will be further disadvantaged with this pre-
scriptive, four-year plan."
She's afraid students may opt out of such
courses as co-operative education, physical
education and art "lll(isc interests may not

experiences."
And because Grade 9 classes are now
destrcatned, Ms. Jermcy fears students will
only have three years to specialize in the
courses they'll need for college or university.
She points to a study on education around
the world and notes a trend to reduce the years
spent in primary education and increase those
spent in secondary education. In Ontario, the
ratio between that division will be eight and

Missing teen's daughter
celebrates first birthday

PICKERING — As a little girl is set to celebrate her first
birthday without her father — missing almost eight months —
the day will be bittersweet for her family.
Keara Boyle will celebrate her first birthday on Tuesday
with family and friends at a party at the home of her grand-
mother Patty Boyle -- whose son Jay, of Pickering, is among
six teens missing since March 17 when it's believed they died
on lake Ontario.
"It's going to be a hard day, but I'm doing it fix Jay," says
Mrs. Bovie, who recalls Keara's birth as -the best time of our
lives. Jay was so happy. He was on cloud nine. He broke
down crying because he was happy and scared at the same
time."
She says her son would be excited about Kcara's birthday.
"He would make lots of noise and would probably buy her the

Region taxes set by March
DURHAM — Region politicians have decided to break
the news of what taxes you'll pay next year earlier than
previously expected.
Durham Council's finance and administration commit-
tee Wednesday set March 27 for approval of the budget.
Finance department staff had originally set May 8 for

Durham council to approve the `96 budget, but committee
members felt that was too late in the year.
Slowing the budget process this year is the Provincial
government's economic statement, expected later this
month, which will include possible funding cuts of up to
20 per cent for municipalities.
Regional Council will decide Dec. 20 what tax increase,
or decrease, it will work toward.
Finalizing the budget by March 27 is "a reasonable time
frame", Region chief administrative officer Garry Cubitt
told the committee.
"This year, it's unlikely you're looking at expansions or
new programs. You're more likely to look at reductions,"
he said.
Regional Council will consider the new timetable at its
meeting next Wednesday.

of the boys are still alive,
Durham Regional Police
believe all perished in the cold
waters of Lake Ontario.
A gas tank police believe
belonged to the boat was found
at the water's edge near Wilson,
New York several days after the
teens' disappearance. Divers
also found a bottle of beer
police believe came from the
teens near one of two channel
markers at the mouth of French-
man's Bay.
Police hoped more clues
would have surfaced last sum-
mer, but "sometimes that lake
doesn't give back what it
takes," notes Detective Sergeant
Paul Carroll, who says police
continue to investigate anything
that could be tied to the teens'
disappearance -
But Mrs. Boyle won't accept
that all six are dead. "I can't put
it to rest," she admits, "1 can't
believe how many people came
together to help us search. I

Now's the time
Ontario has spent the better part of the last decade
talking about eliminating Grade 13.
Premier Mike Harris and Education Minister John
Snobelen have heard the talk. Obviously the message
was succinct judging by the Progressive Conservatives'
quick attention to the matter. Was the move too quick?
Only time will tell.
The last time the Tories were in power the school sys-
tem was restructured so students were required to obtain
30 credits before graduating. Educators report most stu-
dents acquire 35 credits before leaving high school after
five years. The Ontario Academic Credit system was ini-
tiated to cut down on the time students spent in school,
but still our young people were spending five years in
secondary institutions. Surveys and even the Royal
Commission on Learning suggested the fifth year of
high school added little to the education of students.
This latest move, which has already drawn criticism
from the teachers' unions which stands to lose 2,000
jobs, would see students entering a revamped curriculum
having them graduate in just four years.
Educators and other critics have noted students not
heading off to university were ignored and quite often
ill-prepared for the working world after high school. To
this end, the Tory plan calls for expanded co-op pro-
grams and a system to determine individualized course
outlines for students going to university or college and
those heading straight to the workforce.
The new system could save Ontario $350 million by
2001, according to the Tories.
It's nice to see someone has started listening to the
surveys we are paying for.

