Under the new plan, MPs first elected in 1993 and elected a second term won't be able to start collecting their pensions until they're 55 years old. The rate at which MPs earn pen- sion benefits has been dropped from five per cent of salary per year of ser- vice to four per cent, though the new plan continues to be fully -indexed against infliction. Mr. Mc'ICea,ue will receive a My - out of 512.656 — the deductions he has paid sine being elected in 1993. He will also receive four per cent of that amount in interest. A glimpse into the motives of Ajax and Pickering teens enrolled in summer school class- es here paints a picture of earnest young students who want promising futures with good jobs, not one of indifferent kids with poor grades who must attend to graduate from high school. A sizable portions of the roughly 3,000 students attending summer school in Durham Region are taking hold of their futures by attempting to improve on already impressive marks. Some are getting a few of next years suhiects out of the way now so they can double up on other electives. Still others are taking extra cred- its to give them an edge when they apply to uni- versity. Further. some of these students are juggling part-time summer jobs with their academic .schedules. It all adds up to a rcfrcshing, positive view of a segment of society often thought to be disaf- fected, spoiled and lily. And when you consider that this year's sum- mer school enrolment is down by approximatcli 700 students from 1994. Ilk fart that these ko" are studying_ instead of vacationing because the, want to is even more imprcxsivc. Still. however. the perception persists That today's youth is spoon-fed, ambivalent. and unlikely to contribute to society in the same man- ner their predecessors did, And that's unfortunate. Think about these kids, in Ajax and Pickcring before you buy into the stereotype. !0 WRM: TO no- .NEws ADNT-xn.WJZ, 130 COnUtl:xcl - , Al. "It's not that had. Actually, I enjoy being here," admits Sarah Owen, one of 1.256 students enrolled at Ajax Hish School this summer. "Most of our friends are working during the clay, so it giyes us some- thing to do." explains Sarah, who has a part-time job in a fast-food restau- rant and who regularly attends llcnry Street high School in 'i''hitby. The atmosphere is "relaxed. You don't have the slackers who don't want to be there." She's earning the last credit she needs to graduate early, and admits being in one of only two air-condi- tioned classrooms at Ajax High is "a bonus". For others, the heat can be drain- ing. "It's getting really hot. At 11, you go, 'Oh my God. Isn't the day over yet?"' complains Stephen Sparrow of Pickering High School in Pickering Village. who takes a fan to and from school. "There are a lot of other thinss I'd like to bt: doing, but this is import;lnt. I still have the afternoons." notes Stephen, who wants to improve his English mark. Still, if he had been able to find a job. he "probably wouldn't have gone to summer school." A summer job is preciscly why Monsi_nor John Pereyma Catholic SchcK)f student Nfariusz Stasinski of Oshawa cycles or takes the bus to Ajax each day. He's got a third part-time job lined up next month, when the course he wanted to take is offered closer to home. "I want to upgrade my mark in Lnt,lish. I _got a 76, Fut I want to upgrade ittoat least an 80," he explains. For others, taking_ a course this summer promises to make things eas- ier come Scp(emt)Lr. "I want to ;ret English out of the way so I can concentrate on science next year," says Piero Brigneti of Archbishop Denis O'Connor Catholic High School in Ajax. "I'll be taking five science courses." Ajax high student John Gindick. meanwhile, wanted to "get an extra English credit so I can add extra credits to my roster." Tuesdays and Thursdays on the second and fourth weeks. The second session began July 5 and concludes July 28. It's offered on opposite days. While the schedule means students must give up a whole month of their summer vacation instead of just half a month. Mr. Cole maintains "it's educa- tionally more sound for weaker students. "it gives them a day in between to digest five -and -a - half hours of instruction and gives them a day to prepare for their next class Though Mr. Cole recognises the new schedule "isn't as accepted" as traditional sched- ules. "we would be prepared to do it again next year." Durham teachers at summer school haven't been ,un -c,. on the revamped schedule, but "they obviously had to buy into it" because they trust apply to fill a limited number of posi- t i0Ms. "They seem to be enjoying it." says Mr. ('ole. Deciding to get a tattoo is a yery personal decision — one that should not be taken lightly. says Jeff LeBlanc, owner of J & J Tattoos in Durham Region. Tattooing is the production of patterns on the txxiv by introducing pigment through ruptures in the skin. This ancient art is enjoying a renaissance of popularity in recent years, points out Jeff, who has 16 years experi- ence in tattooing. Seeing celebrities like Cher. Kiefer Sutherland and ('harlie Sheen sporting their own per- sonal brand has certainly given crcdihility to the prac- tice. says Jeff, but the surge in populari- ty also has a lot to do with the quality of Removin(y the work done to day. Every facet of tattoo production has improved dramatical- ly in recent years: the artwork, the equip- ment. the ink. The walls of J & J Tattoos are papered with dash. the indus- try linco for tattoo designs. Jeff has thousands of them: tribal black work. traditional anchors and ships a la Pop - eye. serpents and skulls. flowers and hearts, eagles and fiery dragons, hare - blue, today inks are available in every color of the rain- bow. To ensure health and safety standards, all equipment is sterilized before use and new