AJAX-PICKERING — Finding an
apartment here is a lot harder than it
was a year ago and larger units that
are vacant are more expensive.
A Canada Mortgage and Housing
Corporation rental market survey
reveals the October vacancy rate for
private sector -built apartments in Ajax
and Pickering was 0.5 per cent, down
from 3.6 per cent in October, 1994.
That means for every 1,000 apart-
ments, only five are vacant and avail-
able for immediate rent.
Across Durham, the vacancy rate is
2.3 per cent, a drop from 3.4 per cent
last year.
..The vacancy rate has declined as
fewer new units have been added to
the market," says Jeff Brewitt, a mar-
ket analyst with the CMHC's Toronto
branch office. "Demand has been
steady in the rental market. Ilowever,
there have been very few private
rental housing units added to the
rental stock and the supply of new
assisted units has been gearing down.
"With less new supply in the
pipeline, the vacancy rate will contin-
ue to fall in 1996 and 1997," Mr. Bre-
witt predicts.
Ajax and Pickering are part of the
CMIiC's Toronto Census Metropoli-
tan Area, which extends as far west as
Oakville and north to Bradford. In the
Toronto CMA, the vacancy rate is 0.8
per cent, which is the lowest in the
country, while St. John's, Newfound-
land has the highest vacancy rate at
10.8 per cent.
The CMHC survey found a vacan-
cy rate of 0.7 per cent for one and
three -bedrooms units in Ajax and
Pickering. The rate for two bedrooms
was 0.3 per cent and there were no
empty bachelor units.
The Oshawa CMA, which includes
Oshawa. Whitby and Clarington, has
a vacancy rate of 2.7 per cent.
Rents in the Toronto CMA have
gone up an average of between 2.2
and 3.1 per cent, depending on the
number of bedrooms. Bachelor units
rent for S531 a month, up from $516 a
year ago. One -bedroom apartments go
for $661 (S641 last year), two bed-
rooms S805 (S784) and three bed-
rooms S957 (5936).
In Ajax and Pickering, a bachelor
pad rents for an average of $511.

DURHAM — The future of junior
kindergarten at the separate school
board will conic under the microscope
in next year's budget talks following
recent provincial funding cuts.

Andrews says the board will lose "well
over a million dollars" earmarked for
junior kindergarten alone.
That estimate follows last week's
mini -budget in which Finance Minister
Ernie Eves announced the government
will chop nine per cent or $4(X) million
in transfer payments to school boards.
That will bring the government's con-
tribution to education down to $4 bil-
lion.
This year, Durham's separate hoard
received about
$4.6 million in

garten grants. That
amount will he
chopped by about
$ 1 .4 million in
1996, Mr.
Andrews esti-
rnates. `
Therefore, the

ture of* how cuts will aftcct the board. he
says.

kindergarten years ago, well before the

Mr. Andrews says it's "somewhat
premature to estimate the total impact of
the provincial cuts to this board." He is
awaiting details on how those cuts will
he applied, expected to be announced
early in the new year.
Meanwhile, board chairman Torn
Oldman is calling on the government to
ensure hudget cuts are applied fairly.
Durham's separate hoard "is a low -
spending hoard with a limited tax base
and as such is quite dependent upon
Lyovcrnmcnt grant support." he explains.
"(t is important to this board that the
govcmi nom's funding reductions take
into account the unfairness of the current
education funding model so the burden
of these cuts does not fall most heavily
on those boards already operating with
very limited funds."
Town of Pickering wants to be

Road, the Chad Concession and the
Scarborough -Pickering border. Under
current plans they will ultimately
house a population of approximately
9O.(xx).
An advisory committee appointed
by the previous NDP government
recently handed over its recommen-
dations for the fate of the lands to
Municipal Affairs 'Minister At Leach.
but his ministry has made no commit-
ment on those recommendations.
"It's not a huge sell-off." says
Durham West M1111 Janet Ecker. "We
are not selling Scaton land now. We
have to do the secondary plan first
and that's IS to 24 months. We want
to (sell the lands) in a way that does
not depress market value for land."
A secondary plan is part of the nor-
mal municipal planning process and
entails detailed planning for elements
such as road patterns, land use and
density. Mrs. Ecker says the Province
will now embark on that process. in
co-operation with the Town and
Region of Durham.
She feels it's "too early to say" to
what degree the Province will adhere
to the recommendations for Seaton
made by the Seaton Advisory Com-
mittee. She notes the Province is fol-
lowing the committee's recommenda-
tion to proceed with a secondary plan
before privatization of the property.
Mayor Arthurs says it's "unfortu-
nate" news of the sale was leaked to
the media before Queen's Park had a
chance to tell Pickering about it.
"I don't like reading about it in the
paper."
Nonetheless, the mayor is
"pleased" with the sale and the fact
the Province is saying it will proceed
with a secondary plan and adhere to
the normal planning process.
Mayor Arthurs didn't agree with
everything in the Seaton Advisory
Committee's report, though he hopes
the Province will follow the commit-
tee's recommendations to protect the
"environmental integrity" of the
Seaton lands, to ensure there will be
jobs as well as housing there, and to
provide "mixed" residential, com-

