Programs are being cut or reduced and staff members have lost their jobs. Seven management staff, including the director of service and the detector of finance and administration, were let go Sept. 1, leaving three levels of manage- ment instead of four. Nine bargaining unit staff will be let go Nov. 1. In addition, a number of programs have been terminated or reduced. A five -per cent funding cutback from the Province, combined with an unrec- onciled deficit over the last couple of years, has left the CAS with a S1.2 -mil- lion fiscal problem. As a result, the CAS is forced to cover only the basics of the child welfare mandate as outlined in the Child and Family Services Ad "What it means is, some of the things we were doing, we won't be doing any- more. We're going down to a very basic level of service," says James Dubray, CAS executive director. "We just don't have the manpower." Service will be limited to referrals to other agencies, maintaining the care of children already in the system, finding foster homes for children in need of pro- tection and a limited adoption set vice. Further, Mr. Dubray says the CAS is expecting a large influx of families into the system because of welfare cuts and other financial measures taken by the Province. Some people won't be able to afford to keep their children, he says. "That's my biggest fear," says Mr. Dubray, adding that Metro Toronto already uses Durham CAS resources to Golfers can honor David Farr, ailing `wonderf By STEPHEN ILATEGAN STAFF RLMATTA PICKERING — The local political community will recognize one of its own Tuesday, Sept. 12, when a golf tournament honoring Ward 2 Regional councillor David Farr will be held at Chcrry Downs Golf Club. In February of this year, councillor Farr was diagnosed with arrivotrophic lateral scle- rosis (A.L.S.), commonly known as Lou Gehrig's Dis- ease. The incurable illness doesn't affect one'~ ability to think clearly, but it does after speech, making words sound slurred. It is a rapidly progres- sive, and fatal, neuromuscular disease which attacks the Davi nerve cells in the brain and spinal cord. It interrupts the control of voluntary muscles, which eventually lose their strength, atrophy and die. Mr. Farr, a fattier of two, has been on Pickering council since last year's municipal election. "There was a feeling in the political community that something should he done for Dave Farr," says organizer and former councillor Bob Mitchell, repre- senting Canada Life, which is sponsor- ing the event. Organization of the fund -rattier is also being handled in part by fellow regional councillor Rick Johnson, with hole ul gentleman' sponsors being found by councillor Sherry Senis. Mr. Farr "is the epitome of a gentle- man," says Ms. Senis. "Right from the oct-go we meshed. We think alike. He's a wonderful man." Money raised through the golf tour- nament will go toward the Ajax -Picker- ing General Hospital Founda- tion on behalf of councillor Farr. Councillor Senis says the organizers hope to purchase a piece of equipment for them hospital with Mr. Farr's nae (-n it. Tce-off times are from 10'30 a.m. to I p -m., with -oxcktails at 4:30 and dinner at Farr 6 p.m. An auction will be held to raise extra money for the hospital. - Cost for golf and dinner is S160 and dinner only is $100. Prize donations to the event are welcome. Hole sponsor- ships are S I tit 1. Cherry Downs Golf and Country Club is at -U)ii Sideline 14, near Brock Road and Hwy. 7. Space is limited for the event and tickets are being sold on a first-come, first-served basis. To confirm your attendance at the tournament or to donate prizes or spon- sor a hole, call councillor Johnson at 649-2295. Fall Preview MATERNITY SALE 3 DAYS ONLY DON'T PAY THE P.S.T. The Children's Aid directors throughout the greater Toronto area are already meeting to look at their options. The following changes have been made to CAS services: • The Sexual Abuse Treatment Pro- gram for children, teens and mothers will be terminated on Sept. 30, and the CAS will be bolting to contract out the program to another provider. According to Mr. Dubray, the CAS can get provincial funding for this pro- gram if it provides it on a contract basis. However, he expects that will be reviewed by the Province and changed in the future. • The Community Based Services Team, which focused its energies on preventing children from coming into the care of the Society, will cease its operation Nov. 1. • Special Needs Agreements for developmentally handicapped children will be capped and reduced over time. • Adoption Services staff will be reduced by two-thirds since it is also provided by private professionals. • Adoption Disclosure Services to formerly adopted adults will be reduced. Over the next year there wll he many other service and monetary changrS made by the CAS, Mr. Dubray notes. Hoping for "a silver lining in the cloud~", Mr. Dubray says he is looking forward to "better co-oprrati(m between tical agenic%" in examining solutions to their financial problems. A small dona- tion, anything you can afford, will go a long way to helping the 42,000 people in our community who need aid. Those people, people just like you, may have hit a bad stretch in their lives, are unemployed or unemployable, need assistance to kick a bad habit, or a safe place to stay. Acts of kindness from those of us who are more fortunate can see that these people get a hand up -- no( a hand out -- and brighten an otherwise bleak future for them. The United Way of Ajax -Pickering provides the umbrella to shelter these 42,000 people. but each and every one of us are key players in the success of the campaign. The lolled campaign's theme this year is 'United fav !