Under the crackdown, social work- ers will make surprise home visits to welfare recipients, a special anti -fraud team will be established and a fraud hotline already in place in Toronto, Sault Ste. Marie and Waterloo will be extended province -wide. However, Mr. Edwards questions how much those measures will cost. lite best information I have is that the number of people getting funds illegally is about two to three per cent," he explains. "We will be spend- ing a lot of money to get those few people -- Mr. Edwards says he Ls "alarmed.' by home visits — which will be a con- dition of receiving social assistance mW which the government estimates will result in an annual savings of S 1.1 million — because they could put wel- fare worker at risk. Meanwhile, Mr. Edwards is in favor of a hotline which he believes has unfairly been dubbed a "snitch line. That's not the way to regard it. The government also plans to improve automated information shar- ing with other provinces. the federal government and other Ontario min- istries. It experts to save S25 million a year by ensuring recipients don't abuse the system. The government is also tightening wel fare elioibility: • 16- and 17-year-olds who have left hone must have; ongoing adult super- vision and regularly attend school or receive job training. Estimated savings: S20 Million. • Employable people who quit their jobs or who are fired for valid reasons will have to wait three: months, instead of one month, before receiving wel- fare. Estimated savings: $2 million. • Minimum shelter subsidies for the homeless will be cut. The government will only pay shelter and utility costs actually incurred by recipients, up to a set maximum. Estimated savings: $21.1 million. The government estimates new and existing measures will save taxpayers more than $275 million a year. Ontario Premier Mike Harris continues to aggressively pursue his fiscal agenda and get the Province's finances in order, this time announc- ing that up to 20 per cent will be cut from munic- ipal funding by the Province. On the surface, it was an ominous develop- ment for cash-strapped municipalities. However, the Towns of Ajax and Pickering took the announcement in stride and deserve credit for taking the long view and not playing politics as usual. 0-4" In Ajax, Regional Councillor Steve Parish says the Town has seen this coming -for quite some time." In Pickering. Maurice Brenner is already look- ing to future and the savings such cuts will help the Province realize. The likely outcome of such cuts by the Province will be user fees for municipal and regional services and facilities such as libraries. garbage collection, community centres and so on. It -s not something we're used to, but certainly somethim_ we should consider if we are to move collectively toward a balanced provincial budget and a bri_hier economic future for all Ontarians. This is what we all signed on for when the Mike Harris government was elected June 8. Indeed, the coming few years will be felt by all of us. But there is a compelling fiscal reason for it: the provincial Tories have so far lived up to their party's agenda. After the main priority of location is resolved and if there are both new homes and resales available in that area, you will find that the price of a comparably -sized i house and lots will be fairly a close between resales and new homes. The reason for this is that the value of property is related to the cost of replacement. That is, new home prices for the most part set the price for resale property. If price is then roughly equal, what are the advantages of a new home? First of all, you are not buying someone else's problems, which may be the case with a used house...or a used car, for that matter. Every new home sold in Ontario is registered with. and backed by, the largest warranty program in Canada. You are covered for up to seven years against structural defects and are covered for one year on basically everything in the home. In many cases, you are able to choose the colors and materials that go into your home. Built-in appliances and other features are easier to accommodate and less costly to install in a new home than an existing home. You can include security systems, intercoms and place cable and telephone jacks where you need them. Today's homes are much more energy efficient than their predecessors. You will spend dramatically less on heating and cooling costs on a new home versus one that was built even as recently as five years ago. Some of the most often asked questions are: Which colors work together? Is aubergine in or out? Why does the paint on the wall never look like the paint in the can? How can I use color to make a room appear larger/sural ler/brighter/cosier? For all those people who think a complementary color is a free can of paint. Color: A Stroke of Brilliance should help clarify a few things. This lavishly illustrated book, written by Leslie Harrington and published by B & E Publications of Mississauga, demystifies the whole mystery surrounding color. Color: A Stroke of Brilliance starts with color psychology — the basic reactions which everyone has to certain colors and why. Then. the book shows how this new-found knowledge can