rush hour into crawl hour.
Residents would have
been better off on snow-
shoes and skis yesterday
morning as they tried to
get to work thanks to
another early visit by Old

ly begins.
But the number of acci-
dents was relatively low
given the conditions.
according to Durham
Regional Police. From 6

accidents were reported in
Ajax and Pickering.
In Durham, a total of
21 accidents were report-
ed in that time period.

big winter storm last year.

Pickering lodo-'winner keeps his cool
PICKERING — You'd expect a
guy to be pretty excited about
.picking up $353,721 in lottery
winnings.
But Horst Ritschel of Bay
Ridges, who won the second prize
in Wednesday's Lotto 6149 draw,
was the picture of composure at
the Ontario Lottery Corporation's
office on Thursday.
"It feels nice; it comes in
handy," offered the 54 -year-old
painter and decorator, before not-
ing that "It's only money." He
bought the winning Quick Pick
ticket the night of the draw in
Toronto.
Mr. Ritschel, who is married
with two grown children and a
grandson, plans to invest much of
his windfall and share the rest with
his kids. He is also planning a trip
to Germany, which he has never
visited since emigrating to Canada
in 1956 at the age of 15.
Mr. Ritschel has been buying
6/49 tickets since the lottery started
in 1982.

GO trains were up to half
an hour late and at least one
train bound for Oshawa
from Toronto was turned
around at Pickering and a
second train headed for
Oshawa was turned around
at Whitby. GO spokesman
Ed Shea explained if trains
are delayed it's usually
because of snow accumu-
lating on switches, and runs
are sometimes cancelled in
an attempt to keep the
trains running near sched-
ule. Buses operated by GO
across the GTA, including
routes on Hwy. 2 and Hwy.
401, were up to 90 minutes
late.
"It's a lot of juggling
when there's weather like
this," said Mr. Shea.
Ajax Transit was "slower
than normal, but I believe
all our patrons were looked
after," said director Terry
Barnett.
Buses were running
about 10 minutes late and
an extra crew was brought
in to help.
One problem area was
Lake Driveway, which was
"almost impassible"
because of snow drifts of
up to three feet in the mid-
dle of the road, Mr. Barnett
added.
Chris Bradley of the
Ajax works department
reported "a little drifting"
off the lake, but by noon
plowing and sanding efforts
were "going pretty good-.
Crews that started head-

Thursday saw 22 workers
and private contractors hit-
ting the streets to clear
roads and sidewalks.

the Mike Harris government two thumbs
up after six months in office.
"We're quite encouraged by what we
see," says Ron Robinson, president of the
Oshawa -Durham Berne Builders Associa-
tion.
Mr. Robinson is pleased with the direc-
tion the provincial government is taking in
tackling the debt and trying to control
spending.
"It's a step in the right direction"
A recent survey conducted by the
Ontario ]tome Builders' Association
(OI [BA) shows Mr. Robinson is not alone
in his opinion.
Close to 80 per cent of builders, contrac-
tors and renovators rated the government's
performance as excellent or good.
Mere is clear industry support for the
general principles in the Common Sense
Revolution and the home building industry
feels very positive about many of the spe-
cific measures the government has taken,
says I averne Brubacher, president of the
OHBA.
In particular, Mr. Robinson praises pro-
posed changes to the Planning Act, which
will shorten the time it takes to process a
development application, and possible
changes to development charges.
Lifting rent controls, as the Province is
considering, is another positive change, he
says.
Mr. Robinson says lifting the controls
will go a long way to making it profitable
for developers to build apartments.
In the same survey just over half said
they expected to see the housing market
stay the same or even weaken in P-06.
Mr. Robinson is optimistic about the
future, predicting interest rates will drop by
the spring, bringing more people into the

