by councillors. But last year. for exam-
ple. stat? initially handed in hudget
proposal, that would have ineant a
1.5 per cent tax increase. and council-
lors eventually approved a zero -per
cent hike. It was the third year in a row
without an increase in Town taxes.
The hi,l hike being proposed this
year may he partly atirihutcd to
expected cutbacks in Provincial fund-
ing. Town staff drew up the budget on
the basis of estimates of' what the cuts
would he. Pickering_ officials expect to
find out this week precisely him much
less the Province will provide.
Budget meetings are scheduled to
begin this Thursday and Friday. But
according_ to Ward _' local Councillor
Shcrry Scnis, all politicians have asked
the mayor and Town manager to delay
the meetings until the final figures for
the Provincial cuts are received. and
until a replacement can be appointed
for the late David Farr, the Ward 2
Regional councillor who died Dec. 17.
"The majority of Council feels we
should have all members in place," she
says, explaining politicians are worried
the budget process will get bogged
down in tic votes d only six council-
lors are participating instead of the full
complement of seven.
Council has not yet made any deci-
sion on who they will appoint to
replace Mr. Farr, and, if he is replaced
by another nicmbcr of Council. huw
his replacement will he picked.

little brighter for the less fortunate.

Ajax -Pickering, says to those who con-
trihuted to its Christmas fox)d and toy
drive.
"The response was tremendous. It
was overwhelming."
The Salvation Army was able to
replenish its food bank shelves as dona-
tions poured in. "We were beside our-
selves up to 10 days before Christmas,"
admits Mr. Carew. " I was going to the
grocery store every other day. But then
everything began coming in."
He estimates the Salvation Army was
able to help between 480 and 500 fami-
lies, up from the 450 families it saw last
year.
Though demand was up, "it wasn't
up as much as we thought it would be,
which made us happy," notes Mr.
Carew.
"Ilse donations were incredible. I've
never seen anything like it. Maybe it
was because of all the (provincial spend-
ing) cuts and the news those cuts
received. I think more people realized
the number of people in need."
Mr. Carew paints to schools "which
hent over backward;' to help and cixpo)-
rations which donated to the tixxf and
toy drive tilr the first time.
For those seeking help. asking for
handouts "is never easy. For most peo-
ple. it's still tough. But people were
thankful because we had more to give
out because of the support from the
community. We received a few thank
you cards from people we helped out.
We don't usually get any."
Despite stocked shelves, Mr. Carew
believes supplies will once again be
depleted by spring. "I imagine January,
February and March will clear things
right out. Those are traditionally the
busiest months for food banks" because
many people can find seasonal work in
the spring and summer, while others
find retail jobs in the weeks before
Christmas.
While the Salvation Army's next big
drive will be at Easter, it accepts dona-
tions throughout the year. Drop dona-
tions off at the Salvation Army's food
bank and thrift shop at 43 Station St. in
the Ajax Plaza.

PICKERING — Picker-
ing's Clearnet Communica-
tions Inc. has stepped on to
the playing field with the
big boys.
Federal industry minister
John Manley announced
recently that a unit of the
local company, Clearnet
PCS Inc., was one of only
four firms in Canada grant-
ed licences to provide a
new type of portable telc-
phone service. The other
winners of licences includ-
ed communications giants
Rogers Cantel Mobile
Communications Inc. of
Toronto and Mobility
Canada (a consortium ol'
the mobile communications
units of Canada's biggest
phone companies). as well
as Microcell Telecommuni-
cations Inc. ol' Montreal.
The new service, dubbed
PCS for Personal Commu-
nications Services. is based
on digital transmission
rather than the analog sys-
tem currently used by cell
phone companies. It will
offer customers a single,
portable phone with a sin-
gle number for use in the
home. office and every-
where else at a price that's
supposed to be competitive
with existing cell phone
services.
"It will eventually
replace cellular and paging
and all other wireless ser-
vices,.. says Rick Scifed-
dine, Clearnet's director of
communications. '-It's
going to k- the next level
in wireless communica-
lions.-

log transmission, where the
radio signal is sent in a
continuous wave. PCS uses
digital transmission where
the signal is sent in a series
of bursts.
Mr. Seifccidine notes
digital signals are scram-
bled. -Once it lands at the
recipient handset it
descrambles and becomes a
voice.- While eavesdrop-
pers can quite easily pick
up unscrambled cell phone
transmissions on widely -
available scanners,

