise
encouraged to cast away their macho
image and express real emotions, tragic
stories of sexual abuse are also coming
to light.
According to Shirley Burnett, pro-
gram manager of the Durham Region
Sexual Assault Care Centre (SACC),
more men have been coming forward in
the past two years with stories of recent
sexual assault and childhood abuse —
most often at the hands of other males.
And the number of children (male
and female) coming through the system
is also increasing at an alarming rate,
Ms. Burnett adds.
"At a time when services are getting
smaller and smaller (as a result of cut-
backs), the numbers are getting bigger
and bigger," she says.

"rational. Historically, men have not
been given permission to express
their feelings; men see exposing
their feelings or being vulnerable as
being weak."
Ms. Burnett says the issues male
victims must deal with, however, are
very similar to those of women who
have been sexually abused — a lack
of trust, low self-esteem, a deep
sense of shame and self -blame.
Sexual assault centres are a rela-
tively new phenomenon; the first
was opened in Women's College
Hospital in Toronto in 1986. The
Durham Region centre opened in
1987 — the third in Ontario. Ser-
vices for male victims are even more
recent; the Durham Region SACC
opened its first men's group last fall.
There are two components to the
services offered by SACC — med-
ical and aftercare counselling.
The medical facilities are avail-
able to everyone — any age, any
gender. Currently medical services
are hosted through Whitby General
Hospital, though a new location is
being sought as a result of the Acute
Care Study, which recommends the
hospital become a rehabilitation cen-
tre.
A trained roster of physicians and
nurses treats sexual assault victims
in a room separate from the rest. A
nurse will spend two to six hours
with each victim, from the moment
they arrive at the hospital; crisis
counselling is also provided, says
Ms. Burnett.
One crucial point that many peo-
ple don't realize is that any victim
over age 16 can choose to involve
the police, or not, says Ms. Burnett.
They are still eligible to receive
medical assistance regardless of
police involvement.
If a victim is unsure about prose-
cuting the perpetrator, forensic tests
can be conducted and frozen for up
to six months to give the victim time
to decide whether to press charges.
Although the aftercare counselling
takes place in Whitby at the centre,
the service is open to any resident of
Durham Region 14 years or older,
male or female. Both group and indi-
vidual counselling is offered; indi-
vidual counselling is open to anyone
who has been sexually assaulted
within the last year, whether they
used the medical services or not.
"It has been our experience that
often sexual assault victims won't do
anything about it (at first). They
think they can handle it and put it
behind them," Ms. Burnett says.
"Then a few months down the road,
they fwd it difficult to function in
their everyday lives."
Statistics indicate sexual assault
victims who receive counselling
immediately following the incident
heal more quickly and easily, both
emotionally and physically, says Ms.
Burnett.
But it's not a cure-all. "People
often think going to therapy is going
to magically solve all their problems.
What it does is help them to cope
with life on life's terms."
It's not unusual for a client to par-
ticipate in six to 20 sessions dealing
specifically with the sexual assault,
she adds. But often there are other
issues which have to be confronted.
People who turn to alcohol or drugs
to help them cope with the incident
may have become addicted and are
referred to Pinewood, Alcoholics
Anonymous or Destiny Manor to
deal with their dependency, either
before or in conjunction with therapy
at the centre.
Women in abusive relationships at
the time of the assault are referred to
the outreach program at Denise
House.
An eclectic approach is taken at
the Durham Region SACC; many
types of therapy are used including
some forms of psychodrama, artwork
and cathartic release work.
"The value of someone telling
their story in a group of people who
also have stories to tell can never be
underestimated," Ms. Burnett says.
"It's very healing to know you're not
alone."
But for men, it's even more tough
to open up. "It's important for men
who come into group (counselling)
to learn how to talk in a more in-
depth way," adds Ms. Burnett. "For
many men, that's difficult."
Sometimes it's difficult for the
therapist too. Says Ms. Burnett:
"I've been in various aspects of the
healing profession, but this work is

the hardest I've ever done. It's so
deep, it's so painful."
But she is optimistic about the
results, too. "I believe people can
heal from this. It's like the feelings
get buried alive, then one day they
surface and they find they're still
alive."
The D•irbam Region SACC also
offers group therapy for childhood
sexual abuse survivors, women,
young women 16 to 19 years of age
and men.

in Durham
DURHAM -- Reading is something
often taken for granted, but on
Wednesday Feb. 28 the Literacy Net-
work of Durham Region challenges
the community to stop.
Readless Wednesday is an exercise
in understanding the importance of
literacy. In honor of Family Literacy
Week (Feb. 24 to March 2) people are
asked to forgo the morning paper and
any other daily routine that includes
reading.
Other activities throughout the
week will include mail displays and a
number of activities at libraries across
the region.

schedule is as follows:
Saturday Feb. 24: a reading tent
and mall display at 5 Points Mall in
Oshawa from 10 a.m. to 5:30 p.m.