Fred Beer of the Pickering Rural

The Progressive Conservatl<e,, have come clean on
their promised budget cuts (and some would argue
thev've overstated their fiscal case), thev've changed or
repealed scores of NDP legislation in Ontario, and
the\ 're promising more of the same.
The next level, concerning the privatization of what
have become traditional responsibilities and functions
of government, is a logical step for dike: Harris's
Times.
There are too man\ publicly run and funded institu-
tions, facilities, and services that have benefitted from
the largesse of government without necessarily provid-
in_good value for our tax dollars -
Under Bob Rae's New Democrats. for example, pub-
lic housing became priority projects which resulted in
inflated building costs. expensive maintenance and
insufficient resources.
If the Tories can rid themseives of the legacies of the
Nc\,\ Democrats. thev can turn over these revenue -
draining projects to privately run businesses that can
simply do a better job.
Cleary, government is changing. No longer are they
going to No able to create jobs simply to justify the exis-
fence of more _government ministries and sub -min-
istries.
The Tories have a commitment to turning things like
public housing, public services and public facilities over
to the pri%ate sector which can more effectively manage
and deliver them to the public.
Critics will call privatization a further attack on the
people of this province. Instead, the Tories will be
attacking and reversing years of inefficiency, govern-
ment largesse and bottomless funding requests.
Privatization is another way for the Tories to bring to
a conclusion their Common Sense Revolution.
It should have had a hard look year, ago.

Present the issues and the ques-
tions clearly, honestly and with
alternatives for those Quebecois

ly reject your idea of a separate
country. Who knows? Perhaps

erenda) you might even consider
dropping the issue once and for
all. When will you

DURHAM — Social assistance
rolls continued to shrink last month, as
almost 750 fewer region residents
received help. But, recent changes to
Unemployment Insurance could mean
bad news in the future.
November figures show almost 400
fewer people collected welfare, while
about 350 people stopped receiving
Family Benefit Allowance (FBA).
"It's excellent news. It's what we
hoped for," says Whitby Mayor and
Durham Council health and social ser-
vices committee chairman Tom
Edwards.
"We're continuing a trend that
began to appear in the early summer
and we're delighted. We hope the
decrease is mainly because people are
getting jobs and we hope that contin-
ues next year," Mr. Edwards adds.
November was the fifth straight
month Durham's welfare and FBA
rolls decreased.
Paul Cloutier, of Durham's social
services department income support
division, told the committee Tuesday,
"I'd like to think more people are
becoming employed. The last couple
of months, fewer people are applying"
for assistance.
In November, about 15,500 people
collected welfare, a 2.4 -per cent drop
from October. There was a 1.7 -per
cent decrease in FBA recipients, down
to about 20,350 people.
While Durham officials hope move
people leave the social assistance
rolls, changes announced last Friday
to the federal Unemployment Insur-
ance program could force more to
seek welfare or FBA.
Benefits have been cut, the maxi-
mum number of weeks a person can
collect benefits reduced, repeat users
of the system will be penalized, and
recipients would have to work longer
at a job to be eligible to collect and
'they must take part-time work if it's
,available.
Using "very, very rough figures and
a what -if scenario'. Mr. Cloutier told
the committee the changes could mean
an additional 800 to 1,000 cases on
assistance next year" as people turn to
welfare after exhausting UI benefits.
If all the cases represented one adult
and one child, that would translate to a
54.6 -million increase in gross costs,.
with Durlam's share being $920,000.
In an interview, Mr. Edwards noted,
because the UI dmges "won't hap-
pen immed;ately", the Region may not
ad the effects unW late am year.

of Strouds Lane between Fairport
and Spruce Hill Roads can hardly
wait for Christmas.
Not because the handful of
households in the area are expect-
inL, a honania from Santa, but
because that's when they',,e been
told thc,,'ll be able to reach their
driveways again.
The Town is in the process of
reconstructine their rural road and
bringing it up to urban standards. A
new water -main is being installed
under that section of Strouds Lane,
new storm and sanitary sewers are
being put in, old drainage ditches
are hero, filled, the road is being
reconstructed and concrete curbs
and sidewalks are being poured.
No one's complaining about
what's being done, but some of the
residents arc saving it should be
done a hit ditTerently .