`takes Heroes of Us All'. 'i'ou can he a hero in the eyes of a hungry child, a single mother, a disabled person, or a battered wife, with any donation you can afford. It doesn't take a lex of thought or commitment. but it does take the notion of helping those in need a great distance. People across the world are sitting down to read newspaper and mag- azines, a coffee in one hand, a computer mouse in the other. The Intrrnrt has `- sent publishers world-wide scurry- ing to get their pub- lications on-line idl and become part of the leading edge of communi- cations. W h i I c tec'hnoiog; grows ,n leaps and hmnds so too has the act of newsprint. The prospect of having a computer in every household makes Internet and on-line publicaticxts a very_appeal- ing and ant -effective format. Getting a site on the World Wide Web can cost as little as S,;,(xx). Today, newspapers and magazines can display pages from their publications thanks to new technologies such as Hypertext Markup Language (IITML). Having a computer and a high-speed modem aren't the only requirement,-, to gain access to the Internet. You need an Internet reader and must go through an Internet Service Provider (ISP), which provides not only access to the Internet, but also specialized inft;rmation. Thr New. Advertiser and This Week become an ISP in October. An electronic version of these publications will also he available on World Wide Web. News, features, photos and columns will be included as well as advertising. The electronic page will be updated three times a week. ;Mike Pieri, assistant director for digital media at the Toronto Star, says that over 300 newspapers around the world provide on-line service on the Internet. With technology changing at a feverish pace, it's difficult to plan for the future and sometimes publications just have to react, says Mr. Pieri. "New things are taking place all the time.- he says. "Things we've seen a few months ago have become old hat." Newspaper publications now have to focus on becoming an information gathering unit, he says. Services such as the Micro Neighborhood Service provide important information to specif- ic areas allowing people to plan their day. "They can find out if their mailman is sick, or when the snow removal crew will be in their area," Mr. Pieri explains. Most of the newspapers that are un -line pro- vide only a portion of the news that appears in their print publications, along with features and classified advertising. This technology has changed the face of journalism, as on-line news- papers are accessed by a larger number of sophisticated readers. One of the first newspa- pers to go on-line was the San Jose Mercury News wnich joined America On -Line in May, 1993 and the World Wide Web in Dec., 1994. "We get calls all the time," says Barry Parr, product development manager at the Mercury. i_ i "One week we had five different visitors from Korea. We get a lot of Europeans and Asians inquiring about our set -up. - The Mercury sends a full text on-line at 5 a.m. daily. In return, it receives a daily bom- bardment of feedback. Readers appear more apt to fire off an angry E-mail than to sit down and write a letter to the editor. "(The large E-mail) response doesn't affect our regular newsprint publication,- says Mr. Parr. -But, our on-line service is strongly influ- enced by readers. These are sophisticated read- ers who give us good suggestions and catch us when we make mistakes." In a quick %Lan of his E-mail of the day, Mr. Parr found comments from readers, not only within the Mercury's circulation zone, but across %orth America and the world. -What surprised us was the large number of requests we received to put the a>mics oxo -line," says Mr. Parr. "We thought it was a stupid application and it's very time-consuming. Now it's our mast ptymiar .try ice. In programs such as Journalism and law and Sccvnty, the Internet becomes a valuable tool. Durham College's technologist, Peter Gallagher, says the Internet was used in pilot projects last vicar, but callelc Instructors were fully trained to teach Internet use this vicar. "For those who have used the Internet, they realize it isn't that difficult to learn," he vs s. Information about Durham College courses and services can be accessed on the W ch. ,%hile the Internet provides an endless arrxwnt of information to the readers, it can also benefit journalists in finding leads. Instead of picking up the phone, reporters can .end off an E- mail message to .cr- if. facts. Some newsp a- P; pers have even gig en -)rters free their rept Internet account.. 