PICKERING — Parents at Ehzahcth
B. Phin Public School fear their chil-
dren "arc losing out" because of "inad-
equate facilities" and are pleading for
immediate changes.
"We love many things about E.B.
Phin Public School," Brian Boynton, a
member of the school's resource study
committee and parent association, told
Durham Board of Education trustees at
their standing committee meeting
Monday.
"But the age of the school building
(and) the limitations imposed by its
structures defeat even the most innova-
live programming ideas. Our children
are losing out. Plus, they are spending
their days in an unhealthy environ-
ment."
The Altona Road school. which has
a student enrolment of -465, was built in
1939 to serve a rural community. It has
had three additions and some mainte-
nance upgrades and is currently on a
list of schools needing a general pur-
pose room to serve as a gymnasium
and auditorium.
Among the concerns outlined by Mr.
Boynton:
* Only one classroom has a sink,
which makes it difficult to offer art to
primary students, makes the cleaning
of musical instruments inconvenient
and limits science experiments.
* The gymnasium is half the size of
those found in modern schools. It lacks
change rooms, forcing older students
wanting privacy to change in a wash-
room on the other side of the school.
' Radiators throughout the building
lace at head level of young students and
fare therefore dangerous. Those found
front and rear doors of the school are
extremely hot, and those in classrooms
are covered by bookshelves.
* Poor facilities make it difficult to
attract and retain teachers.
Parents are awaiting the results of an
air quality exam which they believe
,will confirm the air in classrooms is
stale. They are also concerned about
'unidentified fungi growing inside the
school, reported parent council chair-
man Debbie Booth. Trustees assured
Iter the fungi would be examined.
"It's frustrating for us to visit our
school on a regular basis and see its
inadequacies," Mr. Boynton said. "We
feel our school should at least be on par
with other local .Lhools."
He called on trustees to "set stan-
dards for classrooms across the region,
to continue to fund elementary school
maintenance and renovations in spite
of the most recent Provincial cutbacks
and ... to re-examine the needs of our
whoof."
Trustees will consider those requests
during budget deliberations early in the
new year.

French public school
may be on the horizon

DURHAM — The public board may soon open
its doors to French-speaking students who now
receive instruction in that language at public
schools outside Durham or at local Catholic
schools.
Durham Board of Education trustees agreed at
their standing committee meeting Monday to con-
tinue investigating the possibility of providing
French -language instruction at one of its facilities
as early as September.
The board currently 'purchases' services from
the Metropolitan Toronto French Language School
Board and from the Durham Region Roman
Catholic Separate School Board for 71 student.,,
enrolled in junior kindergarten to OAC.
"Using this group of students as a base popula-
tion, it would be possible to organize a small
school," superintendent Casey Daleman says in a
report -
"'While the numbers are small at the present
time, experience in other jurisdictions shows that
once a French -language instructional unit is
opened. the student population grows:' he alis.
According to 1991 census figures, Durham has
a francophone population of about 8.000. llalf of
those are public school supporters, which mean,,
the board could generate backing for a school of
200 to 250 Students, Mr. Casey estimates.
The board currently sperxis almost $11,-3(X1 per
student now attending school in Toronto. It would
cost about S10.200 to educate each of those stu-
dent,, if it offered its own French -language insuw-
tion. providing the board used existing space. (FhL
savings would he realized largely through
decreased busing costs.)
However, that savings would be eaten up each
year if the board needed just one portable. If the
board used a port -a -pack consisting of six unfur-
nished classrooms, it would cost $10,000 per stu-
dent a year to offer French -language instruction.
As the board pays off the cost of a port -a -pack over
10 years, that annual cost would return to $1,000
per student.
(Those figures are based on next September's
predicted enrolment of 33 students from kinder-
garten to Gracie 6.)
The board is currently considering offering a
French instructional unit at an elementary school
now under construction in Whitby and at the old
Central Collegiate Institute in Oshawa, which will
be vacated in September when it relocates students
to the old General Vanier Secondary School site in
Oshawa.
Brock trustee Bill Fairburn questioned if the
board should move ahead with plans before recom-
mendations in the Ontario School Board Reduction
Task Force (Sweeney Report) are acted upon.
Mr. Daleman assured him any French instruc-
tional unit established by the Durham board would
be incorporated into a larger francophone board if
the current 78 French -language boards, sections
and advisory committees are am leamaied into 15,
as the Sweeney Report suggests.
Finally, trustees agreed to encourage the Min-
istry of Education and Training to initiate discus-
sion with the federal government to secure Iler-
itagc Canaria funding for "extra ordinary start-up
costs and transitional funds' related to the pro-
posed unit, a,, urged by Whitby trusty: Patricia

Woman's suspicions
lead to robbery arrest
PICKERING — Two teenagers
have been arrested after a woman
called police about a suspicious
visit to her home Tuesday after-
noon.
The Breezy Drive resident called
Durham Regional Police around
12:30 p.m. after two males knocked
at her door and asked for someone
by the name of John.
An officer patrolled the area and
found two males carrying bags of
property, police report.
The suspects, a 17 -year-old Pick-
ering resident and a 19 -year-old
Scarborough resident, were charged
with break, enter and theft and pos-
session of stolen property in con-
nection with a robbery at Sunrise
Avenue that day.

