appealing strcetscape. a theatre.
restaurants. concerts ... and character.
Thos are the things Pickering resi-
dents would like to see in their down-
town. according to the approximately
15 citizens who attended an open
house Thursday night to discuss the
future of the town core.

the meeting. "It just starts and stops

Other residents noted even the
things that are nice. like the Civic

beside it, don't seem to work as they
should.

appropriate for Durham."
The board challenged the program when it
was first mandated because it was "inequitable
until 1997", when the Province said it must be in
place at all schools. "It was only
implemented part way. Some parents
have enjoyed it, while some are ando-
pating enjoying it."
Meanwhile, Mr. Oldman applauds
plans to streamline top-heavy adminis-
tration and reduce the number of
trustees.
"On a provincial level, we need to
do something," Mr. Oldman maintains.
"A lot of boards are spending almost
iwlce aS much On Stlldent5 as we 00."
He is now asking the government to
"please come forward with legislation
or changes to the Education Act" so boards can
make such changes as reducing the number of
trustees.
On the issue of streamlining administration,
Miss Bowman says her board is "pleased to
meet any standard set for all boards. However,
we will not be pleased to continue to accept crit-
icism without known standards" of what is
acceptable.
The Whitby trustee is also critical of govern-
ment claims that the education system in Ontario
ranks behind Japan, Ireland and Germany.
Miss Bowman points to Japanese
educators who recently visited Durham
who thought students here "have much
more access to and knowledge about
technology than students in Japan."
Both boards applaW plans to regu-
larly test students and to introduce
standardized report cards.
"We need to know what level (of
academic achievement) is considered
to be acceptable," notes Mr. Oldman.
"we also need to see which boards are
doing better than others. The only way
we're going to improve is to know
where our sbortfalls are."
"We applaud ongoing testing and accountabil-
ity," agrees Miss Bowman, who says ber board
will announce this fall results of a Grade 12
writing review of its students carried out through
1t% own initiative.

DURHAM — A committee set up by
Durham Council Wednesday to examine
health issues related to nuclear plant emis-
sions is an "apologist of Ontario Hydro",
one politician charges.
Oshawa Councillor Brian Nicholson told
colleagues that being "locked into an agree-
ment with Ontario Hydro isn't appropriate".
Members of the Durham Nuclear Health
Committee(DNHC) will include a manager
from each of the Pickering and Darlington
power plants, three citizens, the Region's
Medical Officer of Health and one represen-
tative each from the Provincial Ministry of
Environment and Energy and the Ministry
ittee labiof Health.
Ajax Councillor Steve Parish noted, "The
public component is really very minor" on
the l0 -member committee.
"I think the purpose of the committee is
to be a public watchdog and not a mouth-
piece for the nuclear industry," Mr. Parish
said.
Establishing the committee was one of 2l
recommendations imposed on the Region in
1992 by then Environment minister Ruth
Grier when she approved Durham's request
to build a new water supply plant on the
Ajax lakefront.
Durham Medical Officer of Health Dr.
Robert Kyle said after Wednesday's meet-
ing, "The intent isn't to be an apologist for
Ontario Hydro. We hope the public citizens

Mr. Parish said the committee is "totally
dominated" by the nuclear industry.
But, Dr. Kyle said, "We hope to avoid
one group dominating by having representa-
tives from different perspectives."
He pointed to representatives from the
two provincial ministries, saying, "To a cer-
tain degree, they regulate the nuclear indus-
try-"
And, officials from the Atomic Energy
Control Board will take part in meetings to
"offer their perspective," Dr. Kyle noted.
Durham Nuclear Awareness spokesman
Irene Kock says her organization will con-
sider joining the committee in October. She
won't comment further until the DNA has

The public has had one year to prepare for the new
provincial helmet law, yet no one knows what to expect
when it takes effect this weekend — Oct. 1.
As a last minute amendment, the provincial govern-
ment stated this law will only pertain to cyclists 18 years
old and under. Who knows what other amendments
might follow?
The people who will enforce the law -- the men and
women from our local police forces -- are the one body
that should not be left in the dark. Ontario police forces
won't even get the wording of this legislation until the
day it takes effect.
It's irresponsible, although not surprising, that the
government has failed to give any advance indication of
how this law will be implemented. Many governments
have been quick to adopt 'good ideas' without taking the
time to really examine all the pros and cons.

care, they just don't have the time.