needles are used for each customer. For his own protection. Jeff wears sur- gical gloves. "Everything is safe and sanitary," he says. Generally a tattoo takes from one to two weeks to heal, depending on the person and how well they take care of it. Home treatment includes an application of an antibiotic ointment like Polysporin twice a day to pre- vent infection, which could affect the quality of the design. "The sun is really hard on them." says Jeff. They have to he kept covered and out of the water until they're healed." Getting a tattoo is definitely something_ that should be done by a professional. says Jeff. Thcrc are always those who try to make their own tatioo machines, but with the risk of infection — and AIDS — it's simply not worth it. unwanted tattoos lengthy and costly process DM iA.11— As much w he wexhki like the txw- ness, local tattoo artist Jeff LeBlanc encourages potential clienL% to think carefully befo n: they take the plunge. Because tattoos are permanent. the V? -year-old tattoo artist urges his customers to really think aho ut it before taking action. Try it before you buy it, he sugcests. 1f there's any doubt in your mind, buy yourself a temporary tattoo and see how you like it, he suggests. Then decide if you can live with it for life. Jeff also discourages people from personalizing their tatter tow much. " %V' Let guys coining in herr who want their girlfriend's name uitto o d on their arms. then three week. later they're hack again" askmn, how to get rid of it. Other than laser removal at a doctor's office, the only option is to black it out with more tattooing, says Jeff. It takes from 20 minutes to 1 112 hours to apply a tat- too. depending on the size and detail of the work. First the area is washed with soap and water, swabbed with alcohol and shaved. A stencil is then applied. Jeff uses professional electric tatter machines which pierce the skin with tiny vibrating needles, while intro- ducing the ink under the skin. A three -needle outliner is used to go over the stencil and make it permanent, then a six -needle shader is used to color in the tattoo. %Where- as tattoos a generation ago were exclusively black or 1 highly recommend this School" for anyone whe wants the very best for their child. - More. a ;any.- age 3 Blaisdale ini Montessori Schools • Ages 18 months to 12 years • 403 Kingston Rd., 545 Kingston Rd., Ajax • 415 Toynevale, Pickering Call (905) 686-5005 ing the skin containing the pigment. BRGe.•,5:_ a.`ca,_:. 1B6s c ,Y i nere is a billboard around town that states "The best time to buy a house is when nobody 1 HO I e se thinks it is. According to this year's statistics, most people don't feel that this is a very good time to buy. Sales are down significantly. - While the billboard mentioned above was an ad for a real estate company, it is applicable for new homes as well as resales. And it is very true. real al estate market is struggling in one of the worst times in recent memory. Most people realize this and are uncertain about buying or selling in these times. There has been some political and social upheaval, interest rates have been riding the roller coaster and job 1A ;$ RA A IL As people age and their lifestyles change, the home should age and change along with them. Looking to the future means using today's technology to make homes warmer, cozier. safer and easier to live in. Several home improvement projects can make life easier in later years. For example, a main floor bathroom allows people to avoid climbing stairs - Gradual slopes inside and outside, instead of steps, are quick to install and easy to walk or negotiate in later Years - A shower with a built-in seat is a boon for anyone who finds difficulty in standing too long or getting in and out of the bath. Many bathroom manufacturers offer a wide selection of square, rectangular, circular or curved shapes with non -slip bottoms. Support grips for the sides of shower stalls or bathtubs are also a widely available and easy to install. With decreasing leisure and the pressures of daily routine, people also look forward to indulging in relaxing baths. A bathroom that has the latest technology, insulation and elegantly -designed features makes these bulbs even more If you really want a treat, install a whirlpool to relax the muscles at the end of each day. 'mese spa baths are just the thing to soak away aches, pains and stress acquired during the day. Warmth inside the house can be captured in the form of sun rays streaming through picture windows. Examine the new energy-saving furnaces and water heaters. Technology has made it possible for people to keep their homes at a comfortable temperature level, while conserving energy and saving money in utility bills. As people look toward retirement, a home that is geared to basically evening activity or a busy weekend must change to include more time spent around the house. There is more emphasis on comfort and relaxation. You will suddenly notice how light varies from room to room and at different times of the day. The view from windows also becomes as important as the place for hobbies or pastimes. Now is the time to convert the space under the stairs to a storage area or add a study, showroom or well - organized hobby area. Outsiidee,a garden shed or greenhouse will keep !.!'7 you " for hairs' situations aren't solid. All these factors contribute to low levels of consumer confidence. People wishing to sell in order to upgrade remember what 9Y STM their house was worth in the late 1980s and are, perhaps, holding out for a return to those levels. Many people are hesitant to make a purchase now because they remember what happened to those prices as values eroded in subsequent yam. Some people are even claiming that real estate is not a good investment anymore. They are wrong. What