DURHAM — The Supreme Court
of Canada will decide early next year
whether or not independent Christian
and Jewish schools should get
Provincial funding.
The Ontario Alliance of Christian
Schools (OHCS) and the Canadian
Jewish Congress (CJC) will present
their case before the country's highest
court Jan. 23. A decision is expected
within three to four months after the
case is heard.
In a 4-1 vote. Ontario's Supreme
Court of Appeal in 1993 rejected the
two organizations' argument that the
Province is discriminating against
Jewish and Christian schools by Fund-
ing only public and Catholic schools.
"We feel that we have a strung
case and we are very optimistic about
(the appeal).- says Bill Helmus, prin-
cipal of Knox Christian School in
Bowmanville, one ul four OACS
institutions in Durham.
The organizations want equal
access to government education and
nun -education funding. "Virtually
every other Province provides some
degree of funding to independent
sch(x)ls," says Mr.
Helmus.

Biting the hand
that feeds them
Ha%Ing declared this past Monday's labor rally in
London a huge success, those whose paycheques rely
on keeping labor strong in Ontario have declared a
new target will be announced before Christmas.
Will it be Ajax`'
It's something to consider. Though neighboring
Oshawa is a more likely bet. Ajax is home to the
Chrysler Trim Plant where a one -day strike by the
685 production personnel there would effectively
bring work to a halt. Union leaders are tareeting com-
munities with substantial industrial bases because
those are the only businesses these schoolyard bullies
can effectixely cripple with minority support.
Ajax could be one of those places selected to teach
the Tory -supporting majority a 'lesson'. After all,
Ajax and Pickering joined municipalities across
Durham Region in turning on the Ne%% Democratic
Parti and sweeping five Tory %IPPS into office.
Protesters who declared a holiday in London
Monday, while the rest of us worked, did nothine but
bite the hand that feeds them. They hurt the auto man-
ufacturers who have been the working. man's bread
and butter in southern Ontario for decades.
Ontario voters gave the Progressi%e Conservatives
a majority a few short months ago knowing full well
they were voting for dramatic change in this province.
Autoworkers, teachers, health care workers, business
owners. industry leaders all said YES to spending cuts
and welfare reform.
Don't think industry will forget these bullies,
because they won't. Whose fault will it be if protests
cost Ontario jobs'? Organized labor, that"s who.
Labor dinosaurs would do well to abandon this
form of terrorism immediately and join the -rest of us
in rebuilding the province.

To the editor.
Now that we have been informed
of the latest attack on our standard
of living, I will be waiting with
bated breath to find out how many
competitors will emerge from the
pages of our local papers. When
social services minister David
Tsubouchi insulted everyone with
his announcement of the $90 -a -
month menu he really started a
trend. Everyone and his favorite edi-
tor embarked on a shopping spree to
see if the $90 barrier could be bro-
ken.
We read of buying potatoes by
the number and not by the bag. We
read of buying fruit to last a week
and of cooking pasta without sauce.
We had hamburger cooked in so
many ways that a different dish
could be put on the table each day
of the month and still be hamburg-
er! Of course, there were always
chicken breasts to fall back on. But
no one could find them at the price
Mr. Tsubouchi paid. We had com-
petitors in the $90 race walking
around or taking the bus.
We even had one intrepid com-
petitor who actually found tuna at
65 cents! Bully• for her! Mr.
Tsubouchi would be happy and

A couple of points from the Sunday, Dec. 3, 1995
edition of your newspaper:
I) Congratulations on the Ajax STAR$ program and
its recognition by W5. It's nice to see a government
body being proactive in solving a problem without
sticking its hands into my pocket.
2) "Public school board weighs..." by LINDA
WHITE. I realize significant cuts are coming, and I am
all for them. We all have to balance our chequebooks.
The point: "... administration costs account for 30 cents
of every education dollar" was made by finance minis-
ter Ernie Eves. If that cents -on -the -dollar figure had
been given for Durham Region, then we truly could
have assessed how well Patricia Bowman and the
trustees are doing. As it is, Miss Bowman's statement
"It's my hope consideration will be given to those
boards which have reduced administrative costs dramat-
ically..." really carries no weight without that figure.

for an enterprising scribe to get on
the bandwagon and be the first out
of the gate in search of a cheaper
way to get medication. After all, it
could cost some elderly couple at
least $90 a month to get their drugs.
Maybe a tour of the pharmacies s
could be fruitful and helpful to a
pensioner or two. c
Which pharmacy charges less I
than the other? Which pharmacy
will show a pensioner how to i
stretch out his or her pills so they f
will last longer? What pharmacy
will give double lots of pills without t
charging a double fee'? Which phar-
macy will not have a dispensing fee
that is, at times, five or six times
more than the actual drug costs'?
The permutations in this scenario
are boundless and should give a cub
eporter much experience. He could
visit doctors' offices and find out if
hey are prepared to supply more
than a month's worth of pills. Whatou
abt finding out if the elderly cou-
ple really needs the medication?
This is all very sarcastic and is
not a worthy way of putting forward
an argument, but the whole affair
from the start is sarcastic. Some per -
on earning thousands of dollars
goes out to show that $90 is suffi-
ient to eat for a month is sarcastic.
sn't it sarcastic for Premier Mike
Harris to tell everybody he hasn't
mposed user fees? Is it not sarcastic
or Mr. Tsubouchi to suggest that
you bargain for the price of a can of
una'? Sarcasm has been rampant