Winning a PCS licence
is the culmination of what
Mr. Seifcddinc describes as
a "monumental effort- by
Clearnet. II took an esti-
mated 20,000 person hours
to compile the company*s
2,000 -page application for
the licence, which
described in detail the type
and extent of nationwide
service Clearnet is planning
to provide. starting in 1997.
The federal government
was -looking fur compa-
nies with proven wireless
experience, proven skill, in
terms of managerial exper-
tise. They wanted a compa-
ny that had a � ision."
Clearnet is an cstah-
lished company in the field
of two-wav radrlt commu-
nications systems — the
kind used by emertcncv
services, is and courier
companies. In 1994, the
company acquired the
Canada -wide radio network
of Motorola Canada. and
now has '50,(XX) customers
across the countrv.
In 1990 Clearnet will
make another hold move in
the telecommunications
industry with the launch of

dcscrihcs as "Canada's first
digital integrated wireless
network" in Ontario and
Quebec. Enhanced Special-
ised Mobile Radio (ESMR)
uses the latest digital tech-
nology to offer customers
voice dispatch, mobile

AJAX — About 5200 worth of
dru_*s — none considered dangerous
to the public — were stolen from a
pharmacy here on the weekend,
police report.
The suspect gained entry to Victo-
ria Pharmacy at 15 Westney Rd. N.
by smashing a glass window using a
metal object, according to Durham
Regional Police.
The theft occurred sometime
between Dec. 30 at 5:20 p.m. and
Dec. 31 at 7 a.m. The suspect pried
open a cabinet and took a small
quantity of "common drugs", police
say.
However, any drug that is misused
can pose a danger, police caution.

For better or worse. we mat all get a glimpse in the
coming days of just how different Durham Region may
look in the future.
The so-called Golden Task Force is scheduled to release
its report on Greater Toronto Arra (GTA) reform which is
cxpectcd to recommend sweeping changes to the size and
structure of our local eo%ernments and the way in which
that government is delivered.
We urge Regional chairman Jim Will% to hold last in
the face of what is sure to become monumental political
pressure for Durham to tow the line So far. his position is
one of loeic and awareness.
We agree that such %ast change I if; indeed. it is recom-
mended and appro,.cd by the Pro%ince) should he phased
in over it reasonable amount of time to allow the re_nons to
adapt cltech�cl�.
Further, the voice of the millions who make their lives
in Durham. Fork. Peel and Halton must be heard. To that
end. %Ir. Witty proposes a referendum. Again. we agree.
and strongl). ur•_zc the pro. racial government to recognize
the result.
Indeed. the provincial government may arbitrarily
impose this %ast change on all the the regions surrounding
Toronto. with that in mind, it makes it ever more impor-
tant for those %oices that will he most affected to speak up
and speak of,, about their %sews on GTA reform.

To the editor:
I'd like to head the list in provid-
ing something positive in reply to
the letter of Mike McGill of
Pickering High School. Bravo and
congratulations for such an eloquent
critique of the reporting of an isolat-
ed incident at his school.
Speaking from personal experi-
ence, at a Senior's Christmas party
on Dec. 14. members of the
Pickering High School senior jazz
band thrilled a group of over 80 with
their talent and enthusiasm.
Another group of' young people
from various high schools worked
and served the refreshments during
the afternoon with great courtesy
and consideration.
They also took on tasks not
expected of them such as clearing
away and re -arranging furniture to
original positions, thus saving a lot
of seniors aches and pains.
'(-hese are happenings that should
be the focus of attention — they
take place daily.
I hope Mike McGill's future
plans include having a public image
where he may be able to make some
positive changes possible.

who benefited from this
selection process and
whether or not the best
interests of our communi-
ty were served by your
"champion of Ajax".
When casting my vote
did not consider that I
would be providing them
with a future proxy for the
position of mayor.
I also take strong
exception to those who
have suggested that tough
economic decisions need-
ing to be made or a dollar
cost for an election results
in the abandonment of our
right to select by ballot
our representatives.
This type of thinking
could be setting a scary
precedent.
I know most of the
councillors and I do not
feel that any one of them
would allow the issues
facing this town over the
next several months to