be used to create rocxns treatments that are more functional. more comfortable and longer lasting. Harrington is a qualified designer who has made color her specialty. She also has a close understanding of the needs of do-it-yourself home decorators and brings to this book a great deal of down-home practical experience that can help anyone do a better job of creating a unique home environment. Throughout the book. Harrington fully illustrates her suggestions — like a foolproof way of starting a color scheme. "Search through your belongings for something with the colors you really like — it may be a painting, a scarf, carpet or a set of pattern drapes," she says. "If you like the wav the colors work together in your 'inspiration piece,' you'll like them in the room." The next step is to acquire sample paint chips that match each color in your chosen piece as an aid in selecting wallpaper, carpet and other furnishings. Color: A Stroke of Brilliance explains how colors work together and can be applied to correct design defects, to highlight treasured possessions, to create an atmosphere appropriate to the way the room will be use and, even, to make the room appear larger or smaller than it really is. It also shows how to create dozens of roan treatments based on the principles of color psychology. 1 Child safety*mp important the home Little explorers are dependent on moms, dads and grandparents to discover the potentially dangerous areas lurking in their home. What is a common sense for adults can become a serious, severe or possibly fatal accident for an infant. KinderGard's Safechild booklet offers home improvement ideas to help Prevent accidents before the smaller occupants of the home get around to their exploration. KinderGard says "it is important to experience for yourself the temptations which could lure your innocent youngster into an unnecessary accident." The Safechild booklet was first available in 1982 and is now in its fifth printing. The booklet is used by professional parenting educators — Red Cross, Lamaze, LaLeche, many doctors and hospitals —to help parents learn of the pitfalls around their home. Safechild takes new Parents and grandparents on a room -by -room tour from the crawler's point of view. It teaches adults to identify dangerous areas where toddlers may play, explore and discover when the guardian is not watching. Packed with valuable tips to accident -proof the home, Safechild also offers dozens of insights into what precautions need be taken by moms and dads to help the younger set avoid injuries. Safechild recommends essential home improvements Something old is new As stunner draws to a close. many of us start kx*jng ahead to the time to make simple repairs in and around the home. Here are a few helpful hints on how to make your home furnishings look new after another year of wear and tear. For example, the daily opening and closing of kitchen cabinet doors is bound to leave behind a few nicks and scratches. Cabinets can look new with a little project First, strip the old paint or varnish with remover available at the local hardware store or home improvement centre. Then, fill in the nicks and scratches with wood filler. After the wood filler dries, sand it flush with the cabinet's surface and wipe clean_ Finally, refinish the cabinet to restore its original beauty. Before staining cabinets, test in a hidden section to be sure you like the results. Remember. some shrinking will occur as the wood filler dries. To compensate for this use plenty of wood filler and sand after it dries. Also again remember that wood fillers react differently to staining and you may have to blend the stain the stain to match the rest of the cabinet. Hours of television viewing and game playing, may have left your chairs with a wobbly leg or arm. To fix, disassemble the piece and clean joint surfaces. Apply glue designed for wood to bond pieces and reassemble. If the project is more involved, you may consider looking for a "fix -it" book at the library. book store or local home improvement centre. These book -s are usually full of helpful information not only as to techniques. but sometimes as to the materials and proper tools to use. There is always the extra pride in knowing that you have fixed it yourself. Following a few simple steps and using quality wood fillers, glues and other materials can help to refurbish your kitchen or make that cozy chair sturdier than ever — and ready for another year of abuse. like: installing cabinet latches on drawers and cabinets where household chemicals are stored to prevent accidental poisoning; fitting electrical outlets with outlet plugs to reduce the risk of electrical shock; installing corner and edge cushions reduces the risks of cuts. If you are planning to baby -proof part of your home, also beware of poor quality toy -grade plastics and choose only materials which provide greater strength and security. Maintenance in the fall pays So often, people underestimate the Hoed for seasonal household chores. At a time when stretching every dollar seems so important, there is a danger that home maintenance projects will be overlooked. But it is important to remember that many tasks, when properly and promptly attended