There's more to us than meets the eye
To the editor:
In light of your publica-
tion of the recent `fight' at
Pickering High School last
week, I am truly upset at
the attention it got from
your newspaper.
If you look back about
five years ago, Pickering
High had some problems
with a few students. Your
paper and several Toronto
television stations thought
it was an absolutely break-
ing story!
The school was made to
look like it was constantly
experiencing racial prob-
lems and violence in the
halls.
What truly disgusts me
is the fact that the only
time the news people
decide they should visit
my school, is when some-
thing negative happens.
Since that incident, I
have been bombarded by
parents of future Grade 9
students asking me if they
should send their child to
my school. All they've
heard of are the 'fights and
drugs'.
Did they ever once pon-
der that any other school
in this area would also
experience problems once
in a while?
Had they ever set foot
into my school to see what
goes on?
Whenever I talk to a
senior citizen and mention
I go to Pickering High
School, they ask me how it
is to walk down the hall,
constantly worrying about
getting stabbed or beaten
up.
I have been going to
Pickering for four years
now, and I have never
been bugged by anyone in
the hall.
I rarely hear about any-
one fighting.
I've only seen one or

Optimistic future
Coming into the world has been made a little easier for newborns,
thanks to a donation of $9,800 by the Ajax Optimist Club to the Ajax
and Pickering General Hospital's Make Room for Baby Campaign.

Pickering approves budget

Pickering and Ajax for annual
animal control operations
PICKERING — Town Council's executive
committee has approved Pickering's share of a
1.7 -per cent increase in the budget next year for
animal control operations in Pickering, Ajax and
Whitby.
Animal control operations for the three
municipalities are supervised by the Pickering -
Ajax -Whitby (PAW) Animal Control Commit-
tee. PAW has submitted a budget for 1996 that
will sec its expenditures increase to $515,7(X)
from $507,250 in 1995.
For Pickerine that will mean a contribution of
$180.032 in 1996 for operating expenses and
$9.700 for capital expenses — about $3.000
more than last year.
The Town treasurer reports there are no staff
or service level changes planned by PAW for
next year.
The budget increase will cover higher tele-
phone costs, a rise in the cost of emergency ani-
mal care provided by local veterinary clinics,
higher hank costs (due to the acquisition of a
'transclect' machine in 1995 which enables cus-
tomers to use credit and debit cards), and the
replacement of a 1987 -model animal control
vehicle deemed mechanically unsound.
It will also cover an estimated $1,5(X) drop in
adoption revenues next year due to the fewer
number of stray and unwanted dogs being
impounded and becoming available tier adoption,
and the larger percentage of stray dogs being
returned to their owners due !o the success of the
dog tagging program.

PICKERING — The Town of
Pickering is offering a Christmas
Holiday Mini -Camp for children
from Tuesday, Jan. 2 to Friday, Jan.
5.
Kids aged five to 12 will enjoy a
combination of arts and sports
activities, including daily swim-
ming and optional skating. They
must take their own lunch and
drink.
The cost for full-day camp, from
7 a.m. to 6:15 p.m., is $97. Regular
camp, from 9 a.m. to 3 p.m., costs
$70.
Transportation will not be pro-
vided so kids must be dropped off
at the camp site at the Pickering
Recreation Complex, 1867 Valley
Farm Rd., just south of Ifwy• 2.
Campers must be registered in
advance at the Pickering Civic
Complex, One The Esplanade, at
the community services department
on the second floor, between 8:30
a.m. and 4:30 p.m.
Space in the camp is limited so
register early to avoid disappoint-
ment.

Laura, a resident of the Ajax/Pickering area for 10 years, is a busy mother of 3. She has travelled extensively with her children by plain, train & car and
knows all -too -well the inconvenience and extra work involved in transporting necessary baby equipment. When she was approached to offer a service that
would alleviate these headaches for others, she jumped at the chance!
In the Fall of '94, her brother and sister-in-law purchased Canadian rights to the Baby's Away concept, beginning its international expansion. Laura
agreed that providing new. CSA approved equipment to traveling families and those receiving visitors with small children was a convenient, much-needed
service. She now runs one of 7 Canadian locations from her home in the Frenchman's Bay area and rents everything from cribs, highchairs, backpacks
and swings to several types of car seats & strollers & her stock is continuously growing.