There, that's better, my jaw has
finally thawed. As I was saying, I'm
back from the dentist and man do I
ever feel good.
No, I'm not full of nitrous oxide.
Don't need it to make me goofy.
Yes, 1 do feel better now that I've
had my incisors scraped and my
molars scrubbed. It's amazing what a
little polish can do to my pearly whites
— tum them from tar -stained brown to
a lovely mellow yellow. i
And that floss is great at removing
food I've been tasting since the day
after the last visit to the mouth
mechanic — especially the piece of
beef jerky that had been trapped
between a couple of bicuspids for six
months less a few hours. If it wasn't
for my problem with fine motor skills,
1 might be able to floss myself. '
But I leave that job up to the people
who are paid to do it — the dentist and
the hygienists who've spent several
years of their lives taking the highly -
specialized training that's required to
learn how to floss.
And the one's I've chosen to give
my insurance company's money to dol
a swell job.
That's partly why 1 feel so good
after a trip to the dentist.
And there's the friendly, courteous
service I get from the front-office girls.
"Good morning, Mr. Plaquehead.
Have a seat and read one of our outdat-
ed periodicals. Mind your back as you
pick up the tablets; they're heavy.
"The hygienist will be with you
shortly." I don't wait long.
"Hi, Sewer Breath." "Hi , Jean."
"Come on in and take a seat in the
cubicle on the left. We've reuphol-
stered it with wall-to-wall spitguard
just for you."
So I strap myself down and in
comes Jean, the queen of hygiene, cov-
ered from shoulders to shins in a com-
bination of rubber and plastic. The gas
mask leaves her eyes barely visible. '
She drops the chair at whiplash
speed and our eyes lock — mine the
usual bloodshot hue, hers the most
beautiful shade of blue I've ever seen.
1 forget her name and don't know
what to call her. "My future wife"
comes to mind but, before I can blurt
out the words, she's scraping my gums
like there's no tomorrow.
If the sharp instrument she has in
her hand wasn't also in my mouth, I'd
be able to tell her how I feel. "Drill me,
fill me, whip me with floss." '
Just as my fantasy's getting started
the fluoride treatment's over.
She pushes the eject button, spring-
ing me from the chair, my oral fixation
satisfied. I grab my chequebook and,
with jaw still frozen, try to blurt out,
"Do I make this payable directly to
you? What kind of car would you like''
Are there any new household appli-
ances you need?"
But by now, she's disappeared into
the hose -down room.
Until next time, my hygiene queen,
when maybe I'll get up the nerve to tell

PICKERING — One of the gods of
the chess world is coming to Pickering
Wednesday when members of the pub-
lic will have a chance to play him.
Boris Spassky, former world chess
champion, arch -rival of the mysterious
Bobby Fischer and seven -time world
Ionsbip candidate. will play 24
oppooems simultaneously at a chess
challenge at the Pickering Town Cen-
tre-

his life in Canada." says event organiz-
er Robert Hamilton, one of Canada's
top players and former national junior
champion. "He's still got a lot of

Pickering is one of five Ontario

Ottawa, Toronto, Guelph and London.
Some chess enthusiasts are so excit-
ed about the 58 -year-old Mr.
Spassky's visit, reports Mr. Hamilton,
that they're going to all five stops bop-
ing to win a chance to play him in a
draw that will be held at each location.
Mr. Spassky is among the tine mas-
ters of what may be the world's most
popular and respected game.
In 1972 according to Mr. Hamilton,
4,000 international journalists coveted
the world chess championship in Ice-
land pitting the reigning champion,
Mr. Spassky of the Soviet Union,
against the eccentric challenger, Amer-
ican Bobby Fischer. Mr. Fischer won
the crown and went into hiding for 20
years -
In 1992, the two grandmasters
attracted a similar amount of attention
when Mr. Fischer emerged from bid-
ing for a S5 -million rematch against
Mr. Spassky. Mr. Fischer won and
promptly disappeared again.
The Pickering challenge will begin
at 6:30 p.m. in the Sears court of the
mall near the Sears stone.
Anyone interested in playing Mr.
Spassky will be able to enter a free
draw — with ballots available at 5:30
p.m.— to select 16 of his challengers.
The rest will be invited players,
including some young Canadian prodi-
gies, and one challenger on the Inter-
net.
About 60 feet of tables will be set
up with chess boards, and Mr. Spassky
will move from game to game. Mr.
Hamilton estimates the grandmaster
will dispose of all his challengers
within about two -and -a -half hours.
In the unlikely event that someone
beats Mr. Spassky. he or she will win a
Chem set.
"It's not inconceivable that he might
drop a game or two," says Mr. Hamil-
ton.