to, can alleviate an enormous amount of stress and pressure in the future. While the sun is shining and the temperature is warm, it is also easy to put off chores that during the winter months you will wish you had looked after. Sealing cracks in windowpanes or repairing a leaky roof are two jobs which should be taken care of as soon as possible. For most of us, these type of household jobs are hardly a festive occasion. But it is pointless to ignore repairs that need attention_ Contrary to what we may like to fantasize or hope for. these nagging problems will not disappear. If you think you are saving money by neglecting the needs of your home and "waiting until next year," try adding up the amount of time and dollars you have spent on past emergencies — the basement flooding, leaking pipes, clogged gutters causing water back-up_ Whatever the case may have been, taking preventative measures would have made the situation far easier to handle. After all, the best way to avert a serious crisis and prevent possible permanent damage to your home is to treat the problem before it becomes serious. Remember. in the wintertime when you spend the majority of your time inside the home. The time to repair the outside is now, when the weather is more conducive to working outdoors. The fust thing to do is run a household check — inside and out. Jot down what needs a touch up, what could use work soon and what needs immediate attention. A second opinion from a neighbor or friend may be useful. After the checklist is completed, it is time to get to work. Too expensive, you say' It is not as expensive as it is going to be when disaster strikes and prompt action is required. By then, the damage is usually so great, repair is out of the question and it will cost hundreds of dollars to repiaee damaged areas. Your checklist should also include problems areas that you could tackle yourself. Fix -it books or a more experienced do- it-yourselfer can help in this case. So assess your home's needs while it is warm outside and get started on the most urgent repairs_ You may find the project is not as involved or as costly as you thought it would be. Besides, having peace of mind and a warm, dry home during the winter makes it all worthwhile. Nights are getting colder. Kids are back in school. Autumn is in the air. For thousands of Durham Region residents who have swimming poops in their backyards, it is also the time to close the pool for another season. - But wait! Be careful not to put problems to sleep for the winter. If you close the pool the right way, you will avoid nasty surprises when it is time to open it again next spring. Improper closing techniques can translate into damaged equipment, unsightly stains and serious algae growth that is expensive and costly to clean up. Here are some basic steps that you can follow to "winterize" your swimming pool and send it into hibernation with a clean bdl of health: ♦ Take a final water sample into your professional pool store for analysis. Diplomat Pools has highly sophisticated water -testing software that can detect the presence of metals or other problems that you will want to handle before you close your pool for the season. This water -analysis system will also be able to outline a perfect prescription of winterizing products to match the exact needs of your pool. ♦ Brush the walls of your pool and vacuum it thoroughly to remove any debris. Clean the skimmer basket and lint trap. Use a special filter cleaner to clean any scaling that is present. Never store a dirty filter. It can cake and harden over the winter, leaving You with a tough clean-up job in the spring. ♦ With the pump and filter running, use the appropriate products to "shock" your pool. W40 an hour, then add a winter algicide around the pool edges. ♦ Follow your manufacturer's recommendations for draining the pool. ♦ Add special pool winterizing anti -freeze to pipes and equipment — do not put anti -freeze in your chlorinator/brominator. Never add automotive anti- freeze to your pool. Not only is it toxic to people, but it could also severely damage pool equipment. ♦ Cover your pool to protect it from winter winds, leaves, dirt and debris. Smart pool owners realize that a little investment in time and money in the fall can help prevent many Finding your builder is most important Making the right choice when it comes to purchasing a home is a matter of good planning, not good luck. No one person can be expected to know everything, so it is critical to surround yourself with qualified professional assistance throughout the process. Before starting out in search of a house, take the time to determine your financial capabilities. Based on your income and expenses. your real estate representative is qualified to calculate the maximum amount of mortgage you can obtain and, in most instances, can put you in touch with a financial institution which will provide you with written confirmation of the amount. Knowing your price range can save a lot of time, energy and, especially, frustration during the selection process. It can also re- assure the vendors about the validity of your offer and, therefore, swing negotiations in your favor. The structural soundness of your new