4`. - While the journalism field is evolving, the Internet provides more job applications and in turn more jobs. This new technology forces journalism programs around the world to change. The Graduate School of Journalism at the University of Western Ontario has always pro- vided a multi -media program, but it was only recently that it put a product on the World Wide Web. Journalist% there, along with computer sci- ence and visual arts students, have joined forces to put an actual news page on the Web. "The conventional newsroom will be an important source of employment for journalists in the future, but it won't he a growth arca," says Peter Desbarats, Dean of Western's gradu- ate journalism program. All that work is paying off for Dereck Gulab and his wife Radica, who have turned their six-year-old Ajax g.:,... Framing and limited edition print emporium into a classic success story, with a second outlet opened in Whitby last fall. "For me, I think that's a great achievement," said Dereck. "If I had my way, I'd have ten of them, but," he added with a laugh, 'Radica says two is enough." The Gulabs' have always believed their business is not just a place to make money, but also a community ( service. On September 10 they will be paying back _—__- the community for its support by holding an art auction at Annandale Golf and Country Club. Part of the proceeds will go to the Big Sisters Association of Ajax -Pickering. "We knew they had a problem with funding so we wanted to help them, -Dereck explained. "We can't help them financially, so this is one way of helping them." On the block are approximately 15 limited edition prints by Trisha Romance, the noted painter of nostalgic family life whose work has captured the imagination of Canadians. Her prints outsell all others combined at Classic Arrangements, making the Niagara -on -the -Lake artist truly the secret of success for the Gulabs. There will be a total of 50 pieces in the auction The auction will take place from noon to 5 p m. No one person can be expected to know everything, so it is critical to surround yourself with qualified professional assistance throughout the process. Before starting out in search of a house, take the time to determine your financial capabilities. Based on your income and expenses, your real estate representative is qualified to calculate the maximum amount of mortgage you can obtain and, in most instances, can put you in touch with a financial institution which will provide you with written confirmation of the amount. Knowing your price range can save a lot of time, energy and, especially, frustration during the selection process. It can also re- assure the vendors about the validity of your offer and, therefore, swing negotiations in your favor. The structural soundness of your new home is your next concern. Certified home inspectors can be hired Features a important First-time homebuyers who want to ensure investment value are wise to look carefully at the features in a home, say Canada's professional real estate appraisers. A cross -Canada survey of residential appraisal specialists who are members of the Appraisal Institute of Canada showed that several features were most likely to add to a home's value: • Master bedroom and ensuite bath combination. • Separate living room and dining rooms. • Family rooms. • Garage. These features. appraisers say, can improve chances of resale at a good value in the future. "Choose a house in a location close to amenities, constructed with quality materials and with adequate space for future additions and improvements," said a Halifax appraiser. "Go for quality," added an appraiser from Ottawa. "Look at subdivisions built by a variety of builders and shop around. What does the streetscape look like•, How are the rooms laid out? Are they of adequate size and attractive?" Appraisers were also asked if they thought first- time buyers should consider the size of a house over the presence of luxury features, given an equal selling price. The answer, they agreed, was to choose the largest house for the money and then add luxury features as needed. For more information or for a directory of designated real estate appraisers in the area, call the Appraisal Institute of Canada at 1-204-783- 2224. To have an inspection done you should consult your sales representative, who can refer you to one or more certified home inspectors and then you submit an offer on the house that makes it conditional for a few days upon completion of the inspection. You must pay for the inspection, but at the very least it will provide you with peace of mind. Select one of the pleasant fall days ahead and organize a comprehensive checklist of several key areas to inspect inside and outside your house. Proper maintenance of a new home not only protects one of life's largest investments, but ensures homeowners receive all the warranty