happened to real estate prices in the late '80s and early '90s was an aberration. Real estate has been, and will always be, one of the best investments you can make. Prices in the late 1980s were overvalued due to a boom fueled by speculation. Today's prices .are undervalued due to a soft market and uncertainty. -Real estate values should be somewhere in between the peak of the boom and the depth of the recession. Prices today are still at the bottom. - For a first time buyer, this is a buyer's market. Prices are low, choices are wide and mortgage rates are very reasonable. For the move -up buyer, it is still a very smart time to buy. Yes, you won't fetch the same price for your house today as you would have received in 1989, but the house you wanted to buy is correspondingly lower today as well. So, before everyone else realizes it — this is a great time to buy a new home. Visit the new home sites soon and take advantage of this market — it won't last forever. Some — like location and home design — are important to most potential homebuyers, while others — like aaodscaping — are pegged by selected few as the deciding factor before signing on the dotted line. The telltale sign of a builder's success comes from the fact that regardless of site location, homebuyers -identify the same reasons that brought them to the builder. One such case is the Kaitlia Group. Recently. three new home buyers talked about what prompted them to choose a Kaitlin Group home. And the most popular reason was. -attractive homes. "We made a wish list of the :things we wanted in a home," says Angela Sokol, "and the most important feature we were looking for was space." Angela and her husband Jerry found it at the Kaitlin Group's Twyn Rivers community in :Pickering. We were impressed by the diversity of the models." Angela says. -The variety of layouts meant that we could have as much space as we were looking for and exactly the way we wanted it. Plus. Kaitlin was really good about making any changes we needed." The story is pretty much the same from Jennifer and John Rodych, who purchased a new Kaitlin Group home in Uxbridge, at Barton Farms Estates. -We felt at home from the moment we moved in." says John. We loved the brightness of the home and how Kaitlin used to windows to make the home look bigger." Tracy and Paul Buckle, who have been living in Bowmanville's Aspen Springs for a year and a half. the appeal was the layout of their home. "Kaitlin has really taken advantage of all the space in building their homes." says Tracy. And it's the same for all the homes (at Aspen Springs). They are all gorgeous. - Location was also very important, particularly to the Rodych family and the Sokols. John Rodych, who operates a business in THINKING OF IZAKING A MovE? The Sokols offered a slightly different story. "We bought a new home 10 years ago and swore we would never buy a brand new home again," says Angela. However, when she and her husband -:visited Twyn Rivers and its proximity to the Rouge River valley, Angela says she changed her mind very quickly. "The he thing that brought as to Twyn Rivers in the first place was the .Surrounding area and the fact the site had mature trees," she explains. "The whole area is just beautiful." The Buckles were looking for 1convenience and toward the future. Tracy and Paul were fust -time hone buyers, who had been renting in Markham. At Aspen Springs, Paul has easy access to commuting routes (Hwy. 401 is just minutes south of the community) and Tracy liked the fact that a school was included in the future plans for Aspen Springs. Plus, they also felt part of the community right from the start. "In Markham, we never really fit in," Tracy says. "Bat here, we got to make so nmy new friends and we felt comfortable and at home right away." The Kaitlin Group is also well known for the friendliness of its sales staff and its after-sales service. Tracy Buckle says the Aspen Springs sales staff was especially helpful for them as first-time buyers. The Sokols and the Rodychs echoed the fact that any requests for repairs we immediately looked after. "The home is great and thea have been no real problems," says John. "But when we reported something that needed fixing, they came as quickly as Possible--" What the Sokols, who said they vAnId newer buy a new home again? Too often Ontario New Home Warranty Program (ONHWP) hears from people who make verbal agreements and sparsely - worded contracts concerning one of life's most expensive investments. One contract, for example, stated only "the builder will construct a 2,500 square foot home" — leaving the home buyer completely vulnerable, with no assurances of when, where and how the house would be bait. One elderly woman, who had a verbal agreement for a contract home, lost $80,000 after the builder went bankrupt. Months later, she hired another contractor to fmish the house and the woman made a fmancial loss claim to the ONHWP. With no contract to prove what the original builder was responsible for and no opportunity to inspect the unfinished work, the ONHWP could offer no assistance. Hiring a lawyer early in the process to draw up a formal contract is critical. A lawyer will attach a separate payment schedule outlining the construction stages when payments will be trade, ensuring home buyers receive the work they paid for. To ensure your dream home becomes a reality, you should carefully research every aspect of your custom home from choosing a reputable builder to selecting the design, construction materials and understanding warranty coverage. Customers frequently ask: Are custom and contract homes covered by the Ontario New Home Warranty Program? The answer is: Sometimes yes and sometimes no. Custom-built homes, where home buyers purchase a completed home constructed by a builder or sold