That estimate follows Wednes- day's mini -budget in which Finance Minister Ernie Eves announced the government will chop nine per cent or $400 million in transfer payments to school boards. That will bring the government's contribution to education down to $4 bdlion. The session will deal with the settlement of a 13 -year-old legal dispute over the owner- ship and development of Frenchman's Bay, lands reached in April by the Town, the Province and Pickering Harbour Company. Pickering officials couldn't publicly dis- cuss the agreement until now, says Town manager Tim Sheffield, because it did not become final and binding until the end of October. The agreement and its details won't be released until the Dec. 7 public meet- ing, at the request of the Province. The secrecy has just made the whole thing fester," notes Mr. Robin- son. "We always felt impotent because what can you do if it's not public' Who`se chain can you rattle?" He says area residents are most con- cerned that the PHC not receive special treatment in the development approval pr oce-s. Residents "believe the water and the waterfront are a public asset" and "don't want to see a huge concrete monolith at the end of the bay." The question of ownership and development of the bay dated back to the 1850s, when the PHC won federal government OK to construct a harbor for commercial shipping. At issue between the Town and the company %'a% whether the charter ren- dered the firm and its property immune from provincial and municipal contmi. and whether the charter was still valid since the harbc)r*s c)wnership pa,,Ncd through several hands over the years. Pickering's lawsuit was launched in 1982, explains Mr. Sheffield, when the PHC, after being accused of some minor contravention of Town regulations, maintained it didn't have to comply with municipal law. The company said that since it was operating under a federal charter it was only subject to federal law. April's agreement allowed the Pickering Harbour Company to retain its federally - granted authority over matters such as navi- gation , shipping and dredging in the bay. while it conceded municipal and provincial authority over matters such as zoning and environmental protection. Under the deal, the Town and Province consented to a court order indicating the PHC owns the lands under the bay. The agreement acknowledges "simply that the Pickering Harbour Company has the right to develop its land," says Mr. Sheffield, under the same rules that any other property owner could proceed with development. The com- pany waived a provision under which the agreement would not have come into effect until the PI IC received Town approval for the residential development it proposes at the north end of the bay. "For the last 15 years the Pickering Har- bour Company has had to live in an uncertain environment. not knowing what its rights and P ' powers were in todays world. (Now), all par- ties have some asstuance of where they stand in the scheme of things," says Mr. Sheffield. Under the agreement, the Town will receive 53 acres of environmentally sensitive area including bay and marsh land, as well as almost five acres of land suitable for a water- front trail system, at no cost. The PHC has an application before the Town for construction of a 159 -unit residen- tial development at the north end of the bay around Begley Street, says Town planning director Neil Carroll. There would be 120 apartment units in a seven -storey building, and 39 townhouse units. No zoning changes are required for the development. All four units suffered from the same "bad design" of a part of the cooling system that led to the accident, accord- ing to Bob Goodman, technical super- intendent for the station's nuclear sys- tems. The other three units were restarted last spring after being shut down short- ly after the accident. But the station has to apply to the Atomic Entergy Control Board to restart the number 2 unit. That was a condition imposed by the AECB when it approved the station's operating licence last December short- ly after the accident - Mr. Goodman says staff have re-examined all systems in the sta- tion that have a release valve protecting a tank: it was such a valve that failed in the accident- -We went through the whole plant again tion caused the pipe to break in a sec- tion where it had a bend Radioactive heavy water burst out of the pipe and about 140 metric tonnes spilled onto the floor of the reactor, together with about the same amount of ordinary water. The reactor shut down automatically. According to Rod Clarice, engineer- ing services manager for the `A' sta- tion, the failure of the rubber diaphragm may have resulted from a problem last summer with a pressure regulator on the valve involved. The regulator had a defect and was replaced, but Mr. Clarke believes the diaphragm may have been allowed to heat up too much while the defective re later was in lace Nuclear officials have `gone overboard'in fixing problem -- Bob Goodman from stem to stem" Repairs and modifications to Unit 2 were completed recently, says Mr. Goodman, and all the modifications have been approved by AECB techni- cal staff, who have recommended to the AECB directors that Ontario Hydro be giver[ permission to restart the unit. "Some of those technical people say we've gone overboard," notes Mr. Goodman. The accident occurred last Dec. 10 around 5:30 p.m. The fust fault was in a rubber diaphragm that `gipped' on a valve designed to release pressure from a reactor cooling system carrying pressurized radioactive heavy water. The failed valve opened and started releasing the water into a tank designed to hold it in case of such an accident- That tank filled quickly. and two relief valves connected to it opened to release pressure in the tank. One of those relief valves didn't operate properly because it was con- nected to a piece of pipe that was too long and narrow to properly handle the pressure. The relief valve started "chat- tering" — opening and closing about 15 times per second — which caused the pipe to start vibrating. The vibta- gu p which made it "cure" and later rip. When asked about it by a member of the