Groen Pickering Council disagrees on how to fill vacant Ward 2 Region seat By MARIANNE TAKACS STAFF REPORTER .IPICKERING — Pickering council- lors appear to be at odds over how to fill the Ward 2 Regional seat left vacant by the death of David Farr. The Ward 2 local councillor, Sherry -,,Senis, believes it would be most appro- priate for her to be appointed to replace Mr. Farr. "I was elected to represent Ward 2 ' ;and I certainly am more than capable of doing the job at the Regional level," she says. Coun. Senis maintains the fact that she is the only candidate actually elect- ed by Ward 2 residents "should hold a jot of weight" when Council makes its decision. If she is moved up. Coun. Senis would like to see a byelection held to replace her. She says it would he the ..only fair thing" for the residents of Ward 2, and that replacing a councillor with the candidate who lost to her in the last municipal election, as some are sug- gesting, wouldn't serve the democratic process. "What you're doing is giving the position to an individual the majority of voters said 'no' to," she explains, adding that in this case the person who finished second, former Ward 2 Region- al Councillor Doug Dickerson, was defeated in tries for both the local and Regional seats in the two previous elec- tions. "There's some very strong feelings by some members of Council about who they want and don't want," says Ward 3 local Councillor Enrico Pistritto. "To me it's a very easy decision." Coun. Pistritto maintains the person who finished second to Mr. Farr in the 1994 election, real estate broker John England, should be appointed to replace him. Mr. England says he has been giving -some thought" to throwing his hat into the ring for the position, but hasn't made up his mind yet. Page 5 DURHAM — Region officials will have to cut 58 million out of Durham's 1990 budget or ratepay- er, may be hit with an eight -per cent tax increase. That's the scenario Durham politicians face after the provincial government last week slashed about tiS million in unconditional and roads grants it gives to the Region. In 1990. Durham will receive about $1.3.4 million in a new block fund, which is a combination of unconditional and road grants the Region can spend as it sees fit. Last year, Durham received about $22.47 million. so the cut works out to atxut 35 per cent. The degree of the cutbacks "knocked us back on our heels'. says Region chairman Jim Witty. Durham staff had anticipated working with a $7 - million reduction, which would have been "no mean feat in itself. but an $K -million cut V. harder to accommodate without considering a tax increase." Firefighters were called to the scene at 1685 Whitevale Rd. at 10:28 a.m. The woman had been carrying the tree down the stairs from the apartment when it came in contact with a heater and ignited. She put the tree down and ran upstairs to phone the fire department. The tree was still burning when firefighters arrived but damage to the building was not extensive and the woman and children upstairs were unhurt. "It could have been bad because (the fire) was blocking the main exit," says Pickering Fire Department Deputy Chief Bill Douglas. But, he notes, there was an exit through the roof which could have been used. The department's fire prevention office is still investigating: McTeague top area MP in spending, attendance Bv CINDY UPSHALL DURHAM ST AUT DURHAM — Voting participation and expenses of local MPs spanned the spectrum in 1995. There were 246 recorded votes held in the Nouse of Commons between Feb- ruary 1995, the first vote of the vear. and December 1995. Of these votes Ontario Riding MP Dan McTeague participated in 22-2 and paired in two, Durham Riding NIP Alex Shepherd participated in 175 and Oshawa Riding MP Ivan Grose partici- pated in 1-t5 and was paired in 2S. Pair- ing is a process where an MP who will be away "pairs' with a member of the opposition who will also be absent, thus not changing the end result of the vote. Expense claims for travelling to and from Ottawa and around the riding dur- ing the 1991-1995 vear varied greatly across the country. Mr. McTeague was the big spender among local MPs, claiming 535,477. Of 295 MPs, only 34 spent less than the $21,492 Mr. Shepherd claimed. Mr. Grose followed closely on Mr. Shep- herd's heels claiming $21,508. Mr. McTeague defends his expenses, saying they're in line with other MPs in the Greater Toronto Area. The average of the 40 MPs in the GTA is $35,04456, he reports. Also driving up the amount of his expenses were a number of engage- ments inside and outside the province. No clues in man's disappearance ❑ Helicopter search helped prepare police and volunteers PICKERING — Two dozen police officers battled frigid temperatures Fri- day in search for clues into the disap- pearance of a Pickering man missing 10 days, but turned up no new leads. Durham Regional Police officers searched parts of the Seaton Hiking Trail in north Pickering, where it's believed Derrick Francis, 38, went missing. The Longbow Drive resident was last seen by his wife leaving home for work the morning of Dec. 28. He never arrived at his Scarborough office and hasn't been heard from since. The father of two "had family problems and was depressed over Derrick Francis personal prob- lems, there's no secret to that.- notes Staff Sergeant Sandy Ryrie. Mr. Francis's 1995 red Acura was found on Forest Stream Trail near the hiking trail two days after he disap- peared. There were no obvious signs of a struggle in the car and police were unable to find a trail of fartprints lead- ing from the car. Police believe Mr. Francis was alone when he disappeared and say he was wearing jeans and a leather jacket when he left hortx:. A helicopter search of the trail Thursday failed to turn up any clues. but helped police prepare for the foot search. Volunteers were to search the area again Saturday. Mr. Francis is described as black. 