by a vendor who also provides the land are fully warranted if the transaction is completed through an Agreement of Purchase and Sale. However, if only the shell of a custom-built home is constructed and sold along with land through an Agreement of Purchase and Sale, the unit does not qualify for warranty. Eligibility for warranty coverage on contract homes defined as houses built on land that is owned by the home buyer varies. To be covered by ONHWP a home must be built by a builder. A builder is defined in the Ontario New Home Warranties Plan Act as "a person who undertakes the performance of all work and supply of all materials necessary to construct the completed homes whether for the purpose of sale by himself or Getting the most from your kitchen Humans spend roughly one third of their lives sleeping. But how much time do you spend in the kitchen? Considering the kitchen is often the central gathering room in the house, it is worthwhile to make it both a practical and pleasant environment. Here area few tips: ■ Good lighting is not only a convenience, it prevents accidents during food preparation. ■ Store items close to where you will be using them — pots and pans should be near the stove, while coffee, tea and sugar should be close to the counter. ■ Hanging pots of herbs, bunches of garlic or onions and one of two plants add ambiance to the kitchen. ■ A row of your favorite coffee cups, or other favorite items, personalizes the space. Small kitchens are not always a disadvantage, they fust require a little more planning. Shelving provides storage without robbing the kitchen of space and door -mounted racks inside cabinets provide even more storage. under a contract with a vendor or owner... Therefore, if you hire one contractor to build the home from foundation to finish, the contractor is defined as a builder and should be registered with the Ontario New Home Warranty Program and enroll the home. And, the home would have a warranty. However, your house becomes ineligible for coverage when: ♦ You hire a company to build the foundation and • you complete major components such as plumbing and electrical wiring. ♦ You hire one contractor a build the foundation and another contractor to construct the Gorse. ONHWP views homeowners who use subcontractors or subtrades to complete essential parts of their home as acting as their own builder. If you do some of the cosmetic work, for example installing trim or painting rooms, your home is warranted but not your work. If you are considering building a contract or custom home and have a question regarding warranty coverage or choosing a reputable builder, contact your Ontario New Home Warranty Program office or call 1480x668-0124. Recently, the Ontario New Home Warranty Program (ONHWP) has received calls from new home buyers and builders who are looking for information about the strike by framing carpenters, concrete and drain workers and basement farmers that started June 26 in the Greater Torado area and how it will affect their warranty coverage. The most commonly asked questions include: How will the stn'ioe affect the closing date of my new home or the occupancy dale of my condominium? Some homes may not be affected by the strike. For example, if the majority of the construction work was completed by June 26 and your home only required finishing touches, there is a good chance the closing date for your new home or occupancy date for your condominium unit will not change. However, if other trades become involved, the construction of any home might be affected. If construction on your new home was not completed before Janie 26, you will have to be patient with the builder since it will be difficult to estimate how long a delay might be caused by the strike. In almost all cases, the delay will be greater than the actual length of the strike, depending on the stage of construction. Builders will have to wait until the strike ends and an agreement is ratified between the builders and the trades before they can re -schedule construction and issue new closing and occupancy dates where they are necessary. Each home will be affected differently. During the strike, builders should be monitoring the events and keeping their hone buyers informed. How can the strike affect my warranty coverage? Warranty coverage on your home begins when you take possession. The Addendum to the Agreement of Purchase and Sale which applies to freehold hones does not exempt strikes and therefore does not release builders from their responsibility to construct a home by a certain date of the purchaser will have the ability to walls away from the deal. If the closing day of a freehold home is delayed for more than 120 days from the original closing date, purchasers who have not specifically agreed otherwise, have a 10 -day window (between the 120 - and 130 -day period) to end the agreement and ask for their deposrts to be returned. This provision is only relevant if the deal does not close. If the home is completed and Me homeowner takes possession, there is wakranty coverage for additional living expenses. However, there is no cnmpemation for delays caused by the events beyond the builder's control — such as strikes, civil insurrection. floods -or Acts of God. Tf the delay is caused solely by the strike, there will be no claim or compensation for the delay and the expenses incurred., If the home has been subject io addiibonal delays that are separate from the strike's impact, a delayed closing or occupancy claim may be made. Warranty claims are considered only if the sale closes. The period of delay caused by a strike is exempted from warranty claims and each block of time will be assessed by ONHWP on a burse -by -house basis. An assessment cannot be made now since we do not know how long the strike or strikes last.