public at the open house, Mr. Clarke said the relief valve system that failed during the acci- dent had never been test- ed as an entire system. Valves are test- ed individually on a regular basis. The accident marked the first time that relief valve system was actually called upon to operate. Since the accident, station engineers have designed and built new valves and piping for the system that failed and replaced all the rubber diaphragms of the type that ripped. The new sys- tem was taken down for full, function- al testing to Huntsville, Alabama, where there is a NASA space program testing station. Now, Mr. Clarke told those at the open hkwse. nuclear station engineers everywhere know they have to place safety valves on short lines instead of long pipes like the one involved in the Pickering accident. Mr. Goodman says the accident has given station staff "[Wore faith in the technology" rather than shaken their confidence. "Even though there was a system that had a bad design, other systems worked properly," he noles, and there was no release of radioactivity outside the unit or injury to anyone. The AECB will decide whether Unit 2 can be restarted at its meeting in Port Hope Thursday. Horner's recent letter relating to the Reduce the Risk sex education program in Durham high schools absolutely floored me. His/her ignorance of' the whole issue was so blatant I found it hard to take him/her seriously. R.W. Horner's premise that teaching young people about sex and educating them how to use condoms solves the whole prob- lem is t6olish in the extreme. There is no such thing as safe sex. It is a scientific fact that condoms offer absolutely no protection against numerous sexually -transmitted diseases. To suggest oth- erwise borders on criminal. The truth is that educating young people about biology and body mechanics does not solve this problem, it propagates it. What young people need to know is the difference between right and wrong and to be encouraged in the right. What they need to know is the price tag for promiscuity — emptiness, emotional trauma and potentially devastating physical conse- quences. Our next generation is paying a devastating price because their teachers have lost touch with those things which are good, just and true. R.W. Horner was right. It can all be pre- vented. It depends on you and me having the courage to tell the truth. It's up to us. Shawn Witton, Ajax Letter of the, Week, Harold found his way home' via this i newspaper To the editor: On Oct. 29 Harold. a three- vear-old barn -turned -city cat. went missing from his loping, home in south Pickering. two options were apparent -- Harold was either killed in the midst of a rabbit hunt. or had been forcibly removed from the arca. Harold was a survivor, his barn -cat background was proof of that. Doomed at birth, destined to he drowned, we took him in and tried to domesticate him. though we weren't entirely successful. Harold still preferred to catch most of this own meals but, ironi- cally. also preferred to use the kilty litter as opposed to the cold. hard earth. He was however. deeply attached to his human family. In desperation, we ran a three - time ad in the Ajax- Pickering News Advertiser looking for information about Harold. We received about 10 calls, none of which resulted in his return, most of which were about cats similar in appearance . Until Nov 16. A kind resident of a Taunton Road farmhouse had a large. friendly cat dropped at his prop- erty two and a half weeks previ- ously. Mike had the good heart to allow Harold to return to his roots, and live in the barn, where he was fed daily. Harold enjoyed his daily jaunts with Mike's dog and was also comfortable with the cows. Mike, however, knew he couldn't keep Harold, and had arranged a new city home for him. That is, of course, until he saw the advertisement and realized that Harold had a home, with people who missed him and a dog of his own. Thank you, to all of you at the News Advertiser, for the part you played in this happy ending. Harold is home now -- a little thinner, a little warier and sport- ing a new identification collar. He says people in the region can be assured that Durham College will remain one of the hest colleges, despite loosinc millions in orant from the Ontario government. Finance Minister Ernie Eves announced Wednesday colleoes and universities will have S400 million chopped from their budgets. For Durham College, the cuts amount to S3.4 million. After tuition increases, set out by the Province, are factored in, Mr. Polonsky says the actu- al decrease is S2.75 million. Mr. Polonsky says he doesn't think the increase in tuition will put education out of reach for some students. The tuition hilae works out to S160 per stu- dent which, when compared by the total cost of a year at school (tuition, hous- ing, books and transportation), isn't a huge difference, he says. The irrepressible teacher who's been at the forefront of public school wrestling, cross-country and volleyball over the years, was feted with numerous testimonials for his enormous contribution to the school and to the Pickering community during his teaching career. The 55 -year-old native of Kirkland Lake came to Gandatsetiagon when it opened in 1986 after teaching for 19 years at Woodlands Centennial Public School, also in Pickering. He got his start in teaching in the Scarborough system where he stayed for seven years before com- ing to Pickering. He was tnstrumcnta in putting together the Durham X -L's Wrestling Club for elementary school students. X -L's have been provincial champions the past IO years and Eastern Canadian champs the past five years. Gandatsetiagon's wrestling team has captured the Durham Elementary Athletic Association title for the past seven years. And, when Dyment was at Woodlands Centennial, that school won DEAA wrestling titles 13 times. In addition, he's coached numer- ous Gandatsetiagon cross-country, track and field and volleyball teams to regional titles. In volley- ball, Gandatsetiagon squads have been in the top four for many years at the prestigious Provincial coaching career up t u c k elementan schools across Ontario.
