That's the opinion of acting Pick- ering mayor Maurice Brenner in response to Metro chairman Alan Tonks' proposal for a super region, which would include Metro. Durham, Halton, Peel and York. Councillor Brenner feels Mr. Tonks is looking at "bailing out Metro" by drawing on the resources of other regions. The Town has not taken an offi- cial position on Mr. Tonks' sugges- tion for reforming the Greater Toronto Area, but Mr. Brenner says council will meet between now and September to discuss it. Pickering will make a formal submission on the plan next month. See YOU ... At right, photos by Celia Bronkhorst You can have a say on super region plan FROM PAGE 1 Mr. Brenner's comments came after the councillor reviewed a questionnaire on municipal govern- ment being circulated to Metro resi- dents by a company called Access Metro on behalf of the City. The one-page public survey asks people's opinions about the service they receive from their local gov- ernment, whether they're getting "value for money" in terms of the taxes they pay, and Mr. Tonks' plan. Mr_ Brenner feels the question- naire is "an excellent idea," which should be used by all levels of gov- ernment to get feedback from the: public. But he doesn't like the plan for the super region. Mr. Brenner and other councillors worry about "recreating the dinosaur" and the accountability of the resulting super government. A common criticism of Durham's current form of regional govern- ment is the fact that each of the eight individual municipalities has little influence with the others. There's also unnecessary duplica- tion of services, he says, making, specific reference to the existence of both a Region and a Town plan- ning department. As a result, Durham "suffers a credibility problem (with) the pub- lic." The same difficulty would exist with a super region, which would see Pickering's few repre- sentatives unable to influence the rest of council concerning its own interests. "As governments become larger, they become more removed." He notes Metro Toronto knows little about rural and farm land as it doesn't have any. And, people move to Pickering, he says, "because they don't like Metro" so they wouldn't want to be represented by a Metro government. For this reason, Mr. Brenner sees governments moving in the oppo- site direction to Mr. Tonks' vision, with power being returned to the local levet. The councillor does agree with the concept of shared services and resources between the municipali- ties, such as road maintenance and public transit, in order to make them less costly. "We're trying to do things in case we are notified, so that we're not blind -sided," says Ben Chartier. Although he has not been notified of any cutbacks, Mr. Chartier says, with the cuts to the Toronto Transit ^ommission's Wheel -Trans pro- gram, he's bracing for a S30,000 to 540.000 reduction in Ilandi Tran- sit's SI -million bud;eet. Last week the provincial cabinet refused to restore S1.3 million in funding for Wheel -Trans. fie says Ilandi Transit is already looking for ways to reduce spending in the organization, in case of cuts. "By beim_ pro -active we're trying to do things to make sure it doesn't get away from us." Mr. Chartier points to a review of administrative overhead as an exam- ple. Ilandi Transit is a non-profit organization which provides trans- portation to over 500 people in Durham Region who use wheel- chairs and those who can't take reg- ular public transit because of physi- cal disability. Funding for Ilandi Transit is provided by Whitby. Oshawa. Clarington, Uxbridge and Scugog. Mr. Chartier says even though it is the local municipalities which provide the funding. it is the Province that provides money to the municipalities. If measures to trim spending at Nandi Transit can't make up for the anticipated cuts, services may have to be chopped. "I don't think it'll come to that," says Mr. Chartier. One person who's hoping it does- n't is Candv Goodwin. The 2i -year-old takes the Handi Transit bus every weekday morning from her home in Bowmanville to her job at the Oshawa and District Association for Community Living. "I'm fine with it." she says about the quality of service she currently receives. Currently Handi Transit serves anyone who is considered ambulato- ry -disabled, meaning they can't go ❑/ 0 up three stairs or walk 175 metres. If the Province changes its requirements. Mr. Chartier says Handi Transits would also have to change in order to keep funding. Suzanne Nobes, of the Oshawa and District Association of Commu- nity Living, says this could be dev- astating for several of the associa- tion's clients who rely on Handi Transit for work, recreation and medical appointments. 0 DURHAM — Help is available for local heart attack victims. The Ileart and Stroke Foundation is holding an eight-week information program for heart attack sufferers and their partners. It's designed to help people understand what's hap- pened to them, reduce their fears, and help them on the road to recovery. Eight weekly meetings involve specialists from the fields of cardiology, nutri- tion and psychology, who provide information and answer questions on all aspects of heart disease. Theatre Durham, in association with Like Magic Productions, will present a production of Harvey Fierstein's Torch Song Tril- ogy at Toronto's Poor Alex Theatre. Currently in rehearsal in Picker- ing, the Toronto play will feature local and city performers, and will raise money for James House Durham. The play, which organizers hope will become an annual event, will be performed from Wednesday, Aug. 23 to Saturday, Sept. 2. at 8 p.m. The Poor Alex Theatre is at 296 Brunswick Ave., west of Spadina Avenue and Bloor Street. While these homes can offer significant initial savings, new home buyers should be aware that the Ontario'New Home Warranty Program (ONHWP) may not offer warranty coverage to homes purchased from a trustee or receiver. A warranty on a new home comes from a vendor. A recent court decision found that a receiver is not a vendor as that term is defined in the Ontario New Home Warranties Plan Act. A receiver is not a vendor and therefore a purchase from them is not protected by the warranties in the Act. To prevent a bargain from turning into a burden, :new home buyers should not only learn what is covered by warranty but what's not. One example of an item not covered by warranty is secondary damage caused by defects under warranty. If a ceiling collapses and damages a coffee table, ONHWP would repair the faulty ceiling but not the damage to the coffee table. Depending upon how comprehensive the homeowner's insurance policy is, it should pay for the repair or replacement of secondary damage. During these lean financial times, many homeowners try to save themselves money by adding their own handiwork to the home. Do-it-yourselfers should be aware that the work, design and materials that they supply are not covered by warranty. Understandably, ONHWP cannot protect homeowners from their own mistakes. Also not covered are surface defects in workmanship and materials that were noted in writing of the Certificate of Completion and Possession and accepted by the owner at the date of possession. Homeowners are encouraged to properly maintain their new home all year round and make little repairs before they become larger problems. Damage due to homeowner neglect is not warranted. For example. dampness or condensation caused by homeowners failing to maintain proper ventilation levels or problems caused by a homeowner's improper operation of a septic system are not items covered by warranty.