We want capital punishment
To the editor.
Our high school law class has
taken up a cause. We want the people
of Canada and members of Parliament
to let us speak as the next generation
of votes. We also care about what
happens in our neighborhoods and we
can make a difference.
I feel we should reinstate capital
punishment for murderers and repeat
sex offenders. According to a national
Gallup poll in 1992, 60 per cent of
Canadians are in favor of capital pun-
ishment.
That was before a wake-up call by
the Mahaffey and French murders. I
think that it is a waste of time and
money to keep a monster like Paul
Bernardo safely in prison.
From the beginning of time, the
Bible and ancient codes stated "An
eye for an eye" as law. 1 ask to have
killers judged by a higher power and
the people of this great land will be
able to sleep soundly and justice will
be served. I am not a blood -thirsty
person, nor am I inhumane. I'm just
realistic and scared.

I did, however, have one concern on
Board policy.
The story indicates that expenses must be
reported to the Board. I would suggest that
the Boards' time would be better spent on
more serious issues such as policy and effi-

Is this not why there are superintendents?
As an individual who is concerned with
achieving efficiencies, it has become appar-
ent that this is a near impossible task in the
public sector for the reasons of full account-

The general public may not be aware or
chooses not to be, but when you are placed in
a fishbowl, rules and regulations are para-
mount to ensure that you can cover your trail.
When you have an obligation to be fully
accountable at all times, you remove the
opportunity to be a risk taker and eliminate
entrepreunerial thinking. In this regard, the
public sector will never reach its full efficien-
cy potential.

at pollution
reduction
failed
miserably
To the editor:
Today I had to make my way
to St. Michael's Hospital in
Toronto for some tests, and I
decided to take the GO train
instead of driving.
I was doing my part to put
fewer cars on the already -taxed
highway.
I am not a regular user of the
GO system, simply because it
does not go near enough to my
work in the west end.
I first pulled into the Ajax
parking lot for the GO train, only
to realize that the train does not
come to Ajax in the off-peak
hours of the day (it was 11 a.m.).
I carried on to the Pickering sta-
tion and proceeded to drive
around the parking lot only to
discover that there was not one
available parking spot.
However, some other latecomers
to the parking lot had started a
new row of parking spots just
adjacent to the marked -off park-
ing spots.
There was one of these spots
left and after making sure that 1
was not blocking or hindering
any other drivers from removing
their vehicles from the lot, 1
decided 1 had no choice but to
park there.
My only other option was to
drive to the next train station and
repeat this ridiculous exercise.
After paying my $8.70 return
fare to Union Station, then pay-
ing an additional $3.50 for sub-
way from Union to Queen Street,
I finally got to my destination at
12:55 p.m.
Upon my return to Pickering I
discovered a $25 parking ticket
affixed to my windshield for ille-
gal parking.
I admit I did park in a unau-
thorized spot, however, not hin-
dering anyone else I really could
not see the justification of the
ticket.
Of course, there is the desper-
ate need for cash by the provin-
cial Tory government.
Needless to say it cost me in
excess of $37 for my trip to
Toronto and back, so on my next
trip I will be joining all the other
highway polluters and drive my
car.

DURHAM — You're being asked to think about
garbage and ways to reduce the trash you produce.
The theme for the 11th annual Waste Reduction
Week Nov. 6 to 12 in Durham and Ontario is Make
Every Week Waste Reduction Week — The Future
is R's.
Durham's eight communities are holding a chal-
lenge during the week to see which municipality
can most reduce the amount of residential garbage
it produces per capita Ajax and Pickering have a
separate challenge to see which community sends
the least garbage per capita to landfill.
The aim of the week is to raise awareness of the
need to reduce, reuse and recycle.

renewable resource. Turn off lights when leaving a
room, turn down the heat, shut off dripping taps
and take public transit.
O Friday is Exchange or Reuse day. Clean out
storage areas of clothes, books, toys or other items
and give them to people or agencies that can use
them.
0 Saturday is Community Clean-up Day, giving
you a chance to tidy up an area such as a park.

Emissions are in addition to backoround radiation.
The radiation doses due to emissions are for the most exposed
persons living near the station. They would typically apply to persons
living just outside the station boundary who are at their residences 24
hours a day, who drink local water, and eat local fish and produce. The
doses were calculated using actual data from routine analysis of air.