home is your next concern. Certified home inspectors can be hired to thoroughly examine the house prior to your offer becoming firm. This can be a few hundred dollars well spent, especially if you are interested in an older home. To have an inspection done you should consult your sales representative, who can refer you to one or more certified home inspectors and then you submit an offer on the house that makes it conditional for a few days upon completion of the inspection. You must pay for the inspection, but at the very least it will provide you with peace of mind. Once financing is in place, you should carefully select one real estate representative to look after your needs. It is important you feel comfortable with the representative and he or she be very familiar with the neighborhood into which you want to move. A professional representative spends a great deal of time researching the market on your behalf and you will be better served having one person looking after your best interests rather than "working with" a number of people. Before submitting an offer, you may ask your representative for a computer printout of comparable homes that are listed for sale and that have recently sold. Sale figures can be misleading because they do not indicate the extras included, but, they can serve as a solid general guideline of value. Regardless of what route you follow to find your home, the timing is right for you to do it now. Interest rates are down, builders are offering excellent selection and prices have not yet started to rise despite the fact the market has gained significant momentum during the last few months. problems in the spring. Do yourself a favor and winterize your pool right. When the flowers begin to bloom, you will thank yourself. For more information on winterizing your pool, contact Diplomat Pools, 635 Kingston Rd. in Pickering. The store carries a complete line of pool and spa maintenance supplies and specialty products. Technology prepares your home for the future As people age and their lifestyles change, the home should age and change along with them. Looking to the future means using today's technology to mace homes warmer, cozier, safer and easier to live in. Several home improvement projects can make life easier in later years. Unattractive intercom units that stick out like a sore thumb in any room. Stereo components and VCRs that make your house look more like an electronics store than a home. If one of those statements sounds familiar or describes a part of your home, you are not alone. Many homeowners find it a struggle to achieve a balance between • performance and good looks when it comes to home entertainment systems. Sure, you could purchase a basic intercom system, run speaker wire to different rooms or purchase a VCR for each television set in the home. But you are bound to wind up with a home entertainment that looks patchy. The problem facing homeowners is finding a system that would integrate all those function without disrupting the home's interior design. New technology has made it possible for people who want all the latest electronic conveniences without sacrificing the look of the home. Systems are now available that offer technically -advanced audio. video and telephone paging capabilities in attractive components that will blend in with the home's decor. These systems are often grouped under the banner of a "home Conserve water and save money J Conserve water and save money by placing a capped. water filled, one -litre yogurt container in vour toilet tank. O Forth Americans bathe or shower an average of 6.2 times per week, compared to Europeans who bathe or shower four times per week on average. O A family of four flushes the toilet an average of 19.4 times a day. 0 The average household toilet guzzles enough water to account for 40 per cent of all indoor water use. Low -flush toilets can reduce this amount by half. O For a family of four, a low - spray showerhead can reduce water consumption by 27,000 litres (6,000 gallons) per year. O When landscaping, plant native grasses and use flowers and shrubs that are indigenous to your area to reduce the need for extensive watering of lawns and flower beds. electronics network." Basically, what these systems do is allow the user to access television, VCR and stereo equipment from any room in the home. Think of it! You can enjoy music from one central sound system throughout the home or watch your favorite pre-recorded movie in the bedroom, while the kids watch cartoons in the family room. Some systems also allow the homeowner to tum a telephone into a paging device for house -wide communication, without the obtrusive wall -mounted intercom systems. In some cases, your door bell can also be integrated into the system and sound through the speakers, momentarily muting any music that is playing. Optional features to some systems include closed circuit television cameras that allows the homeowner to monitor selected areas — the backyard and pool area, the baby's room, or the front door — from any television set in the home. -How do home electronics networks achieve all this? The system integrates the home's existing audio and video system components — CD player, cassette