coverage offered by the Ontario New Home Warranty Program (ONHWP). Problems caused by homeowner neglect, such as allowing caulking to wear down leading to moisture damage, are not covered by the warranty. New home owners can start from the bottom of the house and work up when performing fall maintenance on their homes. Choose a dry sunny day to open up and air out the basement and crawl spaces to prevent mold and mildew from accumulating in the basement. Before the cold weather sets in and your heat is turned on, have the furnace and humidifier serviced by a qualified professional. Areas around the furnace, registers and condensing unit should be cleaned to eliminate dust and dirt. Homeowners should carefully examine their heating systems to determine if the trade names of Plexvent®, Sel-vent® or Ultravent® are printed on their plastic venting systems. Use caution when examining plastic vents for cracking or separating at the joints since they may be extremely hot when the furnace is running. Faulty vent systems allow the escape of flue gases, which can contain carbon monoxide, into the house. Exposure to this colorless. odorless, poisonous gas can cause headaches, nausea and, in extreme cases, death. If your home has a mid - efficiency furnace with any of the three plastic vent systems, call the Ministry of Consumer and Commercial Relations' Mid - Efficiency Furnace line (1-800- 785-6588) to receive a brochure by registered mail. Also, have your chimney and venting system checked to ensure it is in safe operating condition. Where applicable, exhaust ventilation fans and heat recovery ventilators should be checked and oiled according to the manufacturer's instructions to ensure efficient operation. In the kitchen, your range hood filter requires a scrubbing with mild soapy water to prevent grease build up. Regular cleaning of the range hood eliminates potential fire hazards. Windows and doors should be examined for gaps of air infiltration. Homeowners can stop cold drafts from entering the house by applying weatherstripping around doors and windows and ensuring the seal is snug. Outside the home, check exterior finishes. Home owners should look for signs of moisture penetrating wood sidings. Watch for paint that is blistering and peeling. If left unresolved, this problem can lead to water seeping into the house interior. While inspecting outside window finishes, check the caulking for signs of deterioration. If it is wearing down, remove and recaulk with a good quality While walking around your caulking compound to protect property, examine your driveway against moisture and cold air f WMIN,and walkways for cracks. entering the home.0 e Immediately repair any cracks Eavestrough, gutters and you discover before water downspouts should be cleared )use penetrates, freezes and expands of any obstructions including into larger, more expensive leaves, branches and debris. If you are concerned about the affordability and want to reduce the maintenance requirements of a single- family home, the marketplace offers many alternatives to the single-family dwelling in a variety of designs. Knowing the terminology used to describe these alternatives can be helpful as you browse through builders' ads and talk with salespeople. Here is a brief overview of ownership options and some of the more common housing types available on the market: OWNERSHIP OPTIONS Freehold — You own the horse and the land that it sits on, with the accompanying privileges and resporuibilities. Condominium— You own the horse. The land and/or common areas are the property and responsibility of the condominium corporation of which you become a partner when you buy the hxxne. HOUSING TYPFS Townhouse— Single-family units. usually three or more, that are lined up in a row and share common walls. Often, each unit will have a backyard and a garage. Ownership can be freehold or condominium. Townhomes have become a popular housing form in many parts of the country in recent years. Stacked Townhouse — Two townhornes "stacked" one on top of the other and joined in symmetrical, or asymmetrical, configurations to create an interesting streetscape and a greater sense of privacy. Garden Home — Rowhouses with condominium ownership, each unit having both a front and back entrance and shared parking in the form of parking lots. Carriage Hone — A semi-detached townhouse in which the two homes are joined by a garage or carport that provides access between the front and rear yards. Maisonette — Similar to a stacked townhouse, but consists of four units (two on top of two others). Manor Blocks — A multi -unit building with the look of a sprawling English country home. Link Homes — Homes that are joined by the basement walls only. Semi-detached Homes — One building on its own lot consisting of two units that share one corrunon wall and have separate entrances. Duplexes— A two -unit dwelling on its own lot with one unit above the other. i NTERKM,1995 PAGE 15 THOMPSON ONLY 6 LEFT.... lDIlbl:IIII 5% DOWN $800 Initial Deposit Introducing Detached homes in