6' tall, 175 pounds, with short black hair and brown eyes. Anyone with informa- tion about him is asked to call Durham police at 683-9100, ext. 321. At this stage, a tax increase is being looked at more seri- ously than we once thought it would be," he sans. Durham finance commissioner Jack Gartley points out that every $1 mil- lion in lost revenue necessitates a tax hike of one per cent. Mr. Gartley adds, however, that Regional councillors will likely make cuts to the budget so Durham's por- tion of vour tax bill won't necessarily increase by eight per cent. The Province announced the reduc- ment, but hadn't worked out the cuts for each municipality. There could also be more tough financial news for Durham when the Province brings down its spring bud- get. The Region receives grants for such areas as health and homes for the aged and last year those payments totalled $184 million. But, health and homes for the aged funding could be cut in the spring budget. "We could be losing more, but we don't know yet," Mr. Gartley says. J P THE NEM ADVERTISER SUNDAY, JANUARY 7,1"6 -PAIGE S By MARIANNE TAKACS STAFF REPORTER PICKERING — It may be early >` February before Pickering council- lors choose someone to fill the Ward 2 Regional seat left vacant by the death of David Farr Dec. 17. Under the Municipal Act, Coun- cil must appoint a new representa- tive for Ward 2 and may not hold a byelection for that position. If Council appoints one of its own local members to replace Mr. Farr, such as Ward 2's Sherry Senis, it could choose to hold a byelection to replace the local councillor, or appoint a replacement. Councillors have not yet held any formal discussions on how they'll handle the matter. But at their next Council meeting Jan. 15 they'll be asked to vote on a resolu- tion outlining procedures for the nomination and voting process which are the same as those fol- lowed in 1991, the last time Picker- ing was faced with a similar situa- tion, following the death of Ward 3 Regional Councillor Beverly Mor- gan- Mayor Wayne Arthurs has sug- gested the procedure be repeated because he believes it worked rela- tively well last time. The public would be given a chance to address Council, and then councillors would simply nominate candidates and be given 10 minutes to speak on their nominee. Candidates could be members of Council or the gen- ml public. Councillors would then make their choice among the nominees. If no nominee won a majority of votes, the candidate with the least votes would be dropped off the bal- lot and the voting repeated until one candidate received a majority of councillors' votes; the support of four of six councillors would be required. If the successful candidate was a local member of Council, Town politicians could then choose to either hold a byelection or follow the same nominating and voting process again to fill the vacant local seat. "1 would be looking for the end of the month as the time frame in which to complete the process," says the mayor, adding a successor should be in place by Feb. 5, or ear- lier if that's what oatndlIms want. He says anyone interested in being nominated should contact members of Council or the Town. There will be no formal application process. Several people interested in the nomination have already approached the mayor and Council members. Doug Dickerson, who represented ward 2 at the Region from 1988-91, has said publicly that he's interested and that he's "been approached by members of Council" about taking on the job again. Mr. Dickerson finished sec- ond to Coun. With speculation that tobacco companies will start adver- tising this year following a decision by the Supreme Court of Canada, local health departments are protesting and raising the alarm that such advertisements will lure more youths to the dangerous habit of lighting up. What's really at issue here is protecting impressionable young people against the seductive advertising claims of a harmful product. Tobacco hardly stands alone in that category. If protecting the health of our children is the aim, we should widen the advertising ban to include alcohol and junk foods and declare it illegal to use sex to sell anything. Sex, which can he lethal, is routinely, called upon to sell everything from jeans to hair spray and vacation destinations. Advertising, it is true, can cast a product in a glamourous light. Tobacco companies have promised any advertising efforts will be aimed at adults, but yes, youths will inevitably be exposed to them. The txlttom line however, is that use of tobacco products is legal in Canada, just as it is legal to use alcohol. It follows, therefore, advertising of a legal product should be permitted_ As with any, harmful practice or habit, the job of policing children is left to the parent. We cannot leave it in the hands of government or manufacturer to monitor who is using their products, or how. Society is becoming more and more intoler- ant of smoking, and has made it illegal to light up in many public places. B rian Thompson said no, but gave me a copy of an article which had appeared in the News Advertiser. I subsequently established that this arti- cle appeared only in the Pickering edi- tion. Events at the PNGS affect Ajax just as much as they impact on Pickering. 