Football League Miami Dolphins failed to
turn the table. on the Buffalo Bills Saturda,..
The Dolphins lost to American Football
Conference rival Buffalo in their last regular -
season match -up on Dec. 17. This past week-
end. Miami returned to Rich Stadium for the
first-round AFC playoff contest against the
Bills who "squished the fish" once again, this
time by a 37-22 count.
Greene. who toiled for the Pickering Iligh
School Trojans in the late '80s, saw his pla}'-
ing time increase considerably with the
Dolphins in the last half of the season after he
was activated from the practice roster. lie
chalks this up to perseverance and hard work
during practice.
"I've got an opportunity, now I have to take
advantage of it." Greene. 25. a 6'4". 310 -
pound offensive guard in his rookie season
with the Dolphins. told the News Advertiser
in a telephone interview after a gruelling
practice before Saturday's big game. "Fm
practising really hard: I'll just have to earn
respect on the field."
The former Pickering resident's road to the
NFI_ took him through Bloomincton. Indiana
where he starred with the Indiana Universitv
Hoosiers of the Bic 10 Conference —
arguably one of the most competitive football
divisions in li.S. collegiate football — where
he lined up against such opposition as the
Penn State Nittany Lions. the Ohio State
Buckcves, the Michigan State Spartans and
the I'niversity of Michigan Wolverines.
In his years with the Hoosiers. Greene
earned All-American status as an offensive
lineman and played in the prestigious Senior
Bowl in Mobile, Alabama last lanuarv. The
annual contest is a showcase of the best
senior players in U.S. collegiate football.
This past summer. Greene was taken in the
second round of the NF`L college draft. 53rd
overall by the Dolphins, one of only five
Canadians chosen by NFL clubs at the draft.
Finding Greene was a stroke of luck for
Indiana coach George Bleu. While travelling
through Ontario, he met ex -Toronto Argonaut
general manager and coach Bob O'Billovich
who encouraged him to see Greene play. Bleu

was immediately impressed with Greene 's
size and mobility, describing him as "a good
athlete with a lot of raw talent" and a good
attitude which would allow the Indiana
coaching staff to develop him into a Big 10
All-American.
In a telephone interview from Indiana,
coach Bleu noted Greene's character is
unquestionable- which should allow him to
develop into a first-rate professional.

Greene isn't awed by his ascent to the NFL
ranks which sees him on a daily basis come in
contact with coaching legend Don Shula,
can't -miss hall of famer Marino and hall of
famer 'Mean' Joe Greene. who's now a coach
with the Dolphins.
"I never really followed the NFL up in
Canada and it wasn't until my last year at
Indiana that I thought about turning pro, so
that stuff didn't really faze me," said Greene,
who pulls on jersey number 68 for Miami.
Greene, in an interview published in the
Dolphin Digest, an in-house publication of
the Miami Dolphins, said he hasn't minded
seeing spot duty in the Dolphins' line-up this
season.
"I'm looking at this like it was my red -shirt
(freshman) year in college. This gives me a
chance to take my time and learn the system,
instead of getting thrown in there and making
mistakes." he told that publication.

Immersion Program
Kindergarten Pre-registration—Sevtemi er 19%
Pre-regi-,tr.ltion fir Kindcrgartcri prograrus will bcgin Tuesday. January
16. 1996. Parents are urged to phone their local school to pre -register
for the September 1996 classes. Eligible children must be 5 years of
age by December 31, 1996. If the number of children pre -registering
exceeds the accepted class limit, some students may be bused to
another school.
Junior Kindergarten Pre-registration—September 1996

January 23. 19% at 9:30 a.m. on a first come. first served basis. No
pre -registration will take place before this date. Eligible children must
be 4 years of age by December 31. 1996, and must reside within the
boundaries of the school offering the program.
Pre -registration for child care pupils in the immediate area and out -of -
area students will be by telephone only. beginning Tuesday. January
30. 19% at 9:30 a.m., on a first come. first served basis. Final permis-
sion to attend will be given by the principal. Resident area pupils, if
registered by the first day of classes, will have first priority in the
program at their local school.
The government of Ontario has said it will introduce legislation to
make Junior Kindergarten an optional program effective Septem-
ber 1996. The Durham Board of Education will determine the
status of Junior Kindergarten when funding information is re-
ceived and decisions have been made. All those who have pre-
registered for the program will be notified by mail if the program
is cancelled for September 1996.
