But Mr. Smith says through his experience with the group, parents who neglect to pay child support do so simply because "the payments are more than they can afford" Mr. Smith openly admits to not paying the full amount of court-ordered child support to his nine-year-old daughter because if he did, he says be couldn't afford to live. Mr. Smith also has custody of three children from a previous mar- riage, for whom he receives no child support. He says he pays what he can afford each month to his daughter. Ron Teasdale. president of Oshawa's Parents Without Partners agrees with Mr. Smith, saying most parents can't pay what the courts have ordered. "I really don't think that parents want to deny children their support," he says, but the amount courts award are not always reasonable. Mr. Teasdale was ordered to pay $1,000 a month child support to his four children in 1991 even though he was clearing barely that much at the end of the month. He volunteered to have the child support automatically taken off his cheque, however only 5750 could be taken off his cheque and not the full amount because of how little be was making. Jv In cases like this, explains Mr. Teasdale, restricting licences to force payments won't work because the money simply isn't there. "If you took those things from me I wouldn't care," he says. "I don't fish or hunt and I don't have enough money to travel." Mr. Teasdale eventually went back to court and got his monthly payments reduced to $600 a month. He feels the best way to ensure par- ents pay their child support is to have judges thoroughly review the financial statements of both parents. Although the statements are provided, Mr. Teas- dale says many judges don't take the time to look at these reports when making decisions on child support payments. The consequences are endless and last a lifetime for all involved The ones to suffer the most ane the chil- dren involved in a divmm they didn't ask to be in the situation and quite often don't initially have the resources or the ability to deal with divorce. Once the deed has been decided there are questions of living arrangealoxhts, finances and the emotional standing of all concerned. Too often we hear of parents shirr their financial responsibilities which leave the children suffermhg. And it is simply not right. Parents have an obligation to ensure that their chil- dren are property caned for, regardless of marital status or living arrangements. It shouldn't have to be legislat- ed that absentee parents carry their freight, but in today's world, government has been forced to take an active role. That's just what the federal Liberal govern- ment has elected to do with the announcement it will crack down on negligent parents. For those single par- ents who have suffered because of a `deadbeat parent' the Liberals decision to withhold licences, permits and passports is welcome news. It appears the Liberals are attempting to be fair at the same time as new payment guidelines are being considered. Some parents have claimed the amounts are too high and they would never be able b make the pay- ments. Consideration will have to be made to ensure the new system will be fair and equitable. The new guidelines will consider income of both parents so judges can award appropriate amounts of child support This move by the liberals is a giant step in right direction and one that will benefit the right people — the children. To the editor- Re: ditorRe: Some for of discipline for children ... Aug. 20. 1995. I would ask Ms. Hopley to read my letter of Aug. 6 again. May I respond to two questions posed by Ms. Hopley? I had to chuckle when she asked if I had children of my own. Do I ever! My husband and I are the joyful recipients of offspring – we have five children. We do not take our responsibili- ty lightly as we raise these young citizens. We are firm believers in discipline. We have to be, our home would be in chaos without it. Through experience we have learned that discipline does not have to physically hurt in order to be effective. Our children are well aware that their choices and actions have consequences. They are bright and quickly learn which behavior is correct. It is also clear to them that we love them unconditionally. They learn, as children do, from our example and follow likewise. We do this without yelling or spanking. All five Pillinger children are confident, self-assured and reVm- sible. They are normal, happy kids. Our teenagers (we have three) are polite and pleasant to be with. They are the products of their environ- ment_ Children really do learn what they live. One day all parents should dis- cover that their "toddlers" are too old to spank. They will need to learn other methods to discipline them. They can being now. Gentle parenting techniques will work. Talk to your children. More important, listen to your children. Love them. Teach them that inap- propriate behavior has conse- quences. Be firm and consistent. Discipline does not have to physi- cally hurt. This is a plea for help. His name is Connor. He has red hair. He wakes up at 7:30 alit. and runs like the wind until 7:30 pm., finding trouble most everywhere along the way. When we signed on as parents, we knew that somewhere down the road our red-haired son would pre- sent us with, ahem, challenges. Like so many before us, we forged ahead, confident in the knowledge that we had the best par- enting books money could buy. The program can be an alternative to hcxpi- talization and provides continuing support for Cops hit the road in bid to arrest MS DURHAM — Durham Regional Police officers will be taking part in the Multiple Sclerosis Bike Tour when it hits Paramount Canada's Wonderland Sunday, Sept. 17. Durham officers received an offi- cial challenge from peers at the Peel Regional Police Service. Last year Peel officers raised $7,000 to fight MS. The force that raises the most money will have its official flag raised at the other force's main detachment. Durham Police Constable Pat Mills is organizing the local effort and is still recruiting officers to take part in the event. In the meantime, Const. Mills is asking for public support in sponsor- ing Durham officers. Growing Up Divorced, a study group for children eight to 12 years, is offered by the Family Education Resource Centre of Kinark Child and Family Services. It aims to help children understand the process and meaning of divorce and to help them express and understand their feelings while relieving any guilt they may have assumed. The six -session workshop will offer chil- dren a chance to share common concerns and to realize other youngsters are going through the same process. The Durham -based study group will be offered Tuesdays from 7 to 9 p.m. beginning Sept. 12 - At the same time, the Family Education Resource Centre will offer Helping Yourself and Your Child Cope with Separation or Divorce for parents. That message was deliv- ered by Education Minister John Snobelen, who was addressing delegates of the Ontario Public School Teach- ers' Federation (OPSTF), the union representing the province's 30,000 elementary school teachers. "We must design the entire education system as a service organization and we must continue to ark ourselves if we could be giving our cus- tomers better value for their tax dollar." he lord the sk"- cal crowd_ To that end. Mr. Snobelen says he's looking forward to recommendations from the School Board Reduction Task Form, chaired by John Sweenev. which will redraw school board boundaries and reduce the 168 scbotA boards in the province by half. The OPSTF opposes school -board amalgamation because studies show there will be no cost savings achieved through school board reduction. But Mr. Snobelen says he expects the Sweeney task force will recommend major changes to school board bureaucracy. regardless. `I trust that it will not be mere improvement on the stab quo." Other ma w changes under consideration by the govern- ment are in the areas of am umiability to parents and students and increased pro- fessional requirements for teachers, Mr. Snobelen con- firmed. To that end, he says the government is considering the establishment of a profes- sional college of teachers, similar to the College of Physicians and Surgeons of Ontario, and an Education Quality and Accountability Office (EQAO), to oversee standardized classromn test- ing throughout the province. While teachers support the concept of a profe&<Kxxd col- lege in principle. they oppose proposed mandau y mccrufi- cation every five years, sans OPSTF president Reg Fer- land. The OPSTF also believes the EQAO will rrimly repre- sent another layer of bureau- cracy. thereby increasing educational costs. On a more positive note. teachers applauded when Mr. Snobelen said the Progres- sive Conservative govern- ment will not extend the social contract, which is set ro expire next spring, and full collective bargaining with public employees would be restored. The Red Sox won the right to vie for the coveted prize after knocking off Oshawa in a best -of -three OBA playoff series in two straight games. Pickering eked out a 2-1 victory in the first game of the series. Craig Megill pitched a strong four innings giving up only one hit and fanning six batters.