Omemee. • 1/4 acre logs approx. • established neighborhood in quaint village • quality coliLstruction • fishing A golf • close to rivers and lakes • walk to ~drools DIRECTIONS. The guide is a 200 -page "report card" on the registered home builders in the province, with their marks being rated as Excellent, Above Average, Average and Below Average. Some builders are not rated either because they have not been in business long enough or because they did not build enough homes to qualify for a rating. The guide, which is revised and improved every year, is regarded as "the bible of the industry." Those builders who earn an Excellent rating proudly display their Seal of Excellence certificates in their sales offices. The Ontario New Home Warranty Program urges new home buyers to check out the rating of their builder in the Home Buyer's Guide to After Sales 60, Service before purchasing a house. The number of chargeable conciliations against a builder compared with the number of homes sold in the past three years determines a builder's rating. A chargeable conciliation occurs when the Ontario New Home Warranty Program conciliates a dispute between a builder and the buyer on after-sales service and rules against the builder. The Ontario New Home Warranty Program is a private non-profit corporation established in 1976 to administer the Ontario New Home Warranties Plan Act. It performs a watchdog role to ensure that home builders in the province meet high standards and provide a quality product. BERING Every home builder in Ontario must register with the program and enroll every new home built for sale in the province. New homes are guaranteed substantial warranty protection for two years and seven years for major structural defects. The Ontario New Home Warranty Program is funded entirely through registration and enrollment fees charged to builders. Since its inception, it has paid out more than $100 million in claims for houses and condominiums. A copy of the Home Buyer's Guide to After Sales Service is distributed through libraries, government offices, provincial members of parliament and builder organizations. Unattractive intercom units that stick out like a sore thumb in any room. Stereo components and VCRs that make your house look more like an electronics store than a home. If one of those statements sounds familiar or describes a part of your home, you are not alone. Many homeowners find it a struggle to achieve a balance between performance and good looks when it comes to home entertainment systems. Sure, you could purchase a basic intercom system, run speaker wire to different rooms or purchase a VCR for each television set in the home. But you are bound to wind up with a home entertainment that looks patchy. The problem facing homeowners is finding a system that would integrate all those function without disrupting the home's interior design. New technology has made it possible for people who want all the latest electronic conveniences without sacrificing the look of the home. S} -stems are now available that offer technically -advanced audio. video and telephone paging capabilities in attractive components that will blend in with the home's decor. These systems are often grouped under the banner of a "home Conserve water and Satinv money 0 Conserve water and save money by placing a capped. water filled, one -litre vogurt container in your toilet tank. J The average household toilet guzzles enough water to account for 40 per cent of all indoor water use. Low -flush toilets can reduce this amount by half. 3 For a family of four, a low - spray showerhead can reduce water consumption by 27,000 litres (6,000 gallons) per year. O When landscaping, plant native grasses and use flowers and shrubs that are indigenous to your area to reduce the need for extensive watering of lawns and flower beds. electronics network." Basically, what these systems do is allow the user to access television, VCR and stereo equipment from any room in the home. Think of it! You can enjoy music from one central sound system throughout the home or watch your favorite pre-recorded movie in the bedroom, while the kids watch cartoons in the family room. Some systems also allow the homeowner to turn a telephone into a paging device for house -wide communication, without the obtrusive wall -mounted intercom systems. In some cases, your door bell can also be integrated into the system and sound through the speakers, momentarily muting any music that is playing. Optional features to some systems include closed circuit television cameras that allows the homeowner to monitor selected areas — the backyard and pool area, the baby's room, or the front door — from any television set in the home. How do home electronics networks achieve all this? The system integrates the home's existing audio and video system components — CD player, cassette deck, radio, television, VCR. In each room, in -wall speakers provide quality sound, while keypads allow the user to access each of the components including controlling the sound level.