deck, radio, television, VCR. In each room, in -wall speakers provide quality sound, while keypads allow the user to access each of the components including controlling the sound level. Wall speakers of the past were easily spotted, but today's technology allows THE CO speakers to be recessed into walls or ceiling for flush -mount installation. The speaker grilles can even be painted or covered with matching fabric to blend in with the room's decor. "There are so many things you can do with in -wall speakers," says interior decorator Renee Eha. "In addition to painting speaker grilles, you can cover them with fabric or wallpaper. I've designed rooms where wall speakers are completely hidden by quilted wall panels. They still sound great, but you don't notice them until the sound starts to fill the room." Other decorator touches include faceplates for the control pads that match other wall switch or outlet plates in the room. S NEW HOMES P INTERIORS, i m PAGE I I New Homes aurid ZateriOrs Great news for mortgage shoppers Unless you are a new home buyer who has won the lottery or you are among the independently wealthy, the average consumer equates the purchase of a home with obtaining a mortgage. The good news for new home buyers seeking a mortgage today is that the market is highly competitive and lenders are constantly adding incentives to attract your business. Therefore, it pays to shop and compare the types of mortgages, the terms, conditions, prepayment features and interest rates in order to customize the mortgage to your needs. During discussions with financial lenders home buyers should acquaint themselves with the common terms and definitions; • Mortgage is a long-term loan comprised largely of interest - the price lenders charge for letting you borrow their money. • The principal is the money you actually borrow and repay with interest. Each mortgage payment includes principal and interest. - Term refers to the number of months or years the mortgage and its terms and conditions cover, usually from six months to five years. • Amortization refers to the years it takes to completely repay the mortgage. It is wise to begin your mortgage homework with the bank, trust company, credit union or financial institution where you presently entrust your finances. Starting with your current lender where you have already established a business relationship and a credit history should prove favorable during the mortgage approval process. Since the Ontario New Home Warranty Program (ONHWP) was established in 1976 we have encouraged new home buyers to carefully calculate their finances to determine the size of down payment they can comfortably afford. Too often ONHWP staff hear of people struggling to build or maintain big homes on small budgets. How much money do you really need? The actual cost of buying a home involves more than just the purchase price. Home buyers should calculate the associated expenditures including legal fees, taxes, moving expenses and home insurance. These disbursements can amount to several thousand dollars to cover costs for title searches, appraisals and land transfer taxes. New home buyers should add these costs to their down payment to determine the total amount necessary to close the deal. The ongoing costs of homeownership such as heat, electricity and water are monthly expenses to consider over and above your mortgage payment. Whether ONHWP's enrolment fee is included in the purchase price of the home or added to the closing costs, it is money well spent by the new home buyer because it buys the most comprehensive warranty in Canada. Unlike house or car insurance premiums that are paid each year, ONHWP's warranty is a new home buyer's best bargain, lasting up to seven years but entailing a one-time fee. Investing time with your financial lender to weigh the mortgage options before your house hunting begins. This should include a discussion about pre - approved mortgages where your income and debt load is assessed to determine precisely how much you can devote to mortgage payments. A pre -approved mortgage eliminates the financial guess work connected with buying a new home. Knowing the maximum amount of financing available to you and receiving a guaranteed interest rate for a set time period can give you some security. By organizing your finances ahead of time you eliminate unnecessary house hunting in an unrealistic price range. Another financial feature is the portable mortgage where homeowners can carry their existing mortgage to their new home. If the mortgage loan has to be increased, the rate on the additional balance will be blended with the former rate. This mortgage option could save you money if the existing mortgage is lower than current rates. Neophyte new home buyers are likely to encounter two types of mortgages. If you make a 25 per cent or more down payment, you will receive what is called a conventional mortgage. If form, make payments, change the your down payment is less terms and conditions and discharge than 25 per cent, it is deemed a mortgage. a high ratio mortgage. n t /'1• a To obtain a free copy call 1 - Under Canadian law 800-263-0231 or (416) 362-6092, certain lending institutions ext. 210 in Toronto.