The road was closed off in mid-

dents of the middle of the long

neighbors moved out from her
home with her two young children

abandoned — the caller hung up when a voice
mail greeting was heard.

Bank being held Saturday at the SuperCentre in

materials.
This proposed transfer/processing and recycling facility will provide the business and residential community of Ajax
with a valuable service. In addition to additional business taxes for the Town of Ajax, we foresee this overall project
treating a minimum of 60 new full-time jobs, as well as signiitcantly reducing the Town of Ajax's waste management
costs.

AJAX-PICKERING — I am the.
new editor of the News Advertiser,
for today, Dec. 6 anyway.
My name is Darren Moore and I
go to Lakeside Public School in
Ajax. I entered an essay contest and
wrote about how technology will
change the future of newspapers and
won the chance to be editor of the
News Advertiser for a day.
My day began at 9:20 a.m., when
Linda White, the education and
crime reporter for the News Adver-
tiser, picked me up at my home. We
went to Tim Horton's to get coffee,
because managing editor Steve
Houston always starts off his day
with coffee.
However, this editor doesn't like
coffee so I chose tea.
When we arrived at the office I
was introduced to other reporters as
well as othe, staff. Sports reporter
Al Rivett gave me an autographed
picture of Glenn Healy, the Picker-
ing native who plays in net for the
New York Rangers.
I made up the person -on -the -street
question for Friday's paper and 1lis-
tened to the scanner for police and
fire calls.
I reviewed a letter for the letters
to the editor feature and decided it
should be published.
Staff photographer Run Pietroniro
took my picture.
Every morning Steve goes out to
the coffee truck so I went out with
Natalie Miller, a student co-op
reporter, and met Doug the coffee
truck guy.
I typeset a letter about the Terry
Fox Run and decided it should he
published. I then gave Linda the OK
to do a story on an oil spill in Pick-
ering.
Natalie took me to McDonald's
for lunch and dropped me off at my
house at around I p.m.
Today was a fun day. I learned
how to write an article and learned
what an editor does.
I am considering a career in the
future with a newspaper.

Headstones just
won't rest i*n peace

have made it mark in Durham. Liter
ally.
The in -your -face rock and rollers
play the Moan Room Dec. Id. the
stone building where their name and
insignia is inscribed in big hold let-
ters on the side.
Kind of ironic.
"1 think the record company paid
for that." said Headstones' bassist
Tien White.
'I'hc Headstones appear for the
third time in Oshawa. but the success
of" the hand is not confined to the
Motor City. The hand has _just had its
first album Picture of Health go gold
and its second recording Teeth and
Tissue is rocketing towards that
sante goal of 50.0(X) copies sold.
The hand will he heading off to
record its third album. not in the cold
dreary confines of Sudburv, where
the hand was stopped during this
inter~ icw, but instead the sunny
south.
"We have a lot of material going
in," White says. "We are going to try
and he a little more adventurous, a
little more experimental this time."
More adventurous doesn't mean
the hand's going to go all sappy.

The event from 6 p.m. to midnight
features Alter Ego, Grand Planet,
Tom's Band and Fried.
Food and refreshments are avail-

Security will ensure an alcohol -
free evening.

couver and I had one guy assigned to

this broken glass on the stage and he
spent his time pulling the glass out
of, my feet.."

school board chairman
Tom Oldman will contin-
ue to lead trustees for
another year following
elections Monday.
Mr. Oldman was
acclaimed chairman of the
Durham Region Roman
Catholic Separate School
Board at the inaugural
meeting.
The Whitby trustee
served as chairman of the
board last year and from
1991-93.
Oshawa trustee Paul
Woodcroft will serve as
vice-chairman. French
trustee Robert Boisvert,
who represents Oshawa,
Whitby, Brock and Scu-
gog, didn't seek re-elec-
tion.
Pickering trustee Jim
McCafferty was also nom-
inated for board vice-
chairman.
In his accep-
tance speech, Mr.
Oldman pointed to
"monumental
financial problems
that we must deal
with this year in
that we cannot
support last year's
expenditures.
"Our board has
cost effective as well as