PICKERING — Don't mess with Picker-
ing's borders.
That's the message Town Council is send-
iug the rest of the Greater Toronto Area and
the Provnice in response to their requests for
Pickering's views on reforming the GTA.
Councillors decided at a special meeting
Wednesday on GTA reform that "the provin-
cial government should take no steps to
remove the Town of Pickering from the
Regional Municipality of Durham, nor to
amalgamate it with any other municipality, in
or out of the Regional Municipality of
Durham."
An "action plan" recently endorsed by the
GTA mayors and regional chairmen calls for
reducing the number of municipalities in
Durham from eight to four, and the elimina-
tion of school boards.
Ward 1 local Councillor Dave Ryan told
his colleagues a similar strategy of creating
larger municipalities failed in England.
"Amalgamation ended up taking away
power from the people at the grass roots
level," be said.
The report endorsed by councillors sug-
gests allowing Pickering to become part of a
Luger municipality would make its govern-
ment too big to retain "sensitivity to its citi-
zens' issues and concerns".
Pickering's report maintains the GTA's
economic vitality is much more important to
its future than political boundaries and gov-
ernance models, so the Province should con-
centrate on strengthening and formalizing
economic development links among its mem-
bers.
Councillors also placed a qualifier on their
report, saying it is only a preliminary posi-
tion that will be finalized after public meet-
ings are held at which citizens can have their
say on GTA reform.
As well, before taking a final position,
councillors will wait for the final report of
the Greater Toronto Area Task Force set up
by the Province to come up with recommen-
dations for GTA reform.
This initial report has been submitted to
the task force in response to its request for
submissions by Sept. 30.
The GTA mayors' Action Plan also recom-
mends identical property assessment rates for
all municipalities within a region, and
reforms under which municipalities would
pay all costs for 'hard' services like roads.

vices such as welfare, homes for the aged
and child care (including Children's Aid
Societies). At present. municipalities and the
Province share the tab for both hard and soft
services.
Pickering's report does offer general sup-
port, with reservations, for these reforms.
However, Pickering is maintaining the
Province is trying to move too fast on GTA
reform.
Queen's Park has suggested the reform
proposals which will be put forward by its
GTA task force ought to be implemented
before the next provincial election expected
in the fall of 1977.
"The timing appears to be unduly hasty,"
states Pickering's response. "given the nature
and extent of the issues being canvassed, and
their importance to the persons and entities
affected."
The Town suggests the Province should
wait until 1998-99 before making any major
changes.

DURHAM — The public school
board will undertake a study which
could axommend changes to the lead-
ership suutcture at high schools.
But there is "no tragic reason" for
establishing a secondary school leader-
ship strttcttues study committee, which
will look mainly at the role of depart-
ment heads, says Durham Board of
Education supeirttadat Craig Bunch.
But a tour by director Paulin Laing,
Who spent several mon>ms last year vis -
ting classrooms in the Netherlands,
kustralia, England, the United States,
apan and China, provided some Qtpe-
us for the study.
"I think that we quite a few forms
of leadership structure," Mr. Burch
notes. "Ms. Laing noticed some differ-
ences around the world."
The committee will be comprised of
teachers, department heads, school
council members, a union representa-
tive, adminisuato s, trustees and Ewili-
tators.
Committee members will study the
leadership structures throughout the
wall by examining written studies.
"We may find we have one of the
best structures in the world," says Mr.
Burch, who expects the study to take at
least six months to a year.
"There hasn't been anything but
minor changes for at least 25 years, if
not longer." adds Mr. Burch.
Significant changes couldn't be
made. however. without the approval of
the union representing high school
teachers.

Ajax Seniors Friendship Club, St. Andrew's Community Centre, 46
Exeter Rd. Open every day with arts and crafts, bingo, euchre, cribbage.