1 would appreciate it if, in the future, you do not leave Ajax out in the cold. There is one choice for Canada To the editor - If Canadians doubted that the federal Progressive Conservative party of Canada would return to lead Canada, the last few months in Ottawa have proven that the PC party will return because it must return. On the one hand we have a Liberal gov- ernment whose "don't worry, be happy" veneer is now crumbling. While Mr. Chretien's laid back attitude may have been a welcome relief for some a few years ago, it was irresponsible for the so-called leader of the Liberal party to encourage Canadians to play down the serious problems facing our country. In fact, it is reasonable to ask whether Mr. Chretien understands the issues. Mr. Chretien clearly does not grasp national unity issues and has only offered a pathetic parliamentary Bandaid that satisfied no one and significant- ly raised the tensions between eastern and wester Canada. Moreover, he is not dealing with our debt and deficit crises in any meaningful way. While 34 cents of every tax dollar is lost to interest payments, Mr. Chretien perpetuates the myth that our debt problem is not that serious. The fact is that this government's .lack of action is costing jobs, is putting every social program at risk and is mortgaging the future of every Canadian. In short, this gov- ernment (Red Book or not) lacks the vision and the political will to prepare Canada for the 21st century. On the other hand, we have the Reform party that is more concerned about scoring political points than offering meaningful alternatives to the Liberal government. Reform does not lead using nation -building principles. Rather, Preston Manning uses "hot button politics" to encourage cynicism among Canadians in the hope of getting a mention in the polls. His negative opportunism exacer- bates the differences between Canadians and does nothing to effectively get Canada back on track. Most recently, Mr. Manning's comment that Mr. Chretien should be removed because the prime minister could not win another round in Quebec is curious for it also draws attention to the fact that Mr. Manning could never win even a first round in Quebec. Since Mr. Manning himself recognizes that Canada's prime minister must be able to offer leadership from coast to coast, he makes the most convincing argument as to why the Reform party must never govern Canada. The PC's tenacious leader, Jean Charest, has proven himself on the unity front as the only national leader who is welcome in every region in Canada. The party must now show Canadians that through its rebuilding process it has returned to its roots and that it does have a realistic, comprehensive agenda to lead Canada into the next century. The party must demonstrate that it has the political will to deal with Canada's debt firm- ly but fairly, that it is committed to toughen- ing up the justice system, and that it will get government out of the way of business and the Canadian consumer to get the economy back on track. Finally, the PCs must show they have a depth of talented candidates deserving of Canadians' respect. It is my firm belief that the party will again earn the respect of Canadians. For the sake of our country, that time cannot come too soon. Leanne Lewis, Ajax Letter of the Week Seek and you shall find To the editor: I would like to share an exam- ple of federal government waste with you. In the course of one week they announced that they are going to turn Downsview Military Base into a park and spend $2 billion of somebody's money to expand Pearson airport. This military base is really an airport, perhaps bigger than Toronto Island and Oshawa Airport combined. The airport sits beside Hwy. 401 just waiting for someone to use it. Instead, they will throw away our money that was spent to build it, and we will pay as well, to bulldoze it and cre- ate vacant land. When this is done, they are going to duplicate Downsview, airport at Pearson. The government could do something simple to save our money. They could lease Downsview airport and then just sit back and collect rent cheques for us. Did I mention that the Spadina subway line stops at the southern fence of Downsview'' It would cost almost nothing to join the two together. Downsview could then boast of being one of the few airports in the world with that service attached. 1 hope the Liberal government gives some more thought to their plan before they -start throwing i out our money. However, my wife and I like them so we feed the same four neighbor- hood squirrels roasted peanuts every day. The Raiders finished with a round-robin record of one win and two losses at the tourney which featured top teams from across Canada and the U.S. The Air Tech peewees' Ione win came against New Jersey, which was undefeated prior to playing the Raiders. The second annual edition of the event sees rinks from Annandale's men's competitive league vying for $1,600 in prize money — $700 of that to go to the winning team in the final game. This year. 41 rinks are participating in a double knock -out draw. The skins games are in addition to the regular Tuesday and Wednesday league contests. With so many rinks com- peting. it will take all season to squeeze in the extra games. And. w ith Annandale ice at a premium, teams have to show up at all hours of the week to get an open sheet. R R R The 91st edition of the world's oldest continuous bon - spiel, now the Investor's Group Trophy Bonspiel, gets under wav Saturday. Annandale is sending 21 men's rinks into the event. The bonspiel takes entries from 29 area curling clubs and uses ice at 26 of them through the entire week. The finals go Saturday, Jan. 13 at the St. Georges Golf and Country Club in Etobicoke. Ajax ringette novices drop hard-fought final at Markham tourney AJAX — The Ajax Optimist Club novice 'C' ringette team advanced to the final of the 14th annual Markham Ringette Holiday Season Tournament this past weekend before losing to the host squad. By compiling a record of three wins and a loss in round- robin play, the Ajacians qualified for the final against Markham. In a hard-fought match, Markham eventually won 12-9.