Pickering Recreation Complex.
The combination Art/Sport Holiday Camp will offer a choice of programs which include: Ball
hockey. basketball, squash and racquetball. indoor soccer. music and dance, video, cooking,

Conservation authority copes
with 70 -per cent funding cut

DURHAM -- The Central Lake Ontario
Conservation Authority will be left with
virtually no Provincial funding as a result
of cuts announced last week.
"As of Jan 1, 1997 this conservation
authority will not be getting any Provin-
cial funding," says Russ Powell, chief
administrative officer of CLOCA.
A total of 70 per cent of funding was
cut from the 38 conservation authorities in
Ontario, leaving $10 million by 1997.
Mr. Powell says the majority of this
funding, $8 million, will be used for hood
control.
"This money will go to a relatively
small number of authorities that have big
dams," be says.
lie estimates funding cuts represent 30
per cent of CLOCA's annual budget.
"We're probably looking at $700.000 to
$750,000 (cut) out of a budget that's $2
million."
The authority generates income from
the Province, the Municipality and private
donations, about one third from each.
With Provincial cuts to municipalities,
Mr. Powell says the conservation authori-
ty is waiting to find out if they will see
another hit at the local level.
"Our problem is we get part from the
Province and part from the municipal
level. If we get cut from both ends, it's
like a double whammy"
Mr. Powell says he has a number of rec-
ommendations which he will present to
the board to compensate for the falling
funds.
However, he would not discuss them
until after he presents them to the board
later this week.
Several conservation authorities may
merge to save money in light of the cuts.
Others may not survive at all.
"The main thrust of this is that the gov-
ernment doesn't care about conservation
authorities," says Mr. Powell, who pre-
dicts there will also be cuts to environ-
mental ministries.

Oshawa politicians rapped for not supporting clean-up project

OSHAWA - Blaring a lack of support

doned his attempt to organize the general
public to clean up the Motor City.
Dr. Clifford Holtz, who spearheaded the
Clean Oshawa Project (COP), says City
council failed to support his initiative.
"I thought councilors would lead by
example," says Dr. Holtz, who organized a
clean-up day last Sunday in which more than

WHITBY --Archeologists are calling
the discovery of native artifacts along the
shores of Lynde Marsh, dating as far back
as 3,000 B.C, one of the most significant
finds ever on the north shore of Lake
Ontario.
The "rare and unique" findings, many
as old as 11,000 years, are among the
most significant discoveries along the
north shore of Lake Ontario and, perhaps
in the province, says Martin Cooper, a
senior archeologist with Archeological
Services Inc. quite uite excited about it, really.
Its the first finding of this type on the
shore of Ontario. It provides rovides us
with a glimpse into what the area may
have looked like thousands of years ago,"
says Mr. Cooper.
"The discovery of such a substantial
settlement is probably up there with the
more rare and significant sites," he says.

Local resident, Margaret Cornfoot,
who oversaw the investigation on behalf
of the Mississaugas of Scugog Island, the
nearest native band, is trying to gather
support to launch a fund-raising cam-
paign to open a Whitby heritage museum
to house the artifacts. She says a number
of buildings have been mentioned as a
future site, among them the old water-
front pumphouse; she intends to approach
the Town about the idea.
"It's important that we hang on to this
bit of history. These findings take in the
whole spectrum of native occupation in
this area," says Ms. Cornfoot.

Cornets to end four -game skid
PICKERING — The Pickering
Panthers finally ended a prolonged
winless drought with a home -ice victo-
ry over the Shelburne HTI Hornets at
the Pickering Recreation Complex
Tuesday night.
The Panthers led from start to finish
en route to a 3-2 victory over the
flornets to end a four -game losing
skid. The Panthers led 1-0 after the
first period before the teams traded
goals in the second frame. Pickering
went up 3-1 early in the final stanza
before the Hornets closed out the scor-
ing.
Panthers' head coach John
Blackburn was happy his charges were
finally able to shake the losing jinx
which saw the club drop a pair of over-
time games last weekend.
"I didn't think we played as well as
we could have or should have, but any
time you get two points, you grab them
and run," says Blackburn.