Most persons would actually receive less than the doses indicated
because they have different eating habits or live farther away from the
station. Radiation doses decrease significantly as the distance from the
station increases

school trustee, frustrated in
her attempts to obtain
expense accounts of super-
visory officers, says it was
wrong of her to write to the
Minister of Education and
Training for help.
"In retrospect, my letter
to you was premature,"
Durham Board of Educa-
tion trustee Kathleen Hop-
per says in her most recent
letter to John Snobelen.
In reference to her first
letter, sent in September,
the Oshawa trustee says
she "incorrectly stated that
(board director Pauline
Laing) refused my request
for expense account infor-
mation. The director mere-
ly advised me that my
request should be raised
before the board of
trustees."
Mrs. Hopper also back-
tracks on claims that Ms.
Laing told her to obtain the
information under the Free-
dom of Information and
Protection of Privacy Act
at her own expense.
"I incorrectly made this
inference when the director
provided me with a copy of
a legal opinion obtained on
behalf of the board making
reference to that legisla-
tion," Mrs. Hopper
explains.
Finally, Mrs. Hopper
tells Mr. Snobelen she
"neglected to mention" that
she met with Ms. Laing last
June.
"After reviewing with
her several suggestions for
improving accountability
respecting expenditures, I
agreed to hold my requests
for further information in
abeyance to see if these
other measures would be
satisfactorv."
Mrs. Hopper says she is
"satisfied now that board
procedure has allowed the
issue to be addressed."
The board recently
approved new procedures
which break down discre-
tionary business costs of
supervisory officers in the
following areas: conference
expenses, food, car

Next month, the board's
standing committee will
receive a report outlining
expenses in those areas
from September to Decem-

In her recent letter to Mr.
Snobelen, Mrs. Hopper
says she wrote it to "clarify

mom trying to build a future for
herself and her two children.
She stands to be affected in two
ways by the Harris govern-
ment's proposed cuts. First, she
relies on a child care subsidy
from the provincial government
for day pre.
Without the subsidy she will
be forced to pull her children
out of day care, leave school
and go on welfare.
Second, if she does graduate,
she will be entering a field where
the proposed cuts may result not
only in job losses for some work-
ers due to centre closures but 30 -
per cent pay cuts for many others.
The DRCCF says these cuts will

put many child care workers at
pay levels below the poverty line.
Nine years ago, another speaker
said, she was forced to leave a bad
marriage.
The only assistance she ever
asked for was first and last
month's rent and a day care sub-
sidy. She got both. Today she is
coul
per cent of children are in licensed
day care.
Of the current child care bud-
get, Ms. Ecker said, over $400
million is spent on subsidized care
spaces which make up the majori-
ty of that 10 per cent. She points
out that it's a lot of money going
to a small percentage of the popu-
lation.
The Harris government's aim is
to redirect some of the [Honey to
pay down the interest on
Ontario's substantial debt so all
parents will ultimately be pay-
ing less taxes and therefore have
more money to put toward the
child care option of their choice.
The alternative to funding cuts,
warned Ms. Ecker, "will be no
money to fund anything.
`The child care system has to
be something parents can afford
but it has to be something the
taxpayer can afford too."
She disagrees with the idea that
only licensed caregivers can
provide good care, citing a
woman down the street from her
who "is wonderful with the chil-
dren she cares for".
Pat Mower, a director with the
D.R.C.C.F., said there is not
enough quality home care to go
around. "It's not like it used to be.
There aren't enough people stay -
an accounts payable administra-
tor. she is remarried and no longer
requires a subsidy.

Pickering Panthers continue to
have success on the road.
After having their confidence
battered and bruised following a
lost weekend against the
Wexford Raiders, the Panthers
regrouped to post a 3-3 draw
with the cellar -

record to three wins, six losses
and three ties for nine points,
good enough for fourth place in
the Metro Junior Hockey
League's East Division stand-
ings, six points back of third-
place Markham Waxers.
The Panthers held a 3-2 lead
after two periods, but the home
side was able to knot the score
in the final frame. An overtime
stanza failed to settle the issue.
With another point earned on
the road, the Panthers are fast
gaining a reputation as an enig-
ma They've posted only one of
their nine points so far this sea-
son at home; the rest have come
on the road. The team's aver-
sion to home ice has head coach
John Blackburn somewhat puz-
zled.
"It may be that we
hould play all our games
on the road," offers
Blackburn. "Maybe if
we start pulling up our
socks we can put a string
one ice wins together so
we can start moving up the lad-
der."
Jeremy Murphy scored twice
for the Panthers, with a single to
the team's leading scorer,
Anthony Cornacchia. who has
seven goals and seven assists.
The Oshawa contest marked
the debut of new right-winger
Everett Morris. Morris, from
Detroit, came to the team after
playing for the Lakeland Jets
junior squad in Motown Iasi